Jossie Esto and Yah-Lydia Wonyene
Bekhtar Guest House attack, Kabul, Afghanistan, 28 October 2009

This electronic condolences page is open to all UN Volunteers and staff past and present, to UN colleagues, as well as to members of the public who wish to express their thoughts and feelings. It has been created as a mark of respect and to honour the lives of UN Volunteers Ms. Jossie Esto from the Philippines and Ms. Yah-Lydia Wonyene from Liberia, who tragically lost their lives during an armed attack on Bekhtar Guest House in Kabul, Afghanistan on 28 October 2009. Both were serving as Electoral Outreach and Training Coordinators with the UNDP/ELECT Project. The attack killed three other United Nations staff members and three Afghan nationals, while injuring several others. We deeply mourn all of them.

A memorial service was held for them in Kabul on 30 October attended by the Special Representative of the Secretary-General, the UNDP Country Director, the Head of the UNDP/ELECT Project and the UNV Programme Manager. UN doctors and counsellors were present throughout to offer their professional support.

A memorial service was also held in UN Headquarters in New York led by the United Nations Secretary-General and supported by the UNDP Administrator and UNICEF Executive Director; and simultaneously at the UN Campus in Bonn, Germany led by the Acting Chair of the UN Heads of Agencies/Acting Designated Official and supported by the UNV Deputy Executive Coordinator. The UNDP country offices in both Liberia and the Philippines also held remembrance ceremonies, as did the UNV office in Timor-Leste, where both Jossie and Lydia had previously served.  UN flags flew at half-mast all around the world.

This electronic condolence page as well as the numerous other condolence books are being compiled and will be sent to Jossie and Lydia’s families at the end of November 2009.

Jossie and Lydia dedicated their knowledge, experience and lives to support the people of Afghanistan and their democratic processes. The global UNV family celebrates their professionalism, courage and volunteer spirit. At a time of sadness and loss such as this, it helps to write down what we think and feel. This condolence page will form a lasting tribute to Jossie and Lydia and to all the UN personnel and Afghan people who gave the ultimate sacrifice in Kabul to the cause of peace and development.

The UNVs have been easy targets in such situations, because they perform a front line role, a brave effort, worthy of a United Nations Volunteering spirit. This is the second tragic incident after the killing of a Japanese young volunteer along with his Cambodian Counterpart by the Khmer Rouge, when they were carrying out registration of voters in the villages under occupation of Khmer Rouge. That was in year 1993,when I was posted in Cambodia in the UNTAC mission.The incident triggered off a sense of pride amongst the UNV colleagues. The sacrifices of these 2UNVs will not go in vain. Speaking to you over the phone on 28 October 2009 to inform you about the aftermath of the vicious attack on Jossie and Yah-Lydia’s guest house in Kabul was one of the most difficult things I have ever done in my life. However, while we are grieving, we are also celebrating their life of service to the world. That is what we did at the closing of the UNV Programme Officers Workshop in Bonn on 28 October as we stood together in a moment of silence, and after that resolved to renew our efforts for Peace and Development as the best tribute to the memories of Jossie and Yah-Lydiah, and of other UN colleagues who have given the ultimate sacrifice. We did the same at a United Nations memorial service in Bonn on 30 October to coincide with the one led by the UN Secretary-General in New York. The UN flag was at half mast all over the world that day, during your families’ and UNV’s most tragic and dark hours.

Our thoughts and prayers will always be with you.

Josie is a personal and close friend that started during the first democratic election in Liberia. I always tell her she's always been very caring and thoughtful friend and colleague. As a compatriot, colleague, and friend (Montserrado Team - ED Liberia 2005), we've shared good and bad times together, shared about our personal challenges both at home and work. Her death is really heart - breaking, not only because she was a former UNV colleague but because of who she is. She's not only a great loss to the UNV but moreover a BIG loss to her family and circles of friends.
