The purpose of the Handbook is:

(a) to establish a set of general principles and specific guidelines that govern the conditions of service for international UN Volunteers and ensure that they are reasonable and fair; and

(b) to bring consistency in the administration of these conditions of service across countries.

These principles and guidelines reflect the volunteer nature of UNV assignments and establish their relation to the framework and context of work of the United Nations system.

The goal sought is to ensure an environment for UN Volunteers which:

(i) assists them in contributing towards achieving the goals and objectives of the UNV programme and, through it, towards the achievement of the Millennium Development Goals (MDGs), including building local capacity in the countries of assignment; and

(ii) provides a unique opportunity to develop their own professional and personal skills as well as to reinforce their commitment to volunteerism.
