UNV Education Specialist - Cambodia

The United Nations Volunteers (UNV) programme is seeking a qualified Norwegian national for the following UNV volunteer position:

Post Title: UNV Education Specialist
Host Agency: UNESCO 
Duty Station: Phnom Penh, Cambodia
Language: Fluent in English and good knowledge of other language, motivated to learn Khmer
Duration: Two years
Application Deadline: 15 January 2009 (only Norwegian nationals may apply)

Under the overall authority of the Representative of UNESCO in Cambodia and the direct supervision of the Education Programme Specialist, the UNV volunteer shall carry on the following duties:

  • Promote and assist in the formulation, and assess the development, of national education strategies and plans, as well as its implementation aimed at reducing the educational barriers and improve quality in all its dimensions;
  • Cooperate and assist in the capacity-building of the Ministry of Education, Youth and Sport (MOEYS) and promote the use of innovative methodologies and techniques in areas related to planning, administration and management;
  • Conceptualise and propose programmes and projects within the framework of  Education for All, including Basic Education, Technical and Vocational Education and Training, Inclusive Education, Non-Formal Education or/and other areas related to Education Policies and Strategies and Promotion of Quality Education;
  • Conceptualise and draft  project proposals and assist in negotiating with donors to mobilize extra-budgetary funds;
  • Implement, monitor and evaluate decentralised projects and activities in the fields of education with partners and contractors under the UNESCO programme activities in line with UNESCO mandates;
  • Contribute to the development of national action plans and cooperation in the above fields of education in cooperation with national, international, governmental and non-governmental organizations concerned;
  • Contribute to and promote an inter-disciplinarily approach in the multi-disciplinary team effort of the UNESCO Office in Phnom Penh, particularly as regards to education for sustainable development;
  • Strengthen collaboration with UNESCO HQ, Asia-Pacific Regional Bureau for Education and field offices as well as stakeholders and international development partners;
  • Report regularly and contribute to reporting by the Office on progress of activities for which he/she is responsible in accordance with established procedures;
  • Perform other functions as may be required.

Qualifications and Experience Required

  • Advanced university degree in education, development studies or related fields in social science;
  • Minimum three years of assimilated professional experience in related projects or programme planning and administration; Experience of working in an international organization is an asset;
  • Good knowledge of educational planning and administration, statistics, social sciences and pedagogy;
  • Excellent interpersonal skills including the ability to create an effective and good working environment;
  • Working experience in a developing country would be highly advantageous;
  • Strong computer knowledge and skills, including proficiency in Microsoft Office, and possibly data management software.
