Governance Innovation Officer

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Nationals of the country of assignment are not eligible.

Under the direct supervision of Head of Programme and Results Unit, the UN Youth Volunteer will undertake the following:

  1. Strategic formulation of new initiatives and programme implementation relevant to digital government and governance innovation to improve public service delivery (40%):

  • Provide technical inputs to UNDP in the areas of digital government and innovative public service delivery;

  • Contribute to the design of innovative governance programme/ initiative and other related specific interventions as part of the portfolio;

  • Develop and execute the work-plan;

  • Take necessary actions to address and mitigate challenges and risks.

  1. Partnership (20%):

  • Establish and maintain partnership with relevant stakeholders within and outside Cambodia

  • Specifically, liaise with relevant Government agencies, civil society organization and other UN agencies, and contribute to activities related to good governance and public sector reform;

  • Coordinate technical meetings as required;

  • Contribute to resource mobilisation and conduct stakeholders mapping.

  1. Policy, advocacy and communication (30%): as part of the policy-oriented research and advocacy component, the officer will provide the following supports:

  • Conduct rapid initial/background analysis related to good governance, public sector reform and especially innovation in public service delivery as and when the need arises;

  • Coordinate and contribute to the researches (usually done by expert researchers);

  • Support research dissemination and advocacy through engaging with key stakeholders in policy dialogues and research findings dissemination;

  • Support policy development;

  • Identify best practices and success stories;

  • Develop relevant communication materials;

  • Contribute to office wide annual planning and reporting from governance and human rights angle.

  1. People management (10%): as the portfolio grows, it is likely that there are additional staff, volunteers or interns joining the team. Therefore, the officer is expected to supervise and provide guidance to them and other staff members where appropriate.

  1. Any other related tasks as may be required or assigned by the supervisor.

Bachelor degree or equivalent
  • A degree in social entrepreneurship, innovation, business administration, development, public administration/policy, or related field of study- minimum B.A., preferably M.A. or equivalent Advanced degree

  • Up to two years (minimum 1 year) of working experience in development programme, especially in good governance and innovation in public sector;

  • Work experiences in developing countries preferably in the Asia-Pacific region;

  • Motivated to contribute towards peace and development and to serve others;

  • Good interpersonal, networking and communication skills;

  • Willingness to contribute and work as part of a team;

  • Flexible and open to learning and new experiences;

  • Respect for diversity and adaptability to other cultures, environments and living conditions;

  • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded;

  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others).

12 Months
  • At least 1 year of required experience in public service innovation

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:

  • Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching.

  • Inter-personal skills: including communication and listening skills; multi-cultural aware-ness and cultural competency; and conflict and stress management.

  • Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation.

Beyond the learning opportunities provided by UNV, UNDP will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer’s assignment. UNDP will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel.
