Sous la supervision directe du Spécialiste en Développement Communautaire et en collaboration étroite avec les autres spécialistes et animateurs du Projet Planification du Développement Secteur Privé et Emploi (PDSPE), le VNU spécialiste en appui de proximité sera en charge des tâches suivantes dans le cadre de la mise en œuvre de l’approche intégrée au niveau de la zone cible :

  • Mise en œuvre au niveau terrain des interventions définies dans le PTA ( Plan de TravailAnnuel)
  • Appuyer les bénéficiaires dans la mise à jour de leurs besoins prioritaires et dans la programmation des actions y afférentes ;
  • Accompagner les bénéficiaires cibles dans l’exécution des actions de développement prioritaires ;
  • Au niveau des communautés, coordonner et faciliter l’intervention des différents projets du PNUD, des Agences des Nations Unies ainsi que les ONG en charge de la mise à disposition de moyens de subsistance pour le développement des activités socio-économiques des populations cibles ;
  • Encadrer et renforcer les capacités des bénéficiaires dans la gestion de leurs activités ;
  • Accompagner les Personnes Ressources de Proximité qui vont relayer les différents organismes en termes de pérennisation de services.
  • Structuration et organisation paysanne :
  • Organiser et structurer les bénéficiaires dans la mise en œuvre de l’approche intégrée ;
  • Identifier les gaps de capacités des structures ou organisations mises en place et contribuer à l’organisation des réponses y afférentes ;

  • Suivi et rapportage
  • Appuyer le Spécialiste en Développement Communautaire et les animateurs de chaines de valeur dans la mise en place et la mise en œuvre d’un mécanisme de suivi-évaluation du Programme, selon le canevas préétablis ;
  • Contribuer à la collecte d’informations nécessaires au rapportage périodique du Programme ;
  • Assurer le suivi des activités initiées auprès des bénéficiaires cibles ;
  • Suivre la mise en œuvre de la contribution des autres Agences des Nations Unies et autres initiatives.
  • Communication
  • Informer les populations cibles sur l’existence, l’objectif et les activités relatives à l’approche intégrée ;
  • Participer aux actions de communication tout en assurant la visibilité de l’approche, du PNUD et du programme VNU ;
  • Exécuter toute autre tâche utile à la bonne marche des activités dans le cadre de l’approche intégrée.

En plus de ce qui précède, le volontaires VNUN est encouragé à :

  • Renforcer ses connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le Programme VNU, les publications externes et prendre activement part aux activités du Programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée Internationale de Volontaires (JIV), le 5 décembre.
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles.
  • Contribuer à la rédaction des articles sur les expériences de terrain à soumettre pour la publication du Programme VNU/ site web, bulletin et notes de presse, etc.;
  • Contribuer au Programme d’accueil des volontaires VNU nouvellement arrivés dans le pays d’affectation;
  • Promouvoir ou conseiller les groupes locaux dans l’utilisation des volontaires en ligne ou encourager les individus et les organisations d’utiliser les services de volontaires en ligne quand cela est techniquement possible.

Within the organization’s delegated authority and under the overall supervision and guidance of the G5 Sahel Project Coordinator and under the direct supervision of the relevant Team Leader, the UN Volunteer will undertake the following tasks:

  • Facilitate the implementation of human rights mandate in the designated area of responsibility (AOR);
  • Contribute to the implementation of the compliance framework of the FC-G5S;
  • Gather information, analyse and report on the human rights situation in the designated AOR, including through close cooperation with other United Nations actors and the community;
  • Follow up on individual cases of violation of human rights and international humanitarian law and related issues with authorities, with the aim of stopping or preventing human rights violations or seeking remedial action by the authorities to prevent similar violations occurring in the future;
  • Contribute to the design and implementation of strategies aiming at enhanced Protection of Civilians in the AoR;

Within the terms of the organization’s delegated authority, and under the guidance of the G5 Project Management Team and direct supervision of the Senior Human Rights Officer leading OHCHR’s G5 Project, the UN Volunteer will undertake the following tasks:

Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, monitor and analyze specific aspects of programme/project development and implementation, review relevant documents and reports, identify problems and issues to be addressed and recommend corrective actions, liaise with relevant parties, identify and track follow-up actions;

Assist in ensuring an effective and efficient execution of projects and programmes, within the limit of the allocated resources, by providing appropriate technical support to projects through project design, field visits, training, reporting and evaluation, coordination and monitoring activities related to participatory urban planning, management and governance;

Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;

Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies and inputs to publications; Provide administrative and substantive support to consultative and other meetings and training workshops, conferences etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations and handling logistics; Participate in field missions, including provision of substantive and administrative support and data collection;

Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports and financial statements) and preparation of related documents/reports (pledging, work programme and programme budget); Assist in the preparation of project documentation, project approval package submissions, project and budget revisions, recruitment of consultants and procurement of goods;

Assist in the strengthening of inter-divisional collaboration to achieve better linkages between normative and operational Divisions to better coordinate and support the implementation of the organization’s work programme; Support communication and liaison with international partners and donor organizations, as well as implementing partners on international, national and local level; Perform other related duties as may be required.

This assignment implies frequent interaction with the following: Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies, representatives and officials in national governments, international organizations and consultants.

Under the direct supervision of the Field Engineer, the UN Volunteer will undertake the following tasks:

  • Install, service, maintain and repair electrical system components in compliance with recognized standards and regulations pertaining to safety and installation codes of all electrical systems;
  • Diagnose technical faults and carry-out remedy for malfunctioning or defective electrical systems;
  • Perform diagnostics and preventive maintenance of electrical systems, all electrical lighting and power systems, main distribution and control panels for generators, water and sewage distribution systems;
  • Perform technical or other assessments of electrical systems, generating sets or buildings and infrastructure and prepare technical or other reports;
  • Apply and ensuring adherence to safety programmes related to the safe operation of electrical systems and maintenance trade;
  • Conduct in-house training to tradesmen and artisans on the imaging technical skills in the installation of specialized equipment, fault finding and remedy;
  • Inspecting and reporting on construction project work and maintenance work carried out either by contractors or tradesmen and staff under supervision and ensure proper utilization of available resources;
  • Read and interpret specifications and technical drawings, schedules, manuals for construction projects, installations and upgrade repair of infrastructure;
  • Prepare draft drawings and layout plans for Chief Engineer’s approval and ensuring the approved plans are implemented in the most efficient and cost effective manner;
  • Ensure that any work carried out by Building Management System (BMS) does not conflict with existing UN environmental, health and safety policy;
  • Coordinate regularly with other units within BMS to ensure that all work is planned and structured in a way that does not hinder the progress of any project or task;
  • Ensure that full and accurate reports are maintained on all aspects of the electrical activities.
Technical/Vocational diploma

A minimum of College Diploma in Electrical engineering or related field is required. Recognized and valid license to repair, maintain, troubleshoot and install electrical power supply systems is desirable.

  • At least five years of progressive experience in installation, repair and troubleshooting of electrical power supply, distribution and transmission systems. Experience in electrical power control system, air conditioning systems, solar power generation system, and generator electrical control system is an added advantage. Under the direct supervision of the Head of the Partnership and Thematic Advisory Unit. The UN Volunteer will undertake the following tasks:

Communication and advocacy

  • Establish a communication strategy for the Borderlands Programme;
  • Management of social media and other public information channels that are included to the Communication strategy for the Borderlands Programme;
  • Design products/tools for external communication on the Borderlands Programme Initiation Plan and Regional Strategies;
  • Identification of key advocacy messages, and develop an information kit on the work of Borderlands Lab;
  • Prepare short stories on the work within borderlands, done by Borderlands Programme /Country Offices, and share them in different online platforms;
  • Participate and support events or special occasions by covering the communication aspect of these events;
  • Possibly provide support for country offices in their borderland project communication, through missions;

The incumbent, being the communication and advocacy focal point, will report directly to the Partnership, Planning and Performance Lead, under the matrix reporting to the AFRO Regional Communications Manager and under the overall guidance of the WHO Representative in the Country office. The officers will collaborate with relevant technical officers in the RO. The first line responsibility involves promoting effective communication strategies and establishing press/media networks. S/he will engage with subject matter experts in the organization to agree on best tactics to advocate WHO’s work, goals and achievements. The incumbent will also liaise with a broad range of officials from the press and media, partner organizations and institutions, target audiences, health cluster partners and official representatives from the national authorities to obtain information and, as necessary, provide advice on communication opportunities.

Summary of Assigned Duties :

  1. Develop and implement communications plans which includes a timeline of key communications products.

  2. Identify subjects/stories of interestpertaining to WHO efforts at the country or Regional level to develop communications products such as feature stories, press releases and social media posts.

  3. Work together with WHO Country office and the Regional Communications Team to conceptualize a set of new advocacy documents to inform stakeholders and the general public about WHO's response, co-develop, as relevant, high quality media tools, including audio-visual, photographic and printed materials, television and radio programmes, multimedia presentations, social media, videos and press releases, bulletins etc., to promote WHO's visibility, achievements and success stories.

  4. Liaise with the press/media to advocate and disseminate information on WHO work as well as relevant events such as WHO campaigns. Organize interviews and filming opportunities to support high-visibility of WHO achievements through television, radio and newspapers, etc.

  5. Manage the development and maintenance of content for the country website and social media platforms, in compliance with guidelines and standards used throughout the Organization, to ensure consistency of approach. Critically review and improve contents.

  6. Prepare communication and advocacy products and statements to be used by the Resource Mobilization team in convincing and encouraging donors to rapidly fund the overall health sector response to affected populations.

  7. Collaborate with all relevant actors, including the health cluster, regional and field offices, other WHO departments, UN agencies, and other partners to identify and create communication opportunities and prepare communication campaigns on specific topics.

  1. Represent the WHO Country Office (WCO) in the UN Communication Group and provide appropriate technical support as required.
  2. Organize advocacy events, press interactions and meetings to increase the visibility of WHO and knowledge about the work of the WCO;
  3. Support Ministry of Health (MoH) public communications during key health events including health emergencies, through the development of talking points, press releases, press statements and other media products.

  4. Perform any other communication specific related duties, as required by the functional supervisor.

Bachelor degree or equivalent

    Desirable Education: Formal qualification in public health; Courses in communication techniques such as graphic design, visual language and in the use of social media. Training in risk communication is an asset.
