  • Maintain coordination with appropriate IOM units, field offices, the Regional Office (RO) in Dakar and the Headquarters (HQs) and IOM Guinea Conakry (project management site) related to an integrated approach to promote employment and address irregular migration activities and other programmes related to diaspora, labour and migration issues;
  • Coordinate creation of income generating activities for youth with a particular focus on environmental sensitive micro business such (i.e. recycling, environmental sensitive energy systems etc) and initiating partnership with CSOs under this deliverable.
  • Support development of sustainable business plan for income generating activities;
  • Promote and initiate South-South cooperation and peer learning as envisioned under the project.
  • Maintain close links with all relevant stakeholders working on labour and migration in Guinea Bissau.
  • In coordination with civil society, community-based organizations and governmental stakeholders, develop and implement awareness raising activities on safe migration.
  • Plan and deliver training of trainers for relevant government officials and civil society on the links between migration & development.
  • Oversee the financial management of the overall project including ensuring that all expenditures are recorded in the system and that IOM procurement procedures, amongst all other procedures, are duly followed.
  • Prepare regular donor reports about the project activities and regularly update the donor on the project progress or challenges encountered; prepare briefings, statistical/narrative reports, and background information as required including
    specific information requested by governments and other entities.
  • Draft and coordinate cooperation agreements and Memorandum of Understanding with government entities, donors, UN partner agencies, NGOs, contractors and other stakeholders, in close coordination with the Office of Legal Affairs in the Headquarters.
  • Contribute to the Labour Mobility and Human Development regional network and provide inputs as requested by the regional specialist based in Dakar.
  • Undertake duty travels, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, monitoring and project implementation, as required.

Under the direct supervision of the UNV Programme Manager the UN Volunteer will undertake the following tasks:

Administrative Support

  • Support UN Volunteers recruitment processes;
  • Maintain data on post management and provide regular and ad-hoc reports on status of recruitment, occupancy as needed;
  • Process travel-related issues for new UN Volunteers arrivals (such as visa arrangements, security clearance and reception arrangements) and follow up on visas extensions/resident permits for serving UN Volunteers;

Volunteer and Entitlement Management

  • Provide guidance and advice, in consultation with the Programme Manager, to UN Volunteers on Conditions of Service (COS), Internal Circulars and other documents on policies and procedures within the mission area;
  • Review and process claims and entitlements such as, Settling-In-Grant (initial and pro-rated), accommodation supplement, home visit, VLA amendments and training entitlements;
  • Prepare consolidated payroll documents including earning and deductions including related supporting documents.
  • Enter payroll earnings and deductions in Atlas as required;
  • Verify and provide necessary documentation for payroll verification process;
  • Support leave management, review and approvals when needed;
  • Facilitate repatriation and check-out process by communication and follow-through of the repatriation process for UN Volunteers;
  • Support consolidation of financial reports and review exercises such as audit, replenishment of accounts, budget preparation, review of open items etc;
  • Any other related tasks as may be required or assigned by the supervisor.

Under the direct supervision of the Admin/Program Officer, the UN Volunteer will undertake the following tasks:

Within the delegated authority and under the oversight of the Resident Representative and the direct supervision of the International Operations Manager, the UN Volunteer Procurement and Logistic ensures timely planning and execution of transparent and efficient procurement and logistic services and processes, in accordance with Financial Rules and Regulation and Procurement procedures. S/He is responsible for high quality management of solicitation, contracting including contract management, supplier management according to procurement policy. S/He will contribute to the procurement harmonization within UN agencies, as part of implementation of UN reforms. S/He will organize the capacity development of UNFPA Programme staff, implementing partners and external parties and knowledge management on all aspects of Procurement and logistics management implementation and organization.

S/He would be responsible for:

Procurement planning and implementation

  • Prepare and submit of procurement plan of the CO through online procurement planning tool on a timely basis in collaboration with the relevant programme staff and partners;
  • Conduct quarterly reviews of the procurement plans and taking systematic action to implement the procurement plans in collaboration with the relevant programme staff and partners;
  • Submit complete, well-defined and quantified quarterly procurement requests and Atlas Requisitions to PSB in a timely manner;
  • Ensure effective and efficient use of UNFPA’s and external partners’ resources allocated for procurement;
  • Maintain effective and constructive communication with PSB on a continuous basis in order to take proactive actions on procurement related matters;
  • Submit quarterly analytical report of implementation of procurement plan.

Logistic management

  • Ensure timely coordination of logistics related matters such as obtaining import permits as required, product registrations, arranging waivers, etc.
  • Ensure that MoH and other IPs are ready to receive the shipments;
  • Organize ‘’Keep cool chain’’ requirements when applicable including organization of adequate storage, space and transportation from airports;
  • Assist timely completion of customs clearance and in-country transportation, distribution plan and Handover of commodities to IPs;
  • Submit quarterly analytical report on logistic related matters.

Solicitation, Contracting and Contract Management.

  • Facilitate and coordinating the formal and informal solicitation processes managed by the CO per the requirements of the procurement procedures;
  • Ensure that the special solicitation documents (according to the amount) used for formal solicitation are cleared by Procurement Specialists/ Associates of PSB before launching the process;
  • Ensure that all formal solicitations are posted on UNGM according to minimum period requirements;
  • Ensure full respect of approval requirements before awarding the Contracts/Purchase Orders/LTAs;
  • Manage the Contracts/Purchase Orders and LTAs established by the CO and the POs issued on behalf of the CO efficiently per the requirements of the procurement procedures;
  • Ensure that the issues such as missing items/quantities, quality related issues are reported to PSB on a timely basis;
  • Ensure that the Purchase Orders are issued against Contract for Professional Services for the total contract value before establishing the contract;
  • Ensure that POs against LTAs are issued strictly per the terms and conditions of the LTA and associated SOPs;
  • Ensure that if the LTAs are established with ceiling prices and subject to secondary bidding, the cheapest responsive LTA supplier for specific procurement request should be identified through a secondary bidding process;
  • Ensure that the financial receipts/payments are facilitated on a timely basis strictly per the price and other terms established through the relevant Contract/Purchase Order/ LTAs;
  • Ensure the fully respect of pre-requirements/procurement procedures clause related to the processing of advance payments against Contracts/Purchase Orders;
  • Ensure that the contracts are properly closed and complete contract files are maintained.

UN Procurement harmonization.

  • Participate to and coordinate initiatives associated with strategizing the procurement function of the CO taking the inputs from the programme leads and the programme interests into consideration and prompting procurement harmonization among UN agencies operating in the country;
  • Ensure fully respect of requirements of clause related to piggybacking on the Long Term Agreements established by other UN agencies, including MoAs, POs, adequate bidding process.

Capacity Building and documentation and knowledge sharing.​

  • Act as the capacity development focal point of the CO on procurement and supply chain;
  • Ensure proper and systematic handovers of procurement and logistic related matters to the backup staff to ensure the continuum of excellence in the CO’ Operations;
  • Ensure progressive transfer of competencies to national staff for the continuum of high quality management of procurement and logistic services and processes after three year;
  • Ensure a client-oriented results-focused approach to interpreting the rules, procedures and guidelines in service of the Country Programme, providing support and guidance to colleagues and implementing partners;
  • Contribute to the monitoring of specific risk assessment to mitigate procurement and supply chain management challenges and improve quality assurance;
  • Develop new information queries and documenting on UNFPA achievements in procurement in support to the Country Programme;
  • Works in close collaboration with the operations and programme staff in the country office and UNFPA Procurement Services Branch in resolving complex procurement-related issues and information exchanges;
  • Ensure the fully implementation of procurement related Internal and external audit recommendations;
  • Ensure systematic knowledge sharing on procurement by assisting the IOM in the organization of all training workshops and in the development of knowledge tools.

  • Undertake frequent site visits to monitor the ongoing project activities and advise on technical matters;
  • Conduct Technical Evaluations of Bids and prepare Technical Evaluation Reports for projects;

Under the direct supervision of the Project Manager, the Monitoring and Evaluation Analyst will:

  1. Assist with the full roll out of the new project monitoring & evaluation framework, including through conducting regular site visits and monitoring of LEAP project activities, gathering and analysing data, supporting management of commissioned surveys and studies, and supporting periodic reporting on project activities in line with the corporate and donor requirements.
  2. Assist the facilitation of the project’s planning processes, particularly the development of high quality work plans through team discussions.
  3. Assist preparation of formal project meetings, particularly the bi-annual Project Board and Technical Working Group meetings, and also ad hoc meetings with government counterparts, donors, other UN agencies and the project’s implementing partners.
  4. Support the project’s ongoing communication initiatives, including drafting short articles/feeds on LEAP activities for UNDP’s website and other outlets, production of fact sheets on project activities, and arranging media coverage of programme work and events.
  5. Promote information sharing, communication and coordination between the LEAP Project and other projects of UNDP, UN Agencies and development partners, as may be required.
  6. Analytical support in drafting of knowledge products through collecting background information, analysis, and data collection on township planning process, also covering gender equality and conflict sensitivity areas;
  7. Participate in regular multi-agency coordination meetings related to sub-national planning process and conflict sensitive development management;

Under the supervision of the CTA for Local Development, the Project Manager will be responsible for the following key functions:

1) Effective project coordination focusing on achievement of the following results:

• Day-to-day operational management of the project including work planning, resource allocation and financial supervision, and general oversight and risk management, and reporting on implementation of activities;

• Building of national capacity for project implementation, management, monitoring;

• Daily monitoring of implementation of project activities, workload management and performance assessment, ensuring that the project produces the results to the required standards of quality within the specified constraints of time and cost described in the project document;

• Preparations of Terms of References and involvement in design of all project related events such as training (curricula, courses, schedules), study tours, conferences and workshops;

• Drafting Terms of Reference for recruitment of consultants and advisors, provision of advice and support to national institutions on the identification, selection and approval of such advisors and consultants;

• Supervise overall administration of the project;

• Supervise and give constructive feedback of the work of all project support staff, provide the overall direction of the project, and motivate the project team;

• Revision and monitoring of the overall management, performance and progress of the project by preparing indicators to monitor progress on the project document;

• Contribute to the development of a Monitoring and Evaluation framework for the project that reflects progress on the sector in general;

• Reporting to management and donors on progress and achievement of results in consultation with the Democratic Governance Unit and resource mobilization

2) Ensure strategic direction of Operations within the project management include:

  • Manage financial, human resources, procurement and logistical support of the project
  • Ensure full compliance of operations with UNDP rules and regulations
  • Review purchase orders and requisitions to ensure these are in accordance with the AWP;
  • Liaise with UNDP Country Office to ensure that project management Unit staff are kept informed of UNDP Policy and Procedures;
  1. Engage in strategic learning, planning and advocacy activities for ZEESM TL project in Oé-Cusse. More specifically, the Project Manager is responsible for:
  • Results based reporting of project progress through timely submission of Quarterly Annual Report to Project Director and UNDP.
  • Developing an advocacy strategy for ZEESM project in collaboration with the UNDP Country Office.
  • Liaising regularly with the Project Director in Oe-Cusse for Project information sharing.
  • Training project support team working in project management unit
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard

Other responsibilities:

  • Prepare reports and communication materials in coordination with local technicians;
  • Liaise with other international institutions to coordinate technical cooperation agreements in order to bring new knowledge to the region.
Master degree or equivalent

  • Proven programming, operations and project management experience with UNDP at a senior level required;

Under the direct supervision of the responsible Video Conference Unit Supervisor, the UN volunteer will undertake the following tasks:

  • Testing equipment and setting-up the necessary Wide Area Network (WAN) links before conferences. Operating the relevant room equipment during the conferences. The incumbent must over-see the entire conference to ensure that all equipment is functioning properly;
  • Ensuring that the equipment necessary for each video and audio conference is tested and working properly. This will require working knowledge and experience on:
    • Tandberg, Cisco, Polycom, and Accord videoconferencing endpoints, gateways, and multipoint control unit products;
    • Various short-haul and long haul, high-speed data carrier equipment (eg. High Speed Line Driver (copper/fiber) equipment);
    • Cisco Switches and Routers;
    • LAN/ WAN protocols and technologies; and
    • Have an overall understanding of satellite communication technologies.
  • Assist with the Maintenance & Operation of Audio Conference Equipment, Polycom Soundstation, Interpretation System,BGAN INMARSAT Satellite Terminal, Thuraya Satellite Phone and Mobile Phones;
  • Assist with setting up of Public Addressing system (PA) equipment, for different kinds of events and meetings;
  • Assist with the distribution and return of CITS equipment with Inventory Management functions, such as receipt, inspection, issue, return-to-stock, write-off, shipments and stock checks;
  • Assist with the maintenance and operation of the WAN in terms of monitoring, tracking, and logging events to provide input for the network engineers;
  • Perform other duties as required.

For Malakal field Office, under the direct supervision of Field Administrative Officer (FAO) Malakal, the UN Volunteer will undertake the following tasks:

  • Coordinate and monitor on a daily basis all the activities conducted in the UN Country Field Office;
  • Provide all required administrative and logistical support to staff living and working in the camp to better perform their duties;
  • Advise and guide staff on processes, procedures and practices pertaining to administration, logistics and finance;
  • Keep the FAO informed on all relevant issues related to day-today management of Field Office;
  • Liaise with all Sections chiefs having ongoing projects in the FO and keep them informed anytime it is needed for them to intervene on time when requied;
  • Provide Monthly reports to FAO for the Mission support Division reports;
  • Prepare and submit Bi-Weekly - MSC Report to Logistics Section in Juba;
  • Perform related duties as required.

For Bor Field Office, under the direct supervision of Field Administrative Officer (FAO) Bor, the UN Volunteer will undertake the following tasks:

  • Coordinate activities of the Front Office of the FAO, advise and guide staff on processes, procedures and practices pertaining to administration, human resources, transport, supply and logistics matters. Receive and consolidate monthly reports from different Sections of MSD and submit them to FAO for clearance and then forward to DDMS office in Juba;
  • Compile weekly UNOPS Reports for both Bor and Pibor and submit to FAO for review;
  • Store and arrange all records for FAO Office and insure their security;
  • Liaise with Section Representatives in Bor on adhoc requirements and compile for FAO review;
  • Prioritize important incoming correspondence and visitors with urgent requests for timely activities;
  • Organize MSD weekly meeting and take minutes of the meeting;
  • Support all Welfare related activities and correspondence and compile report as necessary;
  • Update Leave schedule and activity boards on regular basis and send broadcasts as necessary;
  • Administer the Logistic Support Plan of Akobo AOB (Plan Weekly Meeting, Compile Reports, Follow-up on Action Plan, Conduct Site visitation) as the Focal Point Person for LSP Akobo Phase II in the Office of the FAO;
  • Any other admin or logistic task assigned to you by your Supervisor.

Within the delegated authority and under the supervision of the Reports and Knowledge Management Specialist or his/her designated mandated representative(s), the UN Volunteer will:

  • Help programme officers conceptualize project proposals and coordinate with other partners, including other UN agencies, and reviews project proposals to ensure that they meet the donor’s expectations as well as UNICEF quality standards, and are submitted in a timely fashion.
  • Support the development and implementation of the Country Office’s resource mobilization strategy and related tools, and advises on opportunities for interactions with donors and other stakeholders, including local volunteer organizations.
  • Ensure timely submission of quality donor reports through updating and sharing the reports planning table, reviewing reports to ensure that they meet UNICEF quality standards, including coherence between financial and narrative information and contractual agreements, and providing overall guidance and capacity strengthening to programme section staff in charge of report writing.
  • Perform other duties related to resource mobilization and partnerships, as needed.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work.
