Within the delegated authority and under the supervision of UNDP Resident Representative or his/her designated mandated representative(s), the Coordination Specialist on Volunteerism and COVID-19 Response and Recovery will:

  1. Support UNDP in Belarus in providing timely and efficient response to the socio-economic challenges caused by COVID-19 in Belarus and development of recovery measures for mitigating the consequences of the epidemics outbreak and addressing the needs of vulnerable groups of population:
  • Plan, design and implement programme activities focusing on response and recovery measures in context of COVID-19 with integration of volunteer solutions through the UNV mechanisms, as well as support implementation of interventions envisaged under COVID-19 Rapid Response Facility for Belarus (RRF).
  • Elaborate project documents, project proposals and/or concept notes on response and recovery measures to overcome the impacts of COVID-19 in short-, medium- and long-term perspectives and address the needs of vulnerable groups of population affected by the epidemics.
  • Monitor and overview implementation of UNDP activities on COVID-19 response and recovery, including RRF interventions, and ensure their alignment with UNDP programmatic offer on COVID-19 and other similar projects, initiatives or activities being undertaken by UNDP and other UN agencies in Belarus.
  • Conduct a comprehensive analysis and study of good practices as well as innovative and tech approaches, used to overcome socio-economic challenges caused by COVID-19, and mainstream such practices and approaches into UNDP projects, initiatives and/or activities on COVID-19 response and recovery in Belarus.
  • Collect and systemize information on the latest activities and developments undertaken by the national authorities, private sector, civil society and other partners to mitigate the impacts of COVID-19 in Belarus.
  • Facilitate mobilization of resources for realization of projects, initiatives and/or activities on COVID-19 response and recovery in short-, medium- and long-term perspectives.
  • Build new partnerships, strengthen cooperation with state bodies and existing development partners and explore opportunities and mechanisms for engaging civil society and private sector in responding to the needs of vulnerable groups of population affected by COVID-19.
  • Support coordination of UNDP activities on COVID-19 response and recovery with other UN agencies in Belarus to ensure synergy, “one-UN” approach and joint programming in responding to the needs of national authorities and vulnerable groups of population in context of COVID-19.
  • Support strategic UNDP advocacy and outreach interventions, i.e. UNV-related ones, to ensure proper communication and awareness-raising of the stakeholders and public at large on the activities undertaken by UNDP to address COVID-19 challenges and on positive impact of such activities on socio-economic development and crisis response in Belarus.

  1. Leverage the potential of volunteers and volunteer networks for socio-economic development in Belarus and ensuring proper response and recovery in context of COVID-19:

  1. Support UNDP in Belarus in ensuring strategic and tailored response to the national priorities in sustainable development and addressing the factors impeding socio-economic development in Belarus through volunteerism:
  • Provide support to UNDP Programme Analysts in project development, resource mobilization, planning and implementation of activities aimed at responding to the national needs and priorities reflected in the concept of National Sustainable Development Strategy till 2035, sectoral state programmes and other strategic documents.
  • Facilitate implementation of UNDP Country Programme Document for Belarus (2016-2020 and 2021-2025) and develop project documents, project proposals and/or concept notes focusing on social and economic areas of sustainable development.
  • Explore and provide overview of the areas of socio-economic development where UNDP strategic support can be provided to ensure targeted and effective response to the needs and priorities of the government of Belarus.
  • Collect, systemize and share information on good practices and innovative and high-tech solutions, which are implemented or currently being implemented by the Belarusian state bodies and which contribute to achieving the SDGs or to overcoming development challenges in different fields.
  • Provide recommendations on enhancing exchange and presentation of Belarusian good practices in development at the international and regional levels examining existing internal mechanisms within UNDP that can be used for information exchange (SDG Accelerator Labs, South-South and triangular cooperation, thematic UNDP platforms, Global Policy Network tool, etc.), as well as approaches of countries in promoting national experience and expertise at the international and regional levels (innovation challenges, experts on demand, thematic exhibitions, etc.).
  • Arrange and/or participate in the workings meetings, consultations, conferences, workshops and other events (to be conducted onsite and in virtual manner) and cooperate with state bodies, civil society, private sector, UN agencies in Belarus and other partners to promote development of Belarus in diverse areas.
Master degree or equivalent
  • Master’s Degree in Economics, International Relations, Socio-Economic Development, Governance, Public Administration or related fields.

  • At least 5 years of professional work experience at the national or international levels in the field of development, public administration, social relations, community engagement or volunteerism development.
  • Experience in working with the UN or other international development organizations is an asset.
  • Experience in elaborating project documents, project proposals and concept notes is desirable.
  • Experience in conducting analytical studies in the field of development, public administration, social relations, international relations or economics is desirable.

Within the delegated authority and under the supervision of Assistant Representative or his designated mandated representative(s), the National UN Volunteer will:

  • Support the UNFPA CO in UNFPA project component implementation, all envisioned events and activities in the south of Donetsk and Zaporizhzhia regions of Eastern Ukraine ensuring delivery of all planned results in line with approved work plans and results framework;
  • Serve as a focal point for the Component 2 of UN Joint Programme of UNDP, UNFPA, UN Women and FAO on “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance”, ensuring proper coordination and reporting (including events and mass media analysis, etc.);
  • Advocate UNFPA projects and initiatives at national and subnational level, strengthening partnerships with respective local government authorities, non-government actors, UN agencies to ensure effective coordination and cooperation;
  • Contribute to visibility of the programme implementation through public relations, advocacy, working with the mass media and other communications activities;
  • Assist in drafting of progress reports required by donors and UNFPA, provide regular updates/briefs as required by UNFPA;;
  • Any other related tasks as may be required or assigned by the supervisor.
Bachelor degree or equivalent

Bachelor’s degree, preferably in public administration, communication, sociology, political and social sciences or related fields;

  • Good research and analytical skills, and ability to multi-task and prioritize workload;
  • Demonstrated interest in and/or experience in the areas of UNFPA mandate;
  • Good interpersonal, networking, public speaking, presentation and communication skills;
  • Confidents to speak with the stakeholders of different levels;

  • Flexible and open to learning and new experiences;
  • Respect for diversity and adaptability to other cultures, environments and living conditions;
  • Advanced social media user;
  • Experience in using modern communication tools, apps, editing photo and video materials will be a strong asset;
  • Advanced computer skills (i.e. Word, Excel, PowerPoint, social media).
