Under the direct supervision of Youth and Adolescent Specialist at UNICEF as a primary supervisor and PMO as a secondary supervisor, the UN Volunteer will undertake the following tasks:

High-level coordination of the National Youth Volunteer Service Programme as part of the Generation Unlimited global initiative

  • Support coordination and liaison efforts to build ownership and buy-in for the Youth Volunteer Service among a range of partners (from Government counterparts including line Ministries and the Higher Council for Youth and Sports, private sector partners, Universities and UN Agencies),
  • Initiate outreach and liaison effort across partners in support of the programme, acting as a secretariat: call and organize meetings, workshops and consultations; prepare relevant documentation; assist in the organization of events related to youth.
  • Support technical consultant to undertake mapping of volunteer platform models existing in Palestine and in other countries as well as youth consultations and outreach
  • Support other youth focused initiatives of the Prime Minister’s Office, including those relating to the ‘Year of Youth 2020’ and in partnership with the UN
  • Assist in aligning Generation Unlimited to the Palestinian government’s youth agenda and ensure effective coordination with relevant Government instances as well as civil society and the private sector, with the aim of leveraging Generation Unlimited activities for the benefit of the National Youth Service Programme.
  • Prepare progress reports, process documentation, and similar; support communications and visibility efforts to advance the initiative
  • Work closely with the Generation Unlimited UNV coordinator, hosted by UNFPA, to provide harmonized approach to scale and document good practices and proved successful interventions related to the three thematic areas mentioned.

- Further completion of the project, equipment provided by UNICEF to the UNV will be returned to UNICEF

Within the delegated authority and under the supervision of Social Policy Specialist (P4) or his/her designated mandated representative(s), the UNV Data Analytics, Monitoring and Evaluation Specialist will:

  • Support the design and implementation of Monitoring and Evaluation (M&E) activities of the ESCT
  • Carryout out monitoring field visits or remote activities
  • Engage with relevant stakeholders and ensure relevant data is provided to UNICEF on a timely manner

Under the direct supervision of DRR and CC Specialist (please complete with the function of the supervisor), the UN Volunteer will undertake the following tasks:
Technical support on DRR, climate actions and resilience - to RO and CO
• Provide support to RO and COs to promote resilience through risk informed programming in accordance with UNICEF Strategic Plans (SP) and Regional Office Management Plans (ROMP) processes and terminology and contribute to its work plan and actions.

• Provide assistance to operationalize the LAC regional strategic framework for climate ac-tions and children ensuring links with COVID-19 and the use of sectoral resilience pro-gramming with a humanitarian-development lens.
• Support the application of the "risk lens" linked with COVID-19 to overall and sectoral programming, for instance in SitAns, CPD PSN, ToC etc. development and revision.
• Support countries in identifying opportunities for coherence with national priorities in im-plementation through strengthened policy and strategy frameworks (such NDC, NAP, DRM/Sendai and SDG) and institutional arrangements, so that they are ambitious and child inclusive and supportive of local implementations (this can also include sector-spe-cific plans).
Partnership and Resource mobilization – including Advocacy and representation
• Support working relationships with regional bodies, like climate and resilience interagency group and platform particularly, to ensure children’s rights are included in any disaster risk management, climate and environment action frameworks (Regional Platform on DRR, Regional climate week, NDC Partnership).
• Support the development of LAC regional pipeline for climate finance i.e. GCF, bilateral donors and private sector, for accessing climate finance to promote adaptation /mitigation initiatives.
• Support organizing national and international DRR/CC workshops/ meetings or events such as International Day for Disaster Reduction, World Environment Day, and regional consultations and conference.
Knowledge management and evidence generation
• Support in Knowledge Management activities and south-south / horizontal cooperation. Including the mapping of UNICEF and its partners good practices on climate actions build-ing resilience and the existing policies and programmes, including lessons and applicable recommendations that may enhance the initiatives, and allow the replication of the expe-rience to other contexts.
• Assist Big Data work to ensure UNICEF’s work is evidence-based, to inform and galva-nize advocacy efforts, focusing on influencing national DRM, climate/environmental poli-cies and better target their intervention. Support COs to identify priority areas for further analysis and integration.
Support engagement of children, adolescents and youth in climate action related activities.
• Support regional activities to promote the use of an advocacy toolkit to build capacity of adolescents and young people around climate change.
• Support evidence generation and document actions and results achieved by UNICEF when engaging adolescents as leaders in policy and advocacy change, including map-ping existing interventions across the region
• Conduct stakeholder analysis and foster partnership with youth organizations and pro-mote engagement of children and young people in climate and DRR related actions.
• Support communication efforts to ensure the voices of children and young people from the region are represented in regional and international forums and their voices captured in documents, reports and media briefs.
Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;

Under the direct supervision of WASH Specialist, LACRO, the UN Volunteer will undertake the following tasks:

El VNU trabajará bajo la supervisión de la Oficial de Salud, Nutrición y Emergencias, en estrecha coordinación con la Oficial de WASH en emergencias. El Voluntario/a utilizará la modalidad de teletrabajo inicialmente, y contará con espacio disponible en la oficina local de UNICEF o donde los socios implementadores si las condiciones sanitarias son favorables, considerando que se den las condiciones para trabajar presencialmente durante el tiempo del contrato y asistirá en la coordinación entre UNICEF y los otros socios implementadores, y Naciones Unidas involucradas, y contribuirá al monitoreo y evaluación de las acciones en el territorio con las instituciones de gobierno . La Supervisora asegurará un ambiente óptimo para el aprendizaje y el alto rendimiento, así como de aprendizaje continuo.

El/la Voluntario(a) nacional de la ONU llevará a cabo las siguientes tareas:

  • Facilitar la coordinación con socios implementadores, instituciones nacionales y sistema de Naciones Unidas para alcanzar los resultados acordados en el programa de trabajo acordado con el CERF en el sector WASH.
  • Contribuir al monitoreo de las acciones en el terreno y elaboración de reportes de avance. Proporcionar asesoramiento técnico al socio implementador para la óptima ejecución, de las actividades para asegurar la consecución de los objetivos esperados;
  • Promover el uso de metodologías para ampliar los enfoques comunitarios en WASH y para movilizar la acción voluntaria en toda la comunidad para la adopción la practicas de higiene y contribuir a la sostenibilidad.
  • Apoyar el trabajo en red en el terreno y colaborar con los Servicios de Salud locales, albergues, centros educativos y otros asociados para monitorear el estado de la ejecución. Hacer visitas de terreno y elaborar informes.
  • Elaborar informes mensuales de progreso, y apoyar la elaboración de informes a donantes, y desarrollar cualquier otro informe e insumo relacionado si es necesario;
  • Asegurar la disponibilidad de documentación de respaldo y verificación de las actividades y entregas de suministros a la población atendida de acuerdo al cronograma de trabajo establecido;
  • Apoyo en el Monitoreo de la ejecución del proyecto con las contrapartes, socios implementadores y otros actores locales de la respuesta interagencial a las tormentas tropicales en contexto de COVID-19.
  • Compilar indicadores a partir de datos para facilitar el monitoreo e identificar cuellos de botella en la ejecución del proyecto, y formular recomendaciones en coordinación con equipo UNICEF;
  • Participar en reuniones de coordinación del cluster WASH o interagenciales a solicitud o requerimiento.
  • Realizar cursos mandatorios de UNICEF.

Además, se alienta a los Voluntarios de las Naciones Unidas a integrar el mandato del programa de Voluntarios de las Naciones Unidas dentro de su asignación y promover la acción voluntaria a través del compromiso con las comunidades en el curso de su trabajo. Como tales, los Voluntarios de las Naciones Unidas deberían dedicar una parte de su tiempo de trabajo a algunas de las siguientes actividades sugeridas:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU, como por ejemplo en los eventos de conmemoración del Día Internacional del Voluntariado (DIV);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Reflexionar sobre el tipo y la calidad de la acción voluntaria que se lleva a cabo, incluida su participación en actividades realizadas periódicamente;
  • Contribuir con artículos/críticas (opiniones) de las experiencias en el terreno y enviarlas a la sede para su publicación en el sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;

Under the direct supervision of UNICEF Kazakhstan Partnerships Specialist, the UN Volunteer will undertake the following tasks:

  • Support Partnerships Specialist in day-to-day coordination of the UNICEF Kazakhstan volunteering programme;

Under the direct supervision of Deputy Representative, the national UN Volunteer will undertake the following tasks:

Summary of key functions/accountabilities:

  • ensure research and report on innovation trends and data for use in program development, management, monitoring, evaluation and delivery of results;
  • infuse an innovation lens into the program development, planning and management;
  • provide technical and operational support to innovation’s program implementation,
  • ensure networking and partnership building,
  • document innovation projects, knowledge management and capacity building to enhance the competencies of youth, CSOs, institutional partners and /stakeholders;

Infuse an innovation lens into the program development and planning:

  • Research and report on innovation trends and data for use in program development, management, monitoring, evaluation and delivery of results;
  • Provide support to an overall cross-sectoral innovation strategy/action plan, including formulation, design, planning and implementation;
  • Proactively scout for new innovative ideas and opportunities;
  • Contribute to the development/mainstreaming of innovation into sectoral program goals, objectives and strategies and results-based planning;
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, program, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results based planning (RBM) and monitoring and evaluating results;

Provide technical support to program implementation:

  • Support the development, coordination and testing of innovation products and processes to strengthen and improve efficiency and effectiveness of UNICEF’s programming, monitoring and evaluation, advocacy and communication. More specifically, work closely with sectoral programmes and support the deployment of ongoing innovation solutions and initiatives;
  • Work closely and collaboratively with internal and external colleagues and partners to discuss operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned;

Ensure knowledge management and capacity building:

  • Document tested innovation projects and processes and ensure effective sharing and generation of knowledge around innovations in the Country Office as well as with UNICEF global innovation network;
  • Represent when needed the Country Office in the UNICEF global innovation network for information sharing and leverage experiences of innovation colleagues in other Country Offices as well as at the global level. Research and report on best and cutting edge practices for development planning of knowledge products and systems;

Within the delegated authority and under the supervision of EVAW Programme Analyst and Head of Sub-Office the UN Volunteer Networking and Partnership Development Officer will undertake the following tasks:

  • Assist in negotiating agreements and setting up implementation mechanisms partners and ensure that agreements are established in conformity with financial rules and the latest instructions.

Under the direct guidance and supervision of the Chief of the Manaus Field Office, as well as the Communication Specialist based in Belem, the UN Volunteer will support the analysis of media (digital and traditional) coverage of child rights topics and issues related to UNICEF’s work aimed at strengthening UNICEF’s engagement with various media platforms. They will further carry out communication related activities such as the production of content, ensuring high quality of work and timely service delivery.

They will provide effective support and undertake the following tasks:

Media Relations

  • Maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media.
  • Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate.
  • Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.
  • Assist in collaborating with the media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate, with special attention to opportunities related to the COVID-19 pandemic, to 30th anniversary of ECA and to the upcoming municipal elections.
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage etc.)
  • Support the Communication Specialist based in Belem and the Communication Section in Brasília in compiling a daily media monitoring report that analyses UNICEF’s presence and topics of interest for advocacy and fundraising in the media.
  • Undertake a lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.

Advocacy Strategy

  • Support the Chief of Manaus Field Office and Communication Specialist in outlining and implementing a Amazon Territory advocacy strategy at state (all 9 states in TAM) and municipal level (all 3 capitals in PCU in TAM), based on the overarching advocacy strategy of the Country Office.
  • Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences and participate in the evaluation of their impact.
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage etc.) in the Amazon Territory.
  • Ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and effective and efficient advocacy.
  • Support and strengthen the adolescent engagement through U-Report.

Content Production

  • Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results.
  • Produce advocacy and communication materials (e.g. briefing notes, images, videos, presentations etc.) that meet the standards set out in the Communication, Public Advocacy and Engagement Strategy 2017-2021.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
  • Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.).
  • Establish or maintain an up-to-date documentation centre for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc.
