Within the delegated authority and under the supervision of UN Resident Coordinator in Fiji or his/her designated mandated representative(s), the UN Volunteer UN Country Coordination Officer will:

1) Coordinate UN inter-agency work in support of Nauru’s national priorities and the UN Pacific Strategy to advance on the Agenda 2030 and the SDGs and provide support to the RC in carry out his/her function under the new invigorated RC System under the UN Development System Reform.

  • Support design, formulation, and implementation, monitoring and reporting of joint programmes, and joint programming processes amongst UN entities with a view for joint resource mobilization;
  • Provide effective and efficient coordination support to all UN agencies (resident and non-resident to the Pacific) in implementing their programmes as well as initiating new cooperation engagements;
  • Advise the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN in Nauru and as part of the multi-country UNDAF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agnda and commited to the principles of universality, equality and leaving no one behind. This includes, acting as a member of various national and UN working groups as appropriate.
  • Through active participation in RCO weekly meetings as well as other inter-agency working groups providing updates on UN’s engagement in Nauru, provide strategy advice and develop recommendations to inform decision-making by the RC/UNCT in relation to repositioning of the UN System in Nauru, with consideration to the Standard Operating Procedures for Delivering as One.
  • Provide written analysis and summary on political, social economic and environment sector developments in Nauru to the RCO and Pacific Joint UNCT.
  • Advise the RC/UNCT on the development implementation, monitoring, reporting and evaluation of the new generation UNDAF in the Pacific and Nauru context
  • Promote the UNDAF/UNPS and Joint Workplans, ensuring that the UNDAF M&E framework is followed-through and well reported upon considering Nauru context. This could inlcude mapping, monitoring and follow-up on UN’s programmes and support against national strategic plan sectors as well as provide written and verbal analysis on UN’s engagement in Nauru advising a new entry points for further strengthen the partnership with the government.

  • Support strategic design of UN's policy and programmatic offer, signature operational capabilities,and partnership
  • Support identification, analysis and prioritzation of joint programmic work of UN entities in line with the UNDAF and the 2030 Agenda

2) Act as the main interlocutor for partnership with government, civil society, NGOs, development partners and UN agencies

  • In consultations with a broad range of stakeholders, advise on positioning the UN as a key provider of integrated services and as a platform in support of the SDGs.

  • In close collaboration with the RCO Fiji, ensure the formulation and implementation of the UN Partnership Strategy as well as Resource Mobilization Strategy considers the Nauru context;

  • Maintain relationship with government and other partners through sharing relevant information upon and attending relevant meeting upon request.

  • Facilitate and action requests from Government and UN agencies, including but not limited to mission clearances including all visa and entry processes, support with mission programmes, surveys, invitations to workshops and conferences.

  • Provided support and preparation to high-level UN missions as well as UN technical colleagues, incl. extensive liaison and communication with government and non-government entities,

  • Regular liaison and meetings with development partners such as Australia High Commission.

3) Undertake Advocacy and Communication activities in Nauru

  • Provide input to strategic advocacy and communication advise to UNCT on the 2030 Agenda considering Nauru country context and oost impact of programmatic objectives under the UNPS in Nauru;

  • Monitor media in the areas related to the UN's mandates and programmes in Nauru, as well as other issues relevant to the UN brand and positioning;

  • Advise the RC/UNCT on public messaging and media outreach in Nauru, and help manage reputational risks or crises around sensitive issues;

  • In line with the UNPS Communication Strategy and Workplan, organise UN Day event and / or other international events in Nauru

  • Give presentations and conduct outreach activities as required (e.g. in schools)

  • Together with RCO communication colleagues in Suva, work on messaging for social media posts, review and provide input to advocacy materials considering Nauru context

4) Overall management of the Joint Presence Office to ensure efficient and effective substantive coordination support to the RC and UNCT and adherence to organizational policies and procedures.

  • Ensure the Joint Presence office is well managed and operational procedures adhered to, including vehicle maintenance, financial records etc.
Master degree or equivalent
  • Advanced university degree in in a relevant field of expertise (e.g. Economics, Social Sciences, International Relations, Political Sciences or other related fields)

  • Command of office information technology and software suites (Word, Excel, Powerpoint, etc).

  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;

  • A minimum of 5 years of paid working experience in a relevant field

  • On-the-ground work experience in developing countries, preferably in the Asia-Pacific region or in other SIDS countries

  • Past experience with the United Nations and/or UN Coordination-related activities, is an advantage

  • Experience working/volunteering to respect, promote, protect, fulfill the rights of marginalized groups is an advantage

  • Candidates of Pacific nationalities are encouraged to apply

Under the direct supervision of the UNRCO Communication Analyst the UNV will be responsible for the following.

  • Layout and design of information and communication materials (i.e. banners, posters, booklets, newsletters, presentations, leaflets, books, reports, calendars, bulletins, flyers, cards, e-journals, infographics, factsheets, etc.) that are produced by the UNRCO and UN Communication Group (UNCG);
  • Produce creative and innovative visual content to be used in communication of and advocacy for the SDGs (mainly to youth), UN Tanzania social media accounts, website, events, as well as other internal and external communication materials. This includes supporting with innovative ideas for the dissemination of the SDGs and the UN Business Plan within the UN Tanzania Compound.
  • Support the dissemination of content on UN Tanzania website and social media accounts.
  • Support documentation of field visits of various events through photography and videography.
  • Improve and edit artwork, photos, charts and other graphic elements that are used by the UN.
  • Contribute innovative design ideas for visual components of UN events coordinated by UNRCO and UNCG.
  • Maintains technical knowledge by attending design workshops; reviewing professional publications; and participating in professional societies.
  • Contributes to team effort by accomplishing related results as needed.
  • Creatively summarizing stories from Tanzanian and International media outlets for dissemination to UN agencies and development partners.

Perform any other communications-related tasks required by the Communication Analyst, the rest of the UNRCO and the UNCG.

Within the delegated authority and under the supervision of Senior Development Coordination Officer, Strategic Planning and RCO Team Leader or his/her designated mandated representative(s), the UN Volunteer Development Coordination Officer, Economist will:

1. Plans, facilitates and consolidates evidence-based SDG analysis in support of a shared understanding by the UNCT of sustainable development trends, challenges and opportunities in programme countries:

  • Researches, analyzes, consolidates and presents SDG-related data, as well as information on emerging best practices in sustainable development, paying special attention to gender and capacity development, and proposes policy options to RCs/UNCTs;
  • Identifies and analyzes issues that impact multiple SDGs and their targets and proposes 'accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas;
  • Assesses and highlights sustainable development trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of SDG targets and impact the UN's role and programme in the country and suggests appropriate measures to address them;
  • Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda, identifies gaps and proposes follow-up actions;
  • Researches, develops and presents policy papers, guidance notes and other knowledge based-tools and directs discussion in country-level forums to help influence and advance policy dialogue on achieving the SDGs;
  • Coordinates the preparation of UN flagship reports, including the analysis of data and ensures the provision of evidence to build the case for policies and interventions on SDGs;
  • Monitors regional and global economic trends and issues, analyzes their implications for the realization of the SDGs at the country level and recommends additional issues for consideration.

2. Provides substantive advice on innovative economic and SDG policies to RCs and UNCTs, as well as to national counterparts in government and other relevant partners:

  • Guides substantive support to the RC/UNCT on SDG-related issues, particularly on policies to accelerate the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and evaluates and highlights potential trade-offs between SDGs;
  • Identifies issues and proposes recommendations for the UNCT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in country;
  • Elicits, evaluates and consolidates policy options proposed by UNCT members, ensuring an integrated approach to the UN's policy advice to national counterparts in government and other external partners;
  • Plans and directs the work of the in-country UN Joint Policy Team (or equivalent) and drives cross-pillar nexus approaches in country to policy, analysis and assessment.

3. Coordinates the development by the UNCT of new generation of SDG programmes with a strong investment orientation and focus on acceleration towards achieving the SDGs:

  • Guides the development and implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) to ensure that the UN's country-level operational activities effectively support the implementation of the 2030 Agenda in country;
  • Provides substantive support to programme formulation and revision throughout the UNSDCF cycle, based on sound SDG analysis;
  • Contributes to the UN joint programming process to strengthen the formulation of a new generation of UN joint programmes that are aligned with the SDGs, oriented towards investment, and have impact at the national level;
  • Assists UNSDCF result groups in the implementation of joint workplans to ensure SDGrelevant and SDG-responsive UN operational activities for development;
  • Proposes recommendations to enhance UN support to governmental and multi-stakeholder processes on SDG policy development and capacity development.

4. Plans and directs SDG knowledge generation and management:

  • Plans, facilitates and contributes to local, regional and global communities of practice and knowledge networks and promotes collaboration, peer support, innovation good practices, lessons learned, needs, and opportunities in the area of sustainable development;
  • Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects and programmes, with a view to advising the RC and UNCT on actions to strengthen the policy orientation of the UN;
  • Monitors and analyzes best practices and successful models implemented by the UN in country and suggests options for developing these into bankable national SDG investment policies and programmes;
  • Provides advice on global/corporate guidelines, tools and other materials related to sustainable development policy.

5. Any other related tasks as may be required or assigned by the supervisor.

Master degree or equivalent

Advanced university degree (Master's degree or equivalent degree) in economics, sustainable development, public policy, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
