Under the direct supervision of the Team Leader, or designated representative of the UN Resident Coordinator’s Office in Suva, Fiji, the UN Volunteer will undertake the following tasks:

  1. Provide substantive support to the RCO Fiji in ensuring system-wide multi-sectoral approach to COVID 19 response in the Pacific working in close coordination with the RCO Team Leader;
  2. Establish and maintain an information management network within RCO to facilitate UNCT / Crisis Management Team (CMT) decision-making as well as information exchange with the countries covered (Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, Vanuatu);
  3. Design, develop and manage databases, spreadsheets and other data tools; understand, document, and consolidate operational information on a regular basis;
  4. Support assessment and needs analysis activities, including secondary data reviews, rapid assessments; provide advice on assessment design to ensure data quality and support to strategic and operational decision-making;
  5. Produce and update information products such as reports, charts and infographics by turning data into graphical products to convey messages and a storyline;
  6. Provide quality assurance and support data analysis and development of various reports.

The UN Volunteer reports to the Technical Officer on NCD Risk Factors and works under the guidance of the WHO Representative in Viet Nam; and will have a close working relationship with relevant professional and administrative staff in WHO Viet Nam and WHO Regional Office for the Western Pacific, to support the coordination of the STEPS 2020 survey in Viet Nam.

The UN Volunteer will undertake the following tasks:

  • Provide support to the STEPS 2020 survey Coordination Board including meeting documents preparation and drafting meeting minutes;

  • Act as the liaison officer between WHO Representative Office for Viet Nam and the implementing partners including the Ministry of Health, the General Statistics Office and a University team;

Under the direct guidance of the PBF Pragramme Coordinator, and in collaboration with the relevant technical team the UN Volunteer Monitoring, Evaluation and Communication Specialist will:

  • Support development of an overall Programme M&E Framework/Strategy, ensuring that M&E systems are in place from the start of programming, so that quality data can be generated for management and accountability; this will include development of results monitoring frameworks, including establishing baselines (based on relevant situational, needs and conflict analysis), setting targets, developing indicators (qualitative and quantitative), identification of data sources and risks and assumptions, identifying staff responsible for monitoring and frequency of monitoring and means of verification and reporting tools; ensuring gender perspectives are integrated into all tasks.
  • Support programme teams with monitoring of ongoing PBF programme, including provision of technical support to the programme team in appropriate methods of data collection, ensuring gender-disaggregated data, information management systems, data processing and analysis.
  • Provide technical assistance to develop and implement effective monitoring mechanisms, including internal reporting within PBF programme; and support timely submission of quality reports.
  • Support timely reporting to donors and partners.
  • Evaluate results achieved by the PBF Programme against set targets; including gender targets, and track overall progress in achieving objectives in accordance with UN Evaluation Policy, Programme and Operations Policies and Procedures and Evaluation Norms and Standards.
  • Report to the PBF Programme Coordinator on findings and recommendations of evaluations.
  • Develop comprehensive and gender-responsive communication strategies (internal and external) and plans to promote peacebuilding programmes.
  • Support designing and development of gender-responsive communication tools and materials for effective communication and publications.
  • Reach and public engagement in advancing peacebuilding programmes across the media.
  • Ensures planning and design of gender-responsive internal and external strategies for communications and outreach focusing on achievement of the following results.
    • Drafting/editing of the peacebuilding programmes’ communication and outreach strategy based on the corporate communications strategy.
    • Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of the peacebuilding progarmmes developments during programme formulations.
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Build relationships with a wide range of Community-Based Organizations (CBOs) and Civil Society Organizations (CSOs) to support and/or participate in community-driven voluntary activities; explore opportunities to empower civil society in order to enhance their participation in humanitarian planning and implementation, and make their voices heard at strategic level;
  • Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the UNV programme’s engagement within UNDP and voluntary action;
  • Contribute articles/write-ups/stories on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The incumbent must be a dynamic, multi-functional person, who supports PBF Programme with professionalism, dedication and client orientation, and who must be willing both to work on programmatic/substantive aspects and to provide operational/logistical services. The following skills are required:

  • Strong grasp of Monitoring and Evaluation policies and fundamental concepts of related disciplines.
  • Good knowledge of the UN system and functioning of key international donors in post-crisis and crisis settings.
  • In conflict/post-conflict situations: experience with conflict prevention, peacebuilding, reintegration and conflict-sensitive development; familiarity with Do No Harm principles and conflict sensitivity is imperative in these settings.
  • Demonstrable experience of good practice and results in gender-responsive M&E and programmes communications.
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills.
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.
  • Fluency in spoken and written English Language.
  • Have affinity with or interest in humanitarian action, post-conflict or natural disaster situations, volunteerism as a mechanism for durable development, and the UN System.

Sous la supervision directe du Coordonnateur National du Secrétariat de Consolidation de la Paix, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Apporter un appui technique en suivi-évaluation aux agences du SNU et ONG récipiendaires des fonds PBF ;
  • Renforcer les capacités des parties prenantes des projets du Portefeuille de Consolidation de la Paix, en vue d’une mise en œuvre efficace des plans de suivi-évaluation et d’une alimentation régulière et de qualité des cadres de résultats des projets ;
  • Faciliter l’acquisition et le partage des connaissances en lien avec les approches de suivi-évaluation ;
  • Coordonner avec les agences du SNU et les ONG récipiendaires pour assurer la finalisation et la mise à jour des plans de suivi-évaluation des projets ;
  • Assurer un suivi régulier des activités programmatiques menées sur le terrain à travers des missions de suivi-évaluation conjointes ;
  • Mettre en place et assurer la gestion d’une base de données des projets, avec la création et la maintenance d’un dashboard de rapportage mensuel ;
  • Encourager une analyse plus approfondie des données des projets afin de pouvoir proposer des ajustements éventuels des interventions et identifier des points d’entrée programmatiques ;
  • En collaboration avec les projets et les contreparties nationales, identifier les forces et les faiblesses des mécanismes de suivi-évaluation en place et faire des propositions conséquentes pour l’amélioration du suivi-évaluation et la gestion des données des projets (collecte, contrôle de qualité, traitement, archivage et analyse) ;
  • Contribuer à la définition ou revue des indicateurs de projet, en assurant l’alignement avec les guidelines du PBF ;
  • Assurer la documentation détaillée du progrès et des résultats des projets et contribuer à assurer l’assurance qualité du reporting (semestriel, annuel, final) des agences du SNU et les ONG récipiendaires ;
  • Participer et contribuer au Groupe Interagence de Suivi-Evaluation (GISE) de l’UNCT ;
  • Contribuer à l’élaboration des nouveaux documents de projet qui seront soumis au Fonds de Consolidation de la Paix ;
  • Contribuer à l’élaboration des termes de référence des exercices d’évaluation des projet (évaluations à mi-parcours, finales indépendantes, exercices de collecte de données) et suivre leur mise en œuvre ;
  • Renforcer les capacités techniques des récipiendaires et sous-récipiendaires en matière de suivi-évaluation (outils, processus, mécanismes de collecte de données, fréquences etc.) ;
  • Participer et contribuer à la coordination et à l'harmonisation des interventions sur le terrain (cartographie) ;
  • Contribuer au renforcement de la collecte, du traitement et de l’analyse des données par les sous-bénéficiaires ;
  • Identifier et collaborer avec toute autre entité de mise en œuvre ou partenaire technique externe disposant de données pertinentes permettant de mesurer les résultats attendus des projets ;
  • Suivre et évaluer l’exécution des plans de mise en œuvre en conformité avec les résultats attendus ;
  • Contribuer à la standardisation, l'harmonisation des outils de collecte de données, des indicateurs ;
  • Documenter et diffuser l'expérience acquise dans le Portefeuille de Consolidation de la Paix ;
  • Assurer l’intégration transversale du genre dans la conception, le suivi et l’évaluation des projets relevant de son portefeuille ;
  • Contribuer aux réseaux de connaissance et communautés des pratiques sur les activités de consolidation de la paix ;
  • Renforcer la communication stratégique autour du Portefeuille de Consolidation de la Paix ;
  • Développer et mettre en œuvre un plan de communication sur les résultats du Portefeuille de Consolidation de la Paix en étroite coordination avec les chefs de projets et les chargés de communication des agences et des ONG récipiendaires.
