Under the direct supervision of the Monitoring and Evaluation Specialist, and in close collaboration with the SPM&E Team and Programme Sections, the National UN Volunteer Monitoring and Evaluation Officer will undertake the following tasks:

Support the M&E function in UNICEF Brazil and the implementation of the studies, researches and evaluations planned in the Integrated Monitoring, Evaluation and Research Planning (IMEP/EISI Plan)

  • Support the preparation, consolidation and follow-up of the 2020 IMEP and M&E workplan;
  • Support data collection, data analysis and quality assurance for the studies, researches and evaluations planned for 2020 and 2021;
  • Provide ad-hoc support to M&E and evidence generation activities planned for 2020 and 2021, including the ones related to the Brazil Country Office’s (BCO) responses to the Covid-19 Pandemic and the Venezuelan Migrant Crisis.

Support activities related to Situation Monitoring and Assessment

  • Follow national research and databases for the most up-to-date information on the situation of children and adolescents;
  • Help prepare Concept Notes, Terms of References, reports, summary briefs and analyses on a range of themes to support the BCO, including related to the Covid-19 and the Venezuelan Migrant Crisis.
  • Support data collection, updates, quality control and preparation of briefs for a range of local, regional and international initiatives.

Support activities related to Programme Performance Monitoring

  • Support the Deputy Representative, Planning Officer, and SPM&E team in the implementation of mid-year and annual programme reviews;
  • Support data collection and consolidation for reporting on M&E outputs and outcomes during mid-year and annual programme reviews.
  • Support the implementation of SPM&E’s responses to the Covid-19 Pandemic and the Venezuelan Migrant Crisis

Support the preparation of Country Office Annual Report (COAR)

  • Support data collection, quality control, preparation and consolidation of specific chapters of the COAR 2020;

Support the implementation and management of selected evaluations and studies

  • Support preparation and management of selected evaluations planned for 2020-2021;

Support the implementation of UNICEF’s equity approach

  • Support data collection, analysis and quality assurance of selected initiatives that promote UNICEF’s equity approach, including in the finalization of the current editions of the UNICEF Seal and the Platform of Urban Centres (PCU) initiatives.
Bachelor degree or equivalent

Bajo la supervisión directa de la Jefa de Oficina de terreno y supervisión técnica de la Especialista de Comunicación para el Desarrollo y, el/la Voluntario(a) de la ONU llevará a cabo las siguientes tareas:

Under the direct supervision of the Protection Officer, the UN Volunteer will undertake the following tasks:

  • Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.

  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;

  • Utilize the IDPs footprint during the planning process;
  • Support the protection unit in the promotion of international refugee law principles and standards and IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
  • Support the protection unit int the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
  • Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
  • Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
  • Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
  • Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
  • Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
  • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
  • Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
  • Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;
  • Support persons of concern to develop structures that enhance their participation and protection
  • Participate in the local meetings of the GIFMM and provide technical advice to the different thematic groups

Within the delegated authority and under the direct supervision of the GAN Coordinator and with a second reporting line to Regional Climate Change Coordinator in the respective region or to his/her designated mandated representative(s), the UNV Regional GAN Liaison will be:

  • Supporting 3 regional networks of GAN in their respective regional headquarters i.e. Nairobi, Panama and Bangkok (Africa: Ebafosa / AAKNet; Latin America: Regatta; and Asia Pacific: APAN)
  • Liaising and reaching out to other actors and networks in the region to strengthen and expand the regional presence of GAN
  • Keeping abreast of adaptation events in the region and exploring opportunities for GAN to connect / support
  • Creating and updating contact lists for the regional networks to share and cross-fertilize with GAN’s networks; building a database of regional adaptation contacts, organizations, companies, and prestigious experts along with their areas of expertise [MN1]
  • Making regular contact with leading adaptation experts including in the private sector, and keeping abreast / discovering what they’re working on, interest and expertise (for potential involvement in projects, publications, sessions, webinars)
  • Supporting bi-directional connections between regional networks and GAN (exploring ways for GAN to work to support and connect the regions)
  • Developing surveys, conducting research and outreach to gather information, evidence, synthesize knowledge and create case studies from regional adaptation work including projects in the regions on best practices, barriers to EbA adoption and uptake, for feeding into the Global EbA Fund, UNEP normative work and global processes including UNFCCC
  • Creating content in the form of articles, stories, op-eds or other for bimonthly GAN and/or regional network newsletters, websites or reports
  • Supporting and organizing virtual or in-person adaptation events, webinars, seminars or sessions
  • Gathering information on regional adaptation reading to feed into regular GAN reading lists Dveloping reports on latest activities of updating GAN’s regional networks and partners on GAN’s latest activities

Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Bajo la supervisión directa del Jefe/a de la Unidad de Capacitación (P4), el/la Voluntaria de las Naciones Unidas llevarán a cabo todas o algunas de las siguientes tareas:

  • Cuando sea necesario, viajar a sitios dentro de la zona de la misión, donde se impartirán cursos de capacitación en apoyo a los aspectos relacionados con la formación, incluidos los espacios y la logística asociada;

  • Coordinar y gestionar el programa de e-learning y las solicitudes de formación externa;

  • Administrar la logística de todas las actividades de capacitación de la Unidad;

  • Crear y administrar la base de datos de las actividades de capacitación y de las evaluaciones e identificar ámbitos para las mejoras continuas y la innovación;

Within the delegated authority and under the supervision of the Democratic Space Unit Coordinator or his/her designated mandated representative(s), the UN Volunteer Human Rights Officer / Defenders, Freedom of Expression and Democratic Space will:

  • Research and collect information pertaining to human rights issues through monitoring human rights situations at the field level and from a variety of data sources (e.g. publications and the press) to keep abreast of issues/events and provide up-to-date information;
  • Interviews human rights victims, particularly human rights defenders and journalists, relevant authorities and civil society organizations as part of the documentation of cases;
  • Assist in the analysis of information regarding substantive matters in the field of human rights, particularly related to human rights defenders, journalists and freedom of expression, and recommend actions to be taken;
  • Participate in the thematic tasks forces which have been created within OHCHR Mexico to coordinate activities and strategies related to priority issues;
  • Establish working relationships with state and federal authorities and provide them with technical assistance, to strengthen the level of compliance with international human rights obligations;
  • Document cases of women´s human rights violations;
  • Draft a variety of reports and correspondence relating to human rights matters/cases;
  • Participate in human rights training programmes for government officials, representatives of the civil society and human rights non-governmental organizations (in order to promote national capacity building;
  • Participate in United Nations interagency groups and other meetings, fora, seminars, etc;
  • Work with UN and non-governmental partners in the country to integrate human rights, including gender considerations, in their programmes;
  • Assist in the consolidation of knowledge and necessary tools within the United Nations system in Mexico in order to mainstream human rights in its actions;
  • Assist in establishing working level cooperation with relevant government ministries and State institutions to assist in strengthening their capacity for protection and promotion of human rights;
  • Receive complaints of alleged human rights violations and give legal advice to victims;
  • Perform other tasks as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.

Under the direct guidance and supervision of the Chief of the Recife Field Office and of the Semiarid Territory, as well as the Communication Specialist based in Salvador, the UN Volunteer will support the analysis of media (digital and traditional) coverage of child rights topics and issues related to UNICEF’s work aimed at strengthening UNICEF’s engagement with various media platforms. They will further carry out communication related activities such as the production of content, ensuring high quality of work and timely service delivery.

They will provide effective support and undertake the following tasks:

Media Relations

  • Maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media.
  • Assist in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials in all media formats, as appropriate.
  • Prepare background communication and promotional materials for briefing and visits of media and other special interest groups. Assist in the planning, logistic and administrative arrangements for them.
  • Assist in collaborating with the media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate, with special attention to opportunities related to the COVID-19 pandemic, to 30th anniversary of ECA, to the upcoming municipal elections and the closing process of two UNICEF Brazil flagship initiatives: UNICEF Municipal Seal and Urban Centres Platform (PCU).
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage etc.)
  • Support the Communication Specialist based in Salvador and the Communication Section in Brasília in compiling a daily media monitoring report that analyses UNICEF’s presence and topics of interest for advocacy and fundraising in the media.
  • Undertake a lessons learned review of successful and unsuccessful communication experiences as directed by supervisor.

Advocacy Strategy

  • Support Chief of Territory and Communication Specialist in outlining and implementing a Semi-Arid advocacy strategy at state (all 9 states in SAB) and municipal level (all 4 capitals in PCU in SAB), based on the overarching advocacy strategy of the Country Office.
  • Monitor and evaluate the appropriate and timely dissemination of advocacy and communication materials to target audiences and participate in the evaluation of their impact.
  • Monitor and evaluate the use and effectiveness of media materials. Maintain a library of coverage (clippings, coverage etc.) in the Semi-Arid Territory.
  • Ensure good quality data collection, analysis and evaluation and reporting to ensure effective communication strategies, planning and effective and efficient advocacy.

Content Production

  • Gather content and coverage of relevant country efforts to identify effective relevant country programme activities and results.
  • Produce advocacy and communication materials (e.g. briefing notes, images, videos, presentations etc.) that meet the standards set out in the Communication, Public Advocacy and Engagement Strategy 2017-2021.
  • Assist in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.
  • Follow up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design etc.).
  • Establish or maintain an up-to-date documentation centre for communication materials including publications, press releases and clippings, photographs, audio-visual materials, web resources etc.

The UN Volunteer FACS Coordinator and Programme Support Specialist will work within the delegated authority and under the supervision of Food and Agriculture Programme Head or his/her designated mandated representative(s).

He/she will also work closely with the Technical Advisor and the Green Commodities Programme Communications Lead. In the course of the assignment he/she will also liaise with the other GCP´s team members and advisors, UNDP Regional Hubs and Country Offices staff, partners agencies focal points and donors.

The UN Volunteer will undertake the following tasks:

  1. UNDP FACS team Coordination:
  • Assist in the development and effective implementation of coordination mechanisms among UNDP relevant teams.
  • Support with meeting´ arrangements including scheduling, agenda drafting, delivery, minute taking and report drafting; this will include FACS monthly coordination calls, one on one meetings, and any other related calls.
  • Assist in organizing events and virtual workshops from planning to implementation.
  • Work closely with the Green Commodities Community team to support the GCC´s broadening to cover UNDP FACS´ portfolio.
  • Support in annual planning processes.
  1. FACS related research and resource mobilization:
  • Support in the FACS portfolio review focused on projects and impacts.
  • Assist in research on possible donors and fundraising opportunities.
  • Assist in preparing and reviewing draft research reports, and donor oriented presentations and materials.
  • Provide support in concept notes and proposals writing as and when needed.
  1. FACS team Internal and External Communications

  • Assist in the production of information and outreach materials related to FACS for different purposes and audiences as needed, ensuring quality and timeliness of materials produced (e.g. blogs, stories from the field, media backgrounders, speeches, presentations, infographics, photo stories, social media content etc).
  • Support on the respond to ad-hoc requests for information from UNDP HQ, partners and other external parties, including the media.
  • Ensure the FACS´ Team site is kept up to date and active, posting relevant news and information on it.
