Under the direct supervision of Operation Officer, the National UN Youth Volunteer will serve as a focal point for administrative coordination of programme or project implementation, achieving results such as:

  • Monitoring status of programme/project proposals and receipt of documentation for review and approval;
  • Checking upon the process to establish projects and alert supervisors of any delays or action needed, submission of project documentation for final approval and signature; distribution of project documents to relevant parties upon approval;
  • Liaison with administrative staff on the verification and availability of funds, entry in computerized budget system and monitoring of approval processes.
  • Extensive liaison and follow-up with diverse organizational units on various administrative actions such as recruitment and appointment of personnel, travel arrangements, authorization of payments, disbursement of funds, procurement of equipment and services
  • Compilation and summary of basic information and data on specific programmes/project related topics or issues.
  • Regular reporting on the budget status against the established project work plan using available dashboards or pre-existing tracking methodologies.
  • Finalization of all administrative and logistical preparations required for the organisation of technical and programmatic meetings, conferences, seminars, workshop, courses and other events. This includes liaison with participants from MoH and other stakeholders.
  • Compilation and basic research of background material for technical and programmatic presentations, meetings and other events.
  • Follow-up on agreed upon activities with the relevant units and staff to take action.
  • Establishment and maintenance of filing system appropriate for each technical project or programme.
  • Compilation, formatting and editing of technical documents linked to certain project or programme activities and submission to appropriate staff for reply.
  • Information and reminders for responsible staff of follow-up dates on project activities, response or specific actions, supplying supporting material as appropriate.
  • Tracking the workflow, and monitoring the progress of work and deadlines for programme documents and follow up with the substantive offices as needed.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Within the delegated authority and under the overall guidance of Country Representative or his/her designated mandated representative(s), and direct supervision of the Finance Associate the UNV Finance Assistant works in close collaboration with the Programme and Operations Team in the Sudan Country Office as well as with the Operations and Programme teams in UN Women Regional office (RO) & HQ for solving complex finance-related issues and information delivery:

Under the close supervision and guidance of the ICT officer Associates, the UN Volunteer will perform procedural and some specialized activities pertaining to UNICEF’s ICT systems, which include desktop administration and server operations. Specialized activities typically pertain to the installation and routine configuration of ICT system components and user orientation. Procedural activities include all other processes that may not require the application of specialized information technology training and knowledge, such as maintaining technical and user documentation and/or serving as focal point for receipt and processing of user requests on a timely manner in compliance with UNICEF ICT rules and regulations.

Summary of key functions/accountabilities:

  • Develop emergency medical contingency plans and assist with UNCT/UNDSS’s planning for response to a mass casualty incident;

Le/la Volontaire des Nations Unies National sera intégré/e à l’équipe de l’Outcome 1 en charge de la Petite Enfance du bureau UNICEF Tunisie et va fournir un appui au volet santé du programme de coopération de l’UNICEF. De manière plus spécifique, sous la supervision directe de la spécialiste Education et DPE Team Leader de l’Outcome 1, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Fournir une assistance technique pour la mise en oeuvre de stratégies et approches de développement de la petite enfance dans son volet santé et nutrition ;
  • Collecter, analyser et documenter les données pertinentes pour comprendre la situation des enfants dans les domaines de la santé, de la nutrition, la petite enfance et de la prévention du VIH/Sida affectant les enfants, adolescents et femmes ;
  • Fournir un appui technique et opérationnel à toutes les étapes des processus de programmation en préparant des supports et des documentations, et en se conformant aux processus organisationnels et aux systèmes de gestion, pour soutenir la planification des programmes et la gestion axée sur les résultats (GAR) ), ainsi que le suivi et l'évaluation des résultats ;
  • Etablir les résultats intermédiaires à partir du plan de travail annuel et assurer l’administration de du plan de travail pour l’atteinte des résultats escomptés en matière de santé à travers un appui technique et de coordination, en consultation avec tous les partenaires concernés ;
  • Travailler en étroite collaboration avec les collègues et les partenaires pour discuter des problèmes opérationnels et de mise en œuvre, élaborer des solutions, des recommandations et / ou pour alerter les décideurs et les parties prenantes appropriées pour une intervention et des décisions de plus haut niveau ;
  • Participer aux exercices de suivi et d'évaluation, aux examens des programmes et aux réexamens sectoriels annuels avec le gouvernement et d'autres partenaires pour évaluer les programmes et élaborer les rapports sur les actions / interventions requises au niveau supérieur de gestion du programme ;
  • Surveiller et rendre compte de l'utilisation des ressources du programme sectoriel santé et connexe (ressources financieres, administratives et autres), et vérifier la conformité avec l'allocation et les objectifs approuvés, les règles organisationnelles, les règlements, les procédures, ainsi que les engagements des donateurs, les normes de responsabilité;
  • Préparer des rapports de programme / projet sectoriels réguliers et obligatoires à l’attention du management, des donateurs et des partenaires afin de les tenir informés de l'avancement des activités du programme santé ;
  • Améliorer l'efficacité et l’efficience des actions santé du programme grâce à un suivi effectif de la mise en oeuvre, notamment la supervision des consultants du programme et le suivi rapproché de la mise en œuvre des activités sur le terrain (projets de digitalisation de la vaccination dans les gouvernorats de Sousse et Kasserine) ;
  • Contribuer au maintien du niveau de préparation aux urgences et participer aux actions de renforcement de capacités nationales pour la préparation et la réponse aux risques et catastrophes en lien avec les engagements clés de l’organisation (notamment les « Core Commitments for Children in Humanitarian action - CCC) ;
  • Appuyer la mise en œuvre du volet santé/nutrition du Programme de parentalite positive y compris la thématique de l’obésité ;
  • Appuyer et suivre la mise en œuvre des standards de « santé, hygiène et sécurité » de l’enfant dans les trois (3) centres de références de la petite enfance (volet santé) ;
  • Assurer d’autres fonctions et responsabilités nécessaires discutées avec le superviseur de l’affectation.

Sous la supervision globale du coordonnateur du projet de la Fondation Mohammed VI et du chargé de programme du PNUD Maroc, le/la Volontaire des Nations Unies aura pour mission d’appuyer la gestion administrative et financière du projet et d’appuyer l’équipe du projet. Le/la VNU sera invité(e) à compléter les tâches suivantes :

  • Appuyer la gestion administrative et financière du nouveau projet Fondation Mohammed VI - PNUD ;
  • Appuyer la préparation des documents administratifs et financiers afin d’assurer la viabilité du programme et la mise en œuvre des activités dans le temps imparti ;
  • Donner un support direct à l’équipe en matière de capitalisation des données du projet ;
  • Donner un appui direct à l’équipe du projet quant à l’élaboration de rapports, présentations, synthèses et recommandations ;
  • Appuyer le partage de l’information et la coordination entre les différents partenaires du projet.

Within the delegated authority and under the supervision of Senior Development Coordination Officer, Strategic Planning and RCO Team Leader or his/her designated mandated representative(s), the UN Volunteer Development Coordination Officer, Economist will:

1. Plans, facilitates and consolidates evidence-based SDG analysis in support of a shared understanding by the UNCT of sustainable development trends, challenges and opportunities in programme countries:

  • Researches, analyzes, consolidates and presents SDG-related data, as well as information on emerging best practices in sustainable development, paying special attention to gender and capacity development, and proposes policy options to RCs/UNCTs;
  • Identifies and analyzes issues that impact multiple SDGs and their targets and proposes 'accelerator interventions' that can help unlock and accelerate progress towards sustainable development across multiple areas;
  • Assesses and highlights sustainable development trade-offs and risk factors, as well as early-warning indicators that may undermine the achievement of SDG targets and impact the UN's role and programme in the country and suggests appropriate measures to address them;
  • Collects and analyzes data on UN country level operations in support of the implementation of the 2030 Agenda, identifies gaps and proposes follow-up actions;
  • Researches, develops and presents policy papers, guidance notes and other knowledge based-tools and directs discussion in country-level forums to help influence and advance policy dialogue on achieving the SDGs;
  • Coordinates the preparation of UN flagship reports, including the analysis of data and ensures the provision of evidence to build the case for policies and interventions on SDGs;
  • Monitors regional and global economic trends and issues, analyzes their implications for the realization of the SDGs at the country level and recommends additional issues for consideration.

2. Provides substantive advice on innovative economic and SDG policies to RCs and UNCTs, as well as to national counterparts in government and other relevant partners:

  • Guides substantive support to the RC/UNCT on SDG-related issues, particularly on policies to accelerate the achievement of the SDGs, including through Mainstreaming, Acceleration and Policy Support (MAPS) and similar processes, and evaluates and highlights potential trade-offs between SDGs;
  • Identifies issues and proposes recommendations for the UNCT on how UN country-level operations can be optimized and better respond to sustainable development needs and emerging trends in country;
  • Elicits, evaluates and consolidates policy options proposed by UNCT members, ensuring an integrated approach to the UN's policy advice to national counterparts in government and other external partners;
  • Plans and directs the work of the in-country UN Joint Policy Team (or equivalent) and drives cross-pillar nexus approaches in country to policy, analysis and assessment.

3. Coordinates the development by the UNCT of new generation of SDG programmes with a strong investment orientation and focus on acceleration towards achieving the SDGs:

  • Guides the development and implementation of the UN Sustainable Development Cooperation Framework (UNSDCF) to ensure that the UN's country-level operational activities effectively support the implementation of the 2030 Agenda in country;
  • Provides substantive support to programme formulation and revision throughout the UNSDCF cycle, based on sound SDG analysis;
  • Contributes to the UN joint programming process to strengthen the formulation of a new generation of UN joint programmes that are aligned with the SDGs, oriented towards investment, and have impact at the national level;
  • Assists UNSDCF result groups in the implementation of joint workplans to ensure SDGrelevant and SDG-responsive UN operational activities for development;
  • Proposes recommendations to enhance UN support to governmental and multi-stakeholder processes on SDG policy development and capacity development.

4. Plans and directs SDG knowledge generation and management:

  • Plans, facilitates and contributes to local, regional and global communities of practice and knowledge networks and promotes collaboration, peer support, innovation good practices, lessons learned, needs, and opportunities in the area of sustainable development;
  • Researches, analyzes and presents best practices and lessons learned from implementation of UNCT projects and programmes, with a view to advising the RC and UNCT on actions to strengthen the policy orientation of the UN;
  • Monitors and analyzes best practices and successful models implemented by the UN in country and suggests options for developing these into bankable national SDG investment policies and programmes;
  • Provides advice on global/corporate guidelines, tools and other materials related to sustainable development policy.

5. Any other related tasks as may be required or assigned by the supervisor.

Master degree or equivalent

Advanced university degree (Master's degree or equivalent degree) in economics, sustainable development, public policy, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Within the delegated authority and under the supervision of UNMAS Programme Officer or his/her designated mandated representative(s), the UN Volunteer is responsible for management of the UN Trust Fund for Human Security (UNTFHS) project and other donor-funded projects. Key functional responsibilities of the Associate Programme Officer include but not limited to the followings:

  • Liaise with UNTFHS participating agencies on project design, implementation, issues, and any relevant issues.
  • Closely monitor UNTFHS project progress to ensure the project is implemented in coordinated and harmonious manner among participating agencies.
  • Draft regular and ad-hoc reports under UNTFHS.
  • Contribute to the design and implementation of communications activities for promoting Human Security concept at state, locality and community levels.
  • Organize regular and ad-hoc UNTFHS coordination meeting with participating agencies
  • Prepare draft budgets and project proposals for new projects and extensions of ongoing projects as required by Porgramme Officer
  • Draft routine and ad-hoc reports including but not limited to: periodic substantive reports for UNMAS HQ against donor contributions, projects and activities, Financial Agreements, Annual Partner Reports, Results Based Reports (RBR), SG Mine Action Report, and any other relevant report required
  • Contribute to Programme team’s efforts in resource mobilization and in building and maintaining a network of key partners and contacts among the donor community, and keeping abreast of evolving trends in the country that are relevant to UNMAS Sudan
  • Maintain good and close working relationship with counterparts and the Embassies and ensure good communication and information exchange
  • When required/requested, represent the Sudan programme team at relevant coordination meetings
  • Provide programme information to partner agencies, non-governmental organizations and contractors and UN agencies
  • Maintain documentation of decisions and actions taken on programme related issues
  • Actively engage in public information initiatives and maintain close working relationships with UN partner agencies on public information and social media activities
  • Any other related duties as requested and tasked by the Programme Officer / Programme Manager

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

  • Advanced higher degree (Master’s or equivalent) in International Relations, Business Administration, Project Management, Social Sciences or related field with a minimum of 2 years of relevant experience;
  • A first level University degree (Bachelor’s Degree or equivalent) with an additional 3 years of relevant experience (minimum of 3 years in total) may be accepted in lieu of the advanced university degree.
