Under the direct supervision of Chief of Education, the International UN Youth Volunteer will:

  • support the Ministry of Education, Science and Technology (MoEST)’s Development Assistance Coordination Section (DACS) in the preparation and undertaking of its role as the ESP Secretariat;
  • Support DACS on coordination with the Local Education Group relating to the education sector analysis and planning activities
  • Coordinate with the UNICEF education sector planning specialist in the engagement, analysis and planning processes.
  • Support the development of the communication and stakeholder engagement strategy
  • Support the ESP secretariat in its coordination of the ESP thematic working groups
  • Support the ESP secretariat in preparing progress reports to the ESP technical committee
  • Support the ESP thematic working groups leads and co-leads to synthesize learning and supporting research on key results area during the development of the thematic approach papers and option papers.
  • Any other related tasks as may be required or assigned by the supervisor.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

Within the delegated authority and under the supervision of Senior Montreal Protocol Regional Coordinator and Montreal Protocol Officers or his/her designated mandated representative(s), the UNV in Project Management in South Asia Network will:

Planning, Implementation and Monitoring of approved Multilateral Fund Projects:

  • Maintain regular communications with the NOOs in the planning, implementation and follow-up of project activities to ensure effective implementation and timely delivery of the projects approved by the Executive Committee including the Institutional Strengthening Project, HCFC Phase-out Management Plan (HPMP), verification of HCFC consumption, preparation of HFC Phase-down Management Plan;
  • Liaise and assist the NOOs in the preparation and submission of relevant reports such as progress report and expenditure report etc. to meet the requirement of UNEP;
  • Develop Term of Reference and liaise with and monitor performance of consultants in the delivery of the assignment such as preparation of HCFC Phase-out Management Plan (HPMP), preparation of HFC Phase-down Management Plan, verification report of HCFC consumption etc.;
  • Maintain and update monitoring table for the implementation of these approved projects.

Preparing the Multilateral Fund (MLF) Project-related Reporting: Support CAP team in Asia and the Pacific Office and provide inputs to

  • Prepare progress report for Asia and the Pacific, which is to be prepared by UNEP OzonAction and submitted to the Multilateral Fund Secretariat on annual basis.
  • Prepare the Project Completion Report (PCR) of individual project and multi-year agreement project upon completion of the project;
  • Prepare specific reports as required by the Executive Committee.

Project Cooperation Agreement (PCA)/Small Scale Funding Agreement (SSFA):

  • In consultation with countries, prepare and finalize PCA/SSFA as per template of UNEP and approved project proposal by the Executive Committee;
  • Process the PCA/SSFA for review and signature;
  • Monitor the implementation of the PCA/SSFA and make request for release of advance as per the progress made and the PCA/SSFA payment conditions;

Others:

  • Support innovation within the Asia Pacific CAP team on project and knowledge management and collaborative tools;
  • Others, as assigned by the Senior Montreal Protocol Regional Coordinator and Montreal Protocol Officers.

Under the overall leadership of the Programme Manager of UNDP China, Division Chief of CICETE, the National Project Director of Project Coordination and Management Office (PCMO), the UNV China Office, and under the direct supervision of the Project Manager of the Project Implementation Office (PIO) housed at the Guangna Group for the UNDP Wuhai Project, the National UNV, as Programme Assistant, will undertake the following tasks as well as other tasks as requested by the PIO, CICETE or UNDP to support the project's implementation and management:

  • Drafting documents in English and/or Chinese as required by UNDP programme management cycles and/or by the programme team, including but not limited to quarterly and annual reports, work plans, budget and financial reports, communications products such as news articles, press releases etc.
  • Coordination for the implementation of project activities and with project partners;
  • Develop and update the project activity inventory to keep track records of activity progress and project impact;
  • Providing solid support to the procurement of goods and services as designed in the Project Document, and assisting timely and effective quality control on the deliverables;
  • Provide administrative, interpretation and translation support to the project implementation;
  • Assisting the timely communication with all stakeholders to ensure aligned understandings of policies, project guidelines, progress etc.
  • Keeping financial records to support the management of project budget;

Under the direct supervision of the ROL & Gender Justice Officer, and overall guidance of Project Manager, the Project Associate will support SARL Project’s operations and communications in Rakhine State, carrying out the following tasks:

  1. Support SARL’s activities in Rakhine State in the field of rule of law and Access to Justice. This will include supporting events, research processes, conducting monitoring and quality control, liaison with grantees and grants administration.
  2. Support public awareness activities in on rule of law, access to justice, land rights, human rights, anticorruption, civil society support, gender equality issues - using media, advocacy, events and public information materials;
  3. Increase awareness and understanding of SARL’s work to relevant beneficiaries, national authorities, local/national media and development partners through production of various public awareness materials;
  4. In collaboration with Yangon based Monitoring, Reporting and Communication Officer, produce communication materials and/or oversee production of different types (including print, broadcast, internet, press kits, press releases, feature articles, web content, fact sheets, booklets, brochures, audio – visual materials, radio spots) to promote media coverage on priority issues or major events;
  5. Manage the timely dissemination of all such public information and media materials;
  6. Monitor, analyse and report on the media, current events, public opinion and press in order to provide briefings to SARL project staff on emerging issues and priority areas;
  7. Support with translation of various media and communication materials from English to Burmese and Rakhine, and v.v.
  8. If required, provide similar communications support for project activities in Rakhine.
Bachelor degree or equivalent

Bachelor’s or higher degree in Law, communications, journalism, development, or a related field.

  • Minimum 1 year of relevant experience/proven work in development projects, including some experience liaising with local government officials, preferably in the area of Rule of Law and Access to Justice.
  • Experience preferred with local media agencies and/or development organizations in the field of communication, journalism, social media management
  • Experience in and understanding of democratic governance issues, e.g. human rights, civil society support, rule of law, anti-corruption, access to justice;
  • English(Mandatory), Level - Fluent
  • Burmese(Optional), Level - Fluent
Other rule of law or governance related experience, Journalism, mass media and broadcasting
  • Degree in Law, communications, journalism, development, or a related field.
  • Good command of English and Burmese, written and oral; ability to draft well in English.
  • Native in Rakhine language
  • Strong communication skills and an ability to work within a dynamic and collaborative team environment;
  • Demonstrated commitment to UN’s mission, vision and values;
  • Demonstrated sound judgment, diplomacy and sensitivity to confidential matters;
  • Computer literacy: Strong Microsoft Office Suite. Knowledge of Adobe Photoshop, Publisher, Illustrator and InDesign is an advantage;
  • Previous assignment in a similar position would be desirable
