Within the delegated authority and under the supervision of the Sahel Programme Coordinator and of the G5 Sahel Programme manager or his/her designated mandated representative(s), the UN Volunteer in Technical Assistance to the G5 Sahel will:

  • Assist G5 Sahel Member States in the implementation of security structures, in particular the police component of the Joint Force, through the provision of a technical expertise and attendance to meetings related to this topic;
  • Organize regional meetings, seminars and other training workshops through the development of their TORs, the drafting of agendas and of letters of invitation and their dissemination to the States and international organizations concerned;
  • Select experts and complete all the necessary procedures regarding their recruitment, relocation and remuneration;
  • Target participants and trainees by preparing the administrative, logistical and possibly financial aspects necessary for their participation;
  • Engage with the relevant service providers to ensure that the necessary conditions exist for the organization of such activities, in particular the state of the rooms provided, their setting up, the presence of educational and security facilities, and other means of logistical support such as printers, scanners, etc;
  • Any other related tasks as may be required or assigned by the supervisor.

To strengthen his/her own capacities and boost his/her experience as a volunteer, the selected

Volunteer is encouraged to be fully involved in the implementation of the Sahel Programme, through:

  • Developing his or her knowledge of UNODC’s mandate, of the international conventions it guards, on the technical assistance tools available to UNODC, and on the existing implementation programs for these tools;
  • An active participation with programme experts in the project design process, including definition of activities and mechanisms for their implementation, of the expertise requested and of stakeholders;
  • The analysis of its projects and their programming in a manner that allows the passage from a lower stage to a higher stage of implementation;
  • Capacity building of the program in terms of communications, through presentations to donors and other international partners.

Within the delegated authority and under the supervision of Snr Development Officer, the UNV Associate Durable Solutions Officer will:

  • Fill in the duties for this of assignment

  • Provide guidance and input to the annual programme planning to identify adequate resources and means to implement the programme in the field office.
  • Participate in the planning of, and advice on opportunities for alternative solutions, including available regional and national legal frameworks.
  • Participate in consultative processes within UNHCR and with a broad range of regional and national external partners to promote voluntary repatriation, local integration and resettlement.
  • Implement activities in accordance with the comprehensive solutions strategy, with a view to finding durable solutions to the maximum number of PoCs.
  • Monitor the design/implementation of the durable solutions strategy and provide advice for improvements.

  • Analyses statistics, trends, and other documents, and draft reports regarding durable solutions.
  • Conduct training activities aimed at the capacity building of UNHCR and partner staff on durable solutions, peace building/coexistence and partnership.
  • Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.

Under the direct supervision of The Country Director (please complete with the function of the supervisor), the UN Volunteer will undertake the following tasks:

Responsibilities

  1. Project coordination: Coordinate the consortia and keep the PBF Secretariat informed, to ensure that the project activities are implemented jointly and that each of the consortia members is contributing according to the proposal and deliverables.
  2. Project Workplans: Develop, manage and carry out an overall joint project work plan that is developed with participation and consultation with all consortia members and abides to the PBF timelines.
  3. Financial management, coordination and reporting: Ensure that project finances and narratives are in order and on track for the project in conjunction with each of the consortias finance and implementation focal points. Further ensuring that a joint financial and narrative report is submitted to the donor as per reporting timelines and is developed in collaboration with all consortia agencies.
  4. Monitoring and Evaluation: Develop and coordinate a joint monitoring framework for the project in keeping with UN PBF guidelines/ frameworks and ensuring that the results are appropriately reported to the donor reports. The role will also contract the external evaluator of the project at the end of project implementation, ensuring that the considerations of the consortia and the donor requirement are taken into account to evaluate the project achievement towards the results.
  5. Donor management and reporting: Ensure that all deliverables required by the donor reports are met, and act as the focal point of the consortia in dealing with any queries/ information that the donor may need through the PBF Secretariat under the RCO Office.
  6. General support: Provide technical assistance and support in areas such as designing and conducting analyses, assessments and implementation in regard to the project activities.
  7. Technical Representation: Represent the project in climate/ conflict workshops and symposiums for learning and sharing purposes towards positioning the project/ organization as key focal point in the Gambia and globally.
  8. Other WFP duties as assigned.

Specific tasks will include

  1. Holding regular meetings with each of the consortia focal points to ensure that the project is aligned and that the consortia is moving forwards together.
  2. Update the project committee at regular intervals on the progress of the project and its risks - adapting the workplan according to their advice and guidance.
  3. Create and maintain a partnership with the Ministry of Environment for the Gambia who is the supporting government agency for this project – keeping them up to date with progress and ensuring that they are informed.
  4. Design manage and lead consultations with persons and groups in order to better implement the project and ensuring that it is relevant for the beneficiaries.
  5. Write the quarterly reports to the donor, by consolidating each of the consortia agency inputs – and ensuring that the report is representative of the entire project.
  6. Any other duties as may be assigned from time to time by the supervisor.

Under the direct supervision of the Logistics Officer and the Chief of MSC, the UNV Logistics Assistant is responsible for the following duties:

Under the direct supervision of Chief Human Rights officer and his designated official in the Sector and/or Officer in Charge Human Rights Office and within delegated authority, the UN Volunteer Human Rights Officer will be responsible for the following duties:

  • Researches and collects information pertaining to human rights matters, including their gender dimensions, from a variety of data sources; assists in the analysis of information, to include the impact on the human rights situation in CAR.
  • Enter all cases on the human rights database according to human rights standards and its methodology.
  • Maintains awareness of current human rights issues in the Region assigned to include relevant political and legal developments.
  • Contributes to the identification of human rights issues/problems, including their gender dimensions, through good research and analysis and timely preparation of reports, etc.
  • Liaises with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners to create baseline data on the human rights situation in the Region assigned with special attention to vulnerable groups.
  • Participates with other Human Rights Officers in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future.
  • Drafts a variety of types of reports relating to human rights matters.
  • Participates in human rights training programmes for national law enforcement officials, representatives of the civil society and human rights non-governmental organizations (NGOs) in order to promote national capacity building.
  • Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers on the integration of these issues into political, humanitarian and economic efforts and programmes.
  • Contributes to formulating courses of action that aim to alleviate immediate and long-range human rights problems.
  • Demonstrates effective interaction with colleagues and other concerned parties internally and externally.
  • When working with (including supervising) national staff or (non-) governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

Under the overall supervision of UN Women WCARO Policy Adviser for Peace & Security and Humanitarian Action, the project coordinator will be responsible for the following key Functions:

  1. Strategic direction and technical management of the project
  • Provide technical and strategic assistance to project activities, including planning, implementing and monitoring, and ensure quality control of interventions;
  • Provide practical support to country offices and implementing partners in the areas of project management and planning, field activity implementation and management, as well as monitoring and evaluation of the project impacts;
  • Develop terms of reference of consultants and subcontractors, and assist in the selection and recruitment process and provide technical supervision of the work carried out by the experts and consultants hired by the project;
  • Advising on political and legal issues concerning the project;
  • Ensure the preparation and revision of the project annual plan of Action;
  • Inform the regional adviser of the progress of the project, according to the mechanisms and frequency established in the project document;

  1. Ensure quality project coordination, implementation at regional level and timely donor reporting
  • Coordinate relationships with partners to support implementation and expansion of the projects, raise potential problems and suggest solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives as needed.
  • Collect information from country offices and ensure the timely submission of quality progress reports and donor reports as well as the other reporting documents (multi-year, annual, quarterly, operational, reports);
  • Contribute to strategic connection, result-based reporting and knowledge management with global Women’s Resilience to Disasters and Crisis program and support strategic cooperation particularly between the Sahel Resilience Programme and thePromoting women’s resilience in the Lake Chad Basin Region” programme” in joint cooperation with the Sahel Resilience Programme Coordinator.
  • Gather and compile all information necessary for monitoring and reporting on program and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
