Under the responsibility of the Director Electoral Affairs Division and under the direct supervision of the Chief of Operations, the UNV Field Coordinator will be based in Mopti and will supervise electoral activities in the central regions (Mopti and Ségou) and the regions of northern Mali (Tombouctou, Kidal, Gao, Taoudénit and Ménaka) and undertake the following tasks:

  • Assist the Director and the Chief of Operations in all activities related to electoral assistance to regional and local administrative authorities;
  • Propose for approval by the Director of EAD and implement a plan for electoral support to local administrative authorities (including interim authorities and special advisers), monitor it in the field and report to the hierarchy;
  • Supervise the activities of the Electoral Personnel recruited and deployed during the electoral phases;
  • Contribute to the political analysis and drafting of reports or technical notes on the electoral process, in the central and northern regions of Mali;
  • Collect information and produce a summary report and weekly analysis on socio-political and electoral news in the central and northern regions of Mali;
  • Carry out missions to localities in central and northern regions of Mali for the monitoring and evaluation of electoral support activities during all the electoral phases, including operational activities of the elections;
  • Maintain and update information on the territorial administration, the implementation of the Agreement for peace and reconciliation in Mali resulting from the Algiers process and the reforms related to the electoral process;
  • Assist the EAD hierarchy in interactions with stakeholders in the electoral process and in field visits;
  • Prepare and contribute to the periodic reports (daily and weekly);
  • Perform other related duties as required.
Master degree or equivalent

Advanced university degree (Master’s degree or equivalent) in Political/Social Sciences, International Relations, Law, Public Administration, languages, Communication or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

  • A minimum of five years of progressively responsible experience in elections/reporting and related area in at least 2 countries. At least two years of experience in implementing, supporting or advising on electoral processes is required. United Nations electoral field experience in a peacekeeping operation, political mission and/or a UN agency is desirable. Experience in post-conflict situations and/or in developing countries or Mali will be an asset;
  • Strong knowledge in the field of electoral processes and high level of communication/gender issues and exchange of experience;
  • Experience in media monitoring, the collection of gender segregated data and capacity building;
  • Great writing, analytical and communication skills; Capacity to dialogue with electoral and political actors as well as the ability to produce quality reports.
