Within the delegated authority and under the supervision of Head of Field Office or his/her designated mandated representative(s), the UN Volunteer Associate Shelter / WASH Officer will:

  • Ensuring that UNHCR Field Office in Muyinga and, in case of need, other offices in the country are supported in carrying out shelter and WASH needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns.
  • Providing technical support and guidance to UNHCR offices in the country and partners on activities within the areas of WASH and Shelter.
  • Developing country level shelter strategies which are framed by UNHCR’s Global Strategy for Settlement and Shelter and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
  • Make provisions for the installation of WASH/Shelter services in any new camp or camp extension identified for the settlement of refugees in direct coordination and collaboration with the designated site planner or shelter officer.
  • Providing clear guidance on standards for WASH, shelter and settlement, including minimum emergency standards to meet basic and essential needs.
  • Together with UNHCR's implementing partners, compiling, analysing and mapping available information on shelter options in country taking into account relevant policies adopted by the Government. When planning shelter works, ensuring that the technical component reflects UNHCR minimum standards for the provision of emergency and other types of shelter assistance and is within the budgetary requirements. Due consideration should be given to standards in other relevant sectors such as water and sanitation.
  • Assist in and check engineering calculations leading to detailed drawings for required WASH infrastructures and activities and associated cost estimates for camps/settlements, transit centers, etc.
  • Ensuring the shelter strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin.
  • Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner and establish monitoring and evaluation tools to ensure that works are implemented according to plans and completed within the designated timeframe.
  • Promoting the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
  • In consultation with UNHCR’s implementing partner and local communities themselves, identifying the need for community based Quick Impact Projects (QIPs) that can benefit the local and displaced communities.
  • The position requires regular contact with programme, protection and field staff in country in order to ensure technical support related to WASH, shelter and construction activities.
  • Close and regular contact with technical and non-technical staff of UN Agencies, Implementing Partners, National and International NGOs and Government Authorities, is essential to discuss matters relating to WASH, shelter and infrastructure coordination and provision.
  • Represent the WASH / Shelter sector internally and externally, in the WASH /Shelter cluster with other relevant actors/technical coordination platforms as necessary.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Bachelor degree or equivalent
  • Required Degree Level: Bachelor's degree in Architecture, Civil-Engineering, Engineering (hydrology, hydrogeology, hydraulics, water/sanitation management or environmental sciences).

Qualifications, skills, experience:

  • 3 years of relevant professional experience which includes management of humanitarian shelter or settlement programs / projects or a combination of experience in the humanitarian sector and construction-related activities outside of the humanitarian sector such as supervision of construction works and experience in water supply and sewerage works, water purification systems, pump installations and associated electrical works, etc.; experience in project cycle management, partnerships, disengagement strategy and sustainability of WASH projects.
  • Excellent interpersonal, teamwork and negotiation skills in a cross cultural environment and the ability to assist in communication of technical and non-technical details with Government technical staff as well as NGO staff and local authorities.
  • Knowledge of computer software (MS Word, Excel PowerPoint), as well as the capacity to use mapping tools, i.e. GPS and knowledge of construction drawing and design software (AutoCad or MS Visio, Hipanet etc) is a great added advantage.
  • Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System;
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

Under the direct supervision of the Programme Analyst, the UN Volunteer will undertake the following tasks:

1. Support the formulation and the effective implementation of the programmes:

  • Support the planning, implementation and monitoring phases of programmatic activities;
  • Support the development of programme work plans and budgets and in their quarterly updates;
  • Assist in collecting data, assessing and reporting key results for progress reportin and support production of periodic reports (quarterly and/or annual);
  • Support documentation for best practices and lessons learned linked tostrategic and operational objectives of the programmes and assist in writing success stories about results achieved and efforts;
  • Support quality assurance in the review of documentation, reports and e-mails and initiate corrective actions;
  • Support in the preparation of terms of reference for the consultants needed in order to achieve the work plan deliverables;
  • Provide administrative and logistical support to programmes meetings and committees;
  • Maintain an efficient filing/documentation system of programme documents, ensuring their safekeeping;
  • Maintain good relations and effective coordination between institutional partners, civil society, and the United Nations development system.

2. Support the financial monitoring of programme activities:

  • Formulate the budget, control allotments, monitor expenditures, and prepare revisions according to the needs of the programmes;
  • Create projects, perform budget revisions in Atlas, and determine unutilized funds;
  • Monitor the setup of budgets in ATLAS to ensure their accordance with budgets agreed with donors and are input into ATLAS;
  • Contribute to the preparation of regular financial reviews and reports of the programmes;
  • Prepare the supporting documents and requests for procurement and payments;
  • Any other related tasks as may be required or assigned by the supervisor;
