Under the direct supervision of FIOC Team Leader, the UN Volunteer will undertake the following:

  • Manage, collect, coordinate, analyze, report and disseminate information to be used as a decision-making and planning tool for the Field Integrated Operation Center (FIOC);
  • Collect information from a wide range of sources, including UNMISS Civil and Political Affairs, Human Rights, Gender, Child Protection, Relief, Reintegration and Protection personnel, Military, Police, Security, Humanitarian Agencies, International Non-Governmental Organization (INGOs) and Local Government Authorities;
  • Produce forward looking reports within the context of the UNMISS Early Warning Strategy and Protection of Civilian Matrix that integrates and considers all the information gathered, resulting in clearly identification of priorities where the state should focus it’s efforts;
  • Build effective networks through mission components with state authorities, international partners, civil society and humanitarian community;
  • Maintain up-to-date knowledge and understanding of political, socio-economic and security issues;
  • Monitor and gather information on events or incidents that may affect the implementation of the safety of the Mission and it’s mandate;
  • Support the Field Office Security Management Team, Security Management Meetings, Crisis management Team and respond to specific incident as required;
  • Share all information with Join Analysis Center (JMAC) as guided by Chief JMAC;
  • Undertake other related responsibilities as tasked by the Team Leader and Head of office.
Bachelor degree or equivalent

Political science, International Relations, Human Rights Conflict Management, Security or any related field.

Under the direct supervision of the senior legal adviser or a legal officer, the UN Volunteer will undertake the following tasks:

  • Assists other members of the Legal Affairs Unit in reviewing legal documents, instruments, or other material, identifying important issues, similarities and inconsistencies, etc.
  • Assists in preparing drafts of background papers, studies, and reports.
  • Conducts legal research and assist in preparing legal opinions/advice on a wide range of international public and private law issues, including the United Nations Charter, General Assembly and Security Council Resolutions, UN/UNMISS internal Rules and Regulations, UNMISS Status of Forces Agreement (SOFA), UNMISS mandate, particularly its protection of civilians aspect, privileges and immunities, peace and security, institutional questions, treaty law and practice, UN administrative law;
  • Assists in preparing agreements, Memorandums of Understanding and contracts with governments, international organisations, and other public or private entities including drafting and resolving claims and disputes.
  • Assists in providing legal advice on human resources and other administrative matters.
  • Assists in servicing and advising as well as serving as a member of, as appropriate, diplomatic conferences, commissions, committees, boards, task forces and other bodies, including preparing background materials, summaries of issues and views of delegations, etc.
  • Assists with presenting the UNMISS induction programme on UNMISS SOFA and distribution of information and sensitizing local authorities and the local population to SOFA.
  • Perform or undertake other duties as requested by other members of the Legal Affairs Unit.
Master degree or equivalent

An advanced university degree (i.e. master’s degree or equivalent) in law or a relevant related field is required. A first level university degree (i.e. bachelor’s degree) in law in addition to two extra years of qualifying experience may be accepted in lieu of the advanced degree.

At least two years of progressive responsible professional legal experience in law, including legal analysis, research and writing, at a law firm, governmental legal office, legal office of an international organization or of an NGO.

Under the direct supervision of the Head of Field Office and working in close collaboration with programme unit in the Country Office, the incumbent will be in charge of the overall programme operations management in the field office. He/she will Organize, plan, implement and coordinate all WFP programme activities in order to meet the desired programme objectives, in accordance with the strategy agreed by the Country Office Programme Unit. He/she will closely supervise the Field Office

operations to ensure timely planning and delivery of food assistance and cash-based transfer to the beneficiaries. He/she will ensure Programme and Supply Chain Units’ interaction/coordination and strictly implement WFP’s policies, rules and regulations related to Programme, according to corporate guidelines and technical guidance from the country office. The UNV Programme Policy Officer will therefore be responsible for the following duties:

  • Contribute to the development of projects, concepts, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Follow up on data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  • Support the capacity building of WFP staff, partners and government counterparts to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  • Identify areas of intervention for WFP in close collaboration with local authorities and cooperating partners.
  • Participate and contribute to overall humanitarian coordination mechanisms at the level of the field office; Liaise with government authorities, international and local NGOs, UN agencies, beneficiaries and pipeline agencies with a view to harmonizing and coordinating ongoing and future food assistance activities.
  • Regularly meet with and brief the above-mentioned stakeholders in order to discuss new findings and corrective actions, when required.
  • Transmit clear, comprehensive and yet concise information to the Country Office. Facilitate public information on food assistance activities.
  • Ensure the timely Monitoring and Evaluation of WFP activities
  • Coordinate and supervise the duties assigned to the Programme Assistants and Monitoring Assistants.
  • Ensure that proper monitoring, data collection and reporting of WFP food assistance supported activities are planned and carried out in collaboration with stakeholders providing relevant quantitative and qualitative information.
  • Undertake field visits and spot-check visits to view projects outputs and beneficiaries, inspect storage places, extended and final delivery points where WFP commodities are received in the country.
  • Evaluate the performance and capacities of the cooperating partners, and review agreements accordingly.
  • Liaise with supply chain team in the field office and ensure timely delivery of food to the Cooperating partners and beneficiaries.
  • Ensure timely provision of the following reports Weekly/Monthly Activities Report as required;
  • Other as required.
Master degree or equivalent
  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Excellent oral and written skills; excellent drafting, formulation, reporting skills.

  • Has gained experience in implementing programmes with cooperating partners.
  • Proven experience in working in humanitarian operations implementing General Food Distribution, nutrition, resilience, and school feeding activities using in kind and Cash based Transfers with Internal Displaced People, refugees and host populations.

Has gained some exposure in field operations, preferably in a hardship duty station or emergency situation.

  • Experience in implementing and managing programmes, as well as providing inputs into programme design. Specific experience with General Food Distribution, Nutrition, Food for Assets, school-based Programmes and capacity building will be further valued.
  • Demonstrated ability to develop and maintain effective working relations with internally and externally counterparts, partners and stakeholders with persons of different national and cultural backgrounds.

Sous la supervision directe du responsable de l’unité Environnement & Développement Durable, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  • Soutenir le processus de planification et de suivi du projet et des plans de travail pour assurer le développement d'un cadre de suivi et d'évaluation efficace ;
  • Appuyer le chef du projet dans le contrôle de la qualité des rapports réguliers sur les projets afin d'assurer la cohérence avec les cadres de résultats ;
  • Assurer la liaison avec les chefs de projet et les responsables du S&E, aider à vérifier la qualité des données dans le module de gestion de projet de l'Atlas ;
  • Soutenir le projet pour le profilage des bénéficiaires et l'enquête quantitative ;
  • Appuyer le processus de sélection des bénéficiaires selon le degré de vulnérabilité tout en mettant un accent sur le genre et l’inclusion ;
  • Appuyer la mise en place d’une base de données des bénéficiaires afin d’assurer efficacement le suivi et l’appui conseil ;
  • Faire la liaison avec les communautés et notamment les associations des personnes vivant avec un handicap ;
  • Assister le bureau PNUD dans le développement de son approche envers les personnes vivant avec des handicaps et aider à la mobilisation des ressources ;
  • Elaborer les rapports d’activités dans les formats requis en respectant les échéances et assurer la documentation des leçons apprises et bonnes pratiques ;
  • Contribuer au partage de connaissances entre les groupements et valoriser les bonnes pratiques ;
