  • Under the direct supervision of the Programme Officer, the duties of the Planning, Monitoring and Reporting Specialist will include but are not limited to the following:

  • Coordinate project reporting processes monitoring tool, monthly and quarterly reviews) and ensure preparation of timely project reports;

  • Prepare draft budgets and project proposals for new projects and extensions of ongoing projects as required by the Programme Manager;
  • Draft Programme Quarterly and Annual reports;
  • Support/draft in donor reports and funding proposals, including ad hoc reports as required;
  • Prepare periodic substantive reports for implementing partners against donor contributions, projects and activities;
  • Provide logistical and substantive support for visits of external consultants/donors/stakeholders;
  • Liaise with UN partner agencies, the National Mine Action Coordination Center (CCLAM) and donors in mine action in obtaining up to date information on potential funding and projects;
  • Provide programme information to partner agencies, non-governmental organizations and contractors and UN agencies and MONUSCO;
  • Maintain documentation of decisions and actions taken on programme issues and all M&E mechanisms including lessons learned and frameworks implementation issues;
  • Any other duties as requested by the supervisor.
Master degree or equivalent

Master´s Degree in Social Sciences, International Development, Justice or Human Rights. Post-graduate academic training in M&E and quantitative/qualitative research is an asset​

  • MS Offices applications including ability to create excel databases and produce graphs

Familiarly with CPAS and SAGE is an asset

Within the delegated authority and under the supervision of the Deputy Resident Representative for Programme or his designated mandated representative(s), the UN Volunteer will:

Strengthen the results-based monitoring and evaluation system ;

Under the overall supervision of the Director of the UNJHRO and the direct supervision of the Coordinator of the Field Office or Tematic Unit, the UN Volunteer will be responsible for the following duties:

  • Contribute to the establishment of an effective national protection human rights system using a human rights-based approach through the training, sensitization and education of civil society organizations and the general public in order to empower them to take charge and/or to stand up for/of their rights and Government institutions (duty bearers) to respect their obligations
  • Contribute to Monitoring, reporting and investigation on human rights violations in the AOR in line with JHRO standards and procedures.
  • Conduct research and analyze situation that have an impact on the right to participation, freedoms of expression, association and peaceful assembly with the aim to strengthening civil society by bringing different range of actors together, for knowledge sharing and improving its effectiveness
  • Design, implement and reports on civic space programmes for more effective human rights protection and promotion in the AOR, including through engagement with civil society, in line with the plans and strategies of OHCHR.
  • Establishes and maintains effective working relationships with national authorities, civil society , and other partners with the ultimate goal of developing and strengthening capacity building programme
  • Designs, delivers, coordinates and evaluates human rights activities for national officials, civil society representatives, human rights non-governmental organizations (NGOs), National Human Rights Institutions and other national stakeholders
  • Support the National Human Rights Commission as well as other national institutions working in support of democracy
  • Initiate support and advocacy initiatives for specific groups (people living with disability, people living with albinism and indigenous people)
  • Share human rights good practices
  • Ensures the integration of gender-sensitive victim perspectives in the design and implementation of transitional justice mechanisms and processes, as well as relevant advocacy strategies and capacity building initiatives
  • In coordination with relvant national and international actors as appropriate, provides technical advice on human rights integration into national legislation and policies;
  • Coordinates at field level with other UN entities and when required MONUSCO and other iternational actors and other regional and international organizations to create opportunities to integrate human rights into their training and cooperation programmes, including those aiming at legislative, rule of law and disarmament, demobilization and reintecration and security sector reforms;
  • Contributes to advocacy strategies, advocates and advises relevant authorities, including on strategies to better protect and promote human rights and mechanisms to stop impunity and redress human rights violations
  • Participates in and manages the implementation of technical cooperation projects in accordance; Assists in the development, coordination and implementation of the human rights work plan;
  • Effectively contribute to the implementation of projects, notably the Civic Space Project,

Under the direct supervision of the Entebbe Support Base Supply Chain Management Integrated Warehouse Team Leader (ESB SCM TL), the duties of the Receiving and Inspection (R&I) Assistant will include but are not limited to the following:

  • Actively participate in the R&I procedures at Entebbe Support Base (ESB) for the delivery of goods and other assets/equipment as required;

  • Ensure that items received are in accordance with terms and conditions specified in therelevant Purchase Order (PO), Stock Transport Order (STO), Letter of Assistance (LOA) or Contract; mainly the product specifications, quantity.

  • Ensure close coordination with a joint inspection team, comprised of the representatives of the Receiving Unit, Technical Section (Requisitioner), Property Control Inventory Unit (for serialised items) and Integrated Warehouse, for all newly received materials to confirm that they are supplied according to the specifications, terms and conditions of the relevant Purchase Orders (PO), Low Value Acquisitions (LVA), and Outbound Delivery (for Stock Transport Order through Inter-Mission Transfer).

  • Ensure that all goods received are documented on the Physical Verification and Handover Voucher and the voucher mutually signed by the participants of the joint inspection team. This voucher serves as both the technical inspection sheet and the handover voucher (HOV).

  • Barcode equipment based on the serialization profile in accordance with the Material Master Catalogue (MMC).

  • Prepare and Process R&I reports in Umoja UN SAP system.

  • Upon completion of the inspection, submit R&I reports to Procurement, Regional Service Centre Entebbe Vendors Service Line (RSCE Vendors SL;), Requisitionner (Technical Section), Integrated Warehouse, Property Control and Inventory Unit (PCIU) as well as Discrepancy Reports (DR) if any; to allow payment to the vendor;

  • Hand-over all the accepted materials by the Technical Section to the Integrated Warehouse.

  • Keep custody of all rejected items in the R&I warehouse and inform the buyer (Procurement) of the rejected goods and the reason of rejection and provide him with a copy of the DR. The buyer shall then inform and request the vendor to organise the collection of the rejected goods from R&I at the vendor’s own cost.

  • Complete all data entry of equipment (Fixed assets and non-expendable) and expendables into the Umoja Inventory Management System, as well as monitor the accuracy and comprehensiveness of all items as being entered into the mission inventory management database.

  • Submit a weekly report on materials received to the Officer-in-Charge (OIC) R&I Unit.

  • When overseeing the work of national staff, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

  • Any other duties as requested by the supervisor.

Under the direct supervision of the Chief Air Region/Unit Chief the duties of the Operations Coordinator will include but are not limited to the following:

  • Plans and coordinates air transportation activities in accordance with the Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs).

  • Ensure that air operations are conducted in compliance with Air Tasking Orders (ATOs)/Daily Flight Schedule (DFS), DPKO Aviation Manual, MONUSCO Aviation SOP and other relevant SOPs, UN directives, ICAO, IATA and the host country’s aviation standards, practices, procedures and regulations.

  • Review all operational and logistical mission requests sent by JMCC/MOVCON and Force Air Operations.

  • Manage CASEVAC/MEDEVAC flights, VIP flights and other special missions.

  • Participate in the integrated Search and Rescue operations for MONUSCO air assets and other aircraft upon request.

  • Review, plan and coordinate daily projected task orders and air support requirements.

  • Conduct risk analysis and determine risk mitigation measures in order to bring risks to acceptable levels.

  • Ensure airframes are selected and allocated to achieve maximum cost effectiveness in mission support.

  • Any other duties as requested by the supervisor.

Technical/Vocational diploma

Technical or vocational Diploma/License in Air Transport/Flight Operations, Air Traffic Control or graduation from equivalent military establishment is required.

Within the delegated authority and under the supervision of Senior Technical Advisor or his/her designated mandated representative(s), the UNV Social mobilization, Training and Volunteering Specialist will:

1.Awareness raising and outreach

  • Develop a communication and awareness raising strategy to promote national volunteering in the country;

  • Organize awareness campaigns in universities, colleges, administration, CSOs, NGOs, businesses, the general public;
  • Develop tools to promote volunteering;
  • Ensure that traditional and social media promote and report on volunteers’ activities and support the dissemination of volunteers’ testimonials and work.

2.Capacity building

  • Develop training modules and tools, and set up a system for volunteers’ training;
  • Carry out trainings on voluntary engagement and citizenship;
  • Ensure a continuous engagement with, monitor and evaluate volunteers’ activities;
  • Ensure training of Regional Volunteers Centers and Volunteers Host Organizations in management of volunteers;
  • Develop a plan to prepare and support volunteers’ socio-professional integration upon completion of their volunteering.

3.Project implementation

  • Participate in identification of Regional Volunteers Centers;
  • Contribute to the redaction of Regional Volunteer Centers’ guide;
  • Define selection criteria for recruitment of volunteers;

  • Contribute to strengthening partnership with partner institutions and structures;
