  • Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
  • Utilize the IDPs footprint during the planning process;
  • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
  • Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
  • Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
  • Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
  • Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
  • Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
  • Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
  • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
  • Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
  • Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;
  • Support persons of concern to develop structures that enhance their participation and protection.
Bachelor degree or equivalent

Under the direct supervision of UNHCR Bissau Chief of Mission, the UN Volunteer will undertake the following tasks:

  • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR), ensuring that the needs of persons of concern in the AoR are assessed and analyzed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning;
  • Ensure that protection incidents and gaps in assistance are immediately identified and addressed;
  • Prepare and undertake fact-finding field missions and monitoring of human rights situations of the refugees/ naturalized citizens, including the timely drafting of reports and follow up, monitor the implementation of refugee assistance programmes; Assess protection and assistance needs of refugees and the new naturalized refugees;
  • Conducts field visits to obtain data in order to inform the design of performance monitoring/management plans where necessary;
  • In coordination with partners, support the reception, registration and provision of assistance to persons of concern to UNHCR;
  • Assist in the elaboration of reports that provide qualitative and quantitative information on human rights situation in the country, including monthly reports, in line with OHCHR´s Performance Monitoring System;
  • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme; Draft and type routine correspondence, documents and reports using word processing equipment and maintain up to date filing systems;
  • Liaising with local authorities, work and facilitate with the UN Agencies and international partners to effectively implement their programs and activities in the field office area of responsibility, to promote refugees’ access to social services and inclusion in all aspects of UNHCR's mandate for the benefit of refugees;
  • Use the quarterly coordination meetings as a forum to discuss any concerns community services has on the activities being implemented by the partner;
  • Attend the monthly SGBV stakeholder meetings and assist in the SGBV capacity building workshop;
  • Work with the local authorities on needs assessments, strategic planning, formulation of activities and related tasks for relief, reintegration and protection;
  • Provide support between the Mission and international partners and humanitarians delivering services inside and outside of protection of Civilians sites across the country;
  • Promote community-based protection approach through community mobilization and empowerment, inclusion of community structures especially women and youth in decision-making as well as capacity building for different community structures;
  • Assist in analyzing protection risks and capacities of communities of concern;
  • Participate in joint integrated patrols and interview IDPs and returnees on protection, return and reintegration mechanisms and concerns;
  • Encouraging, mobilizing and supporting co-workers, fellow UN Volunteers and members of the local community to play an active part in development on a voluntary basis;
  • Discussing with supervisors on how volunteerism for development can be mainstreamed through the assignment and integrating activities that promote volunteerism for development into work plans;
  • Support on the implementation of livelihood projects, participate on the multifunctional teams for the naturalization and participate on the assessment field operations, organizing major;
  • Support on the preparation of the UN Day, 16 days of activism and World Refugee Day, other relevant days and support in organizing capacity building for staff and the partner staff;
  • Undertake any other relevant tasks and duties as requested by the Head of Office.
Bachelor degree or equivalent

University Bachelor’s degree in relevant area, namely, International Relations, Political or Social Sciences, Law, Public administration, Development or any other related field.

Le Volontaire des Nations Unies, Coordinateur du Cluster Provincial rendra compte au WASH manager Goma avec une étroite coordination avec le Coordonnateur National du WASH Cluster basé à Kinshasa. Ses principales tâches / responsabilités comprendront, sans limiter les éléments suivants :

1. Mise en place et maintien de mécanismes appropriés de coordination humanitaire :

  • Assurer l'inclusion des principaux partenaires humanitaires WASH dans le respect de leurs mandats et des priorités de leurs programmes ;
  • Assurer une coordination appropriée entre tous les partenaires humanitaires WASH (ONG nationales et internationales, CICR/Croix-Rouge internationale/Croissant-Rouge), par la mise en place/le maintien de mécanismes de coordination appropriés entre les groupes sectoriels WASH, y compris des groupes de travail au niveau national et, si nécessaire ;
  • Tenir à jour les informations sur tous les partenaires WASH actuels et potentiels, leurs capacités et leurs domaines de travail (y compris qui, quoi, où et quand) ;
  • Obtenir des engagements des partenaires humanitaires WASH pour répondre aux besoins et combler les lacunes, en assurant une répartition appropriée des responsabilités au sein du groupe WASH, avec des points focaux clairement définis pour des questions spécifiques, le cas échéant ;
  • Assurer la complémentarité des actions des différents acteurs humanitaires WASH ;
  • Promouvoir les actions d'intervention d'urgence WASH tout en tenant compte des questions de prévention et de réduction des risques dans le cadre de la planification du relèvement précoce ;
  • Assurer des liens efficaces avec le cluster WASH au niveau national, le cluster WASH et les autres clusters dans les hubs ;
  • Assurer des liens efficaces avec d'autres groupes sectoriels au nouveau du HUB, en travaillant en étroite collaboration avec les groupes sectoriels Santé, Nutrition, IAN d'urgence/abris et coordination des camps, gestion des camps ;
  • Veiller à ce que les mécanismes de coordination WASH soient adaptés au fil du temps pour refléter les capacités des acteurs locaux et l'engagement des partenaires du développement ;
  • Servir de point focal pour les demandes de renseignements sur les plans d'intervention et les opérations du secteur WASH dans la Province.

2. Application des normes/ Attention aux questions transversales prioritaires/ Approche communautaire :

  • S'assurer que les participants du cluster/secteur WASH sont au courant des directives politiques, des normes techniques et des engagements pertinents que les autorités gouvernementales concernées ont pris en vertu du droit international des droits de l'homme ;
  • Veiller à ce que les réponses WASH soient conformes aux orientations politiques, aux normes techniques et aux obligations légales pertinentes du gouvernement en matière de droits de l'homme ;
  • Veiller à l'intégration des questions transversales prioritaires convenues dans les évaluations, l'analyse, la planification, le suivi et la réponse en matière de WASH (par exemple, l'âge, la diversité, l'environnement, le genre, le VIH/sida et les droits de l'homme) ;
  • Garantir l'utilisation d'approches participatives et communautaires dans les évaluations, l'analyse, la planification, le suivi et la réponse en matière de WASH.

3. Suivi et rapports

  • S'assurer que des mécanismes de suivi adéquats sont en place (avec le soutien du OCHA et du Cluster WASH National) pour examiner l'impact des interventions et projet et les progrès réalisés par rapport aux plans d'intervention WASH. Ceci doit inclure une interprétation analytique des meilleures informations disponibles afin de comparer les progrès de la réponse d'urgence dans le temps ;
  • Garantir des rapports adéquats sur l'impact WASH et un partage efficace de l'information (avec le soutien Cluster National et d’OCHA) pour démontrer que les besoins couverts, les lacunes à combler et les leçons apprises.

4. Formation et renforcement des capacités :

  • Promouvoir et soutenir la formation du personnel humanitaire WASH et le renforcement des capacités des partenaires humanitaires, sur la gestion de projet EHA, la cartographie, et de la gestion des données et information;
  • Encadrer et renforcer les capacités des membres du Cluster WASH au niveau des HUBs pour améliorer la qualité de la coordination du secteur WASH au niveau de Province ;
  • Soutenir les efforts visant à renforcer les capacités WASH des autorités nationales/locales et de la société civile au niveau des provinces.

5. Fourniture d'une assistance ou de services en dernier recours

Lorsque des lacunes critiques dans la prise en compte des priorités WASH sont identifiées, la Coordinateur Cluster WASH est tenu :

  • Faire pression sur les partenaires humanitaires (y compris l'UNICEF WASH) pour qu'ils comblent ces lacunes pour répondre aux besoins du secteur EHA ;
  • Avec les conseils et le soutien du centre de santé et l'appui d'autres partenaires humanitaires, il plaidera, le cas échéant, pour la mise à disposition de ressources adéquates et un accès sûr.
  • Si des lacunes persistantes subsistent, le représentant de l'UNICEF dans le pays demandera expressément à l'équipe de pays WASH de l'UNICEF de prendre des mesures pour combler les lacunes critiques par des actions de mise en œuvre directe.

6. Préparation aux situations d'urgence :

  • Assurer une planification et une préparation adéquates en matière d'eau, d'assainissement et d'hygiène pour faire face à d'éventuels changements importants dans la nature de la situation d'urgence ;

  • Contribute to fostering and maintaining strategic partnerships with UN, national, and regional development agencies, Government, civil societies and the private sector.
  • Advise on populations of concern’ appropriate engagement for the identification of the most appropriate solutions, including through participatory assessments and other forms of community-based assessments.
  • Provide guidance and input to the annual programme planning to identify adequate resources and means to implement the programme country wide.
  • In consultation with the regional Livelihoods/local integration unit provide guidance and monitor UNHCR partner implementing livelihoods interventions and advise on mainstreaming self-reliance as a key component of a durable solutions strategy and ensure the involvement of PoCs in transition projects, peacebuilding and development initiatives.

  1. Humanitarian coordination for the Education Cluster in Northeast DRC
  1. Ensure daily coordination on education activities, address gaps, and avoid activity duplication
  2. Represent the Education Cluster in regional meetings (such as regional inter-cluster meetings)
  3. Regularly share information and data with the National Education Cluster
  4. Organize and lead the regional Education Cluster
  5. Ensure strategic and meaningful links with the Child Protection Working Group, Shelter, and WASH Clusters and other relevant coordination groups (eg; the Child Protection Area of Responsibility).

Within the delegated authority and under the supervision of the WHO Representative in Morocco or his/her designated mandated representative(s), and under the overall guidance of the Incident Manager and Head, the WHO Country Office (WCO), and working closely with respective technical leads at the respective WHO Regional Office and WHO HQ, the UN Volunteer will:

  • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations;
  • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster’s strategic response; analyse existing coordination mechanisms, designing and recommending improvements;
  • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable;
  • Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation;
  • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, non-communicable diseases (NCDs), the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas;
  • Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning;
  • Perform any other related incident-specific duties, as required by the functional supervisor.
Master degree or equivalent
  • Master's degree or equivalent in public health and/or health-related field, from an accredited and recognized academic institution is required;
    or
  • A Bachelor’s degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.
  • Post graduate studies or specialized training in epidemiology, health system development, health system research is desirable.
