Under the direct supervision of UNHCR Bissau Chief of Mission, the UN Volunteer will undertake the following tasks:

  • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR), ensuring that the needs of persons of concern in the AoR are assessed and analyzed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning;
  • Ensure that protection incidents and gaps in assistance are immediately identified and addressed;
  • Prepare and undertake fact-finding field missions and monitoring of human rights situations of the refugees/ naturalized citizens, including the timely drafting of reports and follow up, monitor the implementation of refugee assistance programmes; Assess protection and assistance needs of refugees and the new naturalized refugees;
  • Conducts field visits to obtain data in order to inform the design of performance monitoring/management plans where necessary;
  • In coordination with partners, support the reception, registration and provision of assistance to persons of concern to UNHCR;
  • Assist in the elaboration of reports that provide qualitative and quantitative information on human rights situation in the country, including monthly reports, in line with OHCHR´s Performance Monitoring System;
  • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme; Draft and type routine correspondence, documents and reports using word processing equipment and maintain up to date filing systems;
  • Liaising with local authorities, work and facilitate with the UN Agencies and international partners to effectively implement their programs and activities in the field office area of responsibility, to promote refugees’ access to social services and inclusion in all aspects of UNHCR's mandate for the benefit of refugees;
  • Use the quarterly coordination meetings as a forum to discuss any concerns community services has on the activities being implemented by the partner;
  • Attend the monthly SGBV stakeholder meetings and assist in the SGBV capacity building workshop;
  • Work with the local authorities on needs assessments, strategic planning, formulation of activities and related tasks for relief, reintegration and protection;
  • Provide support between the Mission and international partners and humanitarians delivering services inside and outside of protection of Civilians sites across the country;
  • Promote community-based protection approach through community mobilization and empowerment, inclusion of community structures especially women and youth in decision-making as well as capacity building for different community structures;
  • Assist in analyzing protection risks and capacities of communities of concern;
  • Participate in joint integrated patrols and interview IDPs and returnees on protection, return and reintegration mechanisms and concerns;
  • Encouraging, mobilizing and supporting co-workers, fellow UN Volunteers and members of the local community to play an active part in development on a voluntary basis;
  • Discussing with supervisors on how volunteerism for development can be mainstreamed through the assignment and integrating activities that promote volunteerism for development into work plans;
  • Support on the implementation of livelihood projects, participate on the multifunctional teams for the naturalization and participate on the assessment field operations, organizing major;
  • Support on the preparation of the UN Day, 16 days of activism and World Refugee Day, other relevant days and support in organizing capacity building for staff and the partner staff;
  • Undertake any other relevant tasks and duties as requested by the Head of Office.
Bachelor degree or equivalent

University Bachelor’s degree in relevant area, namely, International Relations, Political or Social Sciences, Law, Public administration, Development or any other related field.

A minimum of three years of progressively, responsible and relevant professional experience in the field on Community Services, Social work or/and human rights or justice at the local, national or international level, including experience with civil society organizations and experience in human rights analysis and reporting cases, reintegration, humanitarian affairs or related area, in the government, NGO or international organization is required.

Within the delegated authority and under the supervision of the WHO Representative in Morocco or his/her designated mandated representative(s), and under the overall guidance of the Incident Manager and Head, the WHO Country Office (WCO), and working closely with respective technical leads at the respective WHO Regional Office and WHO HQ, the UN Volunteer will:

  • Assess threats to human life and health, damage to health infrastructure for primary and secondary care, the state of health referral and support systems, including cold chain, laboratory, essential drugs and health information systems, and the vital needs of the affected populations;
  • Collaborate with national authorities and health partners to coordinate and implement public health response activities as part of the health cluster’s strategic response; analyse existing coordination mechanisms, designing and recommending improvements;
  • Provide analysis of the public health risks, needs and capacities and advise on priority interventions for WHO and partners; challenges and operational course correctors, as applicable;
  • Monitor progress towards achievement of universal health coverage; analyse social determinants of health and their impact on the incident management system, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation;
  • Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles, this might include maternal and new born health, health promotion and education, non-communicable diseases (NCDs), the elderly, social determinant of health, violence and injury prevention including road safety, gender and health equity and other related areas;
  • Secure information from a broad range of health sectors, analysing such and consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning;
  • Perform any other related incident-specific duties, as required by the functional supervisor.
Master degree or equivalent
  • Master's degree or equivalent in public health and/or health-related field, from an accredited and recognized academic institution is required;

  • A Bachelor’s degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.

Under the overall guidance of the UN Women Special Representative and the direct supervision of the UN Women Women Economic Empowerment Portfolio Manager, the UNV Advocacy Specialist will:

  • Support the Women Economic Empowerment team in developing an advocacy action plan for the Women Economic Empowerment portfolio with focus on the regional programme, with different stakeholders, and based on the joint programme priorities.
  • Support the Women Economic Empowerment team in designing, implementing and assessing evidence-based advocacy initiatives and campaigns, in collaboration with private, public and civil society actors. This includes preparations of related papers, events, communications, media, outreach and other related interventions, in line with programmatic priority areas of intervention, including women’s access to decent work opportunities and retention in the labour market.
  • Support the Women Economic Empowerment team in documenting results and recommendations of the advocacy initiatives and producing relevant research documents, including fact sheets, summary reports, infographics, stories and messages for dissemination, in coordination with UN Women regional and country team members in English and Arabic languages.
  • Identify storylines for publication and media posts, and review outreach content in Arabic and English for different advocacy events and initiatives;
  • Support the team in conducting evidence-based and policy-oriented research, including through literature reviews, focus groups discussions and interviews, on Women economic Empowerment priorities, strategies, policies, procedures, plans etc. at the national to inform the development of different reports, analyses, assessments etc. in collaboration with a variety of partners.
  • Support the team in compilation of results-oriented data and information from implementing partners and national/ international actors to inform the development of reports, success stories and other relevant papers.

Under the direct supervision of the Adolescent Development Active Participation (ADAP) specialist (NO-3) the UNV provides professional, technical, operational and administrative assistance on rolling out and facilitating all work related to Generation Unlimited from development planning to delivery of results. This includes preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate the Generation unlimited development and implementation as well as follow-up with UNICEF team and partners, programme progress, monitoring, evaluation, reporting and draft possible proposals for fundraising.

He/she will be responsible for the following key functions/accountabilities:

  1. Develop and operationalize a mechanism for adolescents and young people participation in decision making:

Support in developing and working with the adolescents counselling teams in SoP:

To promote adolescent’s participation and encourage the government and UN agencies to work with young people the UNV will support the coordination between young people and different UN agencies and government bodies to give young people and an active role to participate in decision making and programs related to them. The UNV will work closely with young people and partners to equip young people with the needed skills and knowledge to work actively with the policy makers and service providers.

  • Support Adolescents active participation, including in decision making. Coordinate with the UNVs supporting GenU initiative to ensure their active role in decision making at all levels of implementation and documentation.
  • Develop mechanisms for adolescent participation in planning, implementation, monitoring and evaluation of policies targeting them.
  • Document the information related to adolescents needs and services.
  • Work closely with young people to identify challenges and solutions which could help the UN agencies and government in the development of national policies and design of a national strategy to address these challenges.

2. Support in the documentation on the Generation Unlimited initiative (GenU).

  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fundraising for the Adolescent and Youth component of the country’s programme. These include Human Interest Stories, reports or factsheets and other relevant documents on UNICEF ADAP work or GenU in SoP.
  • GenU documentation and reporting; Support in data gathering and information from partners to include in the reports requested by the RO and HQ. Work closely with Regional Office (RO) colleagues to provide them with latest developments on GenU
  • Support in the coordination with all stakeholders taking part in the GenU initiative. Provide expertise and advocate for the initiative, providing information and situation of GenU at global level and in SoP.

  1. Support the implementation of GIGA initiative State of Palestine.

  • Support in the coordination and information sharing between MoE and UNICEF.
  • Support in mapping the school connectivity in SoP, by providing the information requested from the MoE to UNICEF innovation team in HQ.
  1. Technical and operational support in the development of the National Youth Volunteering Service programme.

  • Work closely with the UNVs hosted at the PMO and UNFPA, and report to the ADAP specialist on the achievements and challenges faced on the implementation of the agreed on deliverables under the work plan will be developed between the UN agencies and the PMO to support the platform.
