Under the overall supervision of the Regional Director for Middle East and North Africa, the direct supervision of the Senior Regional Resources Management Officer (SRRMO), the Volunteer will assist the SRRMO in monitoring and supporting the human resources functions of the Country Offices (COs) within the region and the Regional Office (RO) in Cairo as well as support the implementation of staff development activities across the region in coordination with relevant departments.

Regional HR Support and Recruitment

1. Assist the SRRMO in implementing IOM's Human Resources policies, rules and regulations, as well as standards and techniques considering the CO activities; and ensure that the COs’ administrative procedures are in place and followed and are in accordance with these practices.
2. Assist with the Recruitment processes in the region and in the RO in close liaison with the SRRMO and provide support to the COs in fulfilling the appropriate staff and non-staff vacancy needs and ensuring relevant recruitment procedures are effectively and swiftly applied.
3. Review contracts and personnel action forms issued for Chiefs of Missions and Heads of Offices in region and support the SRRMO in reviewing contract extension requests for international staff.
4. Support the personnel administration of RO Cairo local staff to ensure processes are well followed and that documentation is correct.
5. Ensure timely appointment, transfer and separation of international staff in coordination with SRRMO, staff Personnel Administrators and other relevant units, as needed.
6. Ensure timely and regular implementation of the Staff Evaluation System (SES) in the RO and in the CO in the region.
7. Oversee the maintenance of the PRISM HR Module in the COs to keep the information accurate and up to date.
8. Support the roll-out/implementation of new HR PRISM updates including eREC.
9. Support in the timely and accurate personnel administration and payroll processing of smaller missions and ensure proper documentation with regards to payroll and personnel administration.
10. Assist COs in implementation of up scaling or downsizing activities in the region in accordance with HR policies.

Staff Development and Learning:

11. Conducts Learning Needs Analysis across the region to determine appropriate learning and development strategies/solutions and propose adequate training activities.
12. Designing a range of learning interventions, including technical, behavioural and leadership programmes
13. Coordinate the development, delivery and evaluation of staff learning and development programs and the implementation of an annual organization’s training plan and budget.
14. Plan and assess the 'return on investment' of any training or development programme.
15. Develop and facilitate relevant “in-house” training sessions / programs in coordination with Staff Development and Learning Unit (SDL).
16. Develop effective induction programmes and arrange on-the-job training for new employees with relevant departments.
17. Provides expertise and develops initiatives and tools related to leadership and management development.
18. Provides day-to-day performance management guidance to top management across the MENA region in coordination with SRRMO and SDL (e.g., coaching, counselling, career development, disciplinary actions).
19. Provide input on workforce and succession planning as well as resources management unit restructuring as needed in coordination with the SRRMO.

Reporting and HR analysis

20. Compiles course evaluations; provides relevant statistics on training activities for inclusion in reports.
21. Assist in the preparation of reports and analysis that may be required in coordination with the SRRMO, RD or HRM.
22. Ensure the regular updating of the country offices and the ROs organigrams/ staffing table and contact lists.
23. Assist in tracking and monitoring gender balance regional statistics, planning for gender target.
24. Any other related tasks as may be required or assigned by the supervisor.

Under the direct supervision of the Humanitarian Affairs Analyst/ Head of UNOCHA Central Field Coordination Unit - Ramallah sub office, the UN Volunteer will undertake the following tasks:

Support Coordination:

• Participate in regular field visits and meetings to gather and verify information needed to understand the humanitarian situation and the needs of the most vulnerable communities.
• Draft reports on field visits to vulnerable Palestinian communities ensuring an adequate and accurate record of events (including completion of forms as needed).
• Support information verification and the production of reports on key issues for inclusion in the bi-weekly Protection of Civilians report, the monthly Humanitarian Monitor and ad hoc reports as necessary.
• Participate in the entry of critical protection incidents (settler violence, demolitions and other protection concerns) into the respective databases.
• Support the mapping of access restrictions and their impact on Palestinians in the central West Bank and Jerusalem.
• Support multi-cluster need assessments undertaken in AoR as requested.
• Contribute to the analysis of developments and trends in the AOR especially by highlighting concerns from a local perspective and by regularly updating the field team on new and developing trends or specific areas of concern.
• Support the team, as required, in preparing for field briefings for officials, diplomats and decision makers.
• Support the Field Office in disseminating UN and OCHA reports at the local level, as agreed.
• Provide logistical support for coordination meetings, including preparation of information packs and recording minutes and notes
• Support in updating partners contact in formatted lists as needed.

Operational Support

• Maintain inventory of Sub-Office non-expendable items using the agreed format (ex. stationary)
• Support the electronic filing system of the Field Coordination Unit FCU; updating of contact lists by cluster, theme and location; weekly backup of FCU files and monthly backup in Jerusalem; and photo archiving in a timely manner according to the established guidelines.
• Maintain hard and soft copy archives (e.g. demolition orders, land confiscation orders…etc.).
• Maintain and update work tracking on a daily basis in consultation with unit members.
• Coordinate the use and maintenance of FCU’s equipment, cameras and other tools (including ensuring tools are in the FCU vehicle prior to field visits, with charged batteries and containing necessary layers and forms).
• Liaise with OCHA IMU to help solve equipment-related problems at the sub-field office.
• Provide translation, both verbal and written, from and to Arabic and English.
• Ensure sub-office has sufficient number, type and in required languages of latest maps, reports, etc.
• Provide Administrative Support for payment of Petty Cash invoices when requested.

Under the direct supervision of the Regional Advisor, Tobacco Free Initiative (TFI), the International
UN Youth Volunteer - Junior officer Tobacco Free Initiative will:
- Complete, in full coordination with TFI team and in collaboration with the country focal points
in both the Ministry of Health and the Ministry of Finance, the country sheet of GTCR, through
regular follow up with countries and collection of all supporting documents;
- Validate the information collected with HQ and EMRO team;
- Make sure that the sign-off process is completed with the relevant national authorities; follow
up with WRs and focal points on the completion of the process;
- Provide regional material as follows: country factsheet - country presentation for each country
in coordination with TFI EMRO;
- Contribute to the implementation of the TFI workplan;
- Provide technical support to countries for implementing their plans;
- Support Member States in the finalization of national action plans and national targets in the
area of ‘NCD’ Best Buys;
- Provide support to countries to adopt and implement the highest measures in the MPOWER
policy;
- Develop technical material to support EMR countries as required by the Unit;
- Provide technical assistance for national and regional initiatives on strengthening the
MPOWER and NCD Best Buys at country level;
- Support other activities related to technical side of the programme; and
- Support other activities related to the project’s management as requested.
- Any other related tasks as may be required or assigned by the supervisor.

Within the delegated authority and under the supervision of the WHO Representative in Morocco or his/her designated mandated representative(s), and working closely with respective technical leads at the respective WHO Regional Office and WHO HQ, the UN Volunteer will:

1. Support the country implementation of WHO global and regional commitments on Nutrition and NCDs prevention and control, and Healthy lifestyle promotion

2. Coordinate with MOH the development and implementation of national strategies and plans related to Nutrition, NCDs and Healthy lifestyles, and provide the technical support in coordination with the Regional Office.

3. Support MOH for monitoring and evaluation of national strategies and plans related to Nutrition and NCDs and Healthy lifestyles. Ensure periodic and timely reporting against Global Target indicators and SDGs.

4. Support multisectoral advocacy for Nutrition, reduction of NCD risk factors and Healthy lifestyles.

5. Support the implementation of WHO guidance on cancer especially, Global Initiative on Childhood Cancer; and breast and cervical cancer prevention and control.

6. Disseminate appropriate and relevant scientific, technical, and policy information, sharing experiences of successful practices

7. dentify opportunities for potential partnerships at local level with UN agencies, international and national NGOs, and participate in related task forces, thematic groups, with a focus on representing WHO relevant programme.

8. Conduct field missions in the regions and provinces of the country to provide technical support for the implementation of activities relating to Nutrition, NCDs, and healthy lifestyle

9. Provide regular situation reports on progress, achievements and constraints

10. Perform any other duty as required by the WHO Representative

Within the delegated authority and under the supervision of the Recovery and Resilience Specialist/ Head of the Strategic and Economic Unit (a,.i) the IUNV Programme officer on Inclusive Economic Growth will:

• Support the programmatic implementation of the RFF and, mapping and analysis of gaps, entry points and opportunities contributing to youth and female entrepreneurship in the blue and green economy initiatives;
• Support the Monitoring and Evaluation of Project implementation;
• Support the dialogue and outreach efforts at the national, local and community level to strengthen Socio-Economic Recovery and build Resilience and foster inclusive sustainable economic growth that leaves no one behind;
• Draft and coordinate the procurement of studies, assessment, consultancies and agreements;
• Seek alignment and synergies with other activities and initiatives of UNDP (e.g., the Accelerator Lab) and international and national partners, particularly in areas related to youth and female entrepreneurship for improved livelihoods and enhancing the involvement of the Bissau-Guinean diaspora in the economic and financial life in Guinea-Bissau;
• Contribute to the development of partnerships between UNDP and other UN agencies, as well as with government institutions, other African SIDS, academia, NGOs, IGOs, the private sector, existing sustainable development alliances, and other stakeholders and international networks;
• Collaborate and coordinate with national partners through external advocacy, networking, coalition building and initiating timely research and analysis;
• Use internal platforms for dissemination and reporting and to enhance project quality (e.g., IATI, ATLAS, SharePoint);
• Contribute to data collection and communication efforts on the project when needed;
• Perform such other duties as may be assigned.
