Under the overall supervision of the Deputy Chief of Conduct and Discipline Team and the direct responsibility of theTeam leader, Prevention Pillar, the UN Volunteer Associate conduct and discipline officer (Prevention), within the limit of his delegated powers, will perform the following tasks:

  • Contributes to the design, development, delivery and evaluation of training, learning and development programmes for military and police personnel.

    Periodically monitors and evaluates the effectiveness of training and learning and develops appropriate reports.

  • With guidance from the Leader, Training pillar, ensure that mandatory e-learning and training courses, including SEA Prevention certification courses in Inspira and other learning platforms are rolled out across the mission, with a focus on military personnel to achieve CDT’s training and internal sensitization goals.

  • Assist with the design of training templates, modules and materials for the uniformed personnel.

  • Develops training tools and participates in the assessment of training needs as a SEA prevention tool.,

  • Serve as focal point for liaison with the Force U7 training Unit, the Police Training and Capacity Development Unit in the strong coordination of trainings to all uniformed personnel, as well reporting on training.

  • Contribute to maintaining and monitoring a training data management system for all categories of personnel; perform data mining and data analysis to produce narrative and statistical reports;

  • Strengthen the Mission’s SEA risk management framework by coordinating the identification of risks to SEA and other misconduct, analyzing and evaluating risks and ensuring appropriate risk treatment options are designed.

  • Assist with the databasing and reporting of the risk management activities.

  • Contributes to the development and maintaining of CDT risk register

  • Assists with training and facilitating the work of the Mission’s risk management group / focal points.

  • Engage in day-to-day coordination of activities with other mission components (e.g. legal officers, personnel, security, training, child protection and UN entities);

  • Identify trends/patterns, lessons learned and best practice relating to conduct and discipline issues with a view to furthering the mission’s objectives in policy development, preventive actions and awareness building initiatives;

  • Assume all other related duties as requested by the direct supervisor;

  • When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for training, coaching, mentoring and capacity development.

Master degree or equivalent

Advanced university degree (Master’s degree or equivalent) in the field of social sciences, political science, law, human rights, human resources management, enterprise risk management or other related fields. Familiarity with administrative, labour, criminal and/or military law and principles is desirable. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of an advanced university degree

  • Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.

  • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
  • Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;

  • Assist the Protection Cluster Coordinator (PC) with a particular emphasis on information management and communication among Cluster members and other relevant partners, as well as training and capacity –building for members and partners;
  • Interact with PC members and maintain close contact with OCHA for the collection and transmission of periodic reports and documents required; elaborate routines for the timely production of these reports;

Under the direct supervision of the Programme Analyst, the UN Volunteer will undertake the following tasks:

1. Support the formulation and the effective implementation of the programmes:

  • Support the planning, implementation and monitoring phases of programmatic activities;
  • Support the development of programme work plans and budgets and in their quarterly updates;
  • Assist in collecting data, assessing and reporting key results for progress reportin and support production of periodic reports (quarterly and/or annual);

Within the delegated authority and under the supervision of Supply and Logistics Officer or his/her designated mandated representative(s), the UNV Supply Assistant will:

  • Support the supply unit to draft tender documents (Requests for Quotations, Invitations to Bid, Requests for Proposals), and assists in the implementation of the tender process;
  • Maintain and update the supplier database;
  • Support the sourcing of relevant suppliers of goods and services, ensures completeness of suppliers’ profiles documentation and communicates with suppliers with regards to adherence to timelines during tendering process etc.;
  • Support evaluations of offers through e.g. preparation of tabulation sheets;
  • Ensure procurement files are up to date and appropriately filed/stored to facilitate easy and quick access as needed;
  • Receive and distributes invoices to relevant programs, monitors invoicing process related to supply function and monitors invoice process with the goal of adherence by all parties;
  • Provide through monitoring and analysis of relevant VISION report support to the monthly clearing of Goods in Transit account;
  • Support the further development of the UNICEF Enterprise Content Management website through identification of most relevant functionality as well as information to be included linked to supply and procurement issues;
  • Assist with technical tasks in support of supply and logistics unit when required;
  • Provide administrative support to the supply and logistics unit when required;
  • Compile statistical information on supply chain related matters that will assist in decision making.

Under the direct supervision of the Adolescent Development Active Participation (ADAP) specialist (NO-3) the UNV provides professional, technical, operational and administrative assistance on rolling out and facilitating all work related to Generation Unlimited from development planning to delivery of results. This includes preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate the Generation unlimited development and implementation as well as follow-up with UNICEF team and partners, programme progress, monitoring, evaluation, reporting and draft possible proposals for fundraising.

He/she will be responsible for the following key functions/accountabilities:

  1. Develop and operationalize a mechanism for adolescents and young people participation in decision making:

Support in developing and working with the adolescents counselling teams in SoP:

To promote adolescent’s participation and encourage the government and UN agencies to work with young people the UNV will support the coordination between young people and different UN agencies and government bodies to give young people and an active role to participate in decision making and programs related to them. The UNV will work closely with young people and partners to equip young people with the needed skills and knowledge to work actively with the policy makers and service providers.

  • Support Adolescents active participation, including in decision making. Coordinate with the UNVs supporting GenU initiative to ensure their active role in decision making at all levels of implementation and documentation.
  • Develop mechanisms for adolescent participation in planning, implementation, monitoring and evaluation of policies targeting them.
  • Document the information related to adolescents needs and services.
  • Work closely with young people to identify challenges and solutions which could help the UN agencies and government in the development of national policies and design of a national strategy to address these challenges.

2. Support in the documentation on the Generation Unlimited initiative (GenU).

  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fundraising for the Adolescent and Youth component of the country’s programme. These include Human Interest Stories, reports or factsheets and other relevant documents on UNICEF ADAP work or GenU in SoP.
  • GenU documentation and reporting; Support in data gathering and information from partners to include in the reports requested by the RO and HQ. Work closely with Regional Office (RO) colleagues to provide them with latest developments on GenU
  • Support in the coordination with all stakeholders taking part in the GenU initiative. Provide expertise and advocate for the initiative, providing information and situation of GenU at global level and in SoP.

  1. Support the implementation of GIGA initiative State of Palestine.

  • Support in the coordination and information sharing between MoE and UNICEF.
  • Support in mapping the school connectivity in SoP, by providing the information requested from the MoE to UNICEF innovation team in HQ.
  1. Technical and operational support in the development of the National Youth Volunteering Service programme.

  • Work closely with the UNVs hosted at the PMO and UNFPA, and report to the ADAP specialist on the achievements and challenges faced on the implementation of the agreed on deliverables under the work plan will be developed between the UN agencies and the PMO to support the platform.
