Under the direct supervision of DRR and CC Specialist (please complete with the function of the supervisor), the UN Volunteer will undertake the following tasks:
Technical support on DRR, climate actions and resilience - to RO and CO
• Provide support to RO and COs to promote resilience through risk informed programming in accordance with UNICEF Strategic Plans (SP) and Regional Office Management Plans (ROMP) processes and terminology and contribute to its work plan and actions.

• Provide assistance to operationalize the LAC regional strategic framework for climate ac-tions and children ensuring links with COVID-19 and the use of sectoral resilience pro-gramming with a humanitarian-development lens.
• Support the application of the "risk lens" linked with COVID-19 to overall and sectoral programming, for instance in SitAns, CPD PSN, ToC etc. development and revision.
• Support countries in identifying opportunities for coherence with national priorities in im-plementation through strengthened policy and strategy frameworks (such NDC, NAP, DRM/Sendai and SDG) and institutional arrangements, so that they are ambitious and child inclusive and supportive of local implementations (this can also include sector-spe-cific plans).
Partnership and Resource mobilization – including Advocacy and representation
• Support working relationships with regional bodies, like climate and resilience interagency group and platform particularly, to ensure children’s rights are included in any disaster risk management, climate and environment action frameworks (Regional Platform on DRR, Regional climate week, NDC Partnership).
• Support the development of LAC regional pipeline for climate finance i.e. GCF, bilateral donors and private sector, for accessing climate finance to promote adaptation /mitigation initiatives.
• Support organizing national and international DRR/CC workshops/ meetings or events such as International Day for Disaster Reduction, World Environment Day, and regional consultations and conference.
Knowledge management and evidence generation
• Support in Knowledge Management activities and south-south / horizontal cooperation. Including the mapping of UNICEF and its partners good practices on climate actions build-ing resilience and the existing policies and programmes, including lessons and applicable recommendations that may enhance the initiatives, and allow the replication of the expe-rience to other contexts.
• Assist Big Data work to ensure UNICEF’s work is evidence-based, to inform and galva-nize advocacy efforts, focusing on influencing national DRM, climate/environmental poli-cies and better target their intervention. Support COs to identify priority areas for further analysis and integration.
Support engagement of children, adolescents and youth in climate action related activities.
• Support regional activities to promote the use of an advocacy toolkit to build capacity of adolescents and young people around climate change.
• Support evidence generation and document actions and results achieved by UNICEF when engaging adolescents as leaders in policy and advocacy change, including map-ping existing interventions across the region
• Conduct stakeholder analysis and foster partnership with youth organizations and pro-mote engagement of children and young people in climate and DRR related actions.
• Support communication efforts to ensure the voices of children and young people from the region are represented in regional and international forums and their voices captured in documents, reports and media briefs.
Furthermore, UN Volunteers are required to:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Master degree or equivalent

Education - Additional Comments: University degree in relevant areas such as social sci-ence, economic and development studies, international relationship, or related climate and environmental field.

• Work experience in programme development and implementation
• A minimum of 3 years of relevant work experience focused on developing countries, in areas related to disaster risk management, climate and environment and building resili-ence.
• Familiarity with UNICEF programming or other UN and development organizations.
• Knowledge and technical expertise in one or more of UNICEF areas of global sectoral responsibility is an asset.
• Good understanding of the disaster risk, climate and environment development context in Latin America and the Caribbean region.
• Capacity to work with multidiscipline groups and good capacity for coordination, analysis and synthesis.
• Experience working with and mobilizing young people
• Able to work independently as part of and in constant communication with the “safe and clean environment” team as well as with Communication and Adolescent Development teams and country offices.

Under the direct supervision of WASH Specialist, LACRO, the UN Volunteer will undertake the following tasks:
• Respond to the coordination platform participants’ needs for information.
• Adapt existing regional or in-country information and knowledge management approaches for collecting, analysing and reporting activities and resources, and identifying information and knowledge gaps
• Work in close collaboration with the different national platforms to address urgent needs related to COVID-19 response
• Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision making.
• Maintain regular reporting from different national platforms incluring in the REDLAC and R4V platforms
• Work with members/ participants to identify information and knowledge gaps at regional, national and sub-national levels and propose ways to bridge those gaps
• Work with the OCHA Information Management Specialist at regional level and where required at national level via the national coordination leads to develop appropriate supportive strategies.
• Use GIS mapping for map production and geographic data management
• Manage flows of information and dissemination in an appropriate way, including website management, bulletins, newsletters, contact list, mailing lists, etc
• Support the development and analysis of needs assessment and monitoring programmes
• To provide information management leadership in assessments and monitoring, including joint assessments and training.
• Lead on the preparation of SitRep and other reports with emphasis on plans, targets and achievements.
• Develop and strengthen information and knowledge management capacity through one-on-one support, training and webinars
• Contribute to meet all core cluster functions
• Contribute to improve quality, availability, access and use of knowledge of the WASH Sector in the Region and within UNICEF WASH LAC with focus on children in the region, including organization of the knowledge, identification of opportunities to distribute this knowledge, to prepare materials appropriate for the identified opportunities and help that these opportunities are used to their full potential.
• Identifies and prioritized opportunities for knowledge distribution
• In coordination with communication and program sections prepares accessible knowledge products to facilitate access to knowledge.

Master degree or equivalent

University degree, preferably at an advanced level, in a subject area relevant to information management or WASH related studies including civil and environmental engineering, public health and related subjects.

Alternatively, a MA in Knowledge Management, Communication and Social Sciences with WASH field experience.

Extensive work experience relevant to this post may be considered as a replacement for formal qualifications.

Formal training in cluster information management an advantage

• At least 5/7 years progressively responsible humanitarian work experience with UN and/or NGO, including information management experience in the first phase of a major emergency response relevant to the cluster

Within the delegated authority and under the supervision of the Deputy Resident Representative for Programme or his designated mandated representative(s), the UN Volunteer will:

Strengthen the results-based monitoring and evaluation system ;

  • Participate in the development and implementation of monitoring and evaluation plans;
  • Contribute to development of data collection tools for activities in the field;
  • Contribute to preparation of semi-annual and annual program reviews / reports and ensure timely reporting ;

Strengthen national Country Office Management Performance

  • Participate and support the Projects Quality Assurance (PQA) exercise, and ensure quality control of reports;
  • Contribute to maintain a good stand (ACCLAIM or Better) of the Office in the CPI indicators exercise ;
  • Support projects with Transparency International data compliance.

Support the development of databases

  • Support the establishment of projects monitoring databases;

Support planning, and monitoring and evaluation exercises under UNDAF

  • Participate in meetings of the UN Monitoring and Evaluation Group;
  • Participate in the development and implementation of the UNDAF monitoring and evaluation plan;
  • Facilitate the availability of UNDP Program indicator values to UNDAF Outcome Groups and support them in the formulation of monitoring of indicators.

Within the delegated authority and under the supervision of Senior Technical Advisor or his/her designated mandated representative(s), the UNV Social mobilization, Training and Volunteering Specialist will:

1.Awareness raising and outreach

  • Develop a communication and awareness raising strategy to promote national volunteering in the country;

  • Organize awareness campaigns in universities, colleges, administration, CSOs, NGOs, businesses, the general public;
  • Develop tools to promote volunteering;
  • Ensure that traditional and social media promote and report on volunteers’ activities and support the dissemination of volunteers’ testimonials and work.

2.Capacity building

  • Develop training modules and tools, and set up a system for volunteers’ training;
  • Carry out trainings on voluntary engagement and citizenship;
  • Ensure a continuous engagement with, monitor and evaluate volunteers’ activities;
  • Ensure training of Regional Volunteers Centers and Volunteers Host Organizations in management of volunteers;
  • Develop a plan to prepare and support volunteers’ socio-professional integration upon completion of their volunteering.

3.Project implementation

  • Participate in identification of Regional Volunteers Centers;
  • Contribute to the redaction of Regional Volunteer Centers’ guide;
  • Define selection criteria for recruitment of volunteers;
  • Collect and analyze requests received for volunteers;
  • Supervise volunteering activities;
  • Contribute to strengthening partnership with partner institutions and structures;
  • Any other related tasks as may be required or assigned by the supervisor.
