Under the direct supervision of the Project Manager/Sahel Programme and overall guidance of the DRR Operations and in collaboration with the finance team in the Regional Hub, the Finance Analyst will contribute to ensuring the highest efficiency in financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of the Programme and projects. S/he will work closely with the UNDP COs focal points implementing the project in Burkina Faso, Mali, and Niger. S/he will be responsible for:

  • Financial analysis for all resources managed by the joint programme including contributions for general services and provision of high-quality professional advice to the project manager;
  • Proper planning and expenditure tracking of management projects’ resources and audit of financial resources, including extra-budgetary income in accordance with UNDP rules and regulations;
  • Organization of project management processes, including liquidity management, recommendation of impress level, risk assessment, timely accounting and reconciliation of all transactions;
  • Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP RSCA on the results of the investigation when satisfactory answers are not obtained;
  • Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
  • Continuous analysis and monitoring of the financial situation, presentation of forecasts for management projects;
  • Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP/Hub of the results of the investigation when satisfactory answers are not obtained;
  • Routinely monitor compliance with IPSAS rules and guidelines in financial transactions conducted at the regional and country levels;
  • Coordinates with the Project Manager in monitoring the IPSAS
  • Management of facility financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;
  • Preparation and monitoring of management projects’ budgets in Atlas;
  • Regular analysis and reporting on the budget approvals and the delivery situation of management projects;
  • Elaboration of proper mechanisms to eliminate deficiencies in budget management;
  • Collection of information on internal and external clients’ satisfaction and needs in order to develop improvements to services;
  • Review of financial reports before their submission to donors.
Master degree or equivalent

  • At least 3 years of professional work experience at the national and/or international level in providing financial management advisory services and/or managing staff and operational systems, or other relevant programmes; experience with Audit and accounting is an asset, as is experience working in the UN or other international development organization;
  • Experience working with UNDP and good knowledge of Atlas.

Within the delegated authority and under the supervision of the Deputy Resident Representative for Programme or his designated mandated representative(s), the UN Volunteer will:

Strengthen the results-based monitoring and evaluation system ;

  • Participate in the development and implementation of monitoring and evaluation plans;
  • Contribute to development of data collection tools for activities in the field;
  • Contribute to preparation of semi-annual and annual program reviews / reports and ensure timely reporting ;

Strengthen national Country Office Management Performance

  • Participate and support the Projects Quality Assurance (PQA) exercise, and ensure quality control of reports;
  • Contribute to maintain a good stand (ACCLAIM or Better) of the Office in the CPI indicators exercise ;
  • Support projects with Transparency International data compliance.

Support the development of databases

  • Support the establishment of projects monitoring databases;
  • Contribute to the updating of the Program database (i.e. using ATLAS);
  • Check the quality of the data collected.

Support planning, and monitoring and evaluation exercises under UNDAF

  • Participate in meetings of the UN Monitoring and Evaluation Group;
  • Participate in the development and implementation of the UNDAF monitoring and evaluation plan;
  • Facilitate the availability of UNDP Program indicator values to UNDAF Outcome Groups and support them in the formulation of monitoring of indicators.
Master degree or equivalent

Master degree in Economics, Development Studies, Statistics or other related areas.

The FGM Data Fellows Programme will be coordinated by the Chiefs of the Gender & Human Rights (GHRB) and Population Data (PDB) Branches which will provide leadership and overall guidance. Technical supervision and monitoring will be under the responsibility of FGM focal points at country/regional level and/or under the Technical Specialist at PDB and the Monitoring & Evaluation Specialist at HQ/FGM coordination level. The Fellow will be assigned to the following tasks:

  • Learn and apply statistical techniques to analyze data collected through complex survey designs, such as DHS and MICS;
  • Feed UNFPA’s global databases with indicators on FGM at national and regional level;
  • Contribute to studies and research using a combination of survey and the Joint Programme data to provide new knowledge and evidence on FGM
  • Visualize analytical results, through maps, figures, and charts, and tables supporting annual reports, among others;
  • Contribute to the development of informational brochures and material to support evidence-based communication and advocacy for the UNFPA-UNICEF Joint Programme to Eliminate FGM at national and regional level;
  • Respond to data requests by national and regional entities, the Coordinator and Monitoring and Evaluation Focal Point of the Joint Programme to Eliminate FGM, as well as Headquarters;
  • Contribute to GBV knowledge, specifically the KnowVAW data
  • Perform any other related tasks as required or assigned by the supervisor.
Bachelor degree or equivalent
  • University undergraduate degree or equivalent in the quantitative and/or qualitative social sciences, such as demography, public health epidemiology, statistics, sociology, economics or related discipline (such as computer science), Master’s degree preferred.

  • Demonstrated interest and/or experience in applied statistics, public health, epidemiology, or demography;
  • Working knowledge of relevant statistical packages (particular in R, or related statistical tools/packages such as SAS, Stata or SPSS) and willingness to learn (or existing familiarity with) GitHub or version control systems;
  • Knowledge on gender related studies, especially on harmful practice including female genital mutilation is an asset;
  • Demonstrated experience in the use of GIS software (such as ArcGIS or QGIS) is an asset;
  • Familiarity and experience in carrying out descriptive statistical analysis;
  • Familiarity with qualitative data collection and analysis;
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others);

Within the delegated authority and under the supervision of Senior Technical Advisor or his/her designated mandated representative(s), the UNV Social mobilization, Training and Volunteering Specialist will:

1.Awareness raising and outreach

  • Develop a communication and awareness raising strategy to promote national volunteering in the country;

  • Organize awareness campaigns in universities, colleges, administration, CSOs, NGOs, businesses, the general public;
  • Develop tools to promote volunteering;
  • Ensure that traditional and social media promote and report on volunteers’ activities and support the dissemination of volunteers’ testimonials and work.

2.Capacity building

  • Develop training modules and tools, and set up a system for volunteers’ training;
  • Carry out trainings on voluntary engagement and citizenship;
  • Ensure a continuous engagement with, monitor and evaluate volunteers’ activities;
  • Ensure training of Regional Volunteers Centers and Volunteers Host Organizations in management of volunteers;
  • Develop a plan to prepare and support volunteers’ socio-professional integration upon completion of their volunteering.

3.Project implementation

  • Participate in identification of Regional Volunteers Centers;
  • Contribute to the redaction of Regional Volunteer Centers’ guide;
  • Define selection criteria for recruitment of volunteers;
  • Collect and analyze requests received for volunteers;
  • Supervise volunteering activities;
  • Contribute to strengthening partnership with partner institutions and structures;
  • Any other related tasks as may be required or assigned by the supervisor.
