Within the delegated authority and under the supervision of the Recovery and Resilience Specialist/ Head of the Strategic and Economic Unit (a,.i) the IUNV Programme officer on Inclusive Economic Growth will:

  • Support the programmatic implementation of the RFF and, mapping and analysis of gaps, entry points and opportunities contributing to youth and female entrepreneurship in the blue and green economy initiatives;
  • Support the Monitoring and Evaluation of Project implementation;
  • Support the dialogue and outreach efforts at the national, local and community level to strengthen Socio-Economic Recovery and build Resilience and foster inclusive sustainable economic growth that leaves no one behind;
  • Draft and coordinate the procurement of studies, assessment, consultancies and agreements;
  • Seek alignment and synergies with other activities and initiatives of UNDP (e.g., the Accelerator Lab) and international and national partners, particularly in areas related to youth and female entrepreneurship for improved livelihoods and enhancing the involvement of the Bissau-Guinean diaspora in the economic and financial life in Guinea-Bissau;
  • Contribute to the development of partnerships between UNDP and other UN agencies, as well as with government institutions, other African SIDS, academia, NGOs, IGOs, the private sector, existing sustainable development alliances, and other stakeholders and international networks;
  • Collaborate and coordinate with national partners through external advocacy, networking, coalition building and initiating timely research and analysis;
  • Use internal platforms for dissemination and reporting and to enhance project quality (e.g., IATI, ATLAS, SharePoint);
  • Contribute to data collection and communication efforts on the project when needed;
  • Perform such other duties as may be assigned.
Master degree or equivalent

Advanced higher degree (minimum Master of Arts) in a relevant area, e.g., international relations, international development, or economics;

Under the direct supervision of the Regional Chief of Communication, the UN Volunteer will undertake the following tasks:
• Social media community management;
• Create, edit and/or author communication content across major social accounts (with support from the communication team);

Within the delegated authority and under the supervision of Assistant Representative or his designated mandated representative(s), the National UN Volunteer will:

  • Support social media accounts of UNFPA Ukraine GBV Programme information campaign “Break the Circle (Facebook) and educational project “(No) trivia in relations” (Instagram) in the period of absence of contracted service provider.
  • Ensure regular updates of “Break the Circle” site, prepare monthly reports, assist in enhancing the structure and content of the resource.

  • Analyse media publications and mentions in the thematic areas related to GBV programme, provide timely advice to the GBV programme team and UNFPA Communication and Advocacy Associate, flag the issues of concern, and suggest ideas of media projects.
  • Monitor international and Ukrainian communication initiatives/campaigns/projects aimed at eliminating GBV and DV. Prepare brief description of findings.

Within the delegated authority and under the supervision of a Project Manager or his designated mandated representative(s), the UNV M&E and Reporting Assistant will:

  • Responsible for clear and timely reporting under the projects results framework, while providing for support to any ad-hoc, monthly, quarterly and annual reporting processes.
  • Review the documents provided by UNDP to obtain better understanding of the project goals, context and profiles of the targeted BMOs in Ukraine including assessments conducted by UNDP. Provide full support with data collection to regularly track changes of monitoring key indicators and the actual status of development of 27 partner business membership organizations, including, but not limited to: number of members, new members, member retention rate, share of MSMEs among members, share of women entrepreneurs among members, budget, share of members paying fees, share of income from service provision, services offered to MSMEs on a cost-recovery basis, industry-based standards or independent professional certifications developed, laws/sub-laws to which comments provided, coalitions joined or created and more. Assist with data entry, data analysis and data interpretation of surveys and interviews.
  • Follow up on reporting requirements (formats, deadlines…) and procedures, establish the reporting calendar and initiate/prepare the reports in cooperation with other colleagues. Create and maintain spreadsheets and dashboards required for efficient reporting.
  • Ensure that projects’ monitoring data is entered into the relevant data management systems (Atlas ERP, corporate intranet and other).
  • Maintenance and archiving of all supporting records, documents and files from monitoring and research activities (raw data, evidence etc).

Clinical Technical Duties:

Within delegated authority, the Emergency Doctor shall be responsible for the following duties:

Description of Responsibilities:

  • Rational use of personal protective equipment for coronavirus disease 2019 in line with WHO Guidelines including WHO-recommended types of personal protective equipment (PPE) to be used in the context of COVID-19 disease, according to the setting, personnel and type of activity.
  • Screening and triage of all patient with suspected COVID-19.
  • Implementation of appropriate infection prevention and control (IPC) measures according to the last updated WHO Guidance.
  • Timely, effective and safe supportive management of patients with suspected and confirmed COVID-19 in in line with international protocols.
  • Clinical management of severe acute respiratory infection (SARI) when COVID-19 disease is suspected.
  • Collection of specimens for laboratory diagnosis.
  • Develop emergency medical contingency plans and assist with UNCT/UNDSS’s planning for response to a mass casualty incident and medical evacuation.
  • Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or Pre- Hospital Trauma life support.
  • Do triage and primary stabilization.
  • Be on call during and outside office hours to observe and treat emergencies in the UN Clinic and undertake house calls when required.
  • In case of mass casualty and emergency situations, keep the Clinic functional 24/7.
  • Liaise with other host-nation medical facilities and medical facilities abroad to coordinate medical evacuations.
  • Follow the United Nations established policies and procedures regarding medical evacuations.
  • Responsible for all paperwork and reporting procedures for medical evacuations in line with UN Rules and procedures.
  • Ensure proper follow up on all cases.
  • Responsible for establishing good relations with reliable hospitals, private medical facilities and local physicians.
  • Ensure that proper medical records are kept in a strictly confidential manner.
  • Maintain emergency medical supplies and equipment to be used in case of emergency

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.

Clinical Technical Duties:

 

 

Within delegated authority, the Emergency Nurse shall be responsible for the following duties:

  • Rational use of personal protective equipment for coronavirus disease 2019 in line with WHO Guidelines including WHO-recommended types of personal protective equipment (PPE) to be used in the context of COVID-19 disease, according to the setting, personnel and type of activity.
  • Screening and triage of all patient with suspected COVID-19.
  • Implementation of appropriate infection prevention and control (IPC) measures according to the last updated WHO Guidance.
  • Timely, effective and safe supportive management of patients with suspected and confirmed COVID-19 in in line with international protocols.
  • Clinical management of severe acute respiratory infection (SARI) when COVID-19 disease is suspected.
  • Collection of specimens for laboratory diagnosis.
  • Ensure proper follow up on all cases.
  • Be on call during and outside office hours to observe and treat emergencies in the UN Clinic and undertake house calls when required.
  • Ensure that proper medical records are kept in a strictly confidential manner.
  • Maintain emergency medical supplies and equipment to be used in case of emergency.
  • Provide daily 24 hours emergency medical coverage for UN staff.
  • Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or Pre- Hospital Trauma life support.
  • Ensure that proper medical records are kept in a strictly confidential manner.

 

Furthermore, UN Volunteers are required to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
  • Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Bachelor degree or equivalent
  • Registered Professional Nurse with first level degree from an accredited Baccalaureate Nursing Program (University) OR equivalent such as an accredited Diploma Program.
  • Certificates in ECG, CPR or Basic Life Support and ACLS or equivalent emergency medical care is an asset.

Under the overall guidance and direct supervision of the Team Leader, Service Center Unit, and direct supervision of the Common Service Analyst, Service Center Unit, the Admin & Finance Associate will be rendering support for the overall management of admin and finance services for the Common Service Unit in the Country office, ensuring high quality, accuracy and consistency of work. The Administrative and Finance Associate will promote a client-oriented approach consistent with UNDP rules and regulations.

The Administrative and Finance Associate works in close collaboration with the Operations in the CO and other UN agencies staff to exchange information and ensure consistent service delivery. He/She promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

  1. Support the administration of common service budgets and cost recovery for the UN common services focusing on the following key responsibilities:

A) UNDSS:

  • Assist in UNDSS budget preparations, management and provide guidance and advise to them as appropriate.
  • Execute proper financial transactions in Atlas and support the creation of budgets and budget revisions and corrections when and as necessary.
  • Monitor UNDSS Budgets and notify them timely on the status of their budgets.
  • Provide update reports to UNDSS on received cost-shares contributions on monthly basis.
  • Follow up with UN agencies for timely payment of their due cost-share contributions and keep UNDSS well-informed of the status.
  • Provide UNDSS with expenditures reports when requested and assist in providing any clarifications if necessary.

B) SSAFE Training:

  • Assist UNDSS in SSAFE training budget preparations, management and provide guidance and advise to them as appropriate.
  • Execute proper financial transactions in Atlas and support the creation of budgets and budget revisions and corrections when and as necessary.
  • Monitor the SSAFE training Budget and notify UNDSS timely on the status of the budgets.
  • Provide update reports to UNDSS, on received payments from participating entities in the training on monthly basis.
  • Follow up with UN agencies for timely payment of their due cost-share contributions and keep UNDSS, UN Clinic well-informed of the status.
  1. Ensures effective administrative and logistical support, focusing on the following key responsibilities:
  • Maintain electronic and hard copy of all documents related to the management of the common services.
  • Follow up on all procurement request for the common services with the procurement unit.
  • Maintains a database of all contracts for the common services unit (contract management)
  1. Support to effective and efficient delivery of the OMT functions focusing on the achievement of the following results:
  • Facilitate the preparation of the OMT work plans and monitoring the implementation of the approved work plan.
  • Coordination of the OMT meetings, preparation of the minutes, and distributing to OMT members after clearance with OMT Chair.
  • Support the OMT working groups in organizing for their meetings and keeping records of their minutes.
  • Compile the year end progress report on achievements of the OMT.
  • Maintain proper electronic filing system of all OMT meeting minutes, and other documentation related to the OMT functions.

Under the direct supervision of the World Health Organization Representative and working within the WHO Health Emergency Cluster, the UN Volunteer - Medical Epidemiologist will undertake the following tasks in response to the COVID-19 pandemic:

  • Provide technical advice to the MOHCC IDSR and partners, in the development and implementation of strategies and programmes related to the epidemiological needs for priority diseases, conditions and events. Under the Integrated Disease Surveillance and Response (IDSR) and International Health regulations (2020).
  • Conduct real-time analysis of outbreak intelligence data on COVID-19, with other team members, for epidemic forecasting and detection, guide national and districts on data quality improvement, use of data for monitoring of trends, ALERT and ACTION thresholds (triggers), as well as methodologies for performing Data Quality Audit (DQA) at district and health facility level.
  • Synergize surveillance and response data received from multiple sources including Health Information Systems, vertical reporting programmes, community Based Surveillance and IDSR. Improve on efficiency of data collection, correlation, analysis, interpretation and timely action.
  • Provide technical support for the establishment and functionality of Rapid Response Teams (RRTs) and Public Health Management Committee (PHEMC) for potential hazards like Infectious diseases, Zoonotic events, Food safety events and chemical events at the district level as per the national guidance and standards.
  • In collaboration with the MOHCC Directorates of Disease Prevention and Control (DPC) and Primary Health care, strengthen the implementation of Community Based Surveillance (CBS) for priority diseases, conditions and events including Points of entry/cross border surveillance, where applicable.
  • Provide technical guidance for the establishment, implementation and maintenance of the electronic IDSR (e-IDSR) as well as related descriptive and analytical studies.
  • Support the MOHCC in the production of information products and reports including weekly newsletters, quarterly bulletins, annual reports, IHR reports, outbreak situation reports, etc.
  • Contribute to capacity building of the surveillance workforce at national and district levels to enhance IDSR/IHR implementation
  • Timely reporting to WHO on a variety of epidemiologic data needs on daily/weekly/ monthly basis as required.
  • In cooperation with MOHCC IDSR Programme, monitor and evaluate the implementation of the planned surveillance activities, as well as alert and response capacities for event detection, verification and response in compliance with IHR 2020.
  • Support the conceptualization, design, execution and analysis of communicable and non-communicable disease prevention and control related operational research
Master degree or equivalent

A university degree in Epidemiology, Public Health, Community Health or equivalent. Desirable: Master's degree in Epidemiology, Public Health or Community Health.
