Within the delegated authority and under the supervision of the WHO Country Representative or the Director, Technical Cluster in the Regional Office, the UN Volunteer will:

  • Support the WHO Country Office or Regional Office in the establishment and development of best practices in service delivery and quality systems design and foster the development and implementation of evidence-based policies and strategies;
  • Encourage the dissemination of evidence-based research results, tools and best practices on service delivery and quality systems. Encourage information-sharing and assist to develop and maintain databases with reliable and accurate data and information;
  • Provide technical expertise for the development, implementation and strengthening service of delivery strategies within the context of existing national strategic plans. Support establishing guidelines to ensure effective coordinated and integrated people-centered health services delivery with emphasis on quality management systems, capacity building and strengthening partnerships. Support monitoring and evaluation and reporting on the country’s trends and progress;
  • Perform any other related responsibilities as assigned, including replacing and backstopping for others as required;
Bachelor degree or equivalent
  • Bachelor's degree in a clinical health profession (e.g., Medicine, Nursing etc). A Post-graduate Degree or recognized specialist qualification in clinical sciences is an added advantage. Training in quality control systems and /or in infection prevention and control practices.

  • At least 3-5 years of clinical work experience at the national and/or international level. Experience in development and implementation of service quality standards.

Under the direct supervision of the Senior Programme Officer, the UN Volunteer will undertake the following tasks:

  • Through a consultative process within the country and field visits, stay involved in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country;
  • Assist in ensuring that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters;
  • Provide inputs for developing the country operations plan in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions;
  • Assist in organizing a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners;
  • Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities;
  • Assist in training UNHCR as well as implementing partners (IP) staff in UNHCR standard procedures related to the Results Based Programme (RBM) management;
  • Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyze UNHCR’s performance, trends and target interventions;
  • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects;
  • Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress in order to advise on any corrective actions required or the need for additional resources to reach planned target levels;
  • Apply UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to record data and assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level;
  • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports;
  • Assist in monitoring compliance to the organization’s resource allocation framework, providing support and assisting in corrective action where required;
  • Assist in establishing and handling Implementing Partners Reports.
Bachelor degree or equivalent
  • University degree or equivalent in Business Administration, Law, Economics, Development, Social Science or related field.

  • Minimum 3 years of work experience relevant to the function, in programme management, monitoring and evaluation;
  • Previous field experience is an advantage;
  • Familiarity with UNHCR’s RBM approach and use of project/software is an asset;
  • Completion of the UNHCR Learning programmes or specific training relevant to functions of the position;
  • Good knowledge of UNHCR financial rules, procedures and processes is an asset;
  • Knowledge of UNHCR specific programming tools (MSRP, Focus, etc.).

Based on the existing strategies and policies of COMESA, the Resource Mobilization Officer, will support the COMESA Secretariat in the mobilization of resources and any other support necessary for the operationalization of the CYIVP. Under the direct supervision of the Head of Resource Mobilization, in collaboration with the Division of Gender and Social Affairs, the Resource Mobilization Officer will specifically:

  • Lead a review of the implementation plan of the COMESA Youth and Internship Volunteer Programme (CYIP) with the objective to revise and validate the strategies (if necessary) and propose innovations for an implementation plan;
  • Carry out a mapping exercise of potential donors and development partners for the CYIP in order to identify potential partnerships/collaborations and resources for the operationalization of the programme;
  • Create a data base of diverse donors and development partners: private sector, national organizations, foundations, bilateral/multilateral organizations etc.;
  • Develop short-term and long-term resource mobilization strategy and implementation plan for the CYIVP;
  • Based on the donor intelligence gathered, develop a funding proposal template that will be customized to different donors and development partners; presentations, briefing notes and participates in donor and member state meetings and assist the COMESA team in the finalization of donor agreements for the implementation of the CYIVP;
  • Assist the COMESA Secretariat, with drafting of messages to Member States for updates on the programme and efforts for its implementation;
  • Develop a Programme factsheet that shall be used for outreach, programme awareness, advocacy and resource mobilization;
  • Support the Secretariat in organizing and coordinating meetings between COMESA Secretariat and its partners including UNV, donor/development partners and maintain a clear chain of communication with donors and relevant divisions/units at COMESA;
  • Define implementation modalities for the youth internship and volunteer project drawing from experiences of UNV with other partners implementing similar initiatives or projects;
  • Perform other related duties as required by the supervising authority and/or management.
Master degree or equivalent
  • Master’s degree in business administration or economics or degree in project planning and management.
