Within the delegated authority the overall supervision and guidance of the Representative of the Country Office and under the direct supervision of the deputy-head of office and coordinator of the project, the UN Volunteer will undertake the following tasks:

  • Facilitate the implementation of human rights mandate in the designated area of responsibility (AOR);
  • Gather information, analyse and report on the human rights situation in the designated AOR, including through close cooperation with other United Nations actors and the community;
  • Follow up on individual cases of violation of human rights and related issues with authorities with the aim of stopping or preventing human rights violations or seeking remedial action by the authorities to prevent similar violations occurring in the future;
  • Contribute to the design and implementation of strategies aiming at enhanced protection of human rights in the AoR; Establish and maintain contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
  • Assist in conducting human rights capacity-building activities and in developing and implementing human rights training programmes; Contribute to and/or draft various reports, communications, briefing notes, statements or other products;
  • Conduct fact-finding missions and investigations into abuses/violations of human rights;
  • Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into an established database;
  • Conduct quality control and deliver statistics and trend reports as required;
  • Ensure human rights mainstreaming within UN planning and programming; Ensure the integration of gender perspectives, with specific attention to issues related to women and girls, including gender based violence, within all assigned human rights activities;
  • Represent the UN human rights component at working level meetings, as relevant;
  • Participate in monitoring cases of human rights violations
  • Prepare drafts of monitoring missions reports as well as weekly reports

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Master degree or equivalent
  • Degree level: Advanced university degree (Master’s degree or equivalent). First-level degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Type of degree: Law, political science, international relations, social science, or another discipline relevant to human rights

  • Two years of work experience in a field related to human rights. Knowledge of international human rights instruments and tools for the promotion and protection of human rights is required. Knowledge of international humanitarian law is desirable. Experience in human rights monitoring and reporting is desirable.
  • Experience in research and drafting documents, such as reports, is desirable. Experience working in Sahel is desirable. Experience working in a developing, conflict or post-conflict setting is an advantage
  • At least 2 years of professional work experience at the national and/or international level in training, detention, or operational communication, or other relevant programmes; experience working in the UN or other international development organization is an asset;

Under the general supervision of the Human Rights Officer/Team Leader, the UNV Associate Human Rights Officer will work with the Human Rights Team in the UNAMA South East Regional Office – Gardez

Within delegated authority, the Associate Human Rights Officer will be responsible for:

  • Providing substantive guidance and operational monitoring support on issues related to protection of civilians, elimination of violence against women, children affected by armed conflict, monitoring places of detention/prohibition of torture and human rights aspects of peace and reconciliation/transitional justice;
  • Drafting substantive analysis based on field monitoring and research undertaken by the Team at the direction of the Team Leader or of the Human Rights Service – Headquarters thematic Team Leaders;
  • Supporting preparation of weekly and other internal reports and submissions to the Human Rights Service;
  • Providing substantive advice and organisational leadership, under the supervision of the Team Leader to prepare consultations and advocacy with local governmental officials, community leaders, civil society activists, and communities affected by civilian casualty incidents;
  • Organizing visits to places of detention, including facilities run by the National Directorate of Security, Afghan National Police, Afghan National Army, juvenile rehabilitation centres, and provincial prisons;
  • Ensuring close internal coordination between the Human Rights Team, the Head of Field Office and other UNAMA entities through information-sharing, and providing guidance and advice on the work of the Human Rights Service;
  • Representing the Human Rights Service, as appropriate, at specific official functions, meetings and thematic events related to the mandate, including protection of civilians, children affected by armed conflict, women’s rights and violence against women, detention-related issues and human rights aspects of peace processes with other UN agencies, civil society groups, humanitarian organizations, government officials, Afghan National Security Forces and the Resolute Support Mission (RSM);
  • Performing Any Other Duties as required, e.g. when working with (including supervising) national staff or non-governmental counterparts; the incumbent is strongly encouraged to set aside dedicated time for capacity development of national staff through coaching, mentoring, formal and on-the-job training.
Bachelor degree or equivalent

A first level University Degree in Social Sciences, Law, Gender Studies, Political Sciences or International Relations. A Master’s Degree in Human Rights, or any of the said fields, would be an advantage.

Two years progressively responsible experience in human rights, socio-economic development or law in a conflict/crisis setting; Relevant professional experience in the promotion of women’s rights and elimination of violence against women and girls, as well as conducting investigations into serious human rights violations and/or abuses, including persons deprived of their liberty; Knowledge and work experience with government, inter-governmental organisations, international NGOs and/or national NGOs in the areas of human rights, gender and development; Experience in policy dialogue with sub-national stakeholders is an asset.

Under the direct supervision of Chief Human Rights officer and his designated official in the Sector and/or Officer in Charge Human Rights Office and within delegated authority, the UN Volunteer Human Rights Officer will be responsible for the following duties:

  • Researches and collects information pertaining to human rights matters, including their gender dimensions, from a variety of data sources; assists in the analysis of information, to include the impact on the human rights situation in CAR.
  • Enter all cases on the human rights database according to human rights standards and its methodology.
  • Maintains awareness of current human rights issues in the Region assigned to include relevant political and legal developments.
  • Contributes to the identification of human rights issues/problems, including their gender dimensions, through good research and analysis and timely preparation of reports, etc.
  • Liaises with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners to create baseline data on the human rights situation in the Region assigned with special attention to vulnerable groups.
  • Participates with other Human Rights Officers in discussions with relevant authorities and other influential actors with the aim of stopping or preventing human rights violations or seeks other remedial action by the authorities to prevent similar violations occurring in the future.
  • Drafts a variety of types of reports relating to human rights matters.
  • Participates in human rights training programmes for national law enforcement officials, representatives of the civil society and human rights non-governmental organizations (NGOs) in order to promote national capacity building.
  • Reviews human rights issues, including their gender dimensions, and participates in discussions with other Human Rights Officers on the integration of these issues into political, humanitarian and economic efforts and programmes.
  • Contributes to formulating courses of action that aim to alleviate immediate and long-range human rights problems.
  • Demonstrates effective interaction with colleagues and other concerned parties internally and externally.
  • When working with (including supervising) national staff or (non-) governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training.

Under the general supervision of the Health and Nutrition Officer (head sub-office) and the technical guidance of the Planning, Monitoring & Evaluation Office (based in Nyala), the UN Volunteer will provide support in a range of PME issues, both in the East and South Darfur offices. Her/his tasks will include but will not be limited to the following:

Guide and support the establishment or strengthening of PME systems across the South and East Darfur Offices

Produce and maintain relevant information products, including Sector/Sub-sector infor-mation reports, databases, basic and thematic maps; and support the preparation of peri-odic reports on sector activities at national and state level as required;

Timely monitor and measure changes at the state, locality, and household level, with the participation of relevant partners; and provide data to the Sector and national partners to facilitate planning; assess the impact of the programmes and policies; and report on the progress being made;

Support the Sector/Sub-Sector and other coordination meetings in aspects related to in-formation management; and contribute to strengthen management of sector information databases and systems;

Ensure that Sector Performance is systematically monitored and data for key Programme and management indicators reports are collected, analyzed and made available to the field office management;

Support the Monitoring Officer to ensure the technical leadership for UNICEF information management needs of affected populations by emergency and disasters, with specific fo-cus on routine and administrative data collection for better preparedness, targeting and coordination of effective humanitarian responses.

1. Development of Programme Documents (PDs)

· Lead the preparation and posting of Call for Expressions of Interest (CFEI) through the UNPP website and subsequent review and selection process.

· Facilitate the process for the timely development of narrative and budgetary components of the PDs through an interative process.

· Compile and or consolidate technical data and information in the required PD dcouments

· Coordinate the technical, peer review and finalisation of PDs (including amendments) with UNICEF field and Khartoum based staff

2. Partnership support and development

· Provide technical guidance, training and operational support to partners in the development and or modification to PDs

· Map, analyse and expand partnershop opportunities for East and South Darfur

3. Planning, Monitoring and Evaluation

· Support programme and operational teams in the monitoring, including ‘spot checks’, and evaluation of partnerships and related programming

· Support the strengthening and establishment of wider PME systems within the UNICEF offices

· Evaluate, and as appropriate, recommend practical measures to simplify and streamline the PD process

· Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.

· Support emergency assessment by compiling data, analysing and evaluating information on local conditions resulting from the emergency situation affecting children, and participate as needed in multi-sector and/or inter-agency assessments, where applicable;

· Any other tasks to be assigned by the Child Protection Officer based in Nyala.

Under the overall supervision of Child Protection Officer, the UN Volunteer will be responsible for:

· Justice for children: Provide technical support to ensure that the Chid Protection partners use a well-prioritised and realistic plan of implementation, monitoring of activities that will ensure children are receiving adequate legal support as indicated in the Child Act 2010 including diversion outside the judiciary system.

· Case management and Referral Pathways: Work closely with protection sector, child protection and GBV sub-sectors partners to ensure enhanced case management knowledge by service providers and a clear referral Pathways in place and widely known by the target communities.

· Psychosocial support: Provide technical support to social workers from Department of social welfare as well as State Council for Child Welfare to improve on delivering Psychosocial support to survivors of violence against children including GBV/SGBV/SRGBV.

· Birth Registration: Provide technical support to Civil Registry Police and other stakeholders to improve on coordination and roles to enhance the birth registration coverage through outreach desks as well as mobile teams.

· Social Norms: Provide technical support to ensure that service providers and partners are reaching out to communities with key and clear messages on FGM/C as well as early marriage to encourage them declare their readiness to abandon it. Work closely with State Council for Child Welfare to disseminate information and orientation of communities on the new law banning & criminalizing FGM/C.

· Child Protection in Emergencies (CPiE): Provide technical support to ensure timely assessments and response to the emergencies affecting children and support different partners to develop their response plans and participate in assessments and monitoring of situation of children and activities related but not limited to Unaccompanied/Separated children (UASC), GBV/SGBV. As well as to support MRM and the six grave child right violations and Action Plan implementation.

· Coordination: Assist in running of meetings, minutes taking, setting of agenda and sending out invitations. Service mapping by ensuring completing of service matrix by all child protection actors in the state.

· Communication and Partnerships: Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
