Under the direct supervision of the UNV Programme Manager, the UNV Administrative Assistant will undertake the following tasks:

Administrative Support

  • Provide day-to-day support in areas of work, such as initiate, process, monitor, review and follow up actions related to the administration, logistic and human resources activities of the unit;
  • Assist in the review and processing of data in line with the Conditions of Service (COS);
  • Receive and screen all correspondence and other documents addressed to the UNV Field Unit;
  • Ensure all UN Volunteer files and records are complete, updated and consolidated, both online and offline, while maintaining confidentiality;
  • Draft official memos, respond to correspondences and e-mails; review/edit outgoing correspondence to ensure accuracy and completeness of information and institute follow up action;
  • Plan and organize office meetings, take minutes during the meetings and maintain records of the minutes;
  • Manage working materials such as office equipment, stationaries and documents. Report any malfunctioning office equipment for quick service and maintenance;
  • Provide overall administrative support to the UNV Field Unit and UN Volunteers.

Leave Management

  • Keep abreast of UNV COS, and different rules within UNMISS regarding Leave Management;
  • Assist UNVs in the understanding and interpretation of their Leave Entitlements based on the COS and Administrative Circulars;
  • Review and process leave requests and reports for UN Volunteers in FSS or other systems;
  • Review offline leave records and compare with online systems;
  • Act as the Attendance / Leave Monitor for the UNV Field Unit. Maintain attendance records for the office;
  • Monitor and record Attendance Records for UN Volunteers in the Mission;
  • Monitor the section’s leave plans to ensure continuous smooth workflow while other staff members are on leave, especially during holiday periods;
  • Conduct Leave Management training sessions in field locations.

Volunteer and Entitlement Management

  • Provide guidance and advice, in consultation with the Programme Manager, to UN Volunteers on Conditions of Service (COS), Internal Circulars and other documents on policies and procedures within the mission area;
  • Assist in on-boarding of New Volunteers, including check-in on FSS, booking of transit accommodation, coordinate with Reception Team and Protocol and request for Index and Business Partner number creation in UMOJA;
  • Assist in facilitating the processes for Volunteer Recruitment, as required;
  • Review and process claims and entitlements, as requested;
  • Responsible for the tracking and processing of documentation, including volunteer reassignments, Volunteer Performance Assessments, training documents and any other volunteer related documentation;
  • Any other related tasks as may be required or assigned by the supervisor.

Secondary education
  • Completion of Secondary Education. Specialized certification in Human Resources or Administration is required;
  • University Degree in Business or Public Administration would be highly desirable.

  • At least 2 years of professional work experience at the national and/or international level in Human Resources, Administration, or other relevant areas;
  • Experience with working in the UN or other international development organization is desirable

Under the guidance and direct supervision of the Senior Medical Officer, UN Resident Coordinators Office (RCO)/UNDP, the Administrative Assistant provides ​the following support;

Support the timely and efficient organization by the Senior Medical Officer and the new enhanced clinic meetings and initiatives including assisting with logistics, maintaining the UN Doctors calendar and ensuring that the clinic has the required materials by reordering supplies.

Assist establishment of the New Enhanced UN Clinic, programing, staff selection and placement, payroll, attendance.

Compile bills, invoices and staff claims for submission to UNDP for payment processing.

Control and maintenance of office operational equipment, initiate office procurements requests for approval and submission to UNDP.

Bachelor degree or equivalent

· Relevant experience in administration or project support services (travel, budget, event planning, logistics, protocol, etc.) is required.

· Familiarity with UN/UNDP operations policies and guidelines is an asset.

· Knowledge of ERP systems i.e., Atlas, PeopleSoft is required.

Under the direct supervision of Chief Air Operations MAOC /OIC Flight Following, the UN Volunteer will undertake the following tasks:

  • Monitor aircarft daily movements to ensure that all missions are executed safely, according to published schedule and that all necessary clearances are in place;
  • Follow up flights and aircraft tracking, recording all operational and non-operational events related to movement of aircraf;
  • Maintan UN aircraft actual time of arrival and departure within or outside the mission area;
  • Monitor and contact, through Radio, all UNMISS aircraft in flight.in AOR and Out of the Mission area when required;
  • Perfom in relaying messages to and/or from aircraft regarding any changes affecting the flight schedule;
  • Coordinate activities in cases of immediate requirement of MEDEVAC and CASEVAC as per mission directives;
  • Provide Air Traffic Advisory services;
  • Coordinate with Juba tower and all South Sudan Air Traffic Control Tower and Flight Information service offices for air traffic activities;
  • Collect Pilot Weather Reports (PIREPS) and weather reports from the weather specialist and providing flying crews with updated weather information to their destination/arrival airports and en route;
  • Ensure all flights Satellite tracking is Operational and continuously monitor the satellite tracking to know exact position of the Aircraft on the Air;
  • Initiate alerting actions (Search and Rescue) after proper Authorizations by Chief Aviation Officer;
  • Respond to queries from state’s other UNMISS Sections or other Organizations, regarding issues related to UNMISS Air traffic Flight in a timely manner;
  • Liaise with the ground and Air Ops personnel in other missions regarding flight information;
  • Assist the Sectors in all questions related to Air Communications procedures and flight planning;
  • Maintain and keep records of all operational and non-operational events in Flight Following Logbook in chronological order;
  • Ensure crew are NOT on the persona non grata list;
  • Perform other duties as directed by the Chief Air Operations/Chief Planning on all matters pertaining to flight following and Air Safety.
Secondary education

Should have reasonable training in the Aviation Industry.

Air Traffic Control certificate, Private Pilot License(PPL), Commercial Pilot License(CPL),Cabin crew certificate/Aircraft dispatch License, Aircraft Engineering certificate are all desirable.

This position is initiated to support Africa Office Regional Development Coordination (RDC) Unit under the SIDA ( Sweden’s government agency for development cooperation) fund.

The national UNV being recruited will support the Coordination work to advance SIDA priorities and UNEP activities and related work in Africa.This includes strengthening and developing national authorities and UN teams in countries where the government agencies are weak or inadequate and need support to be able to give their citizens the service they are entitled to, as per SIDA’s ambitions.

Under the direct supervision of the Regional Development Coordinator for Africa, the UNV is responsible for the following duties:

  1. Supports capacitation of national institutions on the integration of ES, CC and MEAs regulations in national policy documents in line with SIDA support policies.
  2. Assists RDC Unit to ensure a strong implementation of the UN Cooperation Framework ( CF) outcomes and outputs at national level to speed SDGs implementation, in particular for support to vulnerable groups ( women, youths) who are the most affected my climate change externalities, biodiversity loss and pollutions.
  3. Supports the capacitation of the private sector for a stronger integration of environmental sustainability dimensions in private business models and green Economy/ green accounting.
  4. Ensures technical support to the Unit work on CCA and UN visioning to ensure that SIDA and UNEP priorities are well captured during CCA processes and taken into account during CF design and implementation.
  5. Provides regular technical assistance to strengthen capacities of national institutions and UN teams on environmental statistics generation and utilization to ensure countries have the statistics they need to be able to plan the right efforts in the work of combating environmental poverty.
  6. Supports the implementation of SDGs project of Africa Office in particular work relating to Environmental governance and resilience in African countries.
  7. Supports the implementation of the CF guiding principles, in particular the Leaving No one Behind (LNOB) principle in Africa. This includes Environmental &Humanitarian aspects.
  8. Assists in decentralization process in African countries to enhance capacities of local communities and national bodies in charge of MEAs regulations to speed the implementation of SDGs in those countries.
  9. Supports the Unit work on nature-based solutions to climate mitigation and adaption, resilience and ecosystems-based disaster risks at national and regional level.
  10. Ensures monitoring and evaluation of UNEP projects and programmes whose areas of work fall under SIDA priorities including the SDG projects.
  11. Builds, cooperates and maintains partnerships with relevant organizations, institutions and stakeholders at national, regional and international levels, including scientific and academic bodies, private sector, financial institutions, civil society ,youth and gender and field ONGs.
  12. Performs a wide array of complex responsibilities in support of program activities, project planning and monitoring, specialized communications, and special projects.
  13. Initiates and maintains contact with internal UNEP entities to coordinate program activities, identify and resolve problems, and provides specialized program information and support.
  14. Identifies and develops possible environmental project concepts, in partnership with relevant agencies and institutions, and assist with Africa Office activities including resource mobilization to enhance UNEP support to countries;

Under the direct supervision of Chief Aviation Officer(CAVO), the UN Volunteer will undertake the following tasks;

General administration of the Front office of the CAVO

  • Responsible for the administration of the Aviation section with 158 Staff all categories included (IS, NS, UNV, SO, IIC);
  • Receive and screen all correspondence and documents addressed to the section;
  • Prepare and response to routine correspondence, faxes, memorandum, reports, etc;

  • Perform administration of the section’s human resource activities (recruitment, relocation, training, etc.) while ensuring consistency in the application of UN rules and procedures;

Under the direct supervision of Head of Aviation Accounting and Budget, the UN Volunteer will undertake the following tasks:

  • Review, analyze and assist in the preparation of the cost estimates and budget proposals, in terms of staff and non-staff, (flight hours, equipment) requirements for the section / office, including other aspects;
  • Prepare DAP (Demand Acquisition Plan) for the section for submission to acquisition and requisition section;
  • Raise shopping carts for the section and follow up with procurement process until the requisitioned items or services are received;
  • Maintain and process documents related to Aircrew daily subsistence allowance claims and invoices reimbursements, in addition to verifying, recording and submission of these claims to Finance section for payment;
  • Prepare cost expenses for special flight requests and non-revenue flights for cost recovery and prepare inter-mission billing for flights performed by UNMISS for other missions, funds and programs through service delivery module;
  • Provide support in the management of UNMISS Air assets by preparing analysis on a monthly basis for the utilization of air assets to avoid the over or under utilization of aircraft and aircrew flight hours;
  • Verify of data input into the various databases to ensure consistency of the data in previous allotments to new allotments issued. Coordinate the provision of guidance, training and daily supervision to other staff within the Aviation Budget Unit.
  • Prepare Service Entry Sheets (SES) and Fund Commitments (FC) for payments for Aviation services and equipment.

Sous la supervision directe de la cheffe de la planification, du suivi et de l'évaluation et sous la direction de la spécialiste de l'évaluation du bureau régional, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

1. Renforcer les capacités nationales de suivi et d'évaluation et développer des partenariats pour promouvoir les évaluations

  • Finaliser le diagnostic sur les capacités nationales en suivi et évaluation en collaboration avec le bureau régional et le partenaire de mise en œuvre (Centre for Learning on Evaluation and Results - CLEAR).

D'ici juin, le diagnostic devrait être terminé, et l'accent sera mis sur la garantie que les recommandations alimentent la planification, le suivi et l'évaluation du gouvernement, ainsi que les processus internes de l'UNICEF et des Nations Unies. La dissémination et le travail de plaidoyer concernant ce diagnostic seront cruciaux pour optimiser ce diagnostic.

Il s'agira de soutenir les partenariats établis par le bureau avec les principales parties prenantes telles que le gouvernement, le parlement, l'association nationale d'évaluation, la société civile, le monde universitaire, etc.

  • Établir un plan de travail pour le développement des capacités nationales d'évaluation (NECD).
  • Commencer la mise en œuvre de ce plan de travail et entamer des discussions avec le gouvernement, le monde universitaire et le Réseau national des évaluateurs burundais, ce qui peut conduire à de nouveaux partenariats.
  • Soutenir les efforts de coordination avec d'autres agences des Nations Unies et participer aux réunions périodiques du groupe intégré des Nations Unies pour le suivi et l'évaluation (GISE) afin d'identifier les efforts conjoints potentiels en matière d'évaluation ainsi que les évaluations planifiées par les agences des Nations Unies.

2. Assurer la finalisation réussie des évaluations en cours, y compris leur diffusion appropriée et leur utilisation dans les processus de planification.

  • Assurer la diffusion des résultats d'évaluation aux parties prenantes, y compris auprès des enfants et des adolescents, afin d'améliorer la performance du programme et de contribuer à un apprentissage plus large - pour les évaluations suivantes finalisées en 2021 :
  • Évaluation de la réforme de l'éducation fondamentale
  • Évaluation de l'approche de l'assainissement total piloté par la communauté.
  • Suivre la mise en œuvre du plan de réponse des évaluations et guider les spécialistes du programme de l'UNICEF pour assurer la prise en compte des recommandations des évaluations dans les programmes - pour les évaluations suivantes :
  • Évaluation de la campagne Retour à l'école
  • Évaluation de la réforme de l'éducation de base
  • Évaluation de l'approche de l'assainissement total piloté par la communauté.
  • S'assurer que les recommandations des évaluations alimentent les processus de planification de l'UNICEF
  • Soutenir les sections de programme pour s'assurer que les recommandations alimentent la planification sectorielle du gouvernement.

3. S'assurer que les évaluations commencées en 2021 sont menées avec succès

  • Diriger la gestion globale au jour le jour en tant que gestionnaire d'évaluation désigné sur les évaluations en collaboration avec les spécialistes du programme et les partenaires, notamment pour l'évaluation suivante prévue en 2021 :
  • Évaluation du programme de renforcement des systèmes de santé et de vaccination au Burundi.
  • Coordonner l'examen externe des principaux livrables de cette évaluation conformément à la procédure opérationnelle standard du bureau, en mettant en place un groupe de référence pour l'évaluation.
  • Soutenir le bureau régional, selon les besoins, pour le lancement de l'évaluation du programme de pays entre septembre et décembre 2021.

En particulier, travailler avec l'équipe de planification et de suivi pour s'assurer que la documentation du programme, les rapports de suivi et de performance sont prêts en vue de renforcer l'évaluabilité du programme de pays.

4. S'assurer que les recherches et études soutenues par l'UNICEF sont conçues, mises en œuvre, suivies et diffusées conformément aux politiques et procédures établies de l'UNICEF.

  • Suivre régulièrement les progrès et rendre compte à la direction générale de la mise en œuvre du plan intégré de recherche, suivi et évaluation.
  • Consolider les plans d'évaluation et de recherche et télécharger les rapports de recherche achevés dans les systèmes et la documentation requis, y compris la plateforme EISI.
  • Mettre à jour les procédures (SOP) du Bureau Pays sur la gestion des recherches sur la base des conclusions de la revue à mi-parcours du CPD qui sera lancée en mai 2020.

Dans le cadre de la mise à jour des procédures, élaborer une boîte à outils comprenant des modèles standards, des grilles d'assurance qualité et autres outils pour garantir le respect des procédures par les gestionnaires de projets de recherche de tous les secteurs.

  • Contribuer au processus de revue des grands projets de recherche, notamment pour deux études phares prévues en 2021 :
  • Dossier d'investissement sur le développement de la petite enfance.
  • Étude sur les enfants vivant avec un handicap
  • Organiser et faciliter des réunions bimensuelles avec le groupe de travail du bureau sur les recherches, les études et l'évaluation, afin de garantir le partage d'informations entre les membres clés du bureau et de contrôler la bonne intégration des résultats des études, de la recherche et des évaluations dans la mise en œuvre du programme.
  • Contribuer aux rapports annuels, y compris aux sections pertinentes sur les évaluations et recherches
  • Tenir une réunion mensuelle avec le représentant pour l'informer des principaux résultats des évaluations.

Within the delegated authority and under the supervision of Ethiopia Digital Country Lead or his/her designated mandated representative(s), the UN Volunteer Communication & Knowledge Management Specialist will:

  1. Support the implementation of the Communications and Visibility (C&V) strategy of Leaving no one behind in the digital era” strategy in Ethiopia and Malawi.
    • Coordinate with the support and supervision of the Country Digital Lead, the implementation of the Communication and Visibility strategy of “Leaving No One Behind in the Digital Era” in Ethiopia and Malawi according to UNCDF standards and procedures.
    • Author Communications and Visibility plans for Ethiopia and Malawi.
    • Develop and monitor budgets for implementation of the Communications and Visibility plan.
    • Support the documentation of the lessons learned during programme and project activities.
    • Ensure Communication and Visibility deliverables in project implementation are developed and tracked.
    • Respond to the need for knowledge of the sector by sharing knowledge products from the programme
    • Assist the Ethiopia and Malawi teams in incorporating Communication and Visibility inputs into the drafting of project documents and during project implementation.
  1. Coordinate content creation and content management including visual material library and social media management
    • Develop an editorial plan in close coordination with the country teams and produce relevant content related to program activities for the Programme webpages, and the news section of the UNCDF website, in compliance with guidelines and standards used throughout UNCDF.
    • Write, edit and disseminate media and content, such as press releases, articles, blog posts, case studies, infographics, brochures, presentations and videos;
    • Coordinate the design and visibility of content developed by partners.
    • Contribute to tasks or activities that require content writing and documentation of program knowledge (writing semi-annual and annual activity reports, etc.).
    • Produce reports and present the trends in traditional and social media in Uganda to the team and partners; identify new opportunities to increase the visibility of the programme’s work.
    • Lead and supervise the procurement process for the issuance of the communication collaterals for the programme (country brochure, roll up banners, note pads etc) in close coordination with the operation team. Create, curate, and store a collection of high-quality visual materials for publications that illustrate the program's activities.
    • Record all publications, clippings, videos in the Excel KM dashboard. Ensure all final versions of publications are saved according the programmes filing rules.
    • Coordinate the work of external vendors, monitor their performance, assure that all deliverables are submitted within budget and in time.
  2. Assure the visibility of the programme through the organization of conferences and information sharing workshops
    • Design and execute a country launch event for Ethiopia and Malawi.
    • Develop strategy to increase networking and mutual learning among UNCDF partners in Ethiopia and Malawi and other UNCDF partners in the region;
    • Ensure all major local media providers are briefed on UNCDF Pogramme and Strategy “ Leaving No One Behind in the Digital Era” in Ethiopia and Malawi to build relationships and increase programme visibility and share knowledge;
    • Plan, procure and coordinate the organization of conferences, workshops, technical working groups and webinars and participate as necessary.
    • Support the team in producing presentations for events.
  3. Contribute to the development of the network of partners.
    • Liaise with the press/media to advocate and disseminate information on UNCDF work as well as relevant events such as campaigns.
    • Organize interviews and filming opportunities to support high visibility of UNCDF Programme achievements through television, radio and newspapers and social media.
    • Update Programme contact database and list of service providers. A specific section on local media providers, the services they offer and costs;
    • Ensure contributions and comments on UNCDF web platforms are addressed in a reasonable timeframe
