Within the delegated authority and under the supervision of the Representative or his/her designated mandated representative(s), the UNV Programme Assistant, will:

• Provides assistance in support of planning and implementation activities/processes in relation with OHCHR technical engagement with Syrian civil society and other stakeholders;

• Conduct researches, data collection and analysis on specific programmes/project related topics, including attending meetings upon delegation, note taking and minutes, preparation of a variety of periodic and ad hoc reports, unofficial translation of documents, statistical tables, graphic content, and other relevant background materials;

• Assists in the coordination of programme/project planning and preparation; monitors status of programme/project proposals and related activities and deliverables; assists with logistics and IT tasks related to activities, travel arrangements, procurement of equipment and services etc, in close coordination with the administrative unit;

• Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the implementation of budget guidelines;

• Supports programme/project managers on internal/external reporting; provides assistance on reporting requirements as per donors’ relevant guidelines, rules and procedures;

• Contributes to preparation of publications in multiple languages (English and Arabic), including coordination with editor, translation and printing services etc.;

• Drafts correspondence and communications related to delegated aspects of programme/project administration, including work plan and budgets, revisions and other related issues;

• Conducts any other related tasks as required or assigned by the supervisor.

Under the overall supervision of UNDP and CICETE, as well as the direct supervision of the National Project Director of Project Management Office (PMO) for Neixiang Project, the National UN volunteer’s (NUNV) work will mainly focus on the local implementation of a poverty reduction and sustainable development demonstration project in impoverished area, and support projects relevant to rural capacity building. She/he assists in advocating and mainstreaming the rights-based approach to development programming and implementation. The job involves maintaining constructive relationships with local partners in Henan, goverenments, private sector, civil society organizations, other UN agencies, and donors, coordinating related issues to ensure project completion on time.

The project will introduce advanced development concepts, enhance the understanding and capacity of leading cadres and civil servants, mobilize the private sector, social forces and other stakeholders to actively participate in local sustainable development, community governance, ecotourism, inclusive finance, an improvement of public services, especially the well-being of women, youth and children. This project focuses on promoting international cooperation in the field of sustainable development, gernerating and sharing knowledge and experience, strengthening public-private partnerships, integrating relevant technologies and financial resources, advancing innovative working modality, and engaging more key stakeholders in the process of addressing environmental challenges, rural revitalisation, public services, inequality, climate change, conserving biodiversity and promoting sustainable development.

Specifically, the NUNV is expected to perform the following functions:

• Guiding the project implementation

• Support implementing partners to manage process according to the UNDP Project Management System and related requirements. Organize implementation and management training sessions if it is necessary.
• Support implementing partners to complete formal management, implementation, and other related regulations.
• Report to CICETE and UNDP on any irregularity of implementation in a timely manner.

• Project Monitoring

• Monitor and record project activities, output, impact qualitatively and quantitatively, as well as related risks (Pay special attention on the participation and benefit received for low-income families and women).
• Complete project progress report, monthly, quarterly and annually to CICETE and UNDP both in Chinese and English.
• Attend project implementation assessment meeting (at least once in each county monthly).
• Monitor the whole implementing process and make adjustment and provide solution to ensure the delivery rate of the project.

• Assist project management

• Assist to make project and budget plans.
• Coordinate with program participants to carry out related activities.
• Assist specialist and subcontracting organizations to conduct various events.
• Assist fund raising and resources inputs.
• Assist project audit and assessment.
• Assist other project-related activities.

• Case Summary

• Provide relevant cases of poverty alleviation work (at least monthly)
• Provide case report, including helpful experience summary, problem analysis, policy advocacy (at least one report per year)

• Partnership management

Maintain sound relationship with various stakeholders, including but not limited to UNDP, CICETE, governments at all levels, local project implementation agencies, cooperation units, domestic and foreign experts, audit and assessment agencies.
