Sous la supervision directe de la Coordinatrice Technique nationale, la supervision globale de la Coordonnatrice régionale à Dakar, en collaboration avec les autres collègues du bureau régional et au niveau pays, le/la Volontaire des Nations Unies aura pour rôle d’appuyer de façon générale l’équipe du bureau Mali d’UNCDF à mettre en œuvre son portefeuille de projets lié à l’autonomisation économique des femmes pour l’atteinte de ses objectifs dans les domaines divers de son mandat. le/la Volontaire des Nations Unies effectuera les tâches suivantes:

  • Appuyer à la mise en œuvre et le suivi des projets en cours d’exécution ;
  • Contribuer à l’élaboration de plans de travail annuels ;
  • Appuyer/ contribuer pour le développement et le suivi des partenariats (organismes gouvernementaux, PTFs/SNU, la société civile, le secteur privé (PME), les institutions financières, collectivités locales, autres etc.)
  • Appuyer à l’organisation de missions de cadrage/formulation et d’assistance technique;
  • Aider à la rédaction de documents de projets/cadrage, rapports techniques, revues de performance et rapports annuels des pays ;
  • Appuyer à l’organisation de réunions et la participation aux réunions/ateliers, cadres de coordination et de concertation avec les parties prenantes du projet en assurant la rédaction et le partage des comptes rendus ;
  • Soutenir les efforts de l’UNCDF en matière de mobilisation de ressources ;
  • Fournir un appui analytique à la conduite de recherche au sujet du financement du développement local ;
  • Contribuer à l’élaboration d’outils de communication et suivi évaluation (rapports, notes synthèses, CR)
  • Conseiller le Bureau sur les opportunités et stratégies de mobilisation de ressources ;
  • Toute autre tâche requise par la coordination pour appuyer le bureau.

Under the direct supervision of Information Communication Technology (ICT) Associate, the National UN Youth Volunteer will:

  • Assist with ICT inventory distribution, storage, and records management;
  • Support the Service desk team with handling service calls in Service Gateway. This includes assigning and following up on tasks;
  • Perform daily checks on ICT resources including conferencing, access and office supplies; setup and equipment in conference rooms;
  • Update and maintain mailing lists;
  • Facilitate on-boarding procedures using electronic checklist;
  • Prepare written materials – in English - and documentation as per business needs;
  • Assist with administrative maintenance of emergency equipment, including solar energy units and satellite phones;
  • Assist with stock keeping and distribution of ICT consumable items (e.g. toners, accessories);
  • Coordinate and follow-up with maintenance company about laptops and printers in repairs;
  • Any other related tasks as may be required or assigned by the supervisor;
Bachelor degree or equivalent

Under the direct supervision of the Senior Mission Planning Officer and Chief of the MINUSMA Strategic Planning Unit (SPU), the UN Volunteer will undertake the following tasks:

  • Support the Senior Mission Planning Officer and the SPU in ensuring a strategic approach to the whole Mission’s activities in support of advancement of the mandate;
  • Work with the Senior Mission Planning Officer on supporting and operationalizing the drafting and adoption of the Mission strategic plan, the integrated strategic framework, action plans and other planning processes as required;
  • Provide substantive and practical support in implementing the Mission’s mandate and ensuring proper coordination within MINUSMA and with the UN Country Team, especially in regard to integrated planning processes and shared analysis;
  • Participate in various strategic planning exercises in coordination with the different Mission components and the UN Country Team;
  • Assist in coordinating activities related to planning/budgeting and in preparing related documents and reports as required, including responding to queries coming from HQ New York;
  • Develop and oversee an overall monitoring mechanism and ensure that all components of the mission are aware of their respective monitoring and evaluation duties;
  • Assist the Senior Mission Planning Officer in formulating and managing the implementation of the Mission’s programme of work, ensuring that activities are in accordance with the mandate;
  • Represent SPU internal, including in project review committees, and external meetings. Act as a resource as well as provide advice and facilitation to support planning and monitoring by the different mission components;
  • Keep the Senior Mission Planning Officer appraised on all matters requiring their direct attention, assist in formulating options as to how those matters might be handled, and ensure appropriate follow-up as directed;
  • Perform other relevant duties as required
Master degree or equivalent

International Relations; Political Science; Public/Business Administration; Programme Management or a related field. A first level university degree with a relevant combination of academic qualification and experience may be accepted in lieu of the advanced university degree.

At least 3 years of experience in Project/Programme Management, International Relations, Peace and Security or related matters is required. Previous experience in strategic or programme planning at an international level, interacting with teams, UN agencies, government bodies and international institutions is highly desirable. Experience in planning, budgeting, drafting reports and communication with headquarters is an asset. Knowledge of and experience in contributing to Mission Plans, Integrated Strategic Frameworks, UNDAFs and/or result-based budget frameworks is a strong asset. Experience in information management and monitoring and evaluation is an asset. Experience in UN field operations or comparable work for governments, international or regional organisations is an asset.

Under the direct supervision of SSR-DDR team leader, the UN Volunteer will undertake the following tasks:

  • Provide substantive inputs on project planning, implementation, monitoring and evaluation of SSR programs and projects.
  • Coordinate conduct of training workshops, seminars and outreach activities including presenting assigned SSR topics/activities.
  • Liaise and coordinate with other mission components to undertake SSR related activities.
  • Establish and maintain working relationships with the representatives of civil society, local NGOs and national counterparts/ local government to organize meetings on SSR issues.
  • Support and follow up on the issues related to Mechanisme Operationnel de Coordination (MOC) with mixed patrols/battalion Menaka.
  • Support DDR and Integration process of MOC elements in Menaka and/or at the cantonment sites in Menaka and Menaka regions in coordination with the representatives of MINUSMA substantive/support sections, Force, UNPOL, National DDR Commission, Integration Commission and MOC Coordinators.
  • In coordination with mission components and MOC, undertake assessment of logistics and administrative requirements and ensure provision of timely support for Cantonment, DDR and Integration process.
  • Assist in preparing regular reports, updates and analysis on DDR and SSR issues.
  • Support and participate in the organization of capacity building programs and production of communication materials to enhance the knowledge of communities, armed movements, youths at risk on the progress of SSR and DDR processes.
  • Undertake other tasks as assigned.
Master degree or equivalent

Business administration, security sector governance, management and/or administration, international relations/affairs or other related field.

  • A minimum of five years of progressively responsible experience in the area of SSR, Finance and Audit, is required.
  • A minimum of five years’ experience of military and military inspection or audit is required
  • Previous experience in the development and implementation of SSR programmes/projects in post-conflict contexts is also required.
  • Previous experience in the development and implementation of Audit or Inspection programmes/projects is required
  • Previous experience supporting senior coordination meetings is required.
  • Basic knowledge of relevant UN institutions, mandates, policies and guidelines is required.
  • Previous experience in UN peacekeeping missions is highly desirable.
  • Previous experience in Mali context and culture is highly desirable.
