En el marco de la autoridad delegada y bajo la supervisión de la Coordinadora del Secretariado PBF, y en coordinación con el Asesor en Paz y Desarrollo (PDA por sus siglas en ingles) de la Oficina de Coordinación Residente, el/la Voluntario/a de la ONU llevará a cabo las siguientes tareas:

  1. Realizar análisis de la conflictividad en Guatemala con enfoque en las áreas prioritarias de del Marco Estratégico PBF 2020-2025.
  2. Realizar mapeos y análisis de donantes, estrategias, proyectos y fondos en relación con las áreas prioritarias del Marco Estratégico con el fin de identificar complementariedades, sinergias, efectos catalíticos y brechas.
  3. Realizar mapeos y conformar una base de datos de organizaciones de la sociedad civil relevantes para las áreas prioritarias del Marco Estratégico, con el fin de explorar alianzas.
  4. Apoyar la organización y facilitación del Comité Técnico PBF, identificando temas para la agenda, expertos nacionales o internacionales para ser invitados, preparando minutas y seguimiento de acuerdos.
  5. Apoyar la organización de eventos de capacitación como talleres o webinars para el Comité Ejecutivo y el Comité Técnico sobre temas claves para la consolidación de la paz en las áreas prioritarias del Marco Estratégico.
  6. Otras actividades analíticas que sean designadas por la Coordinadora del Secretariado PBF.

Sous la supervision directe de la cheffe de Bureau de Terrain, le/la Volontaire des Nations unies effectuera les tâches suivantes, dans le cadre de l’assistance technique au Projet Lisungi, en partenariat constant avec l’equipe de Brazzaville ainsi que l’UGP du Lisungi:

  • Élaborer un cadre de suivi et d’évaluation (S&E) pour les activités du Projet Lisungi, en partenariat avec l’UGP et les autres membre de l’équipe du HCR, avec des indicateurs specifiques ;
  • Aider à la mise en place du système de collecte, de traitement et de gestion des données quantitatives et qualitatives basées sur des indicateurs pertinents ;
  • Développer et tester des outils de suivi et d'évaluation et des notes d'orientation pour assurer un suivi de qualité de la mise en œuvre du projet Lisungi, y compris des outils pour évaluer l'impact des activités et la satisfaction des bénéficiaires ;
  • Effectuer des visites régulières sur le terrain (dans des zones reculées) pour collecter les informations auprès des bénéficiaires nécessaires à la redaction rapport de supervision.
  • Participer à /Superviser la collecte de données sur le terrain pour les évaluations et les exercices de suivi notamment pour les enquêtes bi-semestrielles de 500 ménages choisi de manière aleatoire ;
  • Aider au traitement et à l'analyse des données d'évaluation quantitatives et qualitatives ainsi qu’à la production du rapport de S&E ;
  • Renforcer la capacité des autorités locales et de l’équipe du Projet Lisungi sur l’utilisation des outils de collecte pour une passation au terme de l’assistance technique ;

Under the direct supervision of the Head of the Unit in Esquipulas the UN Volunteer will undertake the following tasks:

  • Be fully informed about community structures and the protection and security situation of the population of concern and develop strong links with a cross-section of members of refugee/Internally Displaced Persons (IDPs)/stateless communities, using an Age, Gender and Diversity (AGD) approach;
  • Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management. Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
  • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable community work to identify and address protection and assistance gaps;
  • Assist in supporting consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues;
  • Support the design, implementation and evaluation of protection centred and solutions oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated;
  • Support communities in establishing representation and coordination structures
  • Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
  • Support the Operation's work to ensure the protection strategy is fully integrated into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF), the Humanitarian Country Team’s common humanitarian action plan where applicable;
  • Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;

  • Conduct casework by interviewing identified refugees for resettlement. Assess the resettlement needs and complete RRF (Resettlement Registration Forms) and refer cases for review to the Resettlement Officer;
  • Research country of origin information to support and strengthen resettlement cases;
  • Support and assist in the preparation of and facilitation of resettlement country missions;
  • Assist Resettlement Officer with the organizing of training workshops and seminars on resettlement related issues for UNHCR staff;

El/la promotor/a territorial de comunicación y socialización de la plataforma multi-actor de innovación en San Rafael las Flores tendrá las funciones de ejecutar una estrategia integral de comunicación y relacionamiento para acompañar la implementación de la Plataforma multiactor de innovación para el desarrollo sostenible y que esta se lleve a cabo de la mejor manera y tiempo posible.

En el marco de la autoridad delegada y bajo la supervisión directa del Asesor en Diálogo, Cohesión Social e Innovación, así como de la Oficial de Programas de Gobernabilidad Democrática, el Voluntario de la ONU llevará a cabo las siguientes tareas:

  • Acompañar en la implementación de la estrategia de comunicación y relacionamiento, liderada por la Municipalidad de San Rafael las Flores
  • Proponer y planificar acciones de sensibilización e información en torno a la implementación de la Plataforma;
