Under the direct supervision of Protection Officer, the UN Volunteer will undertake the following tasks:

• Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
• Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
• Utilize the IDPs footprint during the planning process;
• Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
• Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
• Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
• Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
• Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
• Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
• Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
• Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
• Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
• Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
• Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute to ensuring that the response of the Protection Cluster is grounded in an AGD-compliant strategy which covers all assessed and prioritized protection needs of the affected populations;
• Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary;
• Ensure participatory, community-based protection and AGD approaches are included in, strategies and plans in the country operation;

Support persons of concern to develop structures that enhance their participation and protection.

Under the overall supervision of the Head of the Field Investigation Unit (FIU) and the direct supervision of the Lead Investigator, the Community Outreach and Liaison Officer will:

Provide relevant guidance and advice to the investigative team on: inter and intracommunity dynamics; cultural; religious; political traditions; and recommend approaches for engaging with the Turkmen community in Iraq regarding investigations into ISIL/Daesh crimes;
• Assist in the organization and facilitation of community outreach meetings with representatives of Turkmen communities in coordination with the investigative team by preparing presentations, identifying and inviting participants, and interpreting. Facilitate other community convenings and meetings as required;
• Strengthen daily coordination and relationship building with Turkmen leadership groups and community members including civil society, religious leaders, political representatives, and victims/family groups of Da’esh crimes;
• Support the development of a broad network of interlocutors from Turkmen communities in Ninewa and Kirkuk Governates and across the Kurdistan Region of Iraq that can assist investigations into crimes committed by ISIL/Daesh against that community;
• Support the investigative team to conduct site visits and inquiries into locations of interest;
• Keep Turkmen community leaders updated about investigations’ advancements;
• Assist and support the development of investigative interview themes/questions to support targeted information gathering by the team from victims and/or witnesses;
• Assist the investigative team in the drafting of summaries, reports, and other documents;
• Perform other duties as required.

Within the delegated authority and under the supervision of Head of UN-Habitat Iraq or his/her designated mandated representative(s), the UN Volunteer Supervising Engineer will:

Within the delegated authority and under the supervision of Head of UN-Habitat Kurdistan Re-gion of Iraq Office, and/or his/her designate, the Supervising Engineer will be responsible for the following duties:

• Provide technical and management support in projects related to shelter, WASH, public facilities, open spaces and informal settlements;
• Provide technical guidance and line supervision of field engineers to assure quality and timely implementation of ongoing and upcoming activities in coordination with relevant col-leagues;
• Support relevant project managers to develop and monitor project work plan and budget plan, and to prepare and finalize progress reports;
• Provide technical supervision and inputs to bidding process, including preparation of the bid documents and Bill of Quantities as well as bid evaluations;
• Conduct frequent field missions to supervise field activities and construction/rehabilitation works in liaison with UN-Habitat Field Engineers;
• Ensure effective and efficient execution of urban recovery and human settlements pro-grammes within the limits of the allocated resources, by providing appropriate technical support through field visits, coordination and monitoring activities;
• Participate in the development, implementation and evaluation of assigned pro-grammes/projects; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties and ensure follow-up actions are undertaken where necessary;
• Research, analyze and present information gathered from diverse sources;
• Assist in policy and programme development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
• Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
• Develop and maintain partnerships and regular communication with project stakeholders such as local authorities, counterparts, implementing partners, contractors, beneficiaries and relevant UN agencies;
• Initiate and coordinate outreach activities; conduct training workshops, seminars, etc. and deliver presentations on assigned topics/activities;
• Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc;
• Assist in facilitating partnerships with relevant cluster coordinators and partners such as Shelter/NFI, WASH and CCCM;
• Coordinate activities related to budget funding (programme/project preparation and sub-missions, progress reports, financial statements, etc.) and prepare related docu-ments/reports (pledging, work programme, programme budget, etc.); and
• Assist in responding to the Clusters' needs for information collection and sharing.

Within the delegated authority and under the supervision of Head of UN-Habitat Iraq or his/her designated mandated representative(s), the Urban Planner will be responsible for the following duties:

Technical Advice and Project Implementation

• Provide technical and management support related to urban recovery/urban planning and informal settlements upgrading projects to ensure effective and efficient execution of urban recovery and human settlements programmes within the limits of the allocated resources;
• Participate in the development, implementation and evaluation of assigned programmes/projects; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties and ensure follow-up actions are undertaken where necessary;
• Gather information and provide analysis and recommendations in order to identify three medium-sized underserviced settlements to be upgraded in Basra, in close coordination with local authorities and communities and according to the pre-set selection criteria, and obtain official approvals from the provincial and local authorities prior to the final selections;
• Oversee the establishment of a Community Development Council (CDC) in each selected settlement based on criteria and oversee participatory, multi-stakeholder planning meetings to discuss the planning scenarios, criteria and design options for urban extension plans that integrate informal settlements;
• Lead and coordinate the physical surveys and oversee the baseline household socio-economic and capacity assessments to identify needs and opportunities for application of green technology and environment-friendly approaches, improvement of basic services, and capacity/interest for vocational skills training;
• Based on data collected through socio-economic baseline surveys, interpret/analyse data combined with physical assessments and draft Neighbourhood Profiles that include priority investment needs for advocacy purposes linking, as necessary, to advocacy at central government level;
• Organize/facilitate, negotiate and draft/formulate multisectoral and incremental Community Area Upgrading Plans with the community and local authorities that comprise of priority interventions for improving basic services and environment through green technology and environment-friendly approaches; ensure linkages to trunk infrastructure and existing networks and evaluate conditions of existing infrastructure; ensure compliance with minimum planning requirements; plans to be endorsed by CDCs;
• Facilitate the delivery of Spatial Planning Workshops with local authorities, selected community members and relevant NGOs to be conducted in Amarah, Basra or Al Qurnah.
• Support the drafting of a Strategic Spatial Planning Framework for the Socio-Economic Revitalisation of the Maysan and Eastern Hammar Marshes that aims to improve access to the marshlands and nearby cultural heritage sites and enhance livelihood opportunities for the long-term socio-economic revitalization of the area; and
• With support of UN-Habitat engineers, provide inputs to and review Bill of Quantities and bidding processes to ensure adequate level of detail and specificity, ensure adherence to budget allocations, and participate in bid evaluations as relevant.

Supervision, Coordination and Monitoring

• Provide technical guidance and line supervision of relevant field personnel to assure quality and timely implementation of ongoing and upcoming activities in coordination with relevant colleagues and the Project Manager;
• Conduct frequent supervisory and monitoring visits of field activities and UN-Habitat contractors and implementing partners in liaison with UN-Habitat field teams and provide status updates to Project Manager;
• Develop and maintain partnerships and regular communication with project stakeholders such as local authorities, counterparts, implementing partners, contractors, community development committees, beneficiaries and relevant UN agencies;
• Support relevant project managers to develop and monitor project work plan and budget plan, and to prepare and finalize progress reports;
• Support the drafting of background papers, analysis, sections of reports and studies, inputs to publications, etc.;
• Assist in policy and programme development from an urban upgrading/urban planning perspective, including the review and analysis of issues and trends related to urban upgrading; and
• Research, analyze and present information gathered from diverse sources as requested.

External Representation and Liaison

• Represent UN-Habitat in key meetings in southern governorates of Iraq;
• Establish and maintain partnerships with relevant UN and non-UN coordination mechanisms and entities implementing in southern governorates of Iraq;
• Assist in responding to requests for information collection and sharing from UN, non-UN and internal requirements;
• Initiate and coordinate outreach activities; conduct training workshops, seminars, etc. and deliver presentations on assigned topics/activities;
• Ensure the adherence of visibility and communications requirements of UN-Habitat and donors;
• Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; and
• Organize, participate in and/or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
