Sous la supervision directe de la Coordination du Programme Sahel au niveau du bureau régional ONUDC et / ou du / de la coordinateur / trice UNODC Pays, le / la Volontaire des Nations Unies effectuera les tâches suivantes:

  • Coordonner et apporter l'assistance nécessaire aux volontaires communautaires des Nations Unies sur le terrain
  • Former les volontaires communitaires sur le mandat de l´ONUDC et dans le domaine de la lutte contre la criminalité transnationale organisée et autre forme de criminalité
  • Faire un plan de travail annuel avec les volontaires communautaires pour la prévention de la criminalité et l’amélioration de la collaboration avec la justice

  • Etablir un dialogue franc et continu avec les partenaires étatiques

Within the delegated authority and under the supervision of Penal Chain Project Manager or his/her designated mandated representative(s), the UN Volunteer Gender Inequality and GVB Awareness Officer

Program Management and Implementation

  • Assist the Penal Chain Project Manager and head of Governance unit to establish effective working relations with the Government of Chad, Gender-focused Civil Society organizations, academic institutions, UN agencies and entities and donors/development partners.
  • Ensure gender mainstreaming into the design, planning and implementation of all program activities;
  • Promote gender awareness in the areas of rule of law and social cohesion.
  • Carry out awareness activities aimed at the public and local and regional authorities advancing the prevention and fight against gender-based violence.
  • Support and assist the country office in gender-sensitive resource mobilization efforts including by contributing to the development of a strategy in this area and as needed targeted funding proposals.
  • Support the Project Coordinator and head of Governance unit in conducting regular gender-sensitive programmatic reviews including strategic guidance on activity planning, implementation strategies and future program orientation.
  • Provide expert technical advice on program related issues.

Policy Advice and Technical Assistance

  • Support the Penal Chain Project Manager and head of Governance unit and in providing gender-sensitive policy advice and technical assistance to justice and law enforcement institutions on an ongoing and demand driven basis.
  • Facilitate change in management processes, including by providing high-quality advice based on international best practices and lessons learned on gender mainstreaming;
  • Ensure proper information’s sharing, coordination and cooperation with other development and humanitarian actors including UN agencies, the EU, the Netherlands, Canada and among others;
  • Contribute to the development of a comprehensive gender framework to measure the performance of justice institutions and the Ministry of Justice;
  • Contribute to the development and quality assurance of narrative reports for gender-sensitive Rule of Law and Social Cohesion projects and programs
Master degree or equivalent

Within the delegated authority and under the supervision of Adolescent and Youth Development Specialist or his/her designated mandated representative(s), the UN Expert Volunteer Youth and Adolescent Development Officer will:

  • Support to program development and planning
  • Conduct/update situation analysis and assessments to establish evidence-based data for UNICEF advocacy and development of policies, framework and programs to promote adolescent development and participation in the country and for monitoring results on related programs/projects.
  • Contribute to the development/establishment of adolescent development and participation program goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, program, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support program planning, results-based planning (RBM) and monitoring and evaluating results.
  • Prepare required program documentations/materials/data to facilitate the program review and approval process

  • Program management, monitoring and delivery of results
  • Work closely and collaboratively with internal and external colleagues and partners to discuss adolescent development and participation operational and implementation issues, provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decision. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess programs/projects on adolescent development and participation and report on required action/interventions at the higher level of program management.
  • Monitor and report on the use of adolescent development and participation program resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated relevant program/project reports for management, donors and partners to keep them informed of program progress.
  • Technical and operational support to program implementation
  • Conduct regular program field visits and surveys and/or exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and/or refer to relevant officials for resolution.
  • Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and

  • Networking and partnership building
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on adolescent development and participation programs.
  • Draft communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure the adolescent development and participation programs are adequately resourced and supported.
  • Participate in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of adolescent development and participation programs/projects and to integrate and harmonize UNICEF position and strategies with the UN-DAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Master degree or equivalent

Under the direct supervision of Youth and Adolescent Development Officer in Camps, the International UN Youth Volunteer will:

Programme Implementation and Quality Support

Youth Programme Associate will support the supervision of the daily activities of Youth Programmes at the centers, ensuring that activities take place according to program implementation plans and monitoring the quality of programs. This includes, but is not limited to, the following tasks:

  • Contribute to and support the site managers in the preparation of key planning activities at the centres. Support preparation of activity work plans including programme schedules/cycles, outreach plans, events as required;
  • Ensure site managers and staff comply by set work plans, schedules and meet targets;
  • Systematically undertake and document visits in the designated centres to monitor and assess programme implementation and decide on required corrective actions;
  • Conduct regular capacity assessments for site managers and facilitators and identify training needs in each center;
  • Coordinate with colleagues and technical partners and focal points to conduct trainings, monitoring sessions, coaching, or any other type of capacity development/programme support activity as per the assessed needs;
  • Ensure Syrian staff and beneficiaries have safe mechanisms to share feedback and complaints, including the reporting of PSEA-related issues, and ensure beneficiaries aremsystematically consulted.
  • Provide reports as required.
  • Support with other tasks as needed.

Operational Support

  • Youth Programme Associate in Camp will follow-up on all HR, logistics and administrative requirements of the 3 youth centres in coordination with the third-party company and the Syrian site managers. This includes, but is not limited to, the following tasks:
  • Assess and keep track of administrative and supply requirements per centre;
  • Organise/participate in regular coordination meetings with the third party company and the site managers to keep track of progress against agreed actions;
  • Ensure the centres are safe and clean at all times;
  • Ensure maintenance needs are regularly assessed by the site managers and addressed by the third-party company;
  • Assess and track HR needs and follow-up on recruitments with the third party company in line with established SOPs and policies;
  • Supervise the Syrian site managers, including managing their performance and learning and development needs in coordination with the third-party company;
  • Conduct daily field visits to the centres in order to monitor the situation and report any concern;
  • Support with other tasks as needed.
  • Any other related tasks as may be required or assigned by the supervisor.
Bachelor degree or equivalent
  • Degree in social sciences such as International relations, Cultural studies, Business Administration, Communications or relevant areas, or equivalent working/volunteering experiences
