Under the direct supervision of the EXR & Planning Officer and overall guidance of the COVID19 Incident Manager, the UNV Donor Reporting Officer for External Relations will:

  1. Contribute to strengthen the internal coordination among relevant units and programs directly involved in the development and revision of donor reports;
  2. Draft, review and provide quality assurance for technical donor reports, proposals, modification requests, and any other type of fundraising documents and ensure their timely submission;
  3. Establish and monitor the plan of submission of technical and financial reports by donor, program area technical focal point and deadline of submission;
  4. Share regular updates with the Country Office Compliance Officer, as well as Regional Office EXR focal point(s) on the status of clearance and submission of donor reports;
  5. Support Country Office technical officers in the area of quality control and quality assurance of the technical donor reports as well as briefs and proposals;
  6. Provide on-the-job training to Country Office technical officers on how to develop the content for donor-related products (i.e. donor reports, briefings, proposals) according to Results-Based Management (RBM) standards and guidelines;
  7. Support the development of donor briefs, background papers for a diverse array of activities for senior management;
  8. Work closely with procurement, logistic, HR and technical staff to monitor donor stewardship (implementation rates, etc.) and ensure that activities and expenditures are aligned with the approved agreements and correctly reflected in the donor reports, briefs, etc.
  9. Work closely with Administration and Finance to prepare the financial reports;
  10. Coordinate with the Country Office M&E team to ensure the correct application of M&E tools and information for the preparation of donor reports and other EXR-related products (i.e. briefs and proposals);
  11. Work closely with the Country Office Communication team to maintain updated the visibility and advocacy plan of work by donor and present the visibility and advocacy products to external partners through reports and /or ad-hoc briefings;
  12. Coordinate and follow-up on questions with RO/HQ GM/EXR, and other units (such as communications, Emergency Operations, etc);

This UNV position will provide to the incumbent opportunity to improve understanding of concrete implementation of education policies and strategies. It will give her/him means to feed her/him academic reflection and such as education information management to finally formulate innovative outputs. Alongside with programming, the position aims at providing the Education Programme with ingenuous and simple feedback for enhancing programming process through the contribution to establishment of a mechanism of proper data collection and analysis as well as reporting and knowledge management. Therefore, the incumbent will have the opportunity to participate to programmatic field visits to discover what is at stake in both development and humanitarian contexts.

  • the collection of data on different education projects, including emergency interventions and with a strong gender prospective;
  • Assist the EMIS Specialist and the education in emergency specialist at national level in setting up and filling a mechanism of education data monitoring including in an innovative perspective, for example based on rapid pro;
  • the analysis and development of periodic reports and knowledge management document related to education programme interventions;

Within the delegated authority and under the general supervision of the Officer overseeing the environment governance subprogramme or his/her designated mandated representative(s), the UN Volunteer will:

  • Research the environment governance situation in the region and propose entry points for planning and conducting activities to enhance the legislative and institutional capacities in countries of the region

The National UN Volunteer, under the direct supervision and guidance of the Accelerator Lab team will undertake the following tasks:

  • Research and identify entry-points related to emerging development trends, data, technologies and issues; and mapping their impacts on the economy, environment, and society;
  • Support the Acc-Lab in the design of specific field research and participatory methods to identify entry points;
  • Identify and support the mapping, assessessment and testing of local solutions for challenges faced by the communities;
  • Support the design of portfolio of experiments to validate the hypotheses and test the effectiveness of identified solutions;
  • Support the generation of knowledge products capturing of results and learning from the experiments for rapid reflection and adaptation;

  • En consultation étroite avec l’Institut national de statistique (INS), identifier les sources de données disponibles au sein de l’INS pour renseigner les 23 indicateurs globaux ; examiner les données collectées par l’INS (telles que compilées dans les bases de données de l’INS) et analyser leur compatibilité avec les métadonnées mondiales (réf. désagrégation, périodicité, formulation de questions d’enquête, etc.) Dans la mesure du possible, partager les jeux de données avec la consultante internationale;
  • En consultation étroite avec l’INS et la Présidence, identifier des sources de données administratives disponibles au sein des ministères et institutions publiques pour renseigner les 23 indicateurs globaux ; examiner les données collectées par ces institutions (telles que compilées dans les bases de données de ces institutions) et analyser leur compatibilité les métadonnées mondiales (réf. calcul de l’indicateur, définitions de termes, désagrégation, périodicité, etc.) Dans la mesure du possible, partager les jeux de données avec la consultante internationale.
  • Identifier des sources de données complémentaires « non officielles » collectées par des organisations non-gouvernementales qui pourraient également aider à renseigner les 23 indicateurs globaux ; examiner les données collectées par ces organisations et analyser leur compatibilité avec les métadonnées mondiales. Dans la mesure du possible, partager les jeux de données avec la consultante internationale.
  • Pour chaque indicateur, aider à identifier les aspects méthodologiques à renforcer.
  • Pour chaque indicateur, contribuer à la définition de l’« écosystème des données » : identifier les institutions impliquées dans la production des données, les institutions susceptibles d’utiliser les données produites, et les « produits d’information » existants permettant aux producteurs de partager l’information collectée avec les utilisateurs.
  • En collaboration étroite avec la consultante internationale, contribuer à l’élaboration de trois documents : 1) la cartographie des données actuellement disponibles pour renseigner les 23 indicateurs globaux, 2) les fiches de métadonnées contextualisées à la Tunisie pour renseigner les 23 indicateurs globaux, et 3) l’élaboration d’un mécanisme de gouvernance et de coordination pour la production et diffusion de ces indicateurs.
  • En collaboration avec les expert.e.s chargé.e.s d’accompagner le processus d’élaboration des policy briefs, appuyer les groupes cibles qui seront mis en place notamment en matière de facilitation et visualisation des données disponibles pour les indicateurs de l’ODD16+
  • Animer des sessions d’information d’une journée à l’intention des institutions selon le besoin
  • Collaborer avec l’INS, la Presidence du gouvernement et les 9 municipalités ciblées par le portefeuille ODD16+ pour tester l’enquete pilote ODD16 au niveau municipal.
  • Collaborer avec l’INS, la Presidence du gouvernement dans la preparation de l’enquete Gouvernance, Paix et Securite (GPS) prevue en 2021.

Within delegated authority, the Field Facilitation Dialogue Specialist Expert will assist the Mapping and Engagement Strategy Specialist in carrying out in the field location the following duties and responsibilities:

  • Under the supervision of the Mapping and Engagement Strategy Specialist and the Project Coordinator, contributes to the implementation of local media stakeholders mapping and local media monitoring and processes in one or more of the following areas, as required: consultation process, training, capacity building, logistics and reporting.
  • Supports the Mapping and Engagement Strategy Specialist in proving technical and operational advice to local media guilds and other stakeholders, as appropriate, in drafting, planning and implementing communication and outreach strategies in the department, under the supervision of the Project Coordinator;
  • Provide inputs to the Mapping and Engagement Strategy Specialist and Project Coordinator in developing local public outreach and training program;
  • Provide inputs and monitor the implementation of training and accreditation process for local media stakeholders.
  • Promotes dialogue efforts, including by convening structured meetings and similar activities to create appropriated dialogue spaces.
  • Permanent and fluent communication and coordination with other Field Facilitation Dialogue Specialists in different duty stations.
  • Perform other related duties as required.
Master degree or equivalent
  • Advanced University degree (Masters or equivalent) in political science, communications, journalism, education, or a related field. A first level university degree with a relevant combination of academic qualifications and additional two (2) years’ experience may be an accepted in lieu of the advanced university degree.

Within the delegated authority and under the supervision of Task Manager, GEF Climate Mitigation Unit, or his/her designated mandated representative(s), the UNV Finance and Programme Assistant will:

Project Design (concept phase):

  • Verify Project Identification Forms (PIFs): grammar, spelling, acronyms, uniformity in presentation/formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Upload PIFs and responses to GEF Sec reviews on the GEF Portal.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.

Project Development (PPG phase):

  • Assist the Task Manager and Administrative Officer in preparing Small Scale Funding agreements (SSFAs) / Terms of Reference for Project Preparation Grants (PPGs).
  • Ensure the project developers have the latest templates to prepare the Chief Executive Officer (CEO) Endorsement Requests, including all required GEF and UNEP annexes/appendices.
  • Verify CEO Endorsement Request and annexes: grammar, spelling, acronyms, uniformity in presentation/formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Perform consistency checks on the information provided in the different interlinked CEO Endorsement Request annexes (i.e. Budget, Workplan, Procurement Plan, and Terms of References).
  • Upload CEO Endorsement Requests and responses to GEF Sec reviews on the GEF Portal.
  • Support the Task Manager in coordinating with other UNEP units/teams, whenever needed.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.
  • Review PPG expenditure reports submitted by partners, whenever applicable.

Project Implementation:

  • Assist the Task Manager and Administrative Officer in preparing Project Cooperation Agreements (PCAs) and/or Internal Cooperation Agreements (ICAs) as well as compiling the standard appendices for recently CEO endorsed GEF projects in the Africa portfolio.
  • Track circulation of new project internalizations and all project revisions for the Africa portfolio through UNEP clearance and approval process.
  • Assist the Task Manager in reviewing agendas, terms of reference, presentations slides, participant lists, and other documents prepared by the Executing Agencies for project inception workshops and steering committee meetings of the Africa portfolio.
  • Assist the Task Manager and Administrative Officer in communicating/coordinating with Executing Agencies on timelines to submit all required UNEP/GEF reports as per the requirements of the PCA / ICA.
  • Ensure the Executing Agencies use the right templates to meet these reporting requirements, and that all sections of the reports are duly completed.
  • Support the Task Manager in reviewing the required GEF/UNEP reports submitted by the Executing Agencies from the Africa portfolio.
  • Support the Task Manager in uploading the annual PIR information on the GEF Portal.
  • Support the Task Manager in reviewing the budget and work plan revisions for assigned projects from the Africa portfolio, and in providing guidance to the Executing Agencies as necessary for them to complete the documents correctly.
  • Assist in the follow-up on outstanding financial and progress reports with the Executing Agencies.
  • Support the Task Manager in coordinating with other UNEP units/teams, whenever needed.
  • Ensure all project reports from the Africa portfolio are properly named and filed in the Climate Mitigation Unit shared database.
  • File and archive by Component and Output all project deliverables developed / issued by the Executing Agencies from the Africa portfolio into the Climate Mitigation Unit shared database.
  • Develop a tool/worksheet to track the submission, review and approval of all required GEF/UNEP reports of projects from the Africa portfolio, and keep the tracking tool up-to-date.

Project Evaluations and Closure:

  • Assist in creating/populating the evaluation database/repository with relevant project information, reports, deliverables, and documents.

General:

  • Provide general administrative and coordination support to the Task Manager and the Administrative Officer.
  • Maintain and keep up-to-date project folders/files.
  • File and archive documentation and reports in the Climate Mitigation Unit shared database, following the standard file naming convention.
  • Perform other related duties as assigned by the Task Manager.

Master´s Degree in business administration, finance, accounting or actuarial studies

Under the overall guidance of Deputy Chief Electoral Advisor, direct supervision of Project Manager, IESG the Finance Specialist (IUNV) is responsible for the financial management of the ‘Joint Programme for Support to Universal Suffrage Elections in the Federal Republic of Somalia’ in line with UNDP rules and regulations. The Finance Specialist promotes a collaborative, client-focused, quality and results-oriented approach in the IESG. The Finance Specialist will further advice and support the national counterparts with the financial management aspects in line with the Letter of Agreements with UNDP. S/he will work closely with the relevant National Independent Electoral Commission ( NIEC) and other national counterparts to support the following:
1. Ensure effective and accurate financial resources management and oversight, focusing on the following:

  • Financial analysis and oversight for all resources under the project;
  • Proper planning, expenditure tracking of financial resources in accordance with UNDP rules and regulations; • Maintaining internal controls over all financial processes; ensuring an efficient financial flow process;
  • Tracking and reporting to management of key financial performance indicators.

2. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results.

  • Establish or fine tune financial procedures: e.g. receipts, payments, disbursements and bookkeeping, filing procedures for the project;
  • Ensure that financial procedures in place comply with the financial/accounting and procurement requirements of UNDP;
  • Continuously analyze and monitor the financial situation, presentation of forecasts for the project;
  • Oversee the transparency of the financial processes and the use of funds and compliance with UNDP financial guidelines;
  • Ensure timely preparation of quarterly financial reports;
  • Routinely monitor financial exception reports for unusual activities, transactions, and investigate anomalies or unusual transactions. Inform supervisors of the results of the investigation when satisfactory answers are not obtained..

3. Manage the Project budget and organize an optimal cost-recovery system, focusing on the following:

Manage all financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations;

  • Prepare and monitor projects’ budgets in Atlas;
  • Develop proper mechanisms to eliminate deficiencies in budget management;
  • Ensure that payment information is properly recorded into the Atlas system on a timely basis.

4. Ensure proper Project cash management, focusing on achievement of the following results:

  • Timely review of cash position for the projects to ensure sufficient funds on hand for disbursements;
  • Timely preparation of monthly cash flow forecast.

5. Capacity development of national counterparts.

  • Advise and assist with proper financial management and reporting in accordance to the letter of Agreement between UNDP and the counterpart;
  • Advice and train staff members of the counterparts on financial management and implementation;
  • Review submitted financial documents from national counterparts and provide feedback before processing payments.

Master's degree (or equivalent) in Finance/Accounting, Economics, Finance, Public Administration. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

The aim of the joint SDG Programme is to develop a National Roadmap for a Sustainable Financial System to reorient the flow of international and local resources toward more inclusive and gender responsive sustainable in the Republic of Suriname. As such, the Gender and Human Rights UNV will supports synergies between the joint SDG Programme and UNFPA’s programme interventions.
MAJOR DUTIES AND RESPONSIBILITIES:
● Provide technical guidance to inform the selection of partners (including community and youth and female led organizations) for the awareness events, workshops, multi stakeholder’s dialogues and capacity building interventions during the implementation of the joint SDG Programme
● Identify capacity building needs of these partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives targeted to partners.
● Provide technical support for the development of a training package on gender and human rights to strengthen the capacities of those involved in the roll-out of the joint SDG programme;
● Assist the Liaison Officer in developing a strategy to engage women and young people in all phases of the joint SDG programme
● Provide technical guidance for the development of the TOR for the consultancies for the Gender analysis including causes of gender inequality and opportunities for mitigation and the; Gender sensitive policy, systems and regulations that can create the right gender-based signals
● Supports the consultant with the analysis on relevant national Gender and Human Rights issues and the identification of opportunities to address the issues hindering desired progress;
● Assist the Liaison Officer with the conducting of studies and research and keep abreast of new policy developments and strategies, policy papers, strategy documents, national and regional plans and development frameworks in the area of gender equality and community and youth participation.
● As necessary, collaborate with the other UN Recipient Organizations such as UNDP, UNEP and FAO for those activities involving these agencies.
● Identify and establish linkages between activities under the joint SDG Programme and UNFPA activities under regular resources
● Build and strengthen multi-sectoral partnerships including with government agencies, civil society, UN Agencies and development partners for more effective and coordinated programme development and implementation as appropriate
● Produce periodic updates and briefs on the joint SDG Programme to inform stakeholders and the donor community
● Identify promising practices, technical expertise and strategic opportunities relating to the work under the joint SDG Programme and identify, develop and disseminate knowledge products, lessons learned and good practices
● Assists in creating, documenting and communicating acquired knowledge via webinars/trainings, briefing notes, traditional and social media communication pieces and, on-line discussions for staff and relevant partners.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate withintheir assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
● Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
● Contribute to articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
● Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
● Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible;
