Sous la supervision directe du Nutrition Specialist de l’UNICEF Madagascar, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

Within the delegated authority and under the supervision of the WHO Country Representative or the Director, Technical Cluster in the Regional Office, the UN Volunteer will:

  • Support the WHO Country Office or Regional Office in the establishment and development of best practices in service delivery and quality systems design and foster the development and implementation of evidence-based policies and strategies;

Under the direct supervision of Chief HIV/AIDS & Policy Advisor, the UN Volunteer will be responsible for HIV and AIDS Programming in the assigned area of responsibility and will undertake the following tasks:

  • Training of Peer Educators (TOPE) in HIV&AIDS peer leadership, Change Agents and Counsellors including reproduction of respective course training packages;
  • Conduct HIV&AIDS inductions for newly recruited/deployed members and Contingents including administration and marking of pre & post induction assessment questionnaire(s);
  • Create HIV&AIDS weekly standing awareness programmes targeting National and International Staff Members including implementation of UN SG Bulletin ST/SGB/2007/December;
  • Offering VCCT services including safer Sex advocacy;
  • Assisting with the promotion of Voluntary Confidential Counseling and Testing (VCCT) across the Mission area;
  • Providing mobile HIV&AIDS awareness and roving VCCT services at State levels as per demands;
  • Administration of HIV Post Exposure Prophylaxis inclusive of HIV&AIDS Counselling;
  • Assessing, monitoring and evaluating training and assisting in redesigning training;
  • Assist in conducting Baseline Surveys and KAPB Studies;
  • Compilation and circulation as required of HIV/AIDS Unit Quarterly Newsletter;
  • Maintaining database for HIV&AIDS course graduates and participants in HIV&AIDS awareness sessions/activities;
  • Marking pre and post training questionnaires including course report writing;
  • Setting up and ensuring functionality of HIV/AIDS State Steering Committees in Yambio;

  • Support other States in HIV&AIDS capacity building like in TOPE and HIV/AIDS Counsellor courses;
  • Sustained condom dispensing/accessibility to UNMISS Members;
  • Presenting Live HIV&AIDS tailored messages through Radio Miraya during weekly Straight Talk Programme;
  • Compiling and submitting weekly, quarterly, monthly and annual reports accordingly;
  • Undertaking liaison duties and partnership for roll-out HIV&AIDS activities;
  • Performing related ad hoc duties as may be tasked/assigned by the Chief HIV/AIDS Policy Advisor or his designate from time to time.

Under the overall direction of the Mission’s Chief Medical Officer, the UNV Medical Nurse will perform the following tasks:
•Assist medical doctor(s) in the provision of both primary and secondary health care to all Mission: personnel, at the Missions medical facilities;
•Provide necessary primary care for minor injuries;
•Administer vaccination to UN Mission personnel;
•Participate in the stabilization of emergency cases;
•Provide Health Education and advise to the staff in addition to group health briefings for MINUSCA

•Requisition, storage and maintenance of accurate records of medical equipment, drugs and consumables in the health facility;
•Conduct medical escorts for very sick UN personnel transiting between different medical facilities;

•Document patient care services by charting in patient and department records;

incumbent should set aside dedicated time for capacity development through on-the-job training,
coaching and mentoring.
Technical/Vocational diploma

A fully registered Medical Nurse with a Diploma in Nursing from an accredited medical institution of a country recognised by the United Nations. Additional qualification in Emergency Medical Care is an advantage.

Within the organization’s delegated authority and under the overall supervision and guidance of the G5 Sahel Project Coordinator and under the direct supervision of the relevant Team Leader, the UN Volunteer will undertake the following tasks:

  • Facilitate the implementation of human rights mandate in the designated area of responsibility (AOR);
  • Contribute to the implementation of the compliance framework of the FC-G5S;
  • Gather information, analyse and report on the human rights situation in the designated AOR, including through close cooperation with other United Nations actors and the community;
  • Follow up on individual cases of violation of human rights and international humanitarian law and related issues with authorities with the aim of stopping or preventing human rights violations or seeking remedial action by the authorities to prevent similar violations occurring in the future;
  • Contribute to the design and implementation of strategies aiming at enhanced Protection of Civilians in the AoR;
  • Establish and maintain contacts with government representatives, non-governmental organizations (NGOs), civil society organizations, UN agencies and other partners operating in the AOR;
  • Assist in conducting human rights capacity-building activities and in developing and implementing human rights training programmes;
  • Contribute to and/or draft various reports, communications, briefing notes, statements or other products;
  • Conduct fact-finding missions and investigations into abuses/violations of human rights or humanitarian law;
  • Ensure, coordinate and supervise the timely entry of accurate and verified human rights cases into an established database; conduct quality control and deliver statistics and trend reports as required;
  • Ensure human rights mainstreaming within UN planning and programming;
  • Ensure the integration of gender perspectives, with specific attention to issues related to women and girls, including conflict-related sexual violence, within all assigned human rights activities;
  • Represent the UN human rights component at working level meetings, as relevant;
  • When working with (including supervising) national staff or (non-)governmental counterparts, set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training; and
  • Perform other related duties as required.
Master degree or equivalent

Degree level: Advanced university degree (Master’s degree or equivalent). First-level degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Type of degree: Law, political science, international relations, social science, or another discipline relevant to human rights.

Two years of work experience in a field related to human rights. Knowledge of international human rights instruments and tools for the promotion and protection of human rights is required. Knowledge of international humanitarian law is desirable. Experience in human rights monitoring and reporting is desirable. Experience in research and drafting documents, such as reports, is desirable. Experience working in Sahel and especially in Mali is desirable. Experience working in a developing, conflict or post-conflict setting is an advantage.

  • Provide technical guidance and support in the formulation, monitoring and evaluation of the national health sector plans for identified Seychelles Department of Health priorities.
  • Provide technical assistance to the implementation and monitoring of the Integrated Approach on Management of NCDs for Primary Health Care (WHOPEN, Chronic Care model, HEART model, Cancer Control) developed through phased approach, taking into consideration the social and cultural aspects for the effective use and access to services
  • Contribute to the development of a Health workforce profile and national Health Workforce Account, aimed at increasing the efficiency, effectiveness and quality of the health workforce
  • Contribute to the planning and implementation of technical activities pertaining health information system development including strengthening Civil Registration and Vital statistics, Nutrition Surveillance System, IDSR and NCD monitoring
  • Support the development and consolidation of the health information system to assist in the decision-making processes, focussing on technical support for the establishment of a national health observatory including the to provide information on the health situation, status and trends
  • Advise and collaborate on the development and instutionalization of Harmonized Health Facilities Assessments (HHFA)
  • Support the design, development and institutionalization of National Health Account 2018
  • Stimulate the generation, dissemination and application of valuable knowledge for policy dialogue as agreed with Ministry of Health and other sectors in the area of service delivery, Human Resources for Health and Universal Health Coverage (UHC)
  • Support the Adolescent Health Strategy development and implementation
  • Formulation and monitoring of WHO Office detailed implementation plans and investment case(s);
  • Development of WHO biennial report and documentation of lessons learnt

Under the overall supervision of the Chief Security Advisor (CSA) and the direct supervision of the Chief Fire Safety Unit and within limits of delegated authority, the UNV Fire Safety Officer may be responsible for the following duties: (These duties are generic and may not be performed by all Fire Safety Officers)
• Assists the CSA/CSO/SA in the establishment and planning process of and for a structural fire service including mobile elements as required for the field mission;
• Assists the Officer in Charge of the Fire Service in the management of all aspects or supervises a Fire Unit and/or performs Officer in Charge functions for a medium scale fire service;
• Establishes and maintains productive liaison with authorities of host government fire, disaster relief and emergency services;
• Ensures the establishment and effective management of a 24/7 Fire Service capable of controlling fire incidents, HAZMAT spills, car accidents and other emergency situations;
• Drafts the Fire Safety Plan and Emergency Evacuation Plan; coordinates and supervises drills and training sessions;
• Provides supervision, monitoring and coordination in accordance with the Fire Safety Plan and Emergency Evacuation Plan;
• Ensures the coordination of fire safety issues with facilities mission’s personnel, host country authorities and organization management;
• Coordinates professional fire safety risk assessments and fire safety inspections; reports all shortcomings and supervises the timely rectification of such;
• Conducts technical assessments/evaluations of Fire Detection and Alarm Systems (FDAS)
• Drafts specifications for all equipment and devices, including FDAS and Personal Protective Equipment (PPE) such as: protective clothing, self-contained breathing apparatuses (SCBA including filling compressors and testing devices), fire extinguishers, hoses and nozzles, portable pumps, immobile and fixed pumps, rescue equipment, etc., as well as fire service vehicles and provides for the maintenance of their continuous full state of readiness
• Plans static installations and systems such as: FDAS standpipes, water supply, hydrant systems, extinguishing systems, spill basins, construction components (for fire partition), lightning protection, explosion proof installations, smoke extraction systems, public address systems, etc. and drafts technical specifications thereof.
• Establishes, maintains and supervises a functional Fire Warden System;
• Conducts fire safety awareness briefings and training for mission’s staff and other UN personnel;
• Conducts fire prevention, suppression and rescue training for unit’s personnel as part of the Fire Safety Plan;
• Plans and supervises facility evacuation / fire drill rehearsals at least twice a year;
• Actively leads fire/emergency intervention activities;
• Coordinates and conducts specialized (advanced) trainings on fire safety.
• Responsible and Focal point of all the sectors.
• Supervises inspection and maintenance of all systems, installations and devices within the area of responsibility.
• When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for training, coaching, mentoring and capacity development.
• Performs other fire safety and/or emergency response related duties as directed by direct supervisor.
Master degree or equivalent

Training as a firefighter or first aid or security. Having a valid automobile driver's license is an asset.

  • Provide daily 24 hours emergency medical coverage;
  • Develop emergency medical contingency plans and assist with UNCT/UNDSS’s planning for response to a mass casualty incident;
  • Respond to acute emergencies in line with international protocols such as advanced trauma life support management and advanced cardiac life support. or Pre- Hospital Trauma life support;
  • Do triage and primary stabilization;
  • Be on call during and outside office hours to observe and treat emergencies and undertake house calls when required;
  • In case of mass casualty and emergency situations, keep the clinics functional 24/7;
  • Liaise with other host-nation medical facilities and medical facilities abroad to coordinate medical evacuations;
  • Follow the United Nations established policies and procedures regarding medical clearances and medical evacuations;
  • Ensure proper follow up on all cases;
  • Responsible for establishing good relations with reliable hospitals, private medical facilities and blood banks and local physicians including UN Examining Physicians, if available;
  • Ensure that proper medical records are kept in a strictly confidential manner;
  • Maintain emergency medical supplies and equipment to be used in case of emergency.
