Under the direct supervision of the One UN House Manager, the Facilities Management Assistant will undertake the following tasks:

  • Supervise maintenance of all One UN House building facilities;
  • Plan, design, supervise and coordinate small/medium construction projects in One UN House;
  • Supervise all assigned building maintenance, construction and engineering job requests and ensure the availability of resources to deliver quality services. Those works include: all carpentry, plumbing, masonry, sign making, and painting works done to One UN House facilities;
  • Perform regular building inspections of all One UN House building facilities and prepare reports on repairs done and resources needed to carry out maintenance/repair work;
  • Supervise the works assigned to the outsourced maintenance contractors to ensure efficiency and coordinate with the contractor’s staff to maximize productivity;
  • Coordinate with other BFMU team to ensure that all necessary repairs and alteration of One UN House facilities are completed within a specified time frame;
  • Prepare necessary work and maintenance schedules, spreadsheets and presentations required during the work;
  • Prepare scope of works for maintenance projects, minor engineering projects and service contracts;
  • Prepare and process requisitions for supply of tools, engineering materials / spares for building management staff and maintenance of One UN House facilities;
  • Maintain inventory list of assets/items related to building maintenance always updated;
  • Carry out technical evaluations for requisitioned materials for maintenance works and service contracts;
  • Coordinate space allocation and relocation in ONE UN House and make required changes and updates in shared space plan;
  • Facilitate timely provision and preparation of space/rooms/venues for meetings, workshops and official functions; coordinate with focal persons in order to provide requirements for the functions;
  • Supervise implementation of the services contracts/LTAs of the ONE UN House related to services contracts and LTAs falling under his domain such as: fumigation, cleaning/housekeeping, firefighting system, gardening and garbage collection/removal;
  • Plan and supervise quarterly disposal / removal of damaged items from One UN House.
  • Monitor cleanliness of the One UN House facilities, and promptly handle any deviations from the set requirements with the cleaning contractor.
  • Effectively attend all incoming Service Requests and report back to the requestors; Maintain written records of SR completed, being part of monthly SR report.
  • Coordinate substantive administrative activities related to his/her functional area;
  • Raise requisitions, certify works completion, perform R&I function and initiate Payment Requests for the works completed for building management domain of One Un House.
  • Maintain and monitor the status list of POs and Shopping Letters attributed to the building management area;
  • Process all petty cash purchases, as directed by the One UN House Manager;
  • Ensure effective supervision, guidance and training of staff;
  • Develop and maintain procedures (e.g. internal reporting) and operational arrangements;
  • Deputize for other BFMU staff during periods of their leave or unplanned absence;
  • Promote health and safety awareness amongst all unit staff, implement safety control measures to all staff, provide safety equipment and gear to all unit tradesmen;
  • Perform any other related tasks as may be required and assigned by ONE UN House Manager.

  • At least 5 years of professional work experience at the national and/or international level in facilities management & civil engineering or other relevant areas;

Under the direct supervision of Operation Officer, the National UN Youth Volunteer will serve as a focal point for administrative coordination of programme or project implementation, achieving results such as:

  • Monitoring status of programme/project proposals and receipt of documentation for review and approval;
  • Checking upon the process to establish projects and alert supervisors of any delays or action needed, submission of project documentation for final approval and signature; distribution of project documents to relevant parties upon approval;
  • Liaison with administrative staff on the verification and availability of funds, entry in computerized budget system and monitoring of approval processes.
  • Extensive liaison and follow-up with diverse organizational units on various administrative actions such as recruitment and appointment of personnel, travel arrangements, authorization of payments, disbursement of funds, procurement of equipment and services
  • Compilation and summary of basic information and data on specific programmes/project related topics or issues.
  • Regular reporting on the budget status against the established project work plan using available dashboards or pre-existing tracking methodologies.

  • Compilation and basic research of background material for technical and programmatic presentations, meetings and other events.

  • Compilation, formatting and editing of technical documents linked to certain project or programme activities and submission to appropriate staff for reply.

  • Tracking the workflow, and monitoring the progress of work and deadlines for programme documents and follow up with the substantive offices as needed.

Within the delegated authority and under the supervision of Environment, Climate Change and Inclusive Sustainable Development team leader or his/her designated mandated representative(s), the UN Volunteer, Programme Analyst in Energy and Environment will be expected to assist with the following activities and tasks:

  • Delivery, monitoring and reporting of Climate Promise and Environment related projects
  • Support the country office in advising the Government on the development and implementation of policies, strategies and programme in the fields of environment, renewable energy and climate change mitigation;
  • Review and revise workplans and budgets and provide inputs to the preparation of results-based work plans;
  • Support the day-to-day implementation of climate promise, energy and environment related projects if needed;
  • Support the preparation of project progress reports and related presentations, briefings, knowledge products and relevant documents as required;
  • Support the quality assurance of the CO energy portfolio through the substantive and financial monitoring of projects, including through filed visits, to identify operational bottlenecks and develop recommendations for effective solutions;

  • Liaise with the regional technical advisors/hub focal points on the portfolio implementation progress and advise of any deviations from the project plan;
  • Manage information flows and oversee project implementation in cooperation with the ACSD office and regional technical advisors/hub focal points;
  • Support the recruitment of consultants and the administration of contracts through: drafting TORs, finalizing advertisements, screening, long and short listing, interviews;

A part les fonctions et responsabilités comptables, il est chargé de la coordination générale de la gestion administrative et financière et de la logistique du projet, dans le but de disposer en permanence et à temps des moyens et ressources nécessaires pour la réalisation des activités du projet. Il assure également les relations de travail avec les Responsables au sein du PNUD pour la bonne exécution des opérations financières et administratives du projet dans le respect des procédures en vigueur. Elle/il participera aussi dans le suivi des activités mise en œuvre d’encadrement des groupements d’épargne et crédit, de formation et de cash transfert mises en œuvre par les partenaires du projet.

L’Assistant(e) Administratif(ve) et Financier(e) assume également les responsabilités et fonctions suivantes :

Accomplir les tâches courantes relatives aux activités financières et administratives de l’Unité de Gestion du Projet :

  • Rédiger toutes correspondances relatives à l’administration et aux finances ;
  • Analyser les documents relatifs aux finances avant paiement ;
  • Appuyer la partie nationale dans la planification des activités et la planification financière ;
  • Gérer le stock des intrants et fournitures diverses du programme et initier les demandes de service à soumettre au bureau du PNUD et procéder aux achats locaux et effectuer leur paiement dans la petite caisse en conformité avec les règles et les procédures en la matière ;
  • Assurer la gestion administrative, financière et logistique des séminaires, ateliers et réunions ;
  • Préparer et transmettre les éléments de rapportage financier au superviseur et aider à acquérir toute information financière et comptable requise à l’élaboration des rapports financiers et audit ;
  • Participer à l’élaboration des rapports trimestriels de décaissement, rapport annuel sur les biens durables (inventaires des biens et équipements), rapports annuels sur l’état des fonds, rapport annuel sur les dépenses ;
  • Participer à la vérification définitive des comptes ;
  • Tenir à jour tous les documents comptables et financiers ;
  • Assurer le suivi des paiements et participer à l’établissement des rapports financiers des projets
  • S’assurer que les processus financiers, les enregistrements et rapports financiers sont conformes aux règles et à la règlementation du PNUD ;
  • S’assurer de la disponibilité des documents (vouchers, deposits, GL JE etc...) sollicités par les auditeurs dans le cadre des audits DIM et NIM/NGO des projets et en assurer le classement après les audits et enfin mettre en œuvre les recommandations des audits ; mettre en place un cadre de contrôle interne efficace ;
  • Assurer le suivi des paiements sur base des demandes de paiement pour les avances consenties aux partenaires dans le cadre de la mise en œuvre des projets et procéder à la vérification des états financiers et en particulier des pièces justificatives soumises ;
  • S’acquitter des tâches comptables diverses concernant les opérations par le suivi quotidien des bordereaux de paiement (vouchers) des projets au niveau de l’unité des Finances depuis l’initiation du voucher en passant par la soumission à l’approbation jusqu’au classement ;
  • Assurer l’établissement des éléments de rapports financiers périodiques, des rapports d’étapes et des rapports de fin des échéances financières qui sont présentés aux bailleurs de fonds ;
  • S’assurer que les documents de support des paiements sont complets avant leur transmission aux Finances pour finalisation ;
  • Maintenir un système de contrôle des dépenses internes pour s`assurer que les vouchers sont correctement saisis, que les transactions sont correctement enregistrées et saisies dans ATLAS, que tous les paiements sont effectués et que les comptes bancaires des bénéficiaires sont crédités.
  • Vérifier dans Atlas l’exactitude des données bancaires du fournisseur, de la méthode de paiement, du COA et effectuer les contrôles nécessaires pour éviter une duplication dans les paiements ;
  • S’assurer que les conditions et les modalités de paiement soient conformes aux Purchase Orders et aux contrats pour les paiements avec PO ;
  • Initier les écritures de correction des paiements à travers Accounts Payables par APJV (régularisation dans le journal comptable), assurer le nettoyage des vouchers avec exception de la réintégration afin d’éviter un impact négatif sur le Dashboard;
  • Maintenir un système de classement et d’archivage des documents et rapports financiers au sein de l’unité des Finances.

Faciliter et coordonner les relations de services :

  • Préparer les correspondances, rapports, mémos, circulaires, fax demandés pour signature et mise en forme finale des documents ;
  • Gérer le courrier départ/arrivée et contrôler sa qualité ;
  • Préparer les missions de terrain et suivre les demandes de remboursement des frais de mission ;
  • Préparer les réunions du personnel du projet, prendre des notes et préparer les comptes rendus ;
  • Concevoir et mettre à jour un système de classement des dossiers du projet ;
  • Tenir à jour le répertoire des interlocuteurs, fonctionnaires du gouvernement, des services et des organisations en relation avec les activités du Programme ;
  • Participer aux activités du projet ;
  • Contribuer à la prise en compte du genre dans l’exécution du projet.

Assurer la gestion financière :

  • Elaboration du budget du PTA ;
  • Planification du budget du PTT ;
  • Classement des pièces et documents du projet ;
  • Engagement des dépenses et constitution des dossiers de paiement ;
  • Collaboration avec les Responsables au sein du PNUD pour l’établissement des états financiers, état de décaissements, rapprochement bancaire, etc.

Assurer la gestion administrative :

  • Suivi des recrutements de personnes ressources nécessaires au projet ;
  • Gérer l’archivage des documents administratifs et comptables du projet ;
  • Collaboration avec les Responsables au sein du PNUD pour la passation des marchés des biens et services.

Assurer la Logistique :

En collaboration avec les Responsables au sein du PNUD :

  • Gestion des stocks de fournitures de bureau et consommables informatiques du projet ;
  • Mise à jour de l’inventaire des biens durables ;
  • Organisation matérielle des ateliers et des formations aux niveaux central et régional.

Assurer toute autre tâche selon les besoins et sur demande du Gestionnaire du Projet.

En plus de ce qui précède, les Volontaires des Nations Unies sont censés :

  • Renforcer leurs connaissances et compréhension du concept du volontariat en lisant la documentation mise à disposition par le programme VNU, les publications externes et prendre activement part aux activités du programme VNU, par exemple s’impliquer dans les activités commémoratives de la Journée internationale des Volontaires (JIV), le 5 décembre.
  • Se familiariser et développer toute forme de volontariat traditionnel et/ou local au niveau du pays d’accueil.
  • Refléter le type et la nature des actions volontaires qu’ils entreprennent, y compris leur participation dans les réflexions substantielles.

Under the direct supervision of the Associate Protection Officer based in Goz Beida and in collaboration with the Operation Data Management Officer based in N’Djamena, the UN Volunteer will undertake the following tasks:

Under the direct supervision of the World Health Organization Representative and working within the WHO Health Emergency Cluster, the UN Volunteer - Medical Epidemiologist will undertake the following tasks:

· Provide technical advice to the MOHCC IDSR and partners, in the development and implementation of strategies and programmes related to the epidemiological needs for priority diseases, conditions and events. Under the Integrated Disease Surveillance and Response (IDSR) and International Health regulations (2020).

· Conduct real-time analysis of outbreak intelligence data on infectious diseases, with other team members, for epidemic forecasting and detection, guide national and districts on data quality improvement, use of data for monitoring of trends, ALERT and ACTION thresholds (triggers), as well as methodologies for performing Data Quality Audit (DQA) at district and health facility level.

· Synergize surveillance and response data received from multiple sources including Health Information Systems, vertical reporting programmes, community Based Surveillance and IDSR. Improve on efficiency of data collection, correlation, analysis, interpretation and timely action.

· Provide technical support for the establishment and functionality of Rapid Response Teams (RRTs) and Public Health Management Committee (PHEMC) for potential hazards like Infectious diseases, Zoonotic events, Food safety events and chemical events at the district level as per the national guidance and standards.

· In collaboration with the MOHCC Directorates of Disease Prevention and Control (DPC) and Primary Health care, strengthen the implementation of Community Based Surveillance (CBS) for priority diseases, conditions and events including Points of entry/cross border surveillance, where applicable.

· Provide technical guidance for the establishment, implementation and maintenance of the electronic IDSR (e-IDSR) as well as related descriptive and analytical studies.

· Support the MOHCC in the production of information products and reports including weekly newsletters, quarterly bulletins, annual reports, IHR reports, outbreak situation reports, etc.

· Contribute to capacity building of the surveillance workforce at national and district levels to enhance IDSR/IHR implementation

· Timely reporting to WHO on a variety of epidemiologic data needs on daily/weekly/ monthly basis as required.

· In cooperation with MOHCC IDSR Programme, monitor and evaluate the implementation of the planned surveillance activities, as well as alert and response capacities for event detection, verification and response in compliance with IHR 2020.

Under the direct supervision of Chief of Education, the International UN Youth Volunteer will:

  • support the Ministry of Education, Science and Technology (MoEST)’s Development Assistance Coordination Section (DACS) in the preparation and undertaking of its role as the ESP Secretariat;
  • Support DACS on coordination with the Local Education Group relating to the education sector analysis and planning activities
  • Coordinate with the UNICEF education sector planning specialist in the engagement, analysis and planning processes.
  • Support the development of the communication and stakeholder engagement strategy
  • Support the ESP secretariat in its coordination of the ESP thematic working groups
  • Support the ESP secretariat in preparing progress reports to the ESP technical committee
