The Program Officer will undertake the following tasks:

  • Management, coordination and delivery of the results and project outcomes (1-3), while ensuring linkages between all three project outcomes.
  • Supporting coordination activities related to the project among various stakeholder outlined in the Project Document.
  • Development of and implementation of the multi-sectoral coordination framework.
  • Supporting the revamping of regional disability forums.
  • Advocacy interventions and campaigns to promote coordination through the Disability Forum.
  • Facilitating capacity development of the Disability Committee and Forum through trainings to improve coordination and strengthen the capacity of OPDs, NGOs, CSOs and the private sector to implement programmes at national, regional and community levels.
  • Monitoring the activities of the Disability Forum and preparing reports, including the initial State Report on the CRPD and the shadow report.
Bachelor degree or equivalent

Hold a Bachelor or Master level degree in Sociology, Communication, Public Policy, Management, or Disability Studies, a field related to UNDP’s work areas.

The Finance Associate will undertake the following tasks:

Ensure implementation of operational and financial management strategies, and adapts processes and procedures focusing on achievement of the following results:

  • Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follow up, implementation of the effective internal control framework;
  • CO finance business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management;
  • Provision of inputs for implementation of cost-saving and reduction strategies in consultation with the office management;
  • Preparation of cost sharing and trust fund agreements, follow up on contributions within the CO resource mobilization efforts.

Ensure administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:

  • Preparation and modifications of budgets for UNDP management projects, follow-up with HQs on ASL for management projects;
  • Presentation of researched information for planning and status of financial resources of the CO;
  • Timely preparation of cost-recovery bills in Atlas for the services provided by UNDP, implementation of the income tracking system and follow up on cost recovery.

Provide accounting and administrative support to the Finance Unit and perform Global payroll functions focusing on achievement of the following results:

  • Proper control of the supporting documents for payments and financial reports for projects; preparation of all types of vouchers. Pay Cycle and payments execution;
  • Proper receipting of goods and services and establishment of accruals;
  • Approval of vendors in Atlas (if a senior member of the Finance team);
  • Global payrolls processing in Atlas;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed; travel claims, MPOs and other entitlements are duly processed;
  • Timely accounts closure;
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues;
  • Timely corrective actions on erroneous data in Atlas. Preparation of financial reports as required;
  • Maintenance of the Accounts Receivables for UNDP projects and follow-up with partners on contributions, deposits creation in Atlas and their application to AR pending items;
  • Timely VAT reimbursements, payment of GLOC by the Government.

Ensure proper CO cash management functioning focusing on achievement of the following results:

  • Alternate for timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application;
  • Alternate for daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and recording of contributions;
  • Preparation of monthly UN exchange rate report to Treasury;
  • Timely and accurate preparation of bank reconciliations;
  • Alternate for timely preparation of monthly cashflow forecast for use by Operations Manager/ Finance Analyst. Liaison with UN Agencies to obtain estimate of their cash requirement;
  • Initiation of bank transfers and deals in Atlas.

Ensure facilitation of knowledge building and knowledge sharing in the CO and guidance to all stakeholders on financial matters focusing on achievement of the following results:

  • Organization/conduct of training for the operations/ programme/projects staff on financial management;
  • Synthesis of lessons learned and best practices in Finance;
  • Sound contributions to knowledge networks and communities of practice.

Bajo la supervisión de la Coordinadora del Proyecto Inter agencial “Atendiendo la Inclusión Laboral de Personas con Discapacidad en Guatemala”, el/la Especialista VNU en Discapacidad e Inclusión apoyará la implementación de este Proyecto en las siguientes tareas:

  • Brindar asistencia técnica al sector privado en la implementación de la Guía “Inclusión de Personas con Discapacidad en el Sector Privado”, desarrollada en PNUD Guatemala.
  • Coordinar una estrategia interna de comunicación y sensibilización dentro del Sistema de Naciones Unidas en Guatemala sobre programas de inclusión para personas con discapacidades.
  • En colaboración con el Programa de Voluntarios de Naciones Unidas en Guatemala, apoyar en el desarrollo de una base de datos local de candidatos profesionales con discapacidad, en áreas que puedan ser demandadas tanto por el sector privado como por las distintas Agencias, Fondos y Programas del Sistema ONU.
  • Participar y asistir en el grupo interagecial de los ODS para la promoción de procesos en posicionar los ODS y su vínculo con el tema de la discapacidad.
  • Apoyar cualquier otra actividad relacionada con la implementación del Proyecto.

Under the direct supervision of Assistant Representative who oversees program development and implementation, the UN Volunteer will undertake the following tasks:

  1. Review and maintain the Country Office monitoring and evaluation plan, based on the Strategic Plan, Country Programme, UNDAF, SDG indicators, and newly launched donor funded projects. This will include following:

  1. Conduct the assessment of M&E system, practices in the Country office. What are the results frameworks the Country program is contributing to?

  1. Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyses it.

  1. How the progress towards the results of those frameworks is measured, what is the existing capacity performing these tasks?

  1. Prepare detailed M&E budget and calendar of M&E activities.

  1. Oversee and execute M&E activities included in the Annual Work Plan, with particular focus on results and impacts. This will include following:

  1. Based on the AWP design the framework for the monitoring of program activities.

  1. Promote a results-based approach for monitoring and evaluation, emphasizing results and impacts.

  1. Prepare consolidated progress reports for the management including identification of problems, causes of potential bottlenecks in program implementation, and provide specific recommendations.

  1. Participate at program meetings and present monitoring data in a timely fashion in terms of implications for future action. If necessary, create such discussion forums to fill any gaps.

  1. Propose and instruct how regular visits to the field should be conducted, and what data is to be collected to support implementation of M&E and to identify where adaptations might be needed.

  1. Monitor and support the Country office management with the follow up to evaluation recommendations.

  1. Design and implement a system to identify, analyse, document and disseminate lessons learned:

  1. Cultivate the culture of lessons learning involving all staff and suggest specific responsibilities.

  1. Facilitate exchange of experiences by supporting and participating in M&E meetings organized among UN agencies.

  1. Identify and participate in additional networks, for example scientific or policy-based networks that may also yield lessons that can benefit project implementation.

  1. Support the Country office management, program officers in writing progress reports (Country Program, UNDAF, UNCT, and others):

  1. Ensure gender related indicators are included in all program activities and effectively monitored.

  1. Contribute to the preparation of annual and quarterly workplans.

  1. Act as a facilitator or trainer in areas of his/her knowledge as required.

Under the direct supervision of Assistant Representative of UNFPA CO in Turkmenistan, the UN Youth Volunteer Specialist will undertake the following tasks:

  1. Assist with conducting monitoring efforts and evaluations that are impartial, independent, credible and meet professional standards.

  • Assist in the planning, preparation and data collection process of various monitoring, self-assessment and evaluation exercises;

  • Support in coordinating within the UNFPA office country programme components the collection of baseline and progress data to measure the impact of the programme and its components,

  • Assist in planning monitoring field visits including preparation of Terms of Reference;

  • Provide scheduling and logistical support for monitoring field visits;

  • Support the application of quantitative and qualitative data collection and analysis tools, techniques and approaches;

Keep abreast of developments in the area of monitoring and evaluation

  1. Contribute to the promotion of monitoring and evaluation frameworks and reports that are useful and support the development of a system that ensures that learning and evaluation findings and recommendations are followed up.

  • Participate in and provide inputs e to monitoring and evaluation frameworks;

  • Supports the development of specific and appropriate monitoring, self-assessment and evaluation tools and processes;

  • Provide inputs in the development of training materials for national counterparts and implementing partners;

  • Provide inputs to the presentation of monitoring and evaluation results for dissemination;

  • Provide inputs into the relevance and ease of use of the various data-bases, intra- and internet pages of the UNFPA CO in Turkmenistan;

  • Assist in the monitoring of timely entering updates of the management response in the system and with follow up of progress reports and individual evaluations;

  1. Contribute to the promotion of monitoring and evaluation functions, principles and a utilization focus within the office.

  • Review monitoring data and progress reports for learning and adaptive management decision making;

  • Assist in the preparation of quarterly progress monitoring updates and the country office annual report, including any progress and annual donor reports;

  • Assist in providing support/advice to project/programme managers in the conduct of monitoring and self-assessments.

  • Liase with programme and operations staff to collect progress data for production of quality programme updates and adjustments to the course of the programme implementation, interim and final project reports as per donors and UNFPA requirements.

  • Contribute to the documentation of successful experiences in monitoring and evaluation.

University degree in social science, economics, statistics and data analysis, public administration or related field, or combination of first level degree with relevant experience;

Learning Expectations

Learning and development are a central part of the UN Youth Volunteer’s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer’s skills and competences, improve the quality of the assignment and keep the volunteer’s motivation high.

Learning elements for the UN Youth Volunteer include the development of:
