UNV’s vision is a world where volunteerism is recognized, within societies, as a way for all people and countries to achieve peace and development through the simultaneous eradication of poverty and significant reduction of inequalities and exclusion.
The UNV Strategic Framework: 2014-2017
UNV adopted a Strategic Framework in 2014 that is guiding the organization’s work through to the end of 2017. The strategy calls for working systematically with United Nations partners to boost their impact on peace and development.
The Strategic Framework focuses UNV’s work in five key areas:
- securing access to basic social services;
- community resilience for environment and disaster risk reduction;
- national capacity development through volunteer schemes.
UNV is also focusing on building a credible body of knowledge informed by research, innovation and evidence in order to advocate and enhance the integration of volunteerism into peace and development programming.
In 2015 alone, UNV deployed 6,796 UN Volunteers in 122 countries worldwide. By the end of 2017, operating under this framework, UNV plans to grow the number of UN Volunteers to 10,000, of which 3,000 will be UN Youth Volunteers. The number of UN Online Volunteers will double to 22,000. The percentage of female UN Volunteers serving in non-family duty stations will raise by 35% and the proportion of volunteers from the global South will stay steady at 80 percent.
With an active roster of more than 25,000 vetted and qualified volunteers, over 300,000 potential online volunteers and a growing number of UN Youth Volunteers, UNV is an invaluable resource for the United Nations in supporting government and civil society development efforts and to consolidate and preserve peace.

Goals of the Strategic Framework
The first outcome of the UNV Strategic Framework is to support UN entities in delivering their results by integrating high quality and well-supported UN Volunteers and volunteerism into their programmes. UN Volunteers assist United Nations entities in generating peace and development solutions and facilitating the engagement and inclusion of more people in development process-es. UNV maintains a strong focus on marginalized groups and populations.
In addition, South-South collaboration through UNV brings people from the South together to find solutions to development challenges through exchange and transfer of skills, knowledge and good practices.
UNV tailors talent solutions by offering international, national and online volunteers that can buttress the development work of partners around the world. The UNV talent pool comprises candidates who are ready and able to operate in all manner of development and crisis situations, including some of the most difficult settings and remote locations. UN Volunteers join people and organizations in local communities to synergize local knowledge with expert solutions. This cadre of committed individuals represents a flexible, cost-effective resource that amplifies the scale, impact and sustainability of United Nations actions.
The second outcome of the Strategic Framework is to accompany countries to more effectively integrate volunteerism within national frameworks, thus enabling better engagement of people in development processes.
There is no doubt that volunteerism will play an invaluable role in advancing the 2030 Agenda and the Sustainable Development Goals (SDGs).
Never has UNV’s mandate been closer to the priorities of a global development framework than with the adoption of the SDGs. The world is realizing that sustainable development is only possible when development gains ‘leave no one behind’.
The very nature of volunteerism is a vehicle for achieving sustainable development. Volunteerism enables people to participate in their own development and peace‐keeping; strengthening social cohesion and trust by promoting individual and collective action, leading to sustainable development for people by people.
The Strategic Framework also guides UNV in ensuring it is a more effective and efficient organi-zation, with improved systems and business practices and processes, well-managed resources, and engaged personnel.
Finally, the vision of the Strategic Framework is translated into concrete deliverables in the Integrated Results and Resources Matrix, enabling UNV to show how it will be held accountable for its results.
