Description of task

The Youth Engagement and Events Officer will work with the Project Manager and support all the activities of the UNDP Sahel Youth Project. The incumbent is expected to perform the following duties:

Supporting Programme Coordination

  • Conduct background research on policies, strategies and priorities related to social entrepreneurship, innovation, youth development, greening and climate resilience in the region.
  • Draft background notes, briefing materials and speeches, as required.
  • Manage the data and information on the programme, track the key data points and deliverables.
  • Create the drafts of regular reporting to both the management at Dakar Regional Hub as well as to the partners.
  • Collect information and build a network of youth empowerment focal points from youth organizations, governments, UN agencies, private sector, regional bodies, etc.
  • Support the organization of project events, missions, retreats and other activities at regional and national levels.

Supporting Partnerships

  • Manage and maintain the database of potential partners for planned events and follow-up support
  • Support in delivering the partnership strategy.
  • Identify local partner(s) in the field of social entrepreneurship, social innovation and youth development.
  • Manage all logistics related to the various partners – potential and existing.
  • Manage any volunteers and vendors for the purpose of marketing, design, comms, etc.
  • Prepare fundraising collateral and communication materials.

Event Management

  • Support with event operations including invitations, registrations, speaker preparations, venue/platform management, feedback and more.
  • Provide and coordinate project-related administrative and on-site logistics support.
  • Act as a focal point for speakers, participants and partners.
  • Prepare draft outreach/communication materials (PPTs, brochures).
  • Drafting of reports on held events – ensuring effective events documentation.

Research and thought leadership

  • Conduct periodic secondary and primary research to understand the evolution of the youth social empowerment ecosystem.
  • Identify and articulate patterns and trends, nationally and regionally.
  • Support in building the thought leadership positioning for UNDP’s Youth Offer in the Sahel and West and Central Africa in general.
  • Support in creating long-form research pieces and content based on the know-how collected.

Supporting other marketing and communications efforts

  • Support with ideation as well as execution of the social media and content strategy.
  • Offer extended support to the UNDP Dakar Hub for any specific tasks on research writing and communications.
  • Create draft reports of the marketing and communication to share internally and externally with stakeholders.

Description of task

Under the direct supervision of the Programme Manager, the UN Volunteer will undertake the following tasks:

  1. Support effective and efficient delivery of project results, which entails inter alia:

  • Support coordination efforts with other implementing partners;
  • Support to ensure compliance of project and operations activities with UN/UNDP rules, regulations and policies and donor requirements; implementation of project and operations strategies;

  1. Technical Assistance and Knowledge Management, which entails inter alia:

  • Provide high quality technical input to the design of activities, including through undertaking and review of context and conflict analysis;
  • Ensure synergies between the project and other UNDP projects and EU-funded anti-corruption projects, to ensure strengthening the achievement of integrated results;
  • Facilitate knowledge-building and management;
  • Ensure that project lessons learned, and best practices are captured, documented and periodically shared with relevant stakeholders;
  • Support procurement process for hiring of external assessments and evaluations
  • Analyse results and lessons learned and recommend strategies for improved delivery of project activity results and outputs;
  • Support a regular review of risks that impact project implementation and identify mitigation measures.

  1. Coordination and Partnerships, which entails inter alia:

  • Facilitate a good working relationship and collaboration between key government partners and UNDP;
  • Support to strengthen partnerships between government entities and civil society organizations, including through improved planning;

Description of task

Within the delegated authority and under the supervision of the project coordinator or his/her designated mandated representative(s), the UN Volunteer Project Support Officer will assist in the implementation of activities that are carried out under the “GMCP GARS” dealing with maritime crime and criminal justice chain. In particular the UN Volunteer will undertake the following tasks:

  • Development, implementation and evaluation of the programme activities under the Global Maritime Crime Programme particularly those related to Maritime Crime, and Criminal justice, including support to prisons holding piracy prisoners transferred from third party states and other criminal justice support delivered in the region and broader prison reform in Somalia, e.g Joint Correction Programme;
  • Conduct research to identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement and other criminal justice authorities in the region, including on improved detention and transfer activities;
  • Provide input on project/programme and/or budget re-visions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime and detention and transfer;
  • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;
  • Related to the above task, support monitoring and evaluation activities of the GARS Programme support by developing, participating and supporting evaluation of prison support activities, including compiling and collating information to be submitted to UNODC prison experts and management for further analysis;
  • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc, relating to maritime crime issues in the region;

Description of task

Description of task

Under the general supervision of the Chief Medical Officer (CMO) and direct supervision of the Head Nurse/Medical officers, the UN volunteer will undertake the following duties:

  • Manage a walk-in clinic in a remote location under austere and often demanding conditions;
  • Attend to all staff members in a walk-in clinic to provide routine medical/nursing care, first aid and assessing fitness to work;
  • Respond to all medical emergencies and assisting medical officers in providing adequate care;
  • Refer to the UN Medical Officer and ensure effective liaison between the patient and outside primary health care providers/hospitals, following-up on referrals and hospitalisation;

Description of task

Under the general supervision of the Chief Medical Officer (CMO), the incumbent will perform the following duties:

  • Work in out-patient department for surgical and General consultation in L1 Plus clinic;
  • Perform day-to-day specialist surgical clinical duties including regular general consultations e.g. walk-in clinic, emergencies;
  • Perform damage-control surgical interventions (surgical emergencies related to gunshot injuries, vehicular accidents, work related injuries and other life-saving surgical interventions as appropriate);
  • Perform assigned elective surgical interventions;
  • Ensure that all medical and nursing staff implements standard clinical protocols, guidelines, standard patient documentation and established surgical techniques during the operations;
  • Prepare and review case histories and obtain data through interviews;
  • Determine the necessity for surgical intervention, estimate possible risks to the patient and recommend the appropriate surgical procedure required;
  • Perform to work in patient ward and follow up with patients;
  • Contribute to implementation of the WHO Integrated Management for Emergency and Essential Surgical Care (IMEESC) toolkit;
  • Conduct a needs assessment and based on that develops a plan to improve surgical services;
  • Monitor medical instruments and equipment to ensure that aseptic and antiseptic methods are adhered to;
  • Perform 24/7 on-call for any surgical emergencies and rotational weekend/night shift-call duties as per roster;
  • Refer staff to higher level of specialists as necessary;
  • Follow-up with outside specialists;

Description of task

Under the general supervision of the Chief Medical Officer (CMO), the incumbent will perform the following duties:

  • Perform day-to-day clinical duties, e.g. walk-in clinic, pre-placement and periodic medical examinations, immunizations, etc;
  • Ensure smooth clinical work flow at the clinic, supervise clinic and laboratory staff and delegate duties to the Nurses;
  • Ensure readiness for rapid response to medical emergencies and casualties. Ensure preparedness of Forward Medical Teams for deployment to casualty sites;
  • Ensure availability of medicines, hospital consumables and emergency lifesaving drugs at all times;
  • Coordinate with the Nurses, Laboratory technicians and Pharmacy staff to ensure a timely requisition for medicines and medical supplies and Laboratory reagents needed in the clinic;
  • Ensure monthly return on the consumption pattern of medicines and medical supplies used in the clinic;
  • Liaise with UN Aviation Officer and UN Security Coordinator for air evacuation of critical cases to next Level-II/III hospitals or a higher medical facilities outside the mission area, in consultation with the CMO;
  • Collaborate with the NGOs and other Humanitarian Medical units operating in the region in consultation with the Chief Medical Officer when necessary;
  • Provide health education and participate in addressing work environment and occupational health issues in his/her duty station;
  • Coordinate with Staff Counselors to support staff members with mental health issues;
  • Collaborate with TCC, PCC, and other UN medical units in the regions during medical and casualty evacuations;
  • Perform as part of the emergency response team and will as such work closely with UNDSS/UNMISS security in implementing mass casualty response;
  • Perform any other duties as may be required.

Description of task

Under the direct supervision of the Head of Field Office, the UN Volunteer will undertake the following tasks:

  • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR).
  • Ensure that the needs of persons of concern in the AoR are assessed and analysed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
  • Ensure that protection incidents and gaps in assistance are immediately identified and addressed.
  • Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees.
  • Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes.
  • In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR.
  • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme.
  • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees.
  • Monitor the security situation in the area and intervene as appropriate with the local authorities.
  • Participation in needs assessment as a member of the Multi-Functional team
  • In close coordination with programme and project control, monitor project implementation and provide feedback on the progress to the relevant units/sections
  • Undertake other relevant duties as required.

Description of task

Sous l’autorité de la Représentante Résidente Adjointe/Programme-Opérations du PNUD au Burkina Faso, la coordination du Team Leader Gouvernance et Paix Durable et la supervision directe du Coordonnateur du projet GoLCoS, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

Tâches globales

  • Assurer la mise en place d’un système de suivi et évaluation du projet et contribuer à la l’analyse de conflits et étude de perception ;
  • Apporter un appui technique à la mise en œuvre du projet sur le terrain en collaboration avec les experts et les points focaux au niveau des Bureaux intégrés dans les six régions ;
  • Contribuer à l’élaboration et/ou l’amélioration des TDRs de toutes les activités et des rapports du projet ;
  • Veiller à la bonne exécution du projet, le respect des plans de travail, l’atteinte des résultats attendus et de l’impact du projet et conformément au contenu du document du projet, et des règles et procédures du PNUD ;
  • Contribuer à l’intégration de la dimension genre dans la planification, la mise en œuvre et le suivi des activités du projet et promouvoir des résultats positifs à cet égard ;
  • Contribuer à la capitalisation des bonnes pratiques et des leçons apprises de la mise en œuvre du projet ;
  • Apporter un accompagnement et un appui-conseil aux partenaires (ONGs, départements ministériels, collectivités territoriales) pour la mise en œuvre des activités qui leur sont confiées ;
  • Contribuer à la mise en place d’un système de gestion des connaissances et de partage des leçons apprises en lien avec les résultats du projet, préparer et produire au besoin des études de cas.

Tâches spécifiques

a) Suivi et évaluation

  • Assurer la mise en place et l’administration du système d’information de suivi-évaluation de l’unité de gestion du projet ;
  • Contribuer à la conception et mise en œuvre de l’analyse de conflit et de l’étude de perception ;
  • Faciliter le travail de recherche pour la collecte de données institutionnelles ;
  • Contribuer activement à la planification des activités du projet et à leur mise en cohérence avec les exigences et procédures du PNUD en matière de suivi évaluation de programmes et de projets ;
  • Veiller à l’alimentation régulière des référentiels de suivi-évaluation du GoLCoS et du PNUD ;
  • Concevoir et diffuser des outils de collecte et de traitement de données sensibles au genre et intégrant une approche sensible aux conflits et adaptés aux besoins des acteurs impliqués dans la mise en œuvre du projet ;
  • Élaborer un cadre de références (contrat d’objectifs) permettant à chaque partie prenante dans la mise en œuvre du projet (Collectivités territoriales bénéficiaires, prestataires du système de suivi opérationnel) d’avoir un tableau de bord spécifique ;
  • Veiller à la mise en place, à l’alimentation et à l’exploitation régulière des données du système d’information et de suivi-évaluation des résultats du projet ;
  • Mettre en place un système dynamique de collecte des données sensible au genre pour le suivi régulier des résultats et identifier les éventuelles difficultés ;
  • Assurer la mise à jour du tableau des risques du projet et des mesures de mitigation à envisager ;
  • Assurer l’élaboration des rapports et plans de travail du projet (intégrant la dimension genre) en français et en anglais ;
  • Déterminer la situation de référence de l’intervention du GoLCoS dans chaque collectivité territoriale d’intervention, suivre et analyser régulièrement les indicateurs pertinents ;
  • Organiser et conduire des travaux d’études/analyses et/ou d’évaluation d’effets du projet ;
  • Assurer le contrôle qualité des données de suivi ;
  • Veiller à la disponibilité régulière et au partage systématique des données de suivi des résultats du projet ;
  • Organiser et soutenir les missions d’évaluation externe, de revue et de contrôle périodique du projet requises par le PNUD, le Gouvernement et/ou les partenaires du projet ;
  • Assurer le suivi et la mise en œuvre des recommandations de toutes missions d’évaluation et de revue du projet ;
  • Participer à l’organisation des rencontres statutaires et techniques du projet.

b) Renforcement des capacités

  • Contribuer à l’élaboration et à la mise en œuvre du plan de formation du projet par l’identification des besoins en formation et en renforcement de capacités des partenaires du Projet y compris en matière du genre, en particulier des partenaires locaux et des collectivités territoriales partenaires en matière de suivi et d’évaluation ;
  • Appuyer l’unité de gestion du projet et les Bureaux intégrés à la bonne compréhension et à la mise en œuvre opérationnelle des activités de programmation et d’exécution du suivi-évaluation de l’ensemble des résultats ;
  • Promouvoir le développement des capacités internes en suivi évaluation et assurer le contrôle qualité des données de suivi et de reporting du projet ;
  • Définir le dispositif local de suivi de proximité et assurer la formation du réseau d’animateurs et d’agents locaux dans le cadre du dispositif opérationnel de suivi ;
  • Assurer l’appui-conseil technique aux collectivités territoriales et institutions déconcentrées impliquées dans le dispositif de suivi-évaluation de proximité ;
  • Initier et promouvoir des partenariats opérationnels en matière de suivi-évaluation et formation opérationnelle de l’équipe de mise en œuvre du projet ;
  • Identifier les besoins logistiques et d’équipements pour le suivi évaluation et s’assurer de la disponibilité à tous les niveaux de l’unité de gestion du projet ;
  • Assurer toutes autres tâches jugées nécessaires par le Coordonnateur du projet pour l’atteinte des résultats poursuivis.

Description of task

Under the direct supervision of Chief HIV/AIDS & Policy Advisor the UN Volunteer will undertake the following tasks:

  • Training of Peer Educators (TOPE) in HIV&AIDS Peer Leadership (Internal) and Change Agents (External)
  • Assist in the training of HIV/AIDS Counsellors as directed by the Chief HIV/AIDS;
  • Conduct STIs, HIV&AIDS and COVID-19 inductions for newly recruited/deployed members and Contingents;
  • Create HIV&AIDS weekly standing awareness programmes targeting National and International Staff Members including implementation of UN SG Bulletin ST/SGB/2007/December;
  • Perform and presenting VCCT services including safer Sex advocacy;
  • Assist with the promotion of Voluntary Confidential Counseling and Testing (VCCT) across the Mission area and in outreach;
  • Provide mobile STIs, HIV&AIDS awareness and roving VCCT services at State levels as per demands;
  • Perform of Administration of HIV Post Exposure Prophylaxis inclusive of STIs, HIV&AIDS Counselling;
  • Assist in STIs, HIV&AIDS capacity building as part of integrated protection of civilians in UNMISS PoC sites where applicable;
  • Assist in designing and or reproduction of course packages and IEC materials;
  • Assess. monitor and evaluate training and assisting in redesigning training;
  • Conduct Baseline Surveys and KAPB Surveys;
  • Compilation and circulation as required of HIV/AIDS Unit Quarterly Newsletter;
  • Maintain database for HIV&AIDS course graduates and participants in HIV&AIDS awareness sessions/activities;
