Description of task

Under the direct supervision of Regional Adviser - Evaluation (please complete with the function of the supervisor), the UN Volunteer will undertake the following tasks:

The post provides support to the evaluation portfolio as it relates to EAPRO’s regional evaluation strategy and its associated Annual Workplan. The UNV Evaluation Officer will be tasked with the following:

  1. Support the RA-Ev (and / or MCES) on major evaluations and related evaluative work
  • Gather key background documents for use in the scoping and execution of evaluations
  • Support the process for the development of evaluation terms of reference, which includes managing and/or guide consultants in delineating the scope of the evaluation and engaging in consultations with evaluation stakeholders
  • Participate in procurement and recruitment of the evaluation team, which includes reviewing of proposals submitted by preparing tabulation of applicants background, skills and experience that will feed into the selection process;
  • Collect and present relevant information for all phases of the evaluation in a concise and digestible format for use by consultants
  • Examine interim products and drafts report; consolidate comments by all reviewers for transmission to the consultants
  • Support evaluation report editing and formatting for publication
  • Knowledge management (KM): help develop the electronic repository of evaluation-related publications (UNICEF uses SharePoint for its KM), reports and data sets for use in the evaluation and maintain until project finalization
  • Provide quality professional support to ongoing EAPRO Evaluation section activities, including background research and scoping for upcoming evaluations.

  1. Provide support in the management of ad-hoc evaluative work as stipulated in the Regional work plan:
  • To provide quality support to drafting concept notes, dissemination of reports, including contributing to scanning of recent articles and publications to keep abreast of new approaches in evaluation and partnership for evaluation
  • Gathering research evidence, and other inputs to support evaluations, including design and support to colleagues in online polling, surveying, and rapid data collection
  • Support methodology related work in the evaluation section of EAPRO
  • Promote the evaluation function in the region
  • Undertake other tasks as assigned by the supervisor.

  1. Provide support to systems development and maintenance of performance data and reporting for the evaluation function:
  • Further develop team performance monitoring systems and ensure these are updated on a regular basis against workplan objectives and targets
  • Support the evaluation function’s annual reporting requirements, and providing comments and analysis on country annual reports
  • Organize evaluation workshops as required.

Description of task

Cette description d'affectation correspond à des tâches génériques associées au poste en question afin d'établir une liste/pool de candidats qualifiés et disponibles pour développer les fonctions requises par les AFP (agences, fonds et programmes des Nations Unis) en réponse à la situation humanitaire en Haïti. Les superviseurs de cette mission seront prévenus si le début du recrutement associé à cette mission est confirmé.

  • Soutenir le gestionnaire principal de programme dans le développement et le renforcement des systèmes de monitoring et d'évaluation (M&E), y compris l'apprentissage et la responsabilité et la génération des données fiables pour la gestion axée sur les résultats de l'unité d'urgence dans son ensemble et pour renforcer la mise en œuvre des projets.
  • Soutenir le développement des nouvelles propositions des projets, y compris l'élaboration des cadres logiques, la définition des indicateurs et des objectifs réalistes et sensibles au genre ;
  • Mettre régulièrement à jour le monitoring de la mesure des performances avec le personnel de COVID-19, comme les repères de qualité et le monitoring des indicateurs et des performances pour l'entité hôte et les projets des partenaires.
  • Entreprendre et superviser des visites régulières de monitoring et d'évaluation sur le terrain avec le personnel de terrain et en coordination avec le gestionnaire principal de programme pour assurer la conformité technique et opérationnelle et l'exécution en temps voulu des projets par rapport aux plans et objectifs approuvés.
  • Soutenir une conception et une approche de mise en œuvre éthiques et méthodologiques pour les enquêtes ainsi que pour les plans de monitoring, en veillant à ce que la sensibilité au genre et l'analyse de genre soient intégrées.
  • Diriger l'analyse des données quantitatives et la rédaction des rapports pour l'évaluation de l'unité, les enquêtes et autres enquêtes liées à la stratégie de changement de comportement ;
  • Mettre en place et gérer des mécanismes communautaires de réponse aux plaintes dans les zones où les mécanismes inter-agences ne sont pas fonctionnels, y compris en travaillant avec les points focaux PSEA (la protection contre l’exploitation et les abus sexuels) pour assurer un traitement sûr des rapports SEA.
  • Soutenir la gestion du projet dans la préparation des rapports des donateurs en temps opportun pour assurer la conformité avec les indicateurs et les objectifs clés du programme.
  • Préparer des évaluations externes et mener des évaluations internes de performance et d'impact, ainsi que d'autres rapports de responsabilité, selon les besoins ; y compris la rédaction d'une analyse des résultats et des recommandations.
  • Soutenir le développement des systèmes de gestion de l'information améliorés au sein du bureau ;
  • Aider le gestionnaire principal de programme à identifier les besoins d'information pertinents des partenaires du groupe de travail et faciliter le partage des informations entre les parties prenantes.
  • Soutenir le coordinateur du groupe de travail dans le processus de collecte des données, y compris le suivi et l'analyse des données.

Description of task

Under the overall supervision of the Governance and Gender Advisor and the direct supervision of Gender Programme Coordinator, the Project Engineer will undertake the following tasks:

  • Project implementation:
    • Execute the project according to the project plan and supervise daily works;
    • Develop forms and records to document project activities and set up files to ensure that all project information is appropriately documented and secured;
    • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the project;
    • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project;
    • Review the quality of works completed with the project team on a regular basis to ensure that it meets the project standards.
  • Design Development:
    • Establish and coordinate the formal and informal communication structure, processes, and procedures for the design development of the project;
    • Prepare a detailed construction design and supportive documents based on an updated indicative construction programme;
    • Manage, coordinate and integrate the construction design in a sequence to suit the project design and quality requirements in two sites – one after another;
    • Conduct and record the appropriate planning, design, coordination, and management meetings, including facilitating inputs for the design on constructability;
    • Manage, coordinate and expedite the preparation of all ‘as-built’ drawings and design documentation.
  • Tender documentation and procurement:
    • Provide support in the development of the procurement strategy for contractors, subcontractors, and suppliers;
    • Ensure appropriate insurances required for the implementation of the project by the contractor(s) are provided during the procurement stage;
    • Conduct the reconciliation of tender prices within the project budget;
    • Establish the format and procedures for monitoring and control of the cost of the works;
    • Facilitate the approval of the tender recommendation(s) by stakeholders.
  • Construction documentation and management:
    • Review detailed architectural or engineering designs prior to mobilization of works, manage all site instructions issued to the contractor and coordinate the handover of the site to the contractor;
    • Regularly monitor the performance of the contractor against the Programme of Works and Method Statement and report on any review and/or adjudication circumstances and entitlements that may arise from any changes required to the Contract Programme and Method Statement;
    • Establish efficient procedures for quality assurance, verifying contractor performance, reporting progress and problems in a timely manner, including quality control reports and quantity survey records;
    • Establish effective procedures for monitoring and controlling cost variations, including, but not limited to requests for variation or change orders, requests for time extension, and contractor’s claims and invoices;
    • Monitor and certify all necessary testing and commissioning conducted by the contractors, review and manage any adjudicated contractual claims and monitor long lead items and off-site production by the contractors and suppliers;
    • Prepare fortnightly project reports;
    • Facilitate and monitor the issuance of Works Completion Lists and the Certificate of Work Completion in the two project sites.
  • Cost Management:
    • Prepare and submit periodic cost reports during construction and conduct valuations for all submitted claims by the contractor and certify payment claims;
    • Track changes to design and/or construction works and adjust budget projections accordingly.
  • Evaluation:
    • Ensure that project deliverables are met on time, within budget and at the required level of quality;
    • Evaluate the outcomes of the project as established during the planning phase.
  • Project close out:
    • Ensure and review the issuance of the Works Completion Certificates;
    • Oversee handover of all operating and maintenance manuals, warranties and guarantees;
    • Manage and expedite the procurement of all statutory compliance certificates and documentation;
    • Manage the finalization of the Health and Safety File for submission to the client;
    • Coordinate and manage the rectification of defects during the Defects Liability Period;
    • Manage the preparation of the final account at project completion;
    • Coordinate and review the issuance of the Final Completion Defects list and Certificate of Final Completion;
    • Prepare and present the Project Closeout Report.
