Description of task

Under the direct supervision of Communication for Development Specialist for Health, (Nairobi)/ Helath Specialist/Officer Garissa arissa Field Office / Health Specialist/Officer Lodwar Field Office, the UN Volunteers will undertake the following tasks:

  • Provide technical support to the C4D specialist for Health (based in Nairobi), the Health Specialist/Officer based in Nairobi and Garissa / Lodwar Field Office.
  • Support MoH, Health Promotion and community health Units in coordination of integrated behaviour change communication interventions at national and selected counties.
  • Support establish contextualized approaches to increase acceptance and uptake of new vaccines.
  • Support planning, implementation and monitoring of Advocacy, Communication and Social Mobilization activities during campaigns including Polio Campaigns and other routine immunization campaigns.
  • Support UNICEF-GAVI focus counties in development and implementation of county specific communication plans.
  • Support the develop and contextualization of training materials and activities to build capacity in participatory & social and behavior change communication in support of Immunization.
  • Support counties in implementation of Nomadic strategies for Routine and Supplemental Immunization campaigns.
  • Strengthen county level coordination mechanisms among MOH and partners involved in immunization and communication for development activities.

Description of task

Under the direct supervision of the Senior Protection Officer (CRRF), the Field Assistant will undertake the following functions in Dzaleka refugee camp;

  • Assist in monitoring the implementation of UNHCR programmes, including the delivery of services by partners, distribution of all humanitarian assistance and monitoring of camp infrastructure.

  • Assist the camp office with administrative tasks as required, including, welcoming and directing visitors to the appropriate staff/units and assist authorized personnel while within the office premises and during field visits.

  • Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries as might be required.

  • Collect data and other information relevant to UNHCR and report to the supervisor accordingly.

  • Maintains regular contacts with local authorities and implementing partners as requested and guided by the supervisor.

  • In coordination with implementing and operational partners, assist in the reception, registration and provision of assistance to refugees and other persons of concern to UNHCR.

  • Follow up, on regular basis, the overall situation of persons of concern in the camp and other areas where they have been accommodated and report to the supervisor accordingly.

  • Receive mails on behalf of UNHCR camp Office, distribute the mails to the concerned staff/units and ensure delivery of mails and other items to the Office in Lilongwe.

  • Liaise with all UNHCR staff, schedule and issue appointments slips for refugees and other persons of concern who may wish to see UNHCR staff.

  • Manage the interpreters’ roster and assign interpreters for staff during working hours.

  • Support in organizing UNHCR functions; and assist UNHCR staff in organising venues for workshops and events in Dzaleka refugee camp.
  • Submit requests for items (stationery and cleaning materials) required for office use in Dzaleka and maintain weekly/monthly stocks.

  • Ensure the office premises in Dzaleka camp are in good condition at all times, report any damages and needs for repairs to Admin in the office in Lilongwe.

  • Perform any other duties as might be required by the office.

Description of task

Within the delegated authority and under the supervision of Chief of Field Office or his/her designated mandated representative(s), the UNV C4D Officer will:

1. Support to strategy design and development of C4D activities

  • Research and/or participate in conducting comprehensive C4D situation analysis of social, cultural, economic, communication and political issues in the region. Collect and synthesize qualitative and quantitative information and data to support the establishment of comprehensive and evidence-based information for developing and planning C4D strategy and interventions in the region.
  • Collect, draft and/or organize materials and related documentations for C4D strategies and plans to ensure optimum impact, scale and sustainability of achievements/results.
  • Assess the impact of C4D activities on the CO and UNICEF goals to achieve measurable behavioral and social change resulting in the improvement of children’s rights and wellbeing. Submit qualitative report/synthesis of results for development planning and improvement.
  • Support to contextualize the development, pretesting, translation and repackaging of existing as well as new Behavior Change and Communication (BCC) materials in consultation with relevant Regional Bureaus, Programme Officers, the C4D unit, and other relevant stakeholders
  • In collaboration with UNICEF Programme staff and relevant government sector staff, participates in the development of evidence-based sectoral strategies and workplans (both development and emergency-related) to ensure the design and incorporation of specific Communication for Development components with objectives and activities aimed at different levels:
  • behavior development/change individual/household/facility levels;
  • community participation, social change and collective action at community level; and
  • social mobilization of community-based organizations and advocacy for decision makers;

2. Support to the implementation of C4D activities

  • Collaborate with internal and external partners to provide operational and technical support to the design of C4D strategies, and research, develop, test, produce and use quality C4D materials and/or organize events and activities to ensure maximum outreach and impact on behavioral and social change of target audience.
  • Assess and recommend potential contacts, networks, resources and tools to support the maximum impact and outreach of C4D initiatives.
  • Follow up on the production of C4D materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g. individuals, communities, government officials, partners, media etc).

​3. Advocacy, networking and partnership building

​Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF’s mission and goals for child rights, social equity and inclusiveness.

  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance C4D outreach and contribution to programmatic outcomes.
  • Provide technical support to UNICEF, regional sector bureaus and partners including contributing to the adapting of or sharing relevant standards, protocols, guidelines and training materials for C4D

4. Innovation, knowledge management and capacity building

  • Institutionalize/share best practices and knowledge learned/products with national/local partners and stakeholders to build capacity of practitioners/users, and disseminate lessons learned to key audiences including donors and partners.
  • Support the organization, administration and implementation of capacity building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities and revise them periodically for improvements and updates.
  • Provide technical and coordination support to C4D trainings at regional, Zonal, and Woreda levels for Government counterparts, partner organizations, and their volunteer networks.
  • Build the capacity of a social mobilization multi-sectoral regional platform (Health, Education, Religious groups, CSOs, medias, etc.) in terms of coordination, planning, monitoring of C4D interventions including use of emergency communication materials for creating a strategic network of social mobilization trainers

5. Monitoring and Reporting

  • Undertake regular field monitoring and report based on agreed C4D indicators
  • Contribute to the regular monitoring of C4D actors’ capacity according to the needs raised during rapid assessments / KAP surveys
  • Compile regional C4D reports, emergency and development, from the field and update progress on key results
  • Ensure multi-media materials are distributed to the intended target groups and monitor and address gaps
  • Participates in regional and Zonal coordination mechanisms and follow up on C4D tasks
  • Any other related tasks as may be required or assigned by the supervisor.

  1. Coordinator of the UNEP sports program:
  • International Olympic Committee(OIC) partnership: With colleagues in UNEP and IOC, work to ensure the 2021 / 2022 workplan is delivered and seek out new opportunities to build out this collaboration and define the next workplan.
  • Sport Report: Project manage the delivery of a new annual report with a range of partners that will seek to outline how sport can act on the climate / nature crisis.
  • Sport for Nature: Project lead the creation of a new Sports for Nature Alliance with the International Olympic Committee and other partners, which would raise the profile of sport on this agenda in the build-up to Paris 2024, and beyond.
  • Other sports initiatives: With others, consider new relationships on a case-by-case basis to take forward that would support the objectives of the new 5 year UNEP Medium Term Strategy (which focuses on climate, nature and pollution) with sport as a medium for action / awareness on this agenda.
  • Raising the profile of this agenda internally / externally: Raise the profile of UNEPs work with sport inside UNEP, with other UN partners and at key external moments during the course of the year, including a new Ambassador work plan.

  1. Develop substantive paperwork on other agendas as / when required:
  • Fundraising: Consider how funding for this work could be taken forward with other key partners;
  • New opportunities and initiatives: Provide substantive ideas on other analogous opportunities, such as sport / video gaming, with other members of the team at key spike moments during the year.

Social media management and visualization:

  • Manage UNDP Kazakhstan social media - Twitter, Instagram, Facebook: a) develop content strategy; b) plan content posting; c) perform regular engagement monitoring and analysis;
  • Develop and design the social media assets in various formats (Twitter, Instagram, Facebook) for greater engagement of the social media audiences;

Description of task

Description of task

Under the overall guidance of the Unit Chief and the supervision of theJPO;

  • Project Design: With the YEA team in Nairobi, to oversee the Tide Turners Plastic Challenge Programme in the Pacific Region with the aim of securing 150,000 youth to participate in the programme in 10 countries in the region in accordance with the ISLANDS project in close coordination with SPREP and UNEP Pacific Office.

Description of task

Under the overall supervision of the Governance and Gender Advisor and the direct supervision of Gender Programme Coordinator, the Project Engineer will undertake the following tasks:

  • Project implementation:
    • Execute the project according to the project plan and supervise daily works;
    • Develop forms and records to document project activities and set up files to ensure that all project information is appropriately documented and secured;
    • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the project;
    • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project;
    • Review the quality of works completed with the project team on a regular basis to ensure that it meets the project standards.
  • Design Development:
    • Establish and coordinate the formal and informal communication structure, processes, and procedures for the design development of the project;
    • Prepare a detailed construction design and supportive documents based on an updated indicative construction programme;
    • Manage, coordinate and integrate the construction design in a sequence to suit the project design and quality requirements in two sites – one after another;
    • Conduct and record the appropriate planning, design, coordination, and management meetings, including facilitating inputs for the design on constructability;
    • Manage, coordinate and expedite the preparation of all ‘as-built’ drawings and design documentation.
  • Tender documentation and procurement:
    • Provide support in the development of the procurement strategy for contractors, subcontractors, and suppliers;
    • Ensure appropriate insurances required for the implementation of the project by the contractor(s) are provided during the procurement stage;
    • Conduct the reconciliation of tender prices within the project budget;
    • Establish the format and procedures for monitoring and control of the cost of the works;
    • Facilitate the approval of the tender recommendation(s) by stakeholders.
  • Construction documentation and management:
    • Review detailed architectural or engineering designs prior to mobilization of works, manage all site instructions issued to the contractor and coordinate the handover of the site to the contractor;
    • Regularly monitor the performance of the contractor against the Programme of Works and Method Statement and report on any review and/or adjudication circumstances and entitlements that may arise from any changes required to the Contract Programme and Method Statement;
    • Establish efficient procedures for quality assurance, verifying contractor performance, reporting progress and problems in a timely manner, including quality control reports and quantity survey records;
    • Establish effective procedures for monitoring and controlling cost variations, including, but not limited to requests for variation or change orders, requests for time extension, and contractor’s claims and invoices;
    • Monitor and certify all necessary testing and commissioning conducted by the contractors, review and manage any adjudicated contractual claims and monitor long lead items and off-site production by the contractors and suppliers;
    • Prepare fortnightly project reports;
    • Facilitate and monitor the issuance of Works Completion Lists and the Certificate of Work Completion in the two project sites.
  • Cost Management:
    • Prepare and submit periodic cost reports during construction and conduct valuations for all submitted claims by the contractor and certify payment claims;
    • Track changes to design and/or construction works and adjust budget projections accordingly.
  • Evaluation:
    • Ensure that project deliverables are met on time, within budget and at the required level of quality;
    • Evaluate the outcomes of the project as established during the planning phase.
  • Project close out:
    • Ensure and review the issuance of the Works Completion Certificates;
    • Oversee handover of all operating and maintenance manuals, warranties and guarantees;
    • Manage and expedite the procurement of all statutory compliance certificates and documentation;
    • Manage the finalization of the Health and Safety File for submission to the client;
    • Coordinate and manage the rectification of defects during the Defects Liability Period;
    • Manage the preparation of the final account at project completion;
    • Coordinate and review the issuance of the Final Completion Defects list and Certificate of Final Completion;
    • Prepare and present the Project Closeout Report.

Description of task

Within the delegated authority and under the supervision of UN Women’s Peace, Security & Humanitarian Specialist, the UNV Communications Specialist will:

a. Developing and Implementing Communication and Outreach Plans:

  • Develop communication and outreach plans for projects under the WEE & WPS/HA portfolio
  • Advise in terms of message formulation and identification of effective communication channels for reaching the target groups
  • Provide advice on communication and outreach strategies into programme implementation
  • Maintain close contact with the media representatives in the region, provide support to building partnership with the media
  • Provide advice and guidance to and coordinate with Country Offices for a harmonious implementation of communication and outreach plans
  • Provide support for the implementation of project events and report them accordingly
  • Prepare media advisories to announce events to the media and draft media releases to send out after/right at the end of the events
  • Prepare drafts of texts about project activities and achievements for the regional website

b. Contributing to Knowledge Building and Management:

  • Contribute to the identification of best-practices. Draft success stories (including human interest stories and testimonials by project partners and beneficiaries, and communications assets) and other communications products (infographics etc.) for distribution. Conduct simple interviews where necessary
  • Develop and disseminate outreach communication materials, presentations, knowledge products, and other relevant documentation
  • Support programme and policy colleagues with the development, branding and design of publications and relevant knowledge materials
  • Utilize social networking and other media strategies for advocacy and promotion
  • Seek, follow-up on and provide content for any information campaign and outreach opportunity with partnering UN agencies and other partners

c. Maintaining Web/Online Presence:

  • Develop content for the regional website and social media accounts
  • Improving ways on how information, statistics and results are organised so that high-quality data and statistics support project’s key messages, and that information and communication is organised in an appealing manner

d. Ensuring Programme Visibility:

  • Provide support in presenting important project results – success stories, using as many communication channels as possible in close cooperation with partnering UN agencies
  • Ensure a unified visual identity for all program activities, materials, and events. Oversee the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design)
  • Ensure that all communication activities are implemented in line with UN Women Regional Communications Strategy and donor guidelines on communication and visibility
