Description of task

Under the direct supervision of Regional Adviser - Evaluation (please complete with the function of the supervisor), the UN Volunteer will undertake the following tasks:

The post provides support to the evaluation portfolio as it relates to EAPRO’s regional evaluation strategy and its associated Annual Workplan. The UNV Evaluation Officer will be tasked with the following:

  1. Support the RA-Ev (and / or MCES) on major evaluations and related evaluative work
  • Gather key background documents for use in the scoping and execution of evaluations
  • Support the process for the development of evaluation terms of reference, which includes managing and/or guide consultants in delineating the scope of the evaluation and engaging in consultations with evaluation stakeholders
  • Participate in procurement and recruitment of the evaluation team, which includes reviewing of proposals submitted by preparing tabulation of applicants background, skills and experience that will feed into the selection process;
  • Collect and present relevant information for all phases of the evaluation in a concise and digestible format for use by consultants
  • Examine interim products and drafts report; consolidate comments by all reviewers for transmission to the consultants
  • Support evaluation report editing and formatting for publication
  • Knowledge management (KM): help develop the electronic repository of evaluation-related publications (UNICEF uses SharePoint for its KM), reports and data sets for use in the evaluation and maintain until project finalization
  • Provide quality professional support to ongoing EAPRO Evaluation section activities, including background research and scoping for upcoming evaluations.

  1. Provide support in the management of ad-hoc evaluative work as stipulated in the Regional work plan:
  • To provide quality support to drafting concept notes, dissemination of reports, including contributing to scanning of recent articles and publications to keep abreast of new approaches in evaluation and partnership for evaluation
  • Gathering research evidence, and other inputs to support evaluations, including design and support to colleagues in online polling, surveying, and rapid data collection
  • Support methodology related work in the evaluation section of EAPRO
  • Promote the evaluation function in the region
  • Undertake other tasks as assigned by the supervisor.

  1. Provide support to systems development and maintenance of performance data and reporting for the evaluation function:
  • Further develop team performance monitoring systems and ensure these are updated on a regular basis against workplan objectives and targets
  • Support the evaluation function’s annual reporting requirements, and providing comments and analysis on country annual reports
  • Organize evaluation workshops as required.

Description of task

En el marco de la autoridad delegada y bajo la supervisión de su representante designado, el Voluntario de la ONU llevará a cabo las siguientes tareas:

  • Apoyar el diseño e implementación de sistemas de administración de riesgos del lavado de activos en beneficio de entidades del sector público en Colombia;
  • Dar seguimiento al cumplimiento de los cronogramas de los proyectos asociados a la prevención del lavado de activos en beneficio del sector público en Colombia;
  • Diseñar e implementar jornadas de sensibilización y capacitación para los gestores de riesgo de lavado de activos, y los directivos de entidades del sector público en Colombia, en relación con la importancia de prevenir el lavado de activos;
  • Proponer e implementar webinarios sobre la prevención del lavado de activos en el sector público, respecto a temas de interés y a convenir con los beneficiarios;
  • Formular documentos técnicos para promover la importancia de adoptar un enfoque basado en riesgo en los sistemas de prevención del lavado de activos;
  • Liderar la producción y publicación en redes sociales del contenido técnico y operativo relevante para promover la importancia de prevenir el lavado de activos en el sector público en Colombia;
  • Realizar mesas técnicas con los aliados en el sector público para ayudarlos a identificar los procesos misionales y contractuales susceptibles al riesgo de lavado de activos y financiación del terrorismo
  • Sistematizar la información relacionada con los Convenios de Cooperación Técnica a los que sea asignado/a.

Cualquier otra actividad que se requiera o sea asignada por el supervisor.

Además de lo anterior, a los Voluntarios de la ONU se les insta a integrarse al mandato del programa VNU en el marco de su asignación y promover la acción voluntaria a través de la integración en las comunidades en el desarrollo de su trabajo. Como tales, los Voluntarios de la ONU deben dedicar parte de su tiempo de trabajo a alguna de las siguientes actividades recomendadas:

  • Fortalecer su conocimiento y entendimiento sobre el concepto de voluntariado por medio de la lectura de publicaciones pertinentes tanto del programa VNU como externas, así como desempeñar un papel activo en las actividades del programa VNU (por ejemplo, en los eventos de conmemoración del Día Internacional del Voluntariado);
  • Conocer y desarrollar las formas tradicionales y/o locales de voluntariado en el país anfitrión;
  • Proveer reportes de autoevaluación anuales y al finalizar la asignación sobre las acciones de VNU, resultados y oportunidades;
  • Contribuir con artículos/críticas de sus experiencias en el terreno y enviarlas a la sede para su inclusión sitio web, publicaciones, panfletos/boletines, notas de prensa, etc. del programa VNU;
  • Ayudar con el Programa de Mentores para los nuevos Jóvenes Voluntarios de la ONU;
  • Impulsar o asesorar a grupos locales en el uso del servicio Voluntariado en Línea del programa VNU o promover el uso del servicio a individuos y organizaciones locales relevantes cuando sea técnicamente posible.

  1. Revisar y actualizar de forma participativa el Plan de Monitoreo y Evaluación del Proyecto, asegurando el cumplimiento con los instrumentos, tiempos y modalidades corporativas, asegurando la aplicación de los enfoques de derechos humanos, género y pueblos indígenas.
  2. Dar seguimiento a la implementación del Sistema de Monitoreo y Evaluación del Proyecto, incluyendo seguimiento a indicadores, obtención y revisión de informes, visitas de monitoreo al campo, reuniones de revisión sobre avances, entre otras (para los tres países: Guatemala, El Salvador y Honduras).
  3. Proveer asesoría técnica y apoyo a las contrapartes y equipo Inter agencial a cargo de la implementación del Proyecto, en cuanto a la metodología y herramientas de planificación, monitoreo y evaluación.
  4. Apoyar en la elaboración de los Planes Operativos Anuales del Proyecto.
  5. Elaborar informes, minutas, matrices, presentaciones y otros documentos para registrar, analizar e informar sobre las actividades implementadas y los datos recopilados en el marco del Plan de Monitoreo & Evaluación.
  6. Brindar insumos técnicos para la elaboración de informes y documentos requeridos.
  7. Apoyar en la coordinación y producción de materiales de comunicación sobre los resultados del Programa.
  8. Otros apoyos que le sean solicitados por la Coordinación Trinacional del Proyecto o el PBF.

Description of task

Bajo la supervisión de la Coordinadora de Respuesta Humanitaria en SSR, el voluntario ONU realizará las siguientes tareas:

A) Construcción / actualización diagnóstica de situación de insumos, personal,
infraestructura, dotación, necesidades y prioridades de población beneficiaria en las áreas de atención anticoncepción, manejo de ITS y manejo clínico de la violencia sexual en centros seleccionados del Estado Guárico. Encuentro con autoridades locales, comunidad organizada, personal, visitas a centros seleccionados.
B) Diseño del Proyecto y Planificación de acciones: en base a línea base y recursos disponibles, en coordinación con autoridades de salud locales y nacionales, coordinadora nacional de SSR y Oficial de Programa de UNFPA.
C) Asistencia técnica, supervisión y monitoreo de los socios implementadores en las actividades desarrolladas.
D) Establecer vínculos con organizaciones comunitarias y líderes comunitarios para reforzar su participación en la planificación, monitoreo y evaluación de las actividades.
E) Seguimiento y Monitoreo del uso de los insumos, población beneficiada, inventario.
F) Monitoreo en conjunto con coordinadora nacional, comunidad organizada, autoridades locales y nacionales de salud, de acciones realizadas y población beneficiada. Visitas periódicas a centros seleccionados y reuniones periódicas con autoridades locales. Supervisiones periódicas, contacto telefónico y entrevistas a personas beneficiadas al azar.
G) Apoyo en la dispensación y monitoreo de los anticonceptivos, incluyendo jornadas en acuerdo con autoridades, comunidad organizada, proveedores de salud, otras organizaciones.
H) Apoyo en el componente de comunicaciones del proyecto generando cápsulas informativas y otros productos comunicacionales.
I) Desarrollar acciones adicionales relacionadas con sus funciones que sean requeridas por el UNFPA.

3. Perform communications research and analysis to ensure timely preparation and distribution of information products to target audience(s).

4. Maintain a contact list of journalists and media outlets and support the flow of news/information about WFP’s work to the media to support regular and appropriate communications while ensuring reputational risks are identified and managed.

5. Define WFP Venezuela’s social media plan, develop content, and utilise platforms, networks, and partners to enhance coverage and support of WFP’s activities.

6. Generate donor specific visibility content including, text, photos, videos, and audio for use across a range of integrated online platforms, to support global and country fundraising activities, ensuring consistency with corporate messages.

7. Monitor and analyse traditional and social media to inform the development and/or evaluation of communication activities and strategies.

8. Manage and supervise more junior staff and employees, acting as a point of referral and supporting them with more complex analysis and queries. 9. Build capacity of WFP staff on all aspects of communication (i.e., social media responsibility).

10. Work in close collaboration internal and external counterparts to support aligned activities and a coherent approach to communications within WFP.

11. Contribute to standard emergency preparedness actions, providing technical recommendations and guidance, and monitoring of communications specific risks (reputational).

12. Provides advice and guidance within area and level of expertise, to ensure that all activities meet desired standards of consistency, quality, and impact.

13. Serve as focal point for graphic design of material pertaining to the WFP Venezuela brand to promote organizational visual identity in internal and external communications while respecting official branding guidelines.

Description of task

Under the overall supervision of the Governance and Gender Advisor and the direct supervision of Gender Programme Coordinator, the Project Engineer will undertake the following tasks:

  • Project implementation:
    • Execute the project according to the project plan and supervise daily works;
    • Develop forms and records to document project activities and set up files to ensure that all project information is appropriately documented and secured;
    • Monitor the progress of the project and adjust as necessary to ensure the successful completion of the project;
    • Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project;
    • Review the quality of works completed with the project team on a regular basis to ensure that it meets the project standards.
  • Design Development:
    • Establish and coordinate the formal and informal communication structure, processes, and procedures for the design development of the project;
    • Prepare a detailed construction design and supportive documents based on an updated indicative construction programme;
    • Manage, coordinate and integrate the construction design in a sequence to suit the project design and quality requirements in two sites – one after another;
    • Conduct and record the appropriate planning, design, coordination, and management meetings, including facilitating inputs for the design on constructability;
    • Manage, coordinate and expedite the preparation of all ‘as-built’ drawings and design documentation.
  • Tender documentation and procurement:
    • Provide support in the development of the procurement strategy for contractors, subcontractors, and suppliers;
    • Ensure appropriate insurances required for the implementation of the project by the contractor(s) are provided during the procurement stage;
    • Conduct the reconciliation of tender prices within the project budget;
    • Establish the format and procedures for monitoring and control of the cost of the works;
    • Facilitate the approval of the tender recommendation(s) by stakeholders.
  • Construction documentation and management:
    • Review detailed architectural or engineering designs prior to mobilization of works, manage all site instructions issued to the contractor and coordinate the handover of the site to the contractor;
    • Regularly monitor the performance of the contractor against the Programme of Works and Method Statement and report on any review and/or adjudication circumstances and entitlements that may arise from any changes required to the Contract Programme and Method Statement;
    • Establish efficient procedures for quality assurance, verifying contractor performance, reporting progress and problems in a timely manner, including quality control reports and quantity survey records;
    • Establish effective procedures for monitoring and controlling cost variations, including, but not limited to requests for variation or change orders, requests for time extension, and contractor’s claims and invoices;
    • Monitor and certify all necessary testing and commissioning conducted by the contractors, review and manage any adjudicated contractual claims and monitor long lead items and off-site production by the contractors and suppliers;
    • Prepare fortnightly project reports;
    • Facilitate and monitor the issuance of Works Completion Lists and the Certificate of Work Completion in the two project sites.
  • Cost Management:
    • Prepare and submit periodic cost reports during construction and conduct valuations for all submitted claims by the contractor and certify payment claims;
    • Track changes to design and/or construction works and adjust budget projections accordingly.
  • Evaluation:
    • Ensure that project deliverables are met on time, within budget and at the required level of quality;
    • Evaluate the outcomes of the project as established during the planning phase.
  • Project close out:
    • Ensure and review the issuance of the Works Completion Certificates;
    • Oversee handover of all operating and maintenance manuals, warranties and guarantees;
    • Manage and expedite the procurement of all statutory compliance certificates and documentation;
    • Manage the finalization of the Health and Safety File for submission to the client;
    • Coordinate and manage the rectification of defects during the Defects Liability Period;

Description of task

Within the delegated authority and under the supervision of Director, TTFSC or his/her designated mandated representative(s), the UN Volunteer Forensic Pathologist will:

  • Perform post mortem examinations, both external examinations and autopsies, in cases submitted to the Forensic Science Centre by official and private clients;
  • Complete Medical Certificates of Cause of Death as required for the registration of deaths cases, at any crime scene, facility or location in Trinidad and Tobago;
  • Prepare and issue reports to the Coroner and Police Investigators on examinations performed, including observations made and opinions as to the cause of death;

Submit samples taken in the course of post mortem examinations to various laboratories for specific analyses;

  • perform microscopic examination of specimens;
  • complete Proof of Death Certificates for submission to insurance companies and other agencies by persons claiming life insurance benefits;
  • testify in criminal and civil courts and at Coroner Inquests in relation to professional findings and opinions;
  • visit scenes of suspected homicide where such visits would be of assistance to investigators;
  • direct and supervise junior staff, including Mortuary Attendants and Autopsy Technicians;
  • assist in the development, implementation and monitoring of standardized policies, protocols and procedures for the delivery of pathology services;
  • contribute to decision making in matters involving, inter alia, staffing, training, and procurement of equipment and materials for the Forensic Pathology Subdivision;
  • lecture to medical practitioners, law enforcement officers, legal officers, students and other groups on various aspects of forensic pathology;
  • represent the Forensic Science Centre, as required, at conferences, meetings and discussions on forensic pathology matters;
  • advise on improvements and best practices in pathology for the TTFSC;
  • any other related tasks as may be required or assigned by the supervisor.

Description of task

Under direct supervision of the Director of the assigned Office, the Programme Management Officer will be responsible for the following duties:
