Description of task

Within the delegated authority and under the supervision of Head of Sub Office or his/her designated mandated representative(s), the UN Volunteer Associate Project Control Officer will:

  • Participate in the annual assessment and planning cycle.

  • Review that project agreements are in conformity with Country Operation Plans and UNHCR’s rules, policies, and procedures.

  • Formulate and implement a performance project monitoring plan in collaboration with the Programme Unit and MFT.

  • Participate in the development of the direct implementation monitoring plan in collaboration with the Programme Unit and other relevant functions.

  • Support Programme and other relevant functions in the selection of implementation modalities.

  • Track the management of project and direct implementation risks in collaboration with the Programme Unit, and report major risks to senior management.

  • Review, analyze and verify Financial and Performance Partner Reports (PFR and PPR), and check accuracy and consistency between PFR and PPR, in accordance with partnership agreements.

  • Undertake missions within the geographical area of responsibility.

  • Monitor, track and verify that expenditure for direct implementation by UNHCR is in line with the approved budget.

  • Conduct reviews of the internal control systems of partners and provide advice as required.

  • Provide feedback and recommendations of identified variants, risks and issues to the partner, Programme Unit and escalate to management as required.

  • Prepare project control reports with the status of programme implementation and financial status.

  • Support out timely project closure in coordination with the programme unit.

  • Provide input to the mid- and end-year programme review process on issues related to project control and risk management.

  • Maintain professional relationships with partners and UNHCR’s contractors.

  • Keep up-to-date with all UNHCR rules, regulations and procedures necessary to perform these duties.

  • Report on financial and operational performance and risks related to projects and activities under direct implementation and escalate issues to senior management.

  • Recommend acceptance or non-acceptance of Partner Reports and payment of instalments.

  • Advise on improvements related to implementing partnership and direct implementation management and internal controls.

  • Contact partners for project related matters.

  • Perform other related duties as required.

Description of task

Under the overall guidance of the head of the Management Support Unit and direct supervision of the M&E Analyst, the UNV is expected to perform the following duties pertaining to the covid-19 Emergency Response Project implemented by the Sudan Federal Ministry of Health, and independently monitored by UNFPA:

Ø Lead the development of the project Monitoring and Evaluation Calendar for field/site visits covering facilities, institutions and beneficiaries of the covid-19 Emergency Response Project;

Ø Provide guidance and support to the project’s national UNVs/M&E to conduct quality project monitoring and reporting;

Ø Ensure that the monitoring activities are well documented using standard template and procedures and shared with responsible partners at Khartoum and state levels for follow up on actions;

Ø Contribute to development of results-based monitoring tools and procedures in the context of the Project Monitoring and Evaluation Plan;

Ø Provide the Country Office with quality monthly update on implementation and progress of the covid-19 Emergency Reponses Project for development of quarterly reports for submission to the Project Management Unit for decision making;

Ø Collect inputs from the focus states - through the national UNVs and partners - on implementation, do quality check and contribute to the development of annual progress reports to stakeholders and donors;

Ø Analyze and asses how findings of monitoring, reviews, assessments and other studies related to the project are analyzed, disseminated and taken into account in ongoing project planning and management;

Ø Promote knowledge sharing and continuous learning, and documenting innovation strategies, approaches, lessons learned and best practices arising from the project implementation;

Ø Ensure that requirements including impartiality and conflict of interest of team members are complied with. Ensure accurate documentation of any actual or perceived conflict of interest.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

· Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.

· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;

Description of task

Under the direct supervision of the Programme Officer and in close coordination with the Head of Field Office, the Associate Programme Officer will undertake the following tasks:

  • Through a consultative process within the country and field visits, stay abreast with latest information and be involved in the development of strategies, methodologies and contingency plans that respond to new and emerging operational challenges for the country;
  • Assist in ensuring that global strategic priorities (GSP) and regional priorities as well as information on projected resource availability guide the planning parameters;

Description of task

· Support design and development of data visualization products, both static and interactive, related to the Knowledge Hub’s initiatives;

Description of task

Within the delegated authority and under the supervision of the Chief of the Staffing Innovation and Process Improvement Section and the Chief of Team 1 in the Operational Support and Advisory Section, their designated mandated representative(s), and/or other relevant project managers, the UN Volunteer Change Management and Communications Officer will:

  • Help project managers make the business case for change, conduct a stakeholder analysis, co-create change visions, facilitate a change impact analysis, and derive from that change management strategies addressing issues and risks to project implementation.
  • Guide project managers and team members in the development of engagement strategies to address concerns and co-create solutions to increase the buy-in and sustainability of recruitment, on-boarding, and other staffing and personnel solutions.
  • Conduct data analysis to understand trends and identify bottlenecks in business processes using dashboards and detailed data sets.
  • Design communications products to encourage use and adoption of new staffing and onboarding tools such as nudging emails, promotional articles, infographics, and short videos.
  • Conduct focus groups with clients to better understand the challenges and co-create potential solutions related to the adoption of new staffing and onboarding tools.
  • Design and conduct surveys to better understand client behavior and challenges to implementation of change initiatives.
  • Develop and implement communications strategies focused on behavioral insights, adoption of new tools, and the business case for change.
  • Design and implement new forms of client consultations that capture behavioral insights affecting the pace of change and the achievement of benefits related to change initiatives.
  • Help project staff conduct risk analysis and stakeholder mappings to integrate change strategies into their work programmes.
  • Design workshops with clients and stakeholders to identify challenges, priorities, prototype business solutions, and refine current tools to address business challenges.
  • Work with change agent groups and online communities of practice to communicate new initiatives, answer client queries, and promote opportunities to adopt new processes.
  • Develop content that presents examples of change success stories linked to early adopters and turnaround stories from followers using short videos or other appropriate web content.
  • Document key lessons learned from the Recruitment Innovation and Onboarding Process Improvement change efforts with a focus on behavioral insights, identifying and overcoming barriers.
  • Compile change management tools and contribute to the development of a change management tool kit.

Description of task

Sous la supervision directe du Représentant Résident du PNUD et en collaboration étroite avec l’Unité Stratégie et Politique du PNUD, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

1. Appuyer la structure en charge de la coordination de l’aide dans :

  • la mise en oeuvre du « Mécanisme Conjoint de Coordination pour l’Emergence (MCCE) », pour assurer une meilleure coordination des actions gouvernementales, une allocation optimale des ressources, et une harmonisation des Partenaires Techniques et Financiers ;
  • le développement et la mise en oeuvre d’un programme de développement des capacités afin de lui permettre de jouer pleinement son rôle de leader dans la mobilisation et la gestion de l’Aide Publique au Développement (APD) ;
  • le développement d’outils de gestion de l’aide et la mise à jour régulière de l’information sur les flux d’APD, notamment par le biais de la base de données AMP, et assurer la facilité d’accès de cette base à tous les acteurs concernés ;
  • la préparation et la documentation des questions techniques et politiques, et l’organisation logistique de la réunion du Groupe de Dialogue des chefs de Coopération et assurer la représentation, participation et contribution effective de l’ensemble des parties prenantes ;
  • le suivi des activités et l’agenda du Groupe de Dialogue des chefs de Coopération, ainsi que l’état d’avancement de la mise en oeuvre de leurs recommandations ;
  • la préparation des propositions sur le développement de la coopération avec les donateurs existants et potentiels de manière qu'elle soutienne les objectifs et les priorités nationale inscrits dans les stratégies nationales de développement afin d’éviter les doubles emplois et les chevauchements d'efforts.

2. Travailler en étroite collaboration avec la structure en charge de la coordination de l’aide pour :

  • renforcer leur capacité à conduire des revues périodiques des mécanismes de partenariat au niveau sectoriel, à suivre les progrès et à faciliter le partage des meilleures pratiques entre ces groupes sectoriels et faire le suivi de leurs fonctionnements ;
  • produire des analyses sur le volume, l’absorption, la répartition et de la qualité des flux d’aide, et la production d’un rapport annuel sur la coopération au développement (RCD), tout en renforçant la coordination de l’aide au niveau régional/infranational ;
  • appuyer la mobilisation des ressources techniques et financières pour la mise en oeuvre des plans sectoriels.

3. Appuyer la structure en charge de la coordination de l’aide dans l’organisation technique et logistique de la réunion des partenaires techniques et financiers de la plateforme sectorielle décentralisation et développement local co-leader par le PNUD en :

  • suivant les activités et l’agenda de cette plateforme ainsi que l’état d’avancement de la mise en oeuvre de leurs recommandations ;
  • documentant les questions techniques et politiques de la plateforme sectorielle ;
  • harmonisant, facilitant et fluidifiant les échanges entre les partenaires techniques et financiers dans cette plateforme sectoriel, et assurant la représentation, participation et contribution effective de chacun d’entre eux ;
  • effectuant un suivi régulier de la mise en oeuvre du volet décentralisation et développement local du Plan Emergence de Madagascar et de la politique sectorielle de décentralisation et développement local.

4. Agir en tant que personne-ressource du bureau pays du PNUD dans les domaines de la gestion et de la coordination de l'aide au développement et appuyer le bureau pays à :

  • identifier les défis, les opportunités pour formuler des interventions de programme dans ce domaine ;
  • préparer la table ronde des partenaires pour la mobilisation de ressources extérieures pour la mise en oeuvre du Plan Émergence Madagascar et/ou de sa déclinaison régionale et l’atteinte des ODD ;
  • assurer son rôle de Facilitateur des donateurs dans le cadre du Programme multi-bailleurs (OMC, CNUCED, CCI, FMI, Banque Mondiale, PNUD) Cadre Intégré Renforcé (CIR) destiné à aider les PMA comme Madagascar à intégrer efficacement le commerce international et à tirer profit de la libéralisation des échanges commerciaux ;
  • collaborer avec l’équipe-pays des Nations-Unies, les bailleurs et les réseaux de la société civile pour le partage d’informations sur les politiques nationales concer-nant la gestion de l’aide.

1. Business Partnering

  • Through research of policies and analysis of data, provide support to the HR Business Partners in advising their clients on HR-related needs and developing subsequent plans of action.
