Description of task

Within the delegated authority and under the supervision of the Economist or his/her designated mandated representative(s), the UN Volunteer Gender Expert will:


1. UNCT SWAP Scorecard assessment
The volunteer will base his/her work on the existing methodology and tools for the UNCT SWAP - Scorecard assessment. The gender expert will facilitate the exercise and apply participatory methods to ensure the establishment and training of an assessment team.
To guide and support the assessment team with the piloting process, the consultant will complete a background document review including :

  • UNCT UN-SWAP Technical Guidance and Framework
  • UNCT Gender Scorecard Reports for the countries in the regions and from other countries
  • Current Country CCA and UNSDCF
  • UNCT planning, budgets programming documents
  • UN Gender and Human Rights Group’s TOR, reports and work plans 2016 - 2021
  • CEDAW Reports/other national assessments/National Gender Plans, etc.

Assistance and support for the Inter Agency Team (IAT) with the in-country assessment :

  • Support the collection of complementary data and evidence to score indicators
  • Conduct gender analysis of verification documents required to help the IAT score areas of performance
  • Facilitate working sessions and technical support with key stakeholders such as the Resident Coordinator; Heads of Agencies; key programme staff; M&E teams, partners, etc. to discuss and score areas of performance
  • Complete the scoring matrix based on IAT discussions and agreements
  • Facilitate a debrief with the HOA to discuss findings and proposed actions

Reporting :

  • Draft Scorecard and narrative report, with inputs from assessment team
  • Complete the final Scorecard, narrative report and follow-up matrix

2. Capacity strengthening
This component will include:

  • Assessment of UNCT capacities on gender and related sub-themes
  • Preparation, discussion and UNCT validation of a capacity building plan on Gender 2021-2023, including a monitoring matrix
  • Delivery of trainings to staff of all levels, including a dedicated training for UNCT management and trainings to field staff in key regional hubs
  • Completion of a gender learning package for UNCT

3. UNCT Support to institutional and operational strengthening of Government of Madagascar :

  • Coordination of UNCT inputs on NGP, law on EWM, National GBV strategy, gender budgeting, etc.

4. Provide any additional support as may be required.

Description of task

Sous la supervision directe du cheffe de section C4D/SBC UNICEF et la supervision technique de la C4D Specialist avec l’appui du Programme Officer en charge de la composante jeune, de l’engagment communautaire et le changement social, le/la Volontaire des Nations Unies effectuera les tâches suivantes:
Résumé des fonctions/responsabilités clés :

  • Participer à l'élaboration et à la mise en œuvre de solides stratégies d'engagement des jeunes, avec des résultats SMART, des appels à l'action convaincants et une théorie du changement clair.
  • Proposer de nouvelles approches et des idées novatrices dans le cadre du processus d'élaboration de la stratégie ou des orientations de jeunesse incluant le jeune et climat, le VBG.
  • Concevoir et mettre en œuvre des plans de communication efficaces qui permettront d'atteindre les objectifs des stratégies clés d'engagement des jeunes sur les thématiques émergentes.
  • Fournir des conseils techniques sur la modération des contenus pour les adolescents et les jeunes.
  • Assurer la coordination de la mise en œuvre du programme U-Report et IOGT ainsi que des actions de conception de sondages, en assurant la liaison avec les équipes du programme, le comité de pilotage et les partenaires nationaux.
  • Initier et diriger la mise en œuvre d'un programme local de défenseurs de la jeunesse pour le climat, et la VBG.
  • Identifier les jeunes défenseurs potentiels, et les soutenir dans la préparation des plans et de communication ainsi que des événements.
  • Établir des bases de référence par rapport auxquelles les résultats sont régulièrement contrôlés. Assurer la liaison avec les spécialistes du suivi pour identifier les indicateurs clés de performance des campagnes et mettre en place des systèmes de suivi.
  • Préparer les rapports des interventions/ événements, y compris les rapports d'étape, les rapports d'avancement et les rapports finaux, et assurer la liaison avec les équipes, sections et partenaires concernés pour le contenu des rapports.
  • Contribuer au renforcement des capacités en matière d'engagement des jeunes par le biais du coaching, de la formation et du partage d'expertise.

Description of task

Under the direct supervision of SPPS Project Manager the NUNV will work to support the SPPS project on key coordination, logistical, and deliverable objectives being carried out by various members of the SPPS team. The deliverables by the consultant are time-bound and related to specific tasks that need to be completed in support of priority objectives under which the project is working toward. The consultant will work closely with the other members of the technical team including Livelihood Specialist, Training Specialist, M&E Specialist and MIS Associate, and ensure programmatic supports as per requirements. He will have to support and participate in conducting in-depth research and analysis of primary and secondary data (either collect data/information through web search and/or visits key focal points of social protection programmes implementing ministries) and assist in preparing policy presentation and briefs. In collaboration with colleagues, the consultant will support critical research and policy development objectives under the policy exploration phase of developing a national social insurance scheme, researching the viability through piloting on universal old age and persons with disability allowance, and support critical economic and coronavirus social protection research. The consultant will be assigned for working with SPPS project of UNDP within the scope of Cabinet Division and GED.

Specific duties to include:

Working closely with the government counterpart in Cabinet Division and other social protection implementing ministries/divisions, provide data collection, research, and documentation support in the ongoing formulation process of NSSS Action Plan (Phase 2) and subsequent progress tracking of the implementation of the Action Plan:

  1. Support formulation of NSSS Action Plan and monitor its implementation progress
  • Assist in preparing a database of NSSS Action Plan items of each ministry/division
  • By coordinating with the implementing ministries/divisions, update the database with progress tracking information
  • Provide support in documentation of the NSSS Action Plan related information and data received from the line ministries
  1. Provide administrative and logistics support to the Cabinet Division’s Social Protection branch
  • Assist the social protection branch of Cabinet Division in organizing consultation meetings, and workshops on social security.
  • Assist in preparation of meetings/workshops’ notices, minutes, and other documents
  • Maintain and regularly update a database of social security focal points of implementing ministries/division
  • Assist in any other related matters as deemed required.
  1. Provide technical support in the development process of Cabinet Division’s digitized dashboard on social security:
  • Support the dashboard development process through coordination, data collection, data entry and other relevant tasks
  • Provide support through research, and documentation.
  1. Under the supervision of ICT Expert, assist in updating Cabinet Division’s website on Social Security
  • Provide support in updating the website with information on activities such as news, events, publications, e-library, and other related information
  • Designing visual imagery and sample pages including colors and fonts for the website.
  • Assist in developing the capacity of project staff in updating, accessing and usage of the website on social protection

Description of task

The Government of Bangladesh has formulated the National Social Security Strategy (NSSS) with the objective of tackling poverty and vulnerability by contributing to human resource development which will have particular focus on child social protection. Therefore, the NSSS adopts the social protection programmes for families with children as the primary challenge. The SPPS Programme supports the government in implementation of the NSSS which recommends child social protection as the most important agenda of social protection reforms. Thus, the development of child social protection and nutritional upliftment has come to be most prominent engagement of SPPS Programme.

In view of the above, the SPPS Programme is looking for a young professional (with Bangla and English language proficiency) capable of working collaboratively, having research aptitude on social issues, and with technical expertise of child social protection and nutrition for a certain period to work directly in the SPPS Programme which operates in different ministries and offices.

As an effort to increase its internal capacity, SPPS Programme prefers a qualified young professional with the interest on social development policy, child social protection and nutrition (with Bachelor’s degree preferably with major in nutrition or child development) who will support Cabinet Division and GED in implementation of NSSS. Some of the salient expected deliverables are:

Specific duties to include:

  • Support the SPPS team in analysis of the government policy on child social protection in NSSS, Five Year Plans, SDGs and to point out prioritized policy areas for supports.
  • Assist in developing knowledge products on key emerging issues relating to child social protection and nutrition.
  • Review reports and strategy papers on social protection.
  • Assist in preparing policy presentation and briefs
  • Support and participate to conduct in-depth research and analyse primary and secondary data

Description of task

Dans le cadre de l’orientation stratégique de l’OMS au niveau national, le/la Volontaire des Nations Unies devra établir un plan harmonieux de communication et de sensibilisation, mettant en lumière l’action de l’OMS sur le terrain et faisant ressortir les réalisations et les résultats obtenus grâce aux efforts du bureau de Madagascar.
Responsabilités :
1. Recenser les sujets d’intérêt de manière à développer et à renforcer les activités médiatiques et de communication réalisées dans le cadre des efforts de l’OMS au niveau national. Concevoir des matériels et des outils de communication de pointe, puis assurer la diffusion rapide et en temps voulu de l’information vers tous les partenaires.
2. Collaborer avec le responsable de la gestion des projets (PMO/RM) du bureau de l’OMS à Madagascar afin de concevoir un ensemble de nouveaux documents de sensibilisation destinés à informer les parties prenantes et le grand public de la riposte menée par l’OMS. En outre, développer conjointement, selon le besoin, des outils médiatiques de haute qualité, allant du matériel audiovisuel et photographique, des imprimés, des programmes télévisés et radiodiffusés, à des présentations multimédia, aux réseaux sociaux, aux vidéos et communiqués de presse et à des bulletins d’information, entre autres, le but étant de promouvoir la visibilité, les réalisations et les réussites de l’OMS.
3. Se mettre en rapport avec la presse et les médias afin de diffuser des informations concernant l’action de l’OMS et les activités pertinentes telles que les ampagnes de l’Organisation, et susciter une prise de conscience accrue sur ces sujets. Créer des opportunités d’entrevue et de court métrage visant à renforcer la visibilité des réalisations de l’OMS par l’entremise de la radio, de la télévision et de la presse écrite, pour ne citer que ces moyens.
4. Diriger la conception et la maintenance du contenu des sites internet relatifs aux situations d’urgence, conformément aux lignes directrices et aux normes en vigueur au sein de l’Organisation, pour veiller à ce que l’approche adoptée reste cohérente.
Effectuer un examen critique puis améliorer les contenus, l’architecture et la conception.
5. Effectuer des recherches puis rédiger des articles et des messages contenant des faits tirés de situations réelles.
6. Préparer des articles de sensibilisation et de communication et des exposés que l’équipe de mobilisation des ressources exploitera pour convaincre les donateurs et les exhorter à financer rapidement la riposte menée par le secteur de la santé en faveur des populations touchées.
7. Collaborer avec tous les acteurs pertinents, notamment le groupe de responsabilité sectorielle Santé, le Bureau régional et le bureau pays, les autres départements de l’OMS, les organisations du système des Nations Unies et d’autres partenaires, afin d’identifier et de créer des possibilités de communication, puis de préparer des campagnes de communication sur des sujets spécifiques.
8. Représenter le bureau pays de l’OMS au sein du groupe de communication des Nations Unies et fournir un soutien technique approprié si nécessaire.
9. Organiser des activités et des réunions de sensibilisation pour accroitre la visibilité de l’OMS et de l’action menée par le bureau pays.

10. S’acquitter de toutes autres tâches relevant du domaine de la communication qui pourraient être confiées par le supérieur hiérarchique.
11. Soutenir l’élaboration et la mise en oeuvre des plans multirisques en matière de communication, de mobilisation sociale et de sensibilisation.
12. Assister les services du Ministère de la santé et des autorités sanitaires de Madagascar chargées des communications publiques en période de crise, en définissant les sujets à aborder et en rédigeant des communiqués, des déclarations à la presse et tout autre article nécessaire.

Etre titulaire d’un diplôme universitaire dans des disciplines telles que le journalisme et la communication, les relations publiques, la publicité, le marketing ou encore les sciences politiques et sociales ou toute autre discipline connexe offerte par une structure accréditée et reconnue.
Souhaitable : avoir suivi un cursus universitaire supérieur en gestion du développement ou en santé publique ; une formation en techniques de communication avec une spécialisation en conception graphique, en langage visuel ou en utilisation des réseaux sociaux ; ou une formation supplémentaire en communication sur les risques.

Avoir un minimum de deux ans d’expérience connexe, aux niveaux national et/ou international, dans le domaine de la communication ou de la sensibilisation. Justifier d’une expérience en matière de rédaction de documents de sensibilisation et de conception de supports de communication.
Souhaitable : avoir une expérience de travail avec l’OMS, les Nations Unies ou d’autres organisations internationales. Une expérience en matière d’organisation de campagne de sensibilisation et de gestion des processus de publications serait un atout.
