Description of task

Under the direct supervision of the Chief Property Management Unit, the UN Volunteer will undertake the following tasks:

  • Assists the Supervisor with planning of the property management operations, monitor progress through statistical analysis of database records and monthly progress reports for the Unit;
  • Assist with monitoring ongoing operations of the Unit, undertaking regular site visits of field mission offices and carries out physical inspections and verification of UN property;
  • Liaises with the Technical Sections, Procurement Section and Movement Control Section at the mission on matter related to Inventory Control, Receiving and Inspection as well as Disposal activities of UN Property;
  • Maintain accurate and auditable records, in both hard and electronic format, for accountability of UN Property at mission location in conformance with Administrative Instructions Department of Management Strategy, Policy and Compliance(DMSPC) guidelines and mission Property Management standard operating procedures (SOP);
  • Assists in the utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission’s property management;
  • Monitors the Inventory Management database, ensuring anomalies are identified in Discrepancy Reports and addressed immediately;
  • Assist with preparation of periodic performance reports in line with Global Assets Management Policy Service (GAMPS) quarterly reporting regime, reviews and ensures accuracy of data;
  • Assist preparation of accurate and auditable statistical reports for management in missions and drafts correspondence, as required;
  • Assists the Chief of the Unit in compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit;
  • Identifies issues and implements solutions to problematic areas related to Property Management.
  • Ensures accurate tracking of existing fixed assets, implements and monitors the periodic physical verification process;
  • Assists with the preparation of periodic IPSAS financial reports on property and equipment and Inventory (year-end reports, monthly reports), ensures timely submission as per the GAMPS Guidelines.
  • Perform other duties as required.

Description of task

Under the direct supervision of SPPS Project Manager the NUNV will work to support the SPPS project on key coordination, logistical, and deliverable objectives being carried out by various members of the SPPS team. The deliverables by the consultant are time-bound and related to specific tasks that need to be completed in support of priority objectives under which the project is working toward. The consultant will work closely with the other members of the technical team including Livelihood Specialist, Training Specialist, M&E Specialist and MIS Associate, and ensure programmatic supports as per requirements. He will have to support and participate in conducting in-depth research and analysis of primary and secondary data (either collect data/information through web search and/or visits key focal points of social protection programmes implementing ministries) and assist in preparing policy presentation and briefs. In collaboration with colleagues, the consultant will support critical research and policy development objectives under the policy exploration phase of developing a national social insurance scheme, researching the viability through piloting on universal old age and persons with disability allowance, and support critical economic and coronavirus social protection research. The consultant will be assigned for working with SPPS project of UNDP within the scope of Cabinet Division and GED.

Specific duties to include:

Working closely with the government counterpart in Cabinet Division and other social protection implementing ministries/divisions, provide data collection, research, and documentation support in the ongoing formulation process of NSSS Action Plan (Phase 2) and subsequent progress tracking of the implementation of the Action Plan:

  1. Support formulation of NSSS Action Plan and monitor its implementation progress
  • Assist in preparing a database of NSSS Action Plan items of each ministry/division
  • By coordinating with the implementing ministries/divisions, update the database with progress tracking information
  • Provide support in documentation of the NSSS Action Plan related information and data received from the line ministries
  1. Provide administrative and logistics support to the Cabinet Division’s Social Protection branch
  • Assist the social protection branch of Cabinet Division in organizing consultation meetings, and workshops on social security.
  • Assist in preparation of meetings/workshops’ notices, minutes, and other documents
  • Maintain and regularly update a database of social security focal points of implementing ministries/division
  • Assist in any other related matters as deemed required.
  1. Provide technical support in the development process of Cabinet Division’s digitized dashboard on social security:
  • Support the dashboard development process through coordination, data collection, data entry and other relevant tasks
  • Provide support through research, and documentation.
  1. Under the supervision of ICT Expert, assist in updating Cabinet Division’s website on Social Security
  • Provide support in updating the website with information on activities such as news, events, publications, e-library, and other related information
  • Designing visual imagery and sample pages including colors and fonts for the website.
  • Assist in developing the capacity of project staff in updating, accessing and usage of the website on social protection

  1. Provide administrative and logistical support to SPPS Programme

Description of task

The Government of Bangladesh has formulated the National Social Security Strategy (NSSS) with the objective of tackling poverty and vulnerability by contributing to human resource development which will have particular focus on child social protection. Therefore, the NSSS adopts the social protection programmes for families with children as the primary challenge. The SPPS Programme supports the government in implementation of the NSSS which recommends child social protection as the most important agenda of social protection reforms. Thus, the development of child social protection and nutritional upliftment has come to be most prominent engagement of SPPS Programme.

In view of the above, the SPPS Programme is looking for a young professional (with Bangla and English language proficiency) capable of working collaboratively, having research aptitude on social issues, and with technical expertise of child social protection and nutrition for a certain period to work directly in the SPPS Programme which operates in different ministries and offices.

As an effort to increase its internal capacity, SPPS Programme prefers a qualified young professional with the interest on social development policy, child social protection and nutrition (with Bachelor’s degree preferably with major in nutrition or child development) who will support Cabinet Division and GED in implementation of NSSS. Some of the salient expected deliverables are:

Specific duties to include:

  • Support the SPPS team in analysis of the government policy on child social protection in NSSS, Five Year Plans, SDGs and to point out prioritized policy areas for supports.
  • Assist in developing knowledge products on key emerging issues relating to child social protection and nutrition.
  • Review reports and strategy papers on social protection.

Description of task

Under the direct supervision of the Head of the Human Rights Field Office and the overall supervision of the Director of MINUSMA Human Rights and Protection Division, the UN Volunteer will undertake the following tasks:

  • Gather information and report on the human rights situation in a designated geographical area, including through close cooperation with other United Nations actors and the community;
  • Monitor and keep the supervisor regularly informed on developments concerning the human rights situation;
  • Visit and monitor detention centres for compliance with international human rights norms;
  • Monitor trials for compliance with international human rights norms;
  • Conduct fact-finding missions; Participate in monitoring activities;

Description of task

Sous la supervision directe de la Deputy Resident Representative, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  1. Gestion financière des programmes/des projets, recouvrement des coûts en soutien aux coordonnateurs de programmes et projets
  2. Mise en œuvre des procédures NIM
  3. Contribution à la préparation des budgets des projets et programmes

  • Analyser le suivi financier en appui aux Coordonnateurs des Programmes :
    1. Vérifier la fiabilité des données financières des projets enregistrées dans les rapports financiers
    2. Suivre la gestion des ressources financières des projets suivant les directives établies par le Bureau du Mali et le siège ;
    3. Conseiller sur les allocations des budgets des programmes, appuyer les révisions budgétaires ;
    4. Contrôler la mise à jour des états de recouvrement des charges sur les programmes et projets et s'assurer que cela est en lien avec la politique de recouvrement des couts du bureau ;
    5. Contrôler à posteriori la conformité des demandes de paiement direct et d'avance de fonds aux partenaires d’exécution en lien avec les manuels et procédures en vigueur ;
    6. Contribuer à la préparation de la revue du Programme pays.

  • Apporter l’appui nécessaire aux partenaires d’exécution des organisations de la société civile et aux partenaires gouvernementaux dans le cadre de la mise en œuvre des projets et programmes :

  • Appuyer la mise en œuvre au niveau des partenaires d’une organisation comptable conforme aux règles de gestion de ONU Femmes ;

  • S’assurer que les dépenses effectuées par les partenaires d’exécution sont conformes aux procédures de gestion de ONU Femmes ;
  • Conduire des formations régulières sur le rapportage financier (FACE Form) à l’endroit des partenaires d’exécution et mettre à leur disposition les outils nécessaires ;

  • Assurer que les partenaires d’exécution et le Bureau d’ONU Femmes disposent d’un système de classement harmonisé des pièces justificatives ;

  • Assurer que les copies des pièces justificatives des dépenses réglées en paiement direct, sont communiquées et disponibles auprès des partenaires d’exécution ;

  • Appuyer la réalisation des audits NEX pour qu’ils sont certifiés conformes et accompagner l’élaboration et la mise en œuvre des plans de renforcement de capacité des partenaires d’implémentation, s’assurer que les plans de mise sont disponibles aux niveaux des partenaires d’exécution (IPs) et faire un suivi de leur mise en œuvre.

  • Appuyer le suivi de la mise en œuvre des recommandations des audits

  • Tenir des tableaux de bord et préparer les rapports mandataires sur les ressources du Programme pays et les analyser (ressources centrales du Programme, fonds administrés, autres fonds mobilisés par le Bureau, etc.) à partir des rapports, informations fournies par les unités concernées :

  1. Les outstanding avances ;
  2. Le taux de delivery du Programme ;
  3. Le suivi des recommandations des audits NEX
  4. Le suivi des rapports d’exécution financière globale par composante

  1. Les rapports financiers à soumettre aux bailleurs ;

  1. L’exactitude des dépenses inscrites sur ces rapports y inclus ceux reçus sur papier.

  • Etre le point focal de ONU Femmes dans le cadre du processus HACT (Approche harmonisée du transfert d’espèces) :

  1. Assurer la participation de ONU Femmes aux différentes rencontres inter-agences ;
  2. Assurer l’élaboration et l’exécution/suivi du plan d’assurance institutionnelle d’ONU Femmes ;
  3. Appuyer la réalisation des vérifications ponctuelles et autres activités d’assurance si applicable ;
  4. Conduire les activités d’évaluation des capacités des potentiels/actuels partenaires d’exécution ;
  5. Conduire les vérifications des pièces justificatives transmises par les partenaires d’exécution dans les délai impartis en collaboration avec les assistant-e-s de programmes ;
  • Contrôler la certification les révisions budgétaires réalisées par les Coordinateurs de Programme en assurant le respect des niveaux d'engagement établis dans le cadre de la planification financière et aviser la Direction des erreurs et dépassements des budgets ;

  • Corriger les exceptions du tableau de bord de suivi financier (Dashboard Finance), relatives aux projets sous NEX, les déficits sur les projets en frais partagés et en faire le suivi ;

  • Analyser l'impact des dépenses sur la planification de l'ensemble des ressources, détecter les problèmes de taux d'exécution facilitant la prise de décision et conseiller la Direction sur les actions nécessaires ;

  • Etre Point focal pour le suivi des contributions au niveau du Programme en collaboration avec l’unité M&E ;

  • Participer à la préparation du budget administratif du Bureau (sur financement des ressources régulières et extra-budgétaires) en fournissant des analyses de coût, des projections de dépenses, des revenus sur ressources mobilisées et toute autre donnée liée à cet exercice ;

  • Renforcer les capacités des Coordinateurs et des Assistant(e)s au programme dans la gestion financière des projets et programmes, notamment en matière d'utilisation optimale d'Atlas, et veiller à leur maitrise du suivi budgétaire ;

  • Participer activement aux réseaux de connaissances et d'échanges de ONU Femmes sur les questions de gestion financière des projets et partager l'information avec les collaborateurs et partenaires,
  • Exécuter toute autre activité demandée par le Superviseur.

Description of task

Under the direct supervision of the Deputy Chief of Civil Affairs Division and overall authority of the Chief of Civil Affairs Division (CAD) the UN Volunteer will undertake the following tasks:

  • Support the implementation of the Civil Affairs Division’s annual work plan;
  • Support the Civil Affairs Section reporting activities, including thematic and monitoring reports on developments and activities related to the Civil Affairs mandate; Support the monitoring of local social, political, economic, and security contexts, as well as the concerns and perceptions of local populations, in order to assess their potential impact on Civil Affairs activities and to identify needs and priorities of beneficiaries;
  • In coordination with Civil Affairs team leaders in the field, as well as Heads of Unit at Bamako level, prepare regular reports on social cohesion, restoration of state authority, civil society and protection of civilians;
  • Consolidate information from Civil Affairs field offices to prepare daily, weekly and analytical reports in support to the Joint Operation center (JOC) and the Joint Mission Analysis Centre (JMAC) to ensure proper coordination, flow of information and reporting;
  • Verify, analyze and present information obtained from a variety of sources in a logical and orderly manner and with a gender perspective;
  • Identify and provide timely information about potential and imminent conflicts at the local level, enabling information sharing and action to avert the conflict or reduce the risk of escalation;
  • Contribute to overall mission monitoring and planning tools (i.e. Result Based Budget for example) as required; Support follow-up and monitoring of Programmatic, Quick Impact, and Trust-Fund projects, including the identification of best practices;
  • Support monitoring and evaluation of Civil Affairs projects, including the impact of the Division’s activities;
  • Coach colleagues in the field to improve their reporting skills; Present the section role and activities at induction programs for incoming new mission staffs;
  • Support the Division’s knowledge and information management processes; Support and oversee inputting of data into the SAGE database;
  • Represent the Civil Affairs Division in coordination meetings; Participate in field visits in support to Civil Affairs activities, when required;
  • Performs other duties as requested in line with the DPKO/DFS Policy Directive on Civil Affairs.
