Description of task

Sous la supervision du Gestionnaire du Projet d’Appui à la Décentralisation, l’Assistant (e) Administratif (ve) a un rôle prépondérant dans l’exécution des tâches administratives et logistiques du projet. Il (Elle) est chargé (e) de promouvoir un environnement de collaboration axé sur le client et conforme aux règlements et procédures du PNUD. Il (Elle) sera chargé (e) de :

Contribuer à la mise en œuvre du projet conformément aux règles et procédures du PNUD :

  • Veiller à la conformité des activités à mener avec le plan de travail du projet ;
  • Contribuer à l’élaboration des plans de travail, plans d’achat et du recrutement du projet et à leur mise en œuvre ;
  • En collaboration avec l’expert financier du projet, faire un suivi budgétaire des activités ;
  • En collaboration avec l’expert financier, mise en place d’un système de suivi des décaissements et des dépenses du projet.

Fournir un appui administratif au programme avec pour objectif d’arriver aux résultats suivants :

  • Contrôle adéquat et archivage des documents de support des paiements et des diverses correspondances ;
  • Appui administratif et logistique des activités du projet ;
  • Participation aux différentes réunions et rédaction des comptes rendus ;
  • Rédaction des diverses correspondances (lettres, mémos, requêtes de paiement…) ;
  • Appui logistique à l’équipe du projet pour organiser des évènements de formations, des ateliers et des réunions ;
  • Appui administratif aux consultants internationaux et nationaux et aux experts du projet ;
  • Archivage des documents en version papier et électronique ;
  • Préparation des missions de l’équipe du projet ;
  • Reprographie et assistance à la préparation des ateliers et digitalisation des documents de différentes sources ;
  • Gestion de l’inventaire du projet.

Participer au renforcement des capacités et au partage des connaissances

  • Participation aux formations pour le staff des opérations/programme dans le domaine de l'administration et des finances ;
  • Contribution aux différents réseaux de connaissance du PNUD notamment au partage des bonnes pratiques et expériences ;
  • Appui à l'équipe du programme dans la mise en œuvre du plan de renforcement des capacités dans le domaine de son intervention.

Description of task

Dans le cadre de l'autorité déléguée et sous la supervision du chef du bureau de pays de l'OMS, le Volontaire des Nations Unies doit:

1. Développer et mettre en œuvre un plan d'action innovant de mobilisation des ressources pour le bureau de pays afin d'assurer un financement durable pour les activités de base et d'urgence
2. Recherche les intérêts et les demandes des principaux donateurs et autres sources de financement du pays.
Rédiger des propositions, des briefings des donateurs, des rapports et des mises à jour pour assurer des rapports précis et opportuns ;
3. Maintenir les relations avec les partenaires à travers des approches innovantes (par exemple, briefing trimestriel des partenaires) ; tout en communiquant de manière concise, claire et convaincante l'orientation stratégique annuelle/biennale de l'OMS ; contribue de manière proactive aux négociations pour un donateur rapide
les accords;
4. Soutenir l'ensemble des activités liées à la mobilisation des ressources, à la gestion des subventions, aux besoins et lacunes de financement et au processus d'attribution. Maintenir les calendriers et les jalons du projet ; analyse les informations sur les activités du projet et surveille
progrès vers les objectifs en utilisant diverses bases de données de gestion de projet ;
5. Assurer la liaison avec les bureaux régionaux pour obtenir l'autorisation requise, y compris les autorisations juridiques et financières pour les propositions et les accords avec les donateurs avant la signature.

6. soutenir la gestion de plusieurs projets tout au long du cycle de vie du projet ; surveiller les taux de mise en œuvre et les délais de rapport et s'assurer que les activités et les dépenses sont alignées sur les termes et conditions énoncés dans les accords de donateurs individuels ; travailler

Description of task

Under the direct Supervision of the Director, the UN Volunteer:

The Special Assistant works in close collaboration with UNOPS staff, UN Agencies and senior government officials to ensure efficient flow of information, actions on instructions, agendas.

  1. Ensures effective and efficient functioning of the Director’s office focusing on achievement of the following results:

  • Management of the Director’s office, ensuring an environment of professionalism and teamwork at all times, and setting exemplary standards of conduct for the office team;
  • Efficient and discreet management of the Director’ schedules;
  • Organization of regular and ad-hoc meetings; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points.
  • Support to the the Director's office in organizing sub-regional retreats, training and workshops for personnel as appropriate including agenda preparation, documentation, review of budget and authorization of expenses;
  • Organization of high-level events including invitees from embassies, governments, UN agencies, governmental/non-governmental organizations and other partners;
  • Coordination of the preparation of meetings with key partners/donors (logistics, talking points, background notes, presentations, etc.);
  • Coordinating the affairs of office of the Director;
  • Ensuring efficient flow of information, actions to take on instructions and agendas;
  • Organization of regular and ad-hoc meetings especially those with the CDMC SMT and all-staff meetings;
  • Participation to relevant meetings and capturing action points; Preparing meeting minutes and summaries of actions to be taken; following -up with focal points/responsable persons and tracking of progress on issues discussed and planned items;
  • Establishment of an effective network and exchange of information with government officials and entities, funding partners and important business clients and stakeholders;
  • Screening of all incoming communications, filter outgoing correspondence for supervisor’s signature, clearance and further action by other staff; wherever possible;
  • Adherence to appropriate protocol and correspondence guidelines by the office team when communicating with Government and other external partners;
  • Development of effective systems and procedures to improve and streamline work and communication flow within the team, to meet high paced job demands and business requirements;
  • Use of technology and electronic systems and tools to initiate work, share information with colleagues and clients.

2. Ensures provision of effective communications and administrative support to the office focusing on achievement of the following results:

  • Establishment and maintenance of all hard copy and electronic files, reference materials and confidential records as required, and evaluation of information for retention or disposal;
  • Coordination of the information flow in the office and dissemination of corporate and interoffice communication to staff as required;
  • Facilitation of information sharing with Management Support and Business Development, Programme and Operations Teams;
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to the Director;
  • Drafting of routine correspondence, interoffice circulars, general briefing notes, documents, reports, and minutes of meetings when requested, translations when required;Preparation of spreadsheets, database files, presentation slides and tables ensuring appropriate style and accuracy of information;
  • Management of the Director’s missions and representation schedule, as well as related travel arrangements.
  • Preparation of high quality briefing materials for the Director for appointments, meetings, missions;
  • Preparation of requests for recruitment of consultants for corporate requirements, including drafting/obtaining TORs, identification of consultants/firms, submission of requests to Procurement Unit and ensuring appropriate settlement and follow-up thereof, in accordance with UNOPS guidelines;
  • Initiation and presentation of proposals to change priorities, appointments and scheduling conflicts, eliminate communication bottlenecks in the office and streamline office procedures between the supervisor’s office and subordinate divisions;
  • Provision of all other related administrative, logistical, protocol and secretary services for the Director;
  • Coordination of the information flow between the Regional Office AFR, Practice Groups at Headquarters and the Director’s office and dissemination of corporate and interoffice communication between the Multi country office and Headquarters to the Director and Senior Management as required;
  • Compile, draft, track, and analyze information on assigned topics/issues, gather information from diverse sources and help to assess values and/or potential impact. Proper filing of all sensitive or confidential information collected;
  • Preparing and/or coordinating briefing papers, speeches and detailed presentations and other materials with the Partnership Development Office as needed for the Director’s internal and external use;
  • Maintenance, development and strengthening of contacts with donors, government officials and entities, partners and other stakeholders, including representatives and administration offices of UN agencies and missions.

3. Provides support to knowledge building and knowledge sharing, focusing on achievement of the following results:

  • Organization of training for UNOPS staff on coordination, administration and protocol issues;
  • Training of new or temporary support personnel on office methods, systems and procedures;
  • Sound contributions to knowledge networks and communities of practice;
  • Support to the coordination of CDMC’s internal and external knowledge management and information sharing efforts;
  • Research, analysis and update on development/political/social/economic trends and issues as they arise in the countries;
  • Organization, coordination and provision of logistical support for events and workshops including annual retreats; of training for UN staff on coordination, administration and protocol issues for the Director/and SMT;
  • Training of temporary support personnel on office methods, systems and procedures;
  • Giving sound contributions to knowledge networks and communities of practice;
  • Assisting in the scanning, copying of documents and maintain a proper filing system and document archives including partner contact lists;
  • Managing and coordinating the Director’s Office, ensuring an environment of professionalism and teamwork at all times, and setting exemplary standards of conduct for the office team;
  • Performing other duties to support the Director’s office and the Partnerships Development Office team as required.

Description of task

Under the direct supervision of the Chief Air Region/Unit Chief the duties of the Air Operations Assistant will include but are not limited to the following:

  • Plans and coordinates air transportation activities in accordance with the Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, UN Aviation Standards for Peacekeeping and Humanitarian Air Transport Operations (UN AVSTADS), ICAO standards and recommended practices and the host country's Aeronautical Information Publications (AIPs).

  • Ensure that air operations are conducted in compliance with Air Tasking Orders (ATOs)/Daily Flight Schedule (DFS), DOS Aviation Manual, MONUSCO Aviation SOP and other relevant SOPs, UN directives, ICAO, IATA and the host country’s aviation standards, practices, procedures and regulations.

  • Review all operational and logistical mission requests sent by JMCC/MOVCON and Force Air Operations.

  • Manage CASEVAC/MEDEVAC flights, VIP flights and other special missions.

  • Participate in the integrated Search and Rescue operations for MONUSCO air assets and other aircraft upon request.

  • Review, plan and coordinate daily projected task orders and air support requirements.

  • Conduct risk analysis and determine risk mitigation measures in order to bring risks to acceptable levels.

  • Ensure airframes are selected and allocated to achieve maximum cost effectiveness in mission support.

  • Any other duties as requested by the supervisor.

    • Good knowledge of Aviation and of the recommendations of the International Civil Aviation Organization (ICAO) is needed.

    • Receptiveness towards client needs is very important, including the ability to maintain tact and diplomacy always.

Under the direct supervision of the Chief of Staff Welfare Unit the duties of the UNV Welfare Officer will include but are not limited to the following:

  • Develop and deliver programs to increase adjustment to mission life as well as improve the quality of life of the personnel in his/her area of responsibility and as deemed necessary.

  • Monitor environmental factors that could lead to unhealthy life style.

  • Increase staff awareness and information about social and recreational opportunities available to them in the mission through contributing to the induction training of new personnel by producing a guide to the local amenities, drafting of newsletters, leaflets, videos, and other communication tools on welfare activities as well as regular updating information posted on the internet system, facilitating access to housing information and developing links with local resources as appropriate.

  • Collaborate with the training unit to implement “Cultural Awareness” training for personnel in the mission.

  • Develop regular recreational activities for the mission’s personnel (such as outings, film nights and other social events) and work in partnership with administration to secure a staff recreation space and gym.

  • Establish an information resource center and organize a book/DVD library for the personnel.

  • Facilitate increased welfare initiatives in the team sites through offering support to committees.

  • Participate in developing the expertise, profile and capacity at the welfare Unit by identifying funding opportunities.

  • Develop, implement and monitor proposals for the use of welfare funds and budgets.

  • Assess welfare needs within the mission and provides a focal point for welfare initiatives within the mission.

  • Act as a non-clinical counseling resource to any staff member within the mission area requiring non-judgmental support and assistance in resolving any personal and/ or work related problem(s) in consultation with the Staff Counselors as necessary.

  • Assess, identify, monitor, and report to the Chief of Staff Welfare Unit on the sources of stress and the stress levels among Monusco personnel.

  • Analyze and recommend welfare approaches to reduce stress among Monusco personnel.

  • Oversee the organization and delivery of welfare events, thereby improving the recreational and social opportunities for the Monusco personnel.

  • Travel to locations within Sector to see about the personnel needs and report to the Chief of Staff Welfare Unit.

  • Support the Unit on administrative tasks, drafting proposals and plans to be discussed with the Chief of Staff Welfare Unit.

  • Any other related duties as requested by the supervisor.

Description of task

Within the terms of the organization’s delegated authority, and under the direct supervision of the Team Leader, the UN Volunteer will undertake the following tasks:

  • Solicit and evaluate bids/proposals/quotations to ensure overall competitiveness, quality, and conformity to specified requirements;

  • Plan procurement actions for assigned projects, which typically involve the procurement of a select group of technically complex commodities or services, or for a variety of goods and services of a general nature;

  • Manage and coordinate the activities in his/her unit or area of responsibility in accordance with the UN Financial Regulations and Rules;

  • Review and analyze technical specifications to ensure completeness, accuracy and competitive qualities, and identify optional courses of action;

  • Assist staff in matters regarding procurement policies and procedures, technical specifications, pricing and product/service availability, as well as appropriate substitutes or alternative options to reduce costs;

  • Develop vendor pre-qualifying criteria, identify product sources and evaluate vendor performance with regards to quality, prices, delivery, equipment, etc.;

  • Compile and present procurement data, prepare all relevant supporting documents and recommend approval of the contract or purchase order; and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official;

  • Coordinate timely delivery of goods and services;

  • Participate in the market and supplier research;

  • Prepare a variety of reports (e.g. Business Intelligence Reports), correspondence, and documents (i.e. purchase orders, contracts and amendments) on procurement-related matters;

  • When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and on-the-job training;

  • Any other related duties as may be required.
