Description of task

Under the guidance of the UNDP Chief Technical Advisor for Elections, the UNV Gender Specialist will provide technical support to the NEC, and other counterparts, to promote the inclusion of marginalized groups including women and people living with disabilities, throughout the ongoing electoral cycle.

  • Work directly with NEC Director of Programs, the Gender and CVE sections to mainstream gender within NEC policies, processes, and activities.
  • Provide expert support to timely planning and delivery of public outreach and CVE specifically targeting women, youth, persons with disabilities, and other vulnerable and marginalized groups.
  • Provide strategic advice to NEC based on an in-depth analysis of the political, social, and economic challenges faced by women, and marginalized groups, in electoral and peacebuilding processes.
  • Conduct comprehensive gender-sensitive needs assessment and advise NEC and other stakeholders accordingly, on possible revision of the gender mainstreaming policies and practices.
  • Support the CVE section to develop public outreach strategies responsive to gender, persons with disabilities, and other vulnerable groups. Help design and adapt materials for CVE, public information, and stakeholder engagement.,
  • Advise on implementation of the Gender Policy and Strategy to ensure prioritization of gender in the work of all NEC departments and sections.
  • Review NEC capacity-building policy, tools, and materials to ensure that they are gender sensitive.
  • Provide technical support to NEC gender and CVE focal persons in the execution of their duties in terms of mainstreaming gender in the electoral process.
  • Support NEC to assess institutional structures, processes, rules, and norms to help identify ways and means to increase women’s participation in the election process.
  • Support Political Affairs liaison within the NEC in implementation of Convention on Elimination of All Forms of Discrimination Against Women (CEDAW), Convention on the Rights of Persons with Disabilities (CRPD) and its Optional Protocol, and national laws provisions by NEC and political parties.
  • Contribute to the capacity-building of other electoral stakeholders on gender and elections, as required.
  • Support NEC in the collection of gender and disability disaggregated data at all stages of electoral process.
  • Ensure that all NEC departments and sections mainstream gender and disability in its activities, policies, and processes.
  • Advise NEC Board of Commissioners on policies to profile NEC as inclusive institutions and a champion in promoting participation of women and vulnerable groups.
  • Map and analyze CVE activities at national and regional / county level and advise on synergies and collaborative practices to increase effectiveness of LESP implementation.
  • In close collaboration with Peacebuilding Office, advise on integrating VAWIE/P and women-led electoral violence prevention platforms into early warning mechanism led by the Peacebuilding Office (PBO).Work closely with UN Women to increase women participation in elections, politics, and peacebuilding, including through early warning and response mechanisms.
  • Work with NEC and other actors to enhance compliance of political parties with Article 4.5 of the elections law calling for voluntary 30% gender quota.
  • Work with NEC and other actors to promote temporary special measures to increase women political participation.
  • Advise on strengthening and review of NEC disability policy and action plan and support its implementation.
  • Support establishment and operations of CVE Cells and Gender Election Coordination Groups.
  • Support capacity strengthening of at least two women leadership platforms to enhance their contribution to women participation in politics and prevention of electoral and political violence against women.
  • Advise on nationwide campaigns to promote inclusive electoral rights.
  • Ensure that gender and inclusion are mainstreamed in all LESP activities.
  • Provide regular updates to UNDP and NEC on progress indicators for gender mainstreaming in the electoral, political, and peacebuilding processes
  • Perform other relevant tasks assigned by the CTA.

  • Extensive technical knowledge regarding gender in post-conflict and development setting, gender analysis, rapid assessment, etc.
  • In conflict/post-conflict situations: experience with women participation conflict prevention, peacebuilding, and conflict-sensitive development is an asset.
  • Experience in public outreach and/or civic and voter education is desirable.
  • Desirable: experience with training and facilitation (including participatory approaches), project development and management, monitoring and evaluation, human rights-based approaches

Description of task

Sous la supervision générale de la Représentante Résidente et la supervision directe du chargé de l’Unité population et développement, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

  1. Contribution technique et appui programmatique aux activités du volet PD : 50%
    1. Assister le NPO Population Policy Specialist dans la programmation, le suivi, l’évaluation stratégiques des PTAs du volet PD, en facilitant la soumission à temps des WPRs et DAFs de tous les partenaires du volet PD.
    2. Préparer et participer à la revue des documents techniques et apporter sa contribution ;
    3. Apporter un appui technique à l’élaboration des propositions de projet de l’unité PD ;
    4. Préparer les briefings note pour les activités en relation avec population et développement ;
    5. Préparer et participer aux réunions du groupe sectoriel des PTF sur la statistique et produire les PV ;
    6. Préparer et participer aux réunions du comité de pilotage de l’EDS continue ;
    7. Préparer et participer aux réunions de préparation du RGPH 2023 ;
    8. Préparer et participer aux différentes réunions avec les partenaires et produire les PV ;
    9. Préparer les lettres de réponses des courriers adressé à l’unité P&D ;
    10. Contribuer au suivi de la mise en œuvre du plan d’action de la CIPD+25 ;
    11. Contribuer à la préparation des activités de mobilisation des ressources et d’engagement des partenaires.

  1. Contribution aux activités de suivi évaluation, appui opérationnel, plaidoyer/partenariat et communication dans le volet PD : 40%
    1. Contribuer aux activités de planification avec partenaires d’exécution ;

Description of task

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Develop the project M&E system and evaluation procedures
  • Develop Project M&E plan and provide periodic progress report against targets
  • Monitor all project activities, expenditures, and progress towards achieving the project output and provide regular updates for CTA/management decisions
  • Regularly collect data and provide input into monthly, quarterly, and annual progress reports on all project activities
  • Work closely with the NEC M&E section to support implementing NEC M&E programs and activities (including advice and ideas to strengthen NEC M&E system)
  • Develop appropriate training package in consultation with NEC M&E section, for staff capacity development
  • Prepare field monitoring reports and help and disseminate same for inputs
  • Work with NEC and the Project to prepare M&E tools for activities implemented with LESP funding, support evaluation of the data, and M&E reporting
  • Conduct capacity assessment on existing monitoring and evaluation system for both, LESP and the NEC; develop indicators and a monitoring strategy for the project
  • Prepare annual LESP monitoring plan
  • Provide regular updates on the project result framework
  • Suggest strategies for improving the LESP’s efficiency and effectiveness by identifying challenges to implementing project activities and developing plans to minimize or eliminate such challenges
  • Participate in annual project reviews and planning workshops and assist the CTA/Project Manager in preparing relevant reports
  • Work with various sections of NEC to prepare, analyze and report on workshop pre and post-test as well as overall evaluation
    Perform any other M&E task as may be assigned by the CTA in support of LESP and the NEC

Description of task

Under the guidance of the UNDP Chief Technical Adviser (CTA) for Elections, the CVE officer will support NEC and stakeholders involved with CVE activities, to strengthen local capacity. He or she will assist NEC to analyze existing CVE strategies and structure to identify challenges to the conduct of successful, effective, strategic, inclusive, and long-term CVE.

  • Review current CVE framework and approach to identify challenges and recommend solutions
  • Provide support to civic and voter education related to elections
  • Support the planning of CVE-related workshops and trainings
  • Support the assessment and establishment of CVE cells in 73 electoral districts of NEC’s operations
  • Work closely with UNDP Gender Specialist and NEC Gender Unit to ensure that gender equality and social inclusion are promoted through the CVE process
  • Encourage and support collaboration amongst relevant sections within the NEC involved with civic and voter education (Gender Unit, Political Parties Liaison Unit, Communication, amongst others)
  • Support the drafting of thematic documents, including strategies, concepts, plans
  • Support the development of printed and audio-visual civic and voter education materials
  • Support the NEC in developing CVE messaging, addressing inclusive participation, electoral violence, and violence against women
  • Compile and provide regular briefings and reports in the assigned area of responsibility in close collaboration with the CVE director
  • Work closely with NEC Magistrate Offices to ensure adequate CVE implementation at the county-level

Perform other related duties as required and as may be assigned by the CTA or required by the NEC CVE Department
