Description of task

Within the delegated authority and under the supervision of [Programme Management Officer-Human Settlements] or his/her designated mandated representative(s), the UNV [Urban Development Specialist] will:

  • Provide technical support in the development of urban governance platforms and networking between governments, institutions, businesses and communities of interest and practice within the system of cities and towns in Turkana West to foster trade, investment, knowledge and information exchange, innovation, and collaborative governance.
  • Organize three Corridor Development Forums in Turkana West involving government, businesses, international agencies, NGOs, community representatives and stakeholders with interest in the long-term development of the corridor
  • Support the establishment of at least three local industry associations, communities of interest or practice in the Kakuma-Kalobeyei cluster. These might include ITC, energy, education, health, design, food and/or construction.
  • Develop mechanisms to support the development of an enterprise hub and catalyst for economic activities to facilitate the connection of the Kakuma-Kalobeyei cluster into the economic development corridor of Turkana West
  • Provide report upon conducting survey and collecting data with experts on the ground for sustainable economy for corridor development in Turkana county
  • Draft report of sustainable economy for corridor development in Turkana county
  • Draft a policy paper on sustainable economy of corridor development in Turkana county.
  • Update and draft bi-monthly donor report.
  • Finalize a paper on participatory planning process of UN-habitat in Kakuma
  • Conduct Capacity building workshops of Turkana county government to integrate migration into city development approaches
  • Conduct surveys on capacity assessment of Turkana county government and draft a report.
  • Develop a concept note for future programme in Turkana county.
  • Support EUTF, GOJ projects in Kakuma field office especially in linking the projects with the county Government, UN agencies and other humanitarian partners and supporting any participatory workshops/meetings with partners.

Description of task

Within the delegated authority and under the supervision of Associate Livelihoods Officer or his/her designated mandated representative(s), the UNV Livelihood and Economic Inclusion Assistant will:

Explore partnerships with relevant stakeholders to enhance economic inclusion of UNHCR PoC. This includes working with economic development agencies to adapt their programmes to become inclusive of UNHCR PoC, working with the private sector to enhance inclusion of UNHCR PoC in their labour force and supply chains, working with financial service providers to enhance financial inclusion, and working with public and private sector service providers to include UNHCR PoC in

  • supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
  • Support work with the multi-functional team, more specifically with the Protection Unit, to collect information about the legal framework for the right to work and rights at work.
  • Support the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of the engagement of development programmes.
  • Participate in necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to inform interventions and identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC.
  • In case UNHCR is implementing specific livelihoods activities, work closely with and provide technical assistance on livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.
  • Prepare field reports and other relevant reports relating to livelihoods and make recommendations for interventions that enhance PoC economic inclusion to the designated officer.
  • Provide overall support to the supervisor including assistance in the organization of meetings, workshops and working sessions.
  • Organize and participate in workshops, training programmes, monitoring visits and working groups with regards to livelihood programming.
  • Draft routine documents contribute to assessments and participate in inter-agency meetings.
  • Perform other related duties as required.

Description of task

En el marco de la autoridad delegada y bajo la supervisión del Representante de UNODC para el Perú, Ecuador y Responsable de coordinación de las operaciones en Argentina, Chile, Para-guay y Uruguay, la Oficial de Coordinación Nacional y el Oficial Regional punto focal de género y derechos humanos, el Voluntario de la ONU llevará a cabo las siguientes tareas:


1. Diseñar una propuesta metodológica, estructura pedagógica y contenidos, así como análisis de los elementos didácticos en materia de género, derechos humanos y justicia penal con énfasis en la violencia basada en género y atención a las víctimas.
2. Investigar y establecer un documento programático de contenidos basado en las normas nacionales e internacionales que rigen la respuesta del sistema de la justicia penal a la violencia basada en género. Sesiones de planificación académica con el equipo de UNODC para determinar el enfoque del público objetivo, los objetivos de aprendizaje generales y específicos, la definición del índice temático y la secuencia de la presentación.
3. Levantar, consolidar y organizar la información necesaria para la elaboración de la capacitación.
4. Apoyar en la identificación y definición de los perfiles para la selección de fiscales y operado-res de justicia que serán capacitados en la Fiscalía General del Estado (FGE).
5. Identificar una plataforma adecuada para llevar a cabo un programa de capacitación en línea.
6. Desarrollar un borrador del diseño metodológico del curso y un programa de estudios, así como un manual de usuario que se compartirá con los participantes en la plataforma en línea.
7. Organizar y gestionar las capacitaciones virtuales para los usuarios en la plataforma de aprendizaje y apoyar en webinarios requeridos, así como en el desarrollo y aplicación de mecanismos de seguimiento y evaluación de los conocimientos impartidos.
8. Investigar y recopilar materiales de la UNODC y otras fuentes, estándares de justicia penal, género y de derecho internacional de los derechos humanos basadas en los temas del curso virtual. Definición coordinada de los materiales clave con la UNODC y la FGE.
9. Generar el contenido de un repositorio digital consistente en una compilación de materiales de UNODC y estándares de derechos humanos y justicia penal vinculado con violencia basada en género, compilado en una base de datos, ideado como un espacio de consulta para los funcionarios capacitados.
10. Gestionar y mantener contacto con las instituciones, oficinas y personas estratégicas para el buen desarrollo del proyecto.
11. Realizar seguimiento a los compromisos y responsabilidades adquiridos por los actores relevantes al proyecto.
12. Participar activamente en el desarrollo del trabajo técnico del proyecto.

Description of task

These posts are located in UNEP’s Economy Division, Energy and Climate Branch, Global Environment Facility (GEF), Climate Change Mitigation Unit at the Nairobi duty station. Under the direct supervision of UNEP Task Manager, the UNV Programme Assistants will be responsible for the following duties:

Project Design (concept phase):

Project/Programme Development

  • Verify Project Identification Forms (PIFs): grammar, spelling, acronyms, uniformity in presentation / formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Draft Letters of Endorsement (LoE) using the GEF approved templates for signing by the National GEF Operational Focal Points
  • Upload PIFs and responses to GEF Sec reviews on the GEF Portal.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.
  • Ensure the project developers have the latest templates to prepare the Chief Executive Officer (CEO) Endorsement Requests, including all required GEF and UNEP annexes / appendices.
  • Verify CEO Endorsement Request and annexes: grammar, spelling, acronyms, uniformity in presentation / formatting, consistency of information in tables and text, completeness of all required sections and ensure that all necessary corrections are incorporated.
  • Perform consistency checks on the information provided in the different interlinked CEO Endorsement Request annexes (i.e. Budget, Workplan, and Terms of References).
  • Upload CEO Endorsement Requests and responses to GEF Sec reviews on the GEF Portal.
  • Support the Task Manager in coordinating with other UNEP units / teams, whenever needed.
  • Ensure all documents are properly archived in the Climate Mitigation Unit shared database, using the standard file naming convention.

Project Implementation:

  • Assist the Task Manager and Administrative Officer in preparing Project Cooperation Agreements (PCAs) and/or Internal Cooperation Agreements (ICAs) as well as compiling the standard appendices for the upcoming CEO endorsed GEF projects under the enabling activities portfolio.
  • Track circulation of new project internalizations and all projects revisions for the enabling activities portfolio through UNEP clearance and approval process.
  • Assist the Task Manager in reviewing project implementation plans, work plans and budgets; verify availability of funds; ensure necessary approval and entry in computerized budget system.
  • Assist the Task manager in reviewing agendas, terms of reference, presentation slides, and other documents prepared by the Executing Agencies for project inception workshops.
  • Assist the Task Manager and Administrative Officer in communicating / coordinating with Executing Agencies on timelines to submit all required UNEP/GEF reports as per the requirements of the PCA / ICA.
  • Ensure the Executing Agencies use the right templates to meet these reporting requirements, and that all sections of the reports are duly completed.
  • Support the Task Manager in reviewing the required GEF/UNEP reports submitted by the Executing Agencies under the enabling activities portfolio.
  • Support the Task Manager in reviewing budget and workplan revisions and provide guidance to the Executing Agencies as necessary for them to complete the documents correctly.
  • Draft correspondence on budget-related issues and prepare and update periodic reports, briefing notes, graphic and statistical summaries, accounting spreadsheets.

Description of task

Description of task

Within the delegated authority and under the supervision of the Chief of the Staffing Innovation and Process Improvement Section and the Chief of Team 1 in the Operational Support and Advisory Section, their designated mandated representative(s), and/or other relevant project managers, the UN Volunteer Change Management and Communications Officer will:

  • Help project managers make the business case for change, conduct a stakeholder analysis, co-create change visions, facilitate a change impact analysis, and derive from that change management strategies addressing issues and risks to project implementation.
