Description of task

Within the delegated authority and under the supervision of Senior Durable Solutions Officer or his/her designated mandated representative(s), the UN Volunteer Associate Settlement Planning Officer will undertake the following tasks:

  • Assess and confirm the feasibility of setting up camps for refugees in accordance with international recognised criteria of accessibility, security, water resources and type of terrain. Assess potential expansion of existing site as needed. Produce drawings of camps including infrastructure based on field data collected by GPS.
  • Work in close coordination with relevant local Government Ministries and relevant Departments to ensure that technical factors related to natural resources, local law issues, protection of environment, land property issues and local communities land use are included in any assessment.
  • Develop site planning and its implementation modalities, including construction of communal infrastructures, taking into account overall needs of target groups, their cultural preferences and the concerns of the local communities.
  • Ensure that camp design takes into consideration protection concerns including those related to gender-based violence and potential discrimination of persons with specific needs.
  • Ensure that site designs take into consideration security concerns (especially those of women and children) and plan adequate location for all required infrastructure.
  • Assist development and implementation of UNHCR programs through analysis of budgetary implications of technical inputs. Provide cost estimations of technical activities, including development of bill of quantities for construction of infrastructure and other works.
  • Work in close collaboration with UNHCR partners in each site/camp to facilitate achievement of international standards.
  • Develop adequate tools for monitoring technical activities and provide regular monitoring and evaluation of implementation by UNHCR partners, including assessment of contracting procedures.
  • Provide technical guidance to UNHCR management and to partners, including establishment of adequate strategy for care and maintenance of the transit centres/camps and their associated infrastructure.
  • Provide regular technical reports, including specific progress reports on status of the implementation.
  • Assist UNHCR office with any other technical related issues as required by the Supervisor.
  • Ensure use of participatory and community-based approaches in the planning and implementation of projects, ensuring that humanitarian responses build on local capacity.

Description of task

Under the direct supervision of the Senior Protection Officer (CRRF), the Field Assistant will undertake the following functions in Dzaleka refugee camp;

  • Assist in monitoring the implementation of UNHCR programmes, including the delivery of services by partners, distribution of all humanitarian assistance and monitoring of camp infrastructure.

  • Assist the camp office with administrative tasks as required, including, welcoming and directing visitors to the appropriate staff/units and assist authorized personnel while within the office premises and during field visits.

  • Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries as might be required.

  • Collect data and other information relevant to UNHCR and report to the supervisor accordingly.

  • Maintains regular contacts with local authorities and implementing partners as requested and guided by the supervisor.

  • In coordination with implementing and operational partners, assist in the reception, registration and provision of assistance to refugees and other persons of concern to UNHCR.

  • Follow up, on regular basis, the overall situation of persons of concern in the camp and other areas where they have been accommodated and report to the supervisor accordingly.

  • Receive mails on behalf of UNHCR camp Office, distribute the mails to the concerned staff/units and ensure delivery of mails and other items to the Office in Lilongwe.

  • Liaise with all UNHCR staff, schedule and issue appointments slips for refugees and other persons of concern who may wish to see UNHCR staff.

  • Manage the interpreters’ roster and assign interpreters for staff during working hours.

  • Support in organizing UNHCR functions; and assist UNHCR staff in organising venues for workshops and events in Dzaleka refugee camp.
  • Submit requests for items (stationery and cleaning materials) required for office use in Dzaleka and maintain weekly/monthly stocks.

  • Ensure the office premises in Dzaleka camp are in good condition at all times, report any damages and needs for repairs to Admin in the office in Lilongwe.

  • Perform any other duties as might be required by the office.

Description of task

Within the delegated authority and under the supervision of Senior Protection Officer or his/her designated mandated representative(s), the UNV Protection Assistant will:

  • Observe and respect RSD transition related Standard Operating Procedures (SOPs).
  • Draft Resettlement referral as per required by the RSD reviewers.
  • Keep track of vulnerable cases in need of inter-unit follow for monthly dispatch to relevant units.
  • Maintain physical files to be presented to the Technical Advisory Committee in good order until the Commissioner of Refugee Affairs’ endorsement and the subsequent decision issuance.
  • Ensure accurate and regular filing of TAC profiles and of the copy of the Notification of Recognition Letters issued to persons of concern.

  • Act as a backup to prepare the RSD schedule and ascertain relevant interpreters and rooms are available to conduct scheduled RSD interviews.
  • Act as a backup to facilitate liaison with Refugee Affairs competent authorities for the joint issuance of RSD decisions personal and other relevant documents, when appropriate.
  • Act as a back up to provide counseling to persons of concern who inquire about their cases through email or telephone call. Alert and follow-up on cases with supervisor regarding any relevant protection concerns and RSD fast-tracking. Act as a backup to handle the RSD desk.
  • Any other related tasks as may be required or assigned by the supervisor.

Description of task

Within the delegated authority and under the supervision of Protection Officer in Djibouti or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks:

  • Through relationships with persons of concern, authorities and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.
  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, minority groups such as sexual minorities and persons living with HIV/AIDS;
  • Utilize the IDPs footprint during the planning process;
  • Coordinate the promotion of international refugee law principles and standards and also IDP legislation or policies ensuring that all sectors and clusters fulfill their responsibilities mainstreaming protection;
  • Coordinate the implementation and monitoring of programmes ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed;
  • Provide policy guidance and operational support to UNHCR and partners on all protection related issues;
  • Provide legal advice and guidance on protection issues to internal and external interlocutors; ensure legal assistance is accessible to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documents to persons of concern (civil documentation, in particular birth certificates);
  • Monitor, and assist with the intervention in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners;
  • Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities;
  • Ensure that durable solutions through voluntary repatriation, local integration and where appropriate, resettlement are sought and provided to the largest possible number of persons of concern;
  • Ensure through direct action and advocacy with more senior protection staff that the necessary resources are allocated to enable protection activities to identify and address protection and assistance gaps;
  • Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and SGBV, and solutions approaches;
  • Promote confidence building and conflict resolution among populations of concern, authorities and host communities;
  • Maintain protection presence through regular field missions and reports, making direct contact with persons of concern, host communities, local authorities and partners. Description of task

Under the direct supervision of the Head of Field Office , the UN volunteer will undertake the following tasks:

  • Ensuring that Shelter Cluster partners are supported in carrying out shelter needs assessments, Post distribution monitoring report considering the current situation, projected population planning figures and the expected scale of returns;
  • Ensure that monthly regular cluster and technical working meetings are done, and reports disseminated to shelter cluster partners and launch them on the national and the global cluster website site;
  • Developing country level shelter cluster strategies and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure;
  • Providing clear guidance on standards for shelter and settlement, including minimum emergency standards to meet basic and essential needs;
  • Together with the information management officer, compiling, analyzing and mapping available information on shelter options in country considering relevant policies adopted by the Government and the cluster shelter;
  • Ensure that shelter partners when planning shelter works, that the technical component reflects shelter cluster minimum standards for the provision of emergency and other types of shelter assistance and is within the recommended budgetary requirements approved by the cluster. Due consideration should be given to standards in other relevant sectors such as water and sanitation, protection and GSAT;
  • Ensuring that shelter cluster strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin;
  • Ensuring that specifications, bills of quantities and drawings are produced in a technically sound and standardized manner and establish monitoring and evaluation tools to ensure that works are implemented according to cluster recommendations;
  • Promoting the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations;
  • The position requires regular contact with other clusters colleagues and partners, program, protection and field staff in country in order to ensure that shelter cluster strategy are considered in all technical support related to shelter and construction activities;
  • Close and regular contact with technical and non-technical staff of UN Agencies, shelter cluster Partners, National and International NGOs and Government Authorities, is essential to discuss matters relating to shelter and infrastructure coordination and provision;

Description of task

Within the delegated authority and under the supervision of Associate Donor Relations Officer (Global Focus content management) in collaboration with the Chief of Section, the Refugee UNV Assistant to the Global Appeal and Reports Section will support in the following tasks:

  • Inclusion of refugee voices in the work of the Section/Service
    • Exploring creative ways to reflect refugee (or forcible displaced) voices in appeals, reports and other publications produced/co-produced by the section.

Responsabilités :
1. Recenser les sujets d’intérêt de manière à développer et à renforcer les activités médiatiques et de communication réalisées dans le cadre des efforts de l’OMS au niveau national. Concevoir des matériels et des outils de communication de pointe, puis assurer la diffusion rapide et en temps voulu de l’information vers tous les partenaires.
2. Collaborer avec le responsable de la gestion des projets (PMO/RM) du bureau de l’OMS à Madagascar afin de concevoir un ensemble de nouveaux documents de sensibilisation destinés à informer les parties prenantes et le grand public de la riposte menée par l’OMS. En outre, développer conjointement, selon le besoin, des outils médiatiques de haute qualité, allant du matériel audiovisuel et photographique, des imprimés, des programmes télévisés et radiodiffusés, à des présentations multimédia, aux réseaux sociaux, aux vidéos et communiqués de presse et à des bulletins d’information, entre autres, le but étant de promouvoir la visibilité, les réalisations et les réussites de l’OMS.
3. Se mettre en rapport avec la presse et les médias afin de diffuser des informations concernant l’action de l’OMS et les activités pertinentes telles que les ampagnes de l’Organisation, et susciter une prise de conscience accrue sur ces sujets. Créer des opportunités d’entrevue et de court métrage visant à renforcer la visibilité des réalisations de l’OMS par l’entremise de la radio, de la télévision et de la presse écrite, pour ne citer que ces moyens.
4. Diriger la conception et la maintenance du contenu des sites internet relatifs aux situations d’urgence, conformément aux lignes directrices et aux normes en vigueur au sein de l’Organisation, pour veiller à ce que l’approche adoptée reste cohérente.
Effectuer un examen critique puis améliorer les contenus, l’architecture et la conception.
5. Effectuer des recherches puis rédiger des articles et des messages contenant des faits tirés de situations réelles.
6. Préparer des articles de sensibilisation et de communication et des exposés que l’équipe de mobilisation des ressources exploitera pour convaincre les donateurs et les exhorter à financer rapidement la riposte menée par le secteur de la santé en faveur des populations touchées.
7. Description of task

Within the delegated authority and under the supervision of Health Service Continuity Team Leader or his/her designated mandated representative(s), the UN Volunteer in charge of continuation of essential health services will work with the HSC Team Lead and the HSC M&E expert at the Regional Office, ISTs and Nairobi and Dakar Hubs, to support Member States to maintain essential health services during the COVID-19 pandemic and other emergencies.

Main tasks:

  • Support the adaptation of the global guidance of continuity of essential health services to African context and disseminate it through IMST and WCO Health Systems Focal points in all 47 Countries;
  • Support countries in monitoring the disruption of essential health services during the COVID-19 pandemic response and other emergencies;
  • Support the development, implementation and monitoring of plans to overcome the disruption of essential health service at the country level;
  • Work with relevant bodies and agencies to ensure alignment of existing plans and strategies at country level with health services managers at sub-national and district health systems on routine essential healthcare service continuity (facilities, personnel, medicines, supplies, medical devices);
  • Support assessment of the impact of Covid19 on health system performance in delivering essential health services
  • Support the leadership of the Health Service Continuity SWG in planning and implementing all the activities of the SWG.
  • Elaborate a periodic report on the disruption of essential health services during the COVID-19 pandemic response and other emergencies
  • Ensure any task related to her/his competencies requested by the supervisor

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in their work.
