Description of task

Sous la supervision du Gestionnaire du Projet d’Appui à la Décentralisation, l’Assistant (e) Administratif (ve) a un rôle prépondérant dans l’exécution des tâches administratives et logistiques du projet. Il (Elle) est chargé (e) de promouvoir un environnement de collaboration axé sur le client et conforme aux règlements et procédures du PNUD. Il (Elle) sera chargé (e) de :

Contribuer à la mise en œuvre du projet conformément aux règles et procédures du PNUD :

  • Veiller à la conformité des activités à mener avec le plan de travail du projet ;
  • Contribuer à l’élaboration des plans de travail, plans d’achat et du recrutement du projet et à leur mise en œuvre ;
  • En collaboration avec l’expert financier du projet, faire un suivi budgétaire des activités ;
  • En collaboration avec l’expert financier, mise en place d’un système de suivi des décaissements et des dépenses du projet.

Fournir un appui administratif au programme avec pour objectif d’arriver aux résultats suivants :

  • Contrôle adéquat et archivage des documents de support des paiements et des diverses correspondances ;
  • Appui administratif et logistique des activités du projet ;
  • Participation aux différentes réunions et rédaction des comptes rendus ;
  • Rédaction des diverses correspondances (lettres, mémos, requêtes de paiement…) ;
  • Appui logistique à l’équipe du projet pour organiser des évènements de formations, des ateliers et des réunions ;
  • Appui administratif aux consultants internationaux et nationaux et aux experts du projet ;
  • Archivage des documents en version papier et électronique ;
  • Préparation des missions de l’équipe du projet ;
  • Reprographie et assistance à la préparation des ateliers et digitalisation des documents de différentes sources ;
  • Gestion de l’inventaire du projet.

Participer au renforcement des capacités et au partage des connaissances

  • Participation aux formations pour le staff des opérations/programme dans le domaine de l'administration et des finances ;
  • Contribution aux différents réseaux de connaissance du PNUD notamment au partage des bonnes pratiques et expériences ;
  • Appui à l'équipe du programme dans la mise en œuvre du plan de renforcement des capacités dans le domaine de son intervention.

Description of task

Within the delegated authority and under the supervision of the Knowledge Hub Coordinator or his/her designated mandated representative(s), the UNV Data Visualisation Specialist will:

· Support design and development of data visualization products, both static and interactive, related to the Knowledge Hub’s initiatives;

· Create information products that synthesize large amounts of information obtained from data science analysis techniques into insights relevant to development subject experts;

· Develop high quality presentations and dashboards using data driven visualizations

· Support the design and development of scalable interactive web applications;

· Perform quick data visualization studies that can help the overall understanding of data sets and problem statements relevant UNDP Nigeria teams and partners;

· Produce visual representations of data findings/trends, including those resulting from spatial analysis, and information products to communicate innovation projects outcomes to different stakeholders;

· Provide support in developing partnerships and networks, including engagement with researchers from the data visualization, information design and human-computer interaction communities;

· Support the communications strategy of the Hub in producing relevant communication material including infographics and presentations

· Participate in workshops, meetings and conferences as needed

Description of task

Sous la supervision directe du Représentant Résident du PNUD et en collaboration étroite avec l’Unité Stratégie et Politique du PNUD, le/la Volontaire des Nations Unies effectuera les tâches suivantes :

1. Appuyer la structure en charge de la coordination de l’aide dans :

  • la mise en oeuvre du « Mécanisme Conjoint de Coordination pour l’Emergence (MCCE) », pour assurer une meilleure coordination des actions gouvernementales, une allocation optimale des ressources, et une harmonisation des Partenaires Techniques et Financiers ;
  • le développement et la mise en oeuvre d’un programme de développement des capacités afin de lui permettre de jouer pleinement son rôle de leader dans la mobilisation et la gestion de l’Aide Publique au Développement (APD) ;
  • le développement d’outils de gestion de l’aide et la mise à jour régulière de l’information sur les flux d’APD, notamment par le biais de la base de données AMP, et assurer la facilité d’accès de cette base à tous les acteurs concernés ;
  • la préparation et la documentation des questions techniques et politiques, et l’organisation logistique de la réunion du Groupe de Dialogue des chefs de Coopération et assurer la représentation, participation et contribution effective de l’ensemble des parties prenantes ;
  • le suivi des activités et l’agenda du Groupe de Dialogue des chefs de Coopération, ainsi que l’état d’avancement de la mise en oeuvre de leurs recommandations ;
  • la préparation des propositions sur le développement de la coopération avec les donateurs existants et potentiels de manière qu'elle soutienne les objectifs et les priorités nationale inscrits dans les stratégies nationales de développement afin d’éviter les doubles emplois et les chevauchements d'efforts.

2. Travailler en étroite collaboration avec la structure en charge de la coordination de l’aide pour :

  • renforcer leur capacité à conduire des revues périodiques des mécanismes de partenariat au niveau sectoriel, à suivre les progrès et à faciliter le partage des meilleures pratiques entre ces groupes sectoriels et faire le suivi de leurs fonctionnements ;
  • produire des analyses sur le volume, l’absorption, la répartition et de la qualité des flux d’aide, et la production d’un rapport annuel sur la coopération au développement (RCD), tout en renforçant la coordination de l’aide au niveau régional/infranational ;
  • appuyer la mobilisation des ressources techniques et financières pour la mise en oeuvre des plans sectoriels.

3. Appuyer la structure en charge de la coordination de l’aide dans l’organisation technique et logistique de la réunion des partenaires techniques et financiers de la plateforme sectorielle décentralisation et développement local co-leader par le PNUD en :

  • suivant les activités et l’agenda de cette plateforme ainsi que l’état d’avancement de la mise en oeuvre de leurs recommandations ;
  • documentant les questions techniques et politiques de la plateforme sectorielle ;
  • harmonisant, facilitant et fluidifiant les échanges entre les partenaires techniques et financiers dans cette plateforme sectoriel, et assurant la représentation, participation et contribution effective de chacun d’entre eux ;
  • effectuant un suivi régulier de la mise en oeuvre du volet décentralisation et développement local du Plan Emergence de Madagascar et de la politique sectorielle de décentralisation et développement local.

4. Agir en tant que personne-ressource du bureau pays du PNUD dans les domaines de la gestion et de la coordination de l'aide au développement et appuyer le bureau pays à :

  • identifier les défis, les opportunités pour formuler des interventions de programme dans ce domaine ;
  • préparer la table ronde des partenaires pour la mobilisation de ressources extérieures pour la mise en oeuvre du Plan Émergence Madagascar et/ou de sa déclinaison régionale et l’atteinte des ODD ;
  • assurer son rôle de Facilitateur des donateurs dans le cadre du Programme multi-bailleurs (OMC, CNUCED, CCI, FMI, Banque Mondiale, PNUD) Cadre Intégré Renforcé (CIR) destiné à aider les PMA comme Madagascar à intégrer efficacement le commerce international et à tirer profit de la libéralisation des échanges commerciaux ;
  • collaborer avec l’équipe-pays des Nations-Unies, les bailleurs et les réseaux de la société civile pour le partage d’informations sur les politiques nationales concer-nant la gestion de l’aide.

Description of task

En el marco de la autoridad delegada y bajo la supervisión del Representante Residente Adjunto del PNUD o su representante designado, el Voluntario de la ONU llevará a cabo las siguientes tareas:

1. Diseño de portafolio de experimentos

  • Trabaja con el PNUD y sus socios en mapear el contexto y la naturaleza de los desafíos del desarrollo, con un enfoque particular en comprender los problemas sistémicos más allá de los silos y clasificaciones tradicionales e identificar los factores que impulsan el cambio, así como áreas de intervención.
  • Mapear sistemas y activos, identificando la lógica de intervención, construyendo hipótesis de cambio que se ajusten a los desafíos identificados a nivel del sistema.
  • Identificar la lógica contra la cual evaluar el ajuste y la coherencia de portafolios individuales en relación a los desafíos fronterizos sobre los que se deben generar aprendizajes.

2. Gestión de prototipos de experimentos para desafíos de desarrollo sostenible

  • Colaborar con colegas del PNUD y actores en el diseño de experimentos para validar las hipótesis y testear la efectividad de prototipos identificados, incluyendo (pero sin limitarse a) definir variables, formular hipótesis y coordinar protocolos experimentales.
  • Desarrollar un marco para capturar los aprendizajes de los experimentos de tal manera que favorezca la reflexión crítica y la adaptación rápida en lugar de informes estáticos.
  • Proporcionar orientación técnica para el diseño, implementación y validación de experimentos en función de las condiciones del experimento, los recursos disponibles y los requisitos.
  • Gestionar proactivamente los riesgos de los experimentos, incluidos los relacionados con la ética y la privacidad.
  • Examinar los resultados de los testeos de prototipos y traducirlos en propuestas que informen decisiones programáticas sobre los próximos pasos y las implicaciones para la mejora, derivaciones y escala, cuando sea posible.

3. Trabajar en voz alta

  • Uso proactivo de blogs y las redes sociales para compartir hallazgos de la implementación de portafolios de experimentos.
  • Ayudar al PNUD y sus socios a difundir aprendizajes de los experimentos del Laboratorio de Aceleración a través de redes sociales como una forma de reflexionar e interactuar regularmente con audiencias externas.
  • Actuar de enlace con la red mundial de Laboratorios de Aceleración del PNUD y compartir aprendizajes y conocimientos de la experiencia específica del país.
  • Junto con la Oficina País, apoyar a los socios del Laboratorio para desarrollar una línea emergente de nuevas iniciativas, apoyar otras actividades relacionadas con el diseño y el funcionamiento del Laboratorio.
  • Diseñar y ofrecer métodos atractivos y significativos para reflexionar sobre los aprendizajes de los experimentos.
  • Utilizar proactivamente publicaciones de blogs y las redes sociales para compartir conocimientos, atraer socios y ayudar a posicionar al Laboratorio de Aceleración a la vanguardia de la exploración de nuevas tendencias.

4. Aprendizaje organizacional, trabajar en voz alta e insertar la experimentación en el giro de negocio del PNUD

  • Ayudar a incorporar una lógica de portafolio en el trabajo de los clientes, incluido el Programa País del PNUD existente (según lo determinado y acordado con la Gerencia)

Description of task
  1. Within the delegated authority and under the supervision of Procurement Associate or his/her designated mandated representative(s), the UNV Procurement Specialist will provide professional procurement support to UNDP development projects, the Country Office and UN agencies (requesting units). The Procurement Specialist will be assigned to support projects and the Country Office or Agency requests and be responsible for undertaking day-to-day activities on handling those requests, including effective communication with the requesting units whenever required and also reporting to the relevant project managers. The detailed responsibilities are presented below:

    - Ensure full compliance of procurement activities with UNDP rules, regulations, policies and strategies;
    - Provision of inputs to the Country Office procurement business processes mapping and elaboration of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management;

Candidate age: between 18 and 29 throughout the entire duration of their assignment. Applicants must be nationals of or legal residents in the country of assignment.
Description of task

Sous la supervision directe de l’Analyste au Programme Croissance Inclusive et Résilience des Communautés Vulnérables, le/la Jeune Volontaire des Nations Unies effectuera les tâches suivantes :

  • Mise en place d’une base de données : regroupant l’ensemble des jeunes, femmes, PVH appuyés par le PNUD dans le cadre de ses programmes et projets.
  • Mise en réseau des jeunes entrepreneurs : le(la) VNU facilitera la mise en réseau de ces jeunes en utilisant des outils innovants tels que des groupes whatsapp, des plateformes d’échange, etc. Une mise en réseau spécifique des jeunes femmes entrepreneures sera envisagée.
  • Suivi des jeunes et de leurs projets : le(la) VNU sera en charge de suivre très régulièrement les jeunes dans leurs parcours d’autonomisation, d’identifier avec eux les opportunités, les problèmes et les solutions. Ceci implique des appels réguliers, des échanges d’emails, etc.
  • Point focal Youthconnekt: le(la) jeune VNU sera le point focal YouthConnekt au sein du bureau en ce qui concerne tous les aspects de mobilisation des jeunes, d’organisation d’évènements (tels que bootcamp, podcats, émissions, etc). Les aspects plus institutionnels relèveront de l’Analyste programme.
  • Recherche de financements et d’opportunités pour les jeunes entrepreneurs : le(la) VNU recherchera activement des opportunités nationales, régionales ou internationales pour renforcer les compétences des jeunes entrepreneurs, accéder à des financements, acccéder à des réseaux panafricains ou internationaux utiles, connecter des jeunes à de potentiels mentors, etc.
  • Recherche de mentors au sein de la diaspora : Il/elle sera responsable d’appuyer l’identification de mentors issus notamment de la diaspora pour accompagner les jeunes dans leurs projets. Il/elle définira sa stratégie avec son superviseur
  • Organisation de rencontres et évènements virtuels ou présentiels avec les jeunes : en collaboration avec les partenaires du PNUD (Girls and Tech, UCCIA, EFOICOM, COMORESLab, etc.), le(la) VNU appuiera la mise en place des évènements réguliers et soutiendra la mobilisation des jeunes pour garantir leur participation.
  • Développement de recommandations pour améliorer le soutien à l’Entrepreneuriat Jeune par le PNUD et ses partenaires : le(la) VNU travaillera avec l’équipe à améliorer constamment l’appui donné par le PNUD et ses partenaires. Il/elle identifiera par exemple des formations ad’hoc à mener, et travaillera en étroite collaboration avec l’Unité de suivi/évaluation du PNUD pour mesurer l’efficacité de l’accompagnement fourni aux jeunes.

Le jeune VNU contribuera également à toute tâche additionnelle liée à l’entrepreneuriat jeune, féminin et celui mené par des PVH.

Experience remark

Intérêt démontré et/ou expérience d’un (01) an dans l’entrepreneuriat, le développement de start-up, une structure d’incubation, le secteur bancaire des entreprises ; etc.

Une expérience en tant que volontaire et/ou l’expérience d’autres cultures, (par exemple: études, travail en tant que volontaire, stage) seront sérieusement prises en compte
