Description of task

Within the terms of the organization’s delegated authority, and under the direct supervision of the MINUSCA Medical Officer/Chief Medical Section, the UN Volunteer Medical Doctor will be responsible for:

· Attending the MINUSCA Medical Clinic/satellite clinics on a full time basis;

· Daily medical consultations of MINUSCA personnel (UN civilian personnel, national and international Contractors, uniformed personnel);

· Overseeing the work of all the other staff in the clinic (doctors, nurses and drivers);

· Being on call during and outside office hours, to observe and treat emergencies in the medical clinic or in their accommodation;

· Maintaining the medical preparedness of the clinic to respond to emergency conditions;

· Responding to emergency treatment due to trauma; conducting triage to prioritize emergency treatment;

· Maintaining medication and medical supply stock through timely requests to the mission pharmacist;

· Providing vaccinations for all MINUSCA staff;

· Conducting health education and sensitization on health topics, including HIV/AIDS;

· Arranging consultation with specialists in mission area or outside CAR for UN staff, when required;

· Establishing good relations with reliable hospitals and other private medical facilities;

· Maintaining emergency medical supplies and equipment to be used in case of emergency situations;

· Conducting entry and periodic medical examinations for United Nations staff members;

· Maintaining medical records of all UN personnel served by the clinic; observing medical confidentiality;

· Advising health and hygiene precautionary steps to be undertaken at the duty station;

· Conducting Contingent Owned Equipment (COE) Verification Inspections;

· Performing other related functions, when required by the Chief Medical Officer/Chief Medical Services;

· When working with (including supervising) national staff or (non-)governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;

Description of task

Under the supervision of the Chief of Operations and Resource Management and Chief Environment Unit, the Environment Officer will be responsible for managing the Environment Unit in the sector and for coordinating and managing actions on environmental and cultural issues in the mission, establishing, implementing, monitoring and revising as necessary the mission's Environmental Management System (EMS). The duties listed below are part and parcel of this task on the mission's EMS:

Policy and Guidance:

  • Support the Chief of Operations and Resource Management and the Chief Environment Unit in review and/or development and implementation of the mission's environmental policy and objectives (including directives, audit follow-up, Mission Environmental Action Plan, Standard Operating Procedures, etc.);
  • Conduct environmental assessments and surveys of operations in the mission, including Environmental Impact Assessments (EIA);
  • Liaise with Military at camps to assure assessment actions are completed;
  • Provide environmental support and guidance to clients within the mission;
  • Produce the mission's Environmental Baseline Study (EBS), if no such study has been done, or update existing EBS as necessary;
  • Implement the Environmental Action Plan in the sector of responsibility;
  • Implement and collect data for the environmental Action Planning and Performance (eAPP)
  • Produce the Environmental Emergency Preparedness Plan with relevant offices;

Environmental Action Plan - Implementation:

  • Lead, coordinate and monitor the implementation of the environmental Action Planning and Performance (eAPP) including data collection and reporting
  • conducting regular environmental inspections and risk assessment
  • Maintain a record of environmental issues and actions thereon at the mission, including, for example, a list of potentially hazardous installations within the mission (e.g. petrol station, warehouse storing flammables) in cooperation with fire marshals or other staff at the mission designated to deal with emergencies;
  • Investigate complaints or reports of pollution, contamination, health hazards and other environment-related incidents;
  • Submit periodic reports on environmental issues at the mission, to the Chief Environment Unit including policy compliance status reports as required for DOS;
  • Recommend to the Chief Environment Unit to undertake such measures as may be required to prevent or mitigate environmental problems;
  • Advise relevant officers or offices on environmental issues arising from the assessments, studies and plans, including environmental information relevant to the operations of the mission;

Awareness and Training:

  • Promote awareness on environmental issues;
  • Provide an environmental briefing to all mission personnel including police and military contingents during their induction training and as needed;
  • Conduct environmental training to all mission personnel.

Coordination and Partner Relations:

  • Liaise on environmental issues with local authorities and the office of the United Nations Resident Coordinator and relevant United Nations bodies and agencies present in the country or region hosting the mission;
  • Carry out any other tasks required to support the DPO/DOS Environmental Policy for UN Field Missions and the environmental objectives of the mission as directed by the Director of Mission Support.

Description of task

Dans le cadre de l’orientation stratégique de l’OMS au niveau national, le/la Volontaire des Nations Unies devra établir un plan harmonieux de communication et de sensibilisation, mettant en lumière l’action de l’OMS sur le terrain et faisant ressortir les réalisations et les résultats obtenus grâce aux efforts du bureau de Madagascar.
Responsabilités :
1. Recenser les sujets d’intérêt de manière à développer et à renforcer les activités médiatiques et de communication réalisées dans le cadre des efforts de l’OMS au niveau national. Concevoir des matériels et des outils de communication de pointe, puis assurer la diffusion rapide et en temps voulu de l’information vers tous les partenaires.
2. Collaborer avec le responsable de la gestion des projets (PMO/RM) du bureau de l’OMS à Madagascar afin de concevoir un ensemble de nouveaux documents de sensibilisation destinés à informer les parties prenantes et le grand public de la riposte menée par l’OMS. En outre, développer conjointement, selon le besoin, des outils médiatiques de haute qualité, allant du matériel audiovisuel et photographique, des imprimés, des programmes télévisés et radiodiffusés, à des présentations multimédia, aux réseaux sociaux, aux vidéos et communiqués de presse et à des bulletins d’information, entre autres, le but étant de promouvoir la visibilité, les réalisations et les réussites de l’OMS.
3. Se mettre en rapport avec la presse et les médias afin de diffuser des informations concernant l’action de l’OMS et les activités pertinentes telles que les ampagnes de l’Organisation, et susciter une prise de conscience accrue sur ces sujets. Créer des opportunités d’entrevue et de court métrage visant à renforcer la visibilité des réalisations de l’OMS par l’entremise de la radio, de la télévision et de la presse écrite, pour ne citer que ces moyens.
4. Diriger la conception et la maintenance du contenu des sites internet relatifs aux situations d’urgence, conformément aux lignes directrices et aux normes en vigueur au sein de l’Organisation, pour veiller à ce que l’approche adoptée reste cohérente.
Effectuer un examen critique puis améliorer les contenus, l’architecture et la conception.
5. Effectuer des recherches puis rédiger des articles et des messages contenant des faits tirés de situations réelles.
6. Préparer des articles de sensibilisation et de communication et des exposés que l’équipe de mobilisation des ressources exploitera pour convaincre les donateurs et les exhorter à financer rapidement la riposte menée par le secteur de la santé en faveur des populations touchées.
7. Collaborer avec tous les acteurs pertinents, notamment le groupe de responsabilité sectorielle Santé, le Bureau régional et le bureau pays, les autres départements de l’OMS, les organisations du système des Nations Unies et d’autres partenaires, afin d’identifier et de créer des possibilités de communication, puis de préparer des campagnes de communication sur des sujets spécifiques.
8. Représenter le bureau pays de l’OMS au sein du groupe de communication des Nations Unies et fournir un soutien technique approprié si nécessaire.
9. Organiser des activités et des réunions de sensibilisation pour accroitre la visibilité de l’OMS et de l’action menée par le bureau pays.

10. S’acquitter de toutes autres tâches relevant du domaine de la communication qui pourraient être confiées par le supérieur hiérarchique.
11. Soutenir l’élaboration et la mise en oeuvre des plans multirisques en matière de communication, de mobilisation sociale et de sensibilisation.
12. Assister les services du Ministère de la santé et des autorités sanitaires de Madagascar chargées des communications publiques en période de crise, en définissant les sujets à aborder et en rédigeant des communiqués, des déclarations à la presse et tout autre article nécessaire.

Description of task

Description of task

Within the delegated authority and under the supervision of Health Service Continuity Team Leader or his/her designated mandated representative(s), the UN Volunteer in charge of continuation of essential health services will work with the HSC Team Lead and the HSC M&E expert at the Regional Office, ISTs and Nairobi and Dakar Hubs, to support Member States to maintain essential health services during the COVID-19 pandemic and other emergencies.

Main tasks:

  • Support the adaptation of the global guidance of continuity of essential health services to African context and disseminate it through IMST and WCO Health Systems Focal points in all 47 Countries;
  • Support countries in monitoring the disruption of essential health services during the COVID-19 pandemic response and other emergencies;
  • Support the development, implementation and monitoring of plans to overcome the disruption of essential health service at the country level;
  • Work with relevant bodies and agencies to ensure alignment of existing plans and strategies at country level with health services managers at sub-national and district health systems on routine essential healthcare service continuity (facilities, personnel, medicines, supplies, medical devices);
  • Support assessment of the impact of Covid19 on health system performance in delivering essential health services
  • Support the leadership of the Health Service Continuity SWG in planning and implementing all the activities of the SWG.
  • Elaborate a periodic report on the disruption of essential health services during the COVID-19 pandemic response and other emergencies
  • Ensure any task related to her/his competencies requested by the supervisor

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take an active part in UNV activities (for instance, in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end-of-assignment self-reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Description of task

The UN Volunteer Political Affairs Officer will report directly to the Director of the Political Affairs Division or a designated officer and will be responsible for the following duties:

1) Political Analysis and Advice

  • Provide country-specific and regional analysis on the impact of developments in CAR and in the region and make policy recommendations for UN response.

  • Identify, analyze and monitor political developments and emerging issues with respect to the

  • implementation of the Mission’s mandate assesses implications and make recommendations on policies, strategies and other measures to address the issues of concern and to advance mandated objectives.

  • Provide support to the follow-up and implementation of the Political Peace Agreement signed on 6 February 2019.

2) Reporting and Information Management

  • Prepare summary and analytical reports including, but not limited to, daily and weekly situation reports, briefing notes, options papers, code cables and input for the reports of the Secretary-General to the Security Council, General Assembly or other bodies.

  • Prepare contextual information material, such as background notes, political profiles, and databases of relevance to the assigned portfolio.

  • Manage information to ensure its accessibility and utility.

3) Planning, Coordination and Facilitation

  • Develop and maintain collaborative relationships with UN Common System colleagues and counterparts, Government representatives, civil society actors, military and law enforcement actors, academic and research institutions, and other national and international partners on information sharing, policy and coordination matters.

  • Support prefectural efforts to develop inclusive political dialogue through the follow-up and implementation mechanisms of the Political Peace Agreement to address root causes of conflict with all main stakeholders, including signatories.

  • Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of shared objectives. Monitor, evaluate and report on implementation.

  • Assist in the organization of meetings and mission events, prepare written summaries and conduct follow-up activities as appropriate and draft correspondence, political reports, analyses and talking points for Mission Leadership.

  • Draft programmatic funding project proposals in support to Mandate implementation.

  • Facilitate project implementation either directly or through implementing partners, throughout the project implementation cycle.

  • Prepare narrative and financial reports on project implementation, as required by PAD guidelines.

  • Participate in fact-finding and other missions.

  • Prepare written summaries of meetings/visits and assist with follow-up activities, as appropriate.

  • Perform other relevant duties as required.

  • When working with (including supervising) national staff or (non-) governmental counterparts, the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training

Description of task

Within the delegated authority and under the supervision of the Regional Adviser and Head of Health Systems in Emergencies Lab (HSEL) at the Department of Universal Health Coverage/Health Systems (UHS), World Health Organization Regional Office for the Eastern Mediterranean (WHO EMRO), the UN Volunteer International Specialist will:

  1. Provide support in the implementation and monitoring of the HSEL work plan in collaboration with other technical units at teams at WHO Regional Office and Country Offices.
  2. Support implementation of the country support projects including pilot of health systems recovery toolkit, health systems resilience toolkit, capacity building programs, etc.

Description of task

Within the delegated authority and under the supervision of WHO Malaria Technical Officer or his/her designated mandated representative(s), the UNV Malaria Elimination Officer will:

  • Work with the National Centre for Malariaology, Parasitology and Entomology (CMPE) staff to review the existing National Malaria Elimination Surveillance and Response Guidelines, and revise the guidelines based on lessons learnt and to align with the new National Malaria Strategic Plan 2021-23;
  • Work with the CMPE, Provincial and District Malaria offices and health facility staff to improve understanding and capacity to implement the revised malaria elimination strategies and activities, specifically to;
  • Support sub-national training on the new national Malaria Elimination and Surveillance and Response Guidelines in elimination areas;
  • Improve provincial and district malaria office capacity to regularly and systematically analyse and interpret malaria elimination surveillance data in the malaria information system (DHIS2) and to address common programmatic issues;
  • Assist the provincial and district malaria staff, as well as health facility staff, to conduct effective and timely case and foci investigation and response activities (including reporting);
  • Work with the National CMPE staff to develop a national malaria elimination certification roadmap, which includes the creation of key documents, policies, reporting systems and other criteria that are essential to meet the WHO malria elimination certification requirements;
  • Work with the CMPE and the national Public Health Emergency Operations Centre (PHEOC), which is under the national Department of Communicable Disaese Control (DCDC), to improve the understanding, integration and utilization of malaria data at the PHEOC, as part of the strengthening and of this body to provide oversight and high level support for the effective implementation of malaria elimination activities.
